climbed on Wednesday, moving higher for the fifth time in six
sessions, with miners leading the advance as metal futures climbed.
Earnings were also helping sentiment, with shares of J. Sainsbury
up 1.9%, E.On shares up 2.9%, Credit Agricole up 3.9% and ING
shares up 4.6% after updating investors. The U.K. FTSE 100 index
rose 0.9% to 5,278.61, the German DAX index climbed 0.9% to 5,665.05
and the French CAC-40 index up 1% at 3,823.78.

LOS ANGELES (MarketWatch) -- Hong Kong's
stock market rose in early trading Wednesday, helped by mostly
strong Chinese economic data released at the session's open.
The Hang Seng Index rose 1.1% to 22,501.9, while the mainland
Chinese-focused Hang Seng China Enterprises Index was 0.4% higher
at 12,426.9. The Chinese economic numbers showed October industrial
production up 16.1%, better than the 15.5% expected by a Dow
Jones Newswires survey of economists, though consumer prices
fell 0.5% from a year earlier, a steeper drop than anticipated.
Top advancers included HSBC Holdings PLC , which rose 4.2% after
it said overnight that its third-quarter pretax profit would
be "significantly ahead" of year-earlier levels. Over
on the mainland, the Shanghai Composite failed to pull into positive
territory after the data release but was off earlier lows, trading
down 0.3% at 3,167.36.

WASHINGTON, Nov. 10, 2009 - The USDA's
Rural Utilities Service (RUS) and the Commerce Department's National
Telecommunications and Information Administration (NTIA) today
announced they are streamlining the American Recovery and Reinvestment
Act's broadband grant and loan programs by awarding the remaining
funding in just one more round, instead of two rounds, to increase
efficiency and better accommodate applicants.
RUS's Broadband Initiatives Program (BIP)
and NTIA's Broadband Technology Opportunities Program (BTOP)
are intended to expand broadband access and adoption in America,
advancing the goals of the Recovery Act by creating jobs and
stimulating long-term economic growth and opportunity. The first
round of these grant and loan programs produced about 2,200 applications
requesting nearly $28 billion in funding - almost seven times
the amount of funding available in that round - for proposed
broadband projects reaching all 50 U.S. states, 5 territories,
and the District of Columbia. The agencies are currently reviewing
these applications and expect to award up to $4 billion in loans,
grants, and loan/grant combinations in this round. The agencies
expect to begin announcing funding awards in December 2009.
"This will get the funds out the door
faster to stimulate the economy and create jobs. It gives applicants
and communities a greater opportunity to come together to form
networks and find more creative ways to connect to the global
economy through broadband," said Jonathan Adelstein, Administrator,
Rural Utilities Service, USDA. "We are listening to applicants,
reviewing applications received, and all indications suggest
a need to revisit the application process. We will consider changes
in the next NOFA to make the process more 'applicant friendly'
from beginning to end."
"Based on our experience with the
first funding round, including the overwhelming response we've
seen from applicants nationwide, we believe this consolidated
approach brings a number of benefits," said Lawrence E.
Strickling, Assistant Secretary for Communications and Information
and Administrator of NTIA.
The agencies also announced they are seeking
public comment on how best to administer the second round of
funding for the programs in order to improve the applicant experience
and maximize the ability of the programs to meet Recovery Act
objectives.
"Stakeholders will have the opportunity
to provide us with well-informed feedback on how the first round
worked for applicants, the agencies will be able to make improvements
to the process, and potential applicants will gain more time
to form partnerships and create stronger project proposals. Ultimately,
this approach can help us run the programs with increased efficiency
and produce better results for the American public," Strickling
said.
In a Request for Information (RFI) released
today, the agencies are seeking feedback on procedural and policy
aspects of BIP and BTOP. While inviting general input on the
programs, the agencies identified specific areas for comment.
In terms of procedural matters, for example,
the RFI seeks input on ways to streamline the application process
while still ensuring that the agencies obtain the information
necessary to make awards in accordance with statutory requirements.
The RFI also asks whether the agencies can better balance the
public's interest in transparency and openness with stakeholders'
legitimate interest in maintaining the confidentiality of proprietary
data.
Among policy matters raised, the RFI seeks
comment on how to best target the remaining funds to achieve
the goals of the Recovery Act. Commenters proposing a more targeted
approach are asked to quantify the impact of their proposal based
on metrics such as the number of end users or community anchor
institutions connecting to service, the number of new jobs created,
and the projected increase in broadband adoption rates. The RFI
asks whether to focus second round funding on projects that create
"comprehensive communities" by installing high capacity
middle mile facilities between anchor institutions that bring
essential health, medical, and educational services to citizens.
The RFI also invites input on various other issues, including
whether the definition of "remote area," which is used
to determine grant eligibility under BIP, is too restrictive,
how the agencies can best ensure that investments are cost effective,
and ways the programs might impact regional economic development
and stability.
RUS and NTIA will utilize the feedback
received in response to the RFI to set the rules for the second
funding round, which the agencies expect to announce through
a Notice of Funds Availability early next year.
The American Recovery and Reinvestment
Act provided a total of $7.2 billion to NTIA and RUS to fund
projects that will expand access to and adoption of broadband
services. Of that funding, NTIA will utilize $4.7 billion for
grants to deploy broadband infrastructure in unserved and underserved
areas in the United States, expand public computer center capacity,
and encourage sustainable adoption of broadband service. RUS
will use $2.5 billion in budget authority to support grants and
loans to facilitate broadband deployment in primarily rural communities.

PREPARING FOR A SAFE AND EASY THANKSGIVING
DINNER - ONE DAY AT A TIME
WASHINGTON, November 10, 2009 - Preparing
Thanksgiving dinner can be a wonderful experience, yet daunting
for those planning it. The goal is to have a safe and delicious
turkey dinner, and if planned one day at a time, it can be a
fun and memorable experience.
A good way to start is one week before
the big day - on Thursday, November 19 at 3 p.m. ET - join the
U.S. Department of Agriculture (USDA) in a live Facebook chat
featuring a holiday food safety expert from its Food Safety and
Inspection Service. Members of the public can submit questions
about safe preparation of the holiday meal-turkey, stuffing and
other holiday favorites--and get live answers right on the USDA

To ensure a successful and safe celebration
this Thanksgiving, USDA recommends a Thanksgiving countdown.
Ahead of the Nov. 19 Facebook chat you can:
Plan your menu and gather recipes.
Check your pantry to see what you have.
Make a shopping list of needed ingredients.
Check to make sure you have all the equipment
you will need, including a roasting pan large enough to hold
your turkey or meat.
Buy a food thermometer if you don't already
have one.
Start using foods that are taking up space
in your refrigerator and freezer to make sure you have plenty
of room for your turkey, ham, or roast and other dishes.
Thanksgiving (T) minus 6 (Friday): If you
decided to buy a frozen bird and haven't purchased it yet, buy
it today so you have adequate time to thaw it in the refrigerator.
For thawing a frozen turkey, move it into your refrigerator now.
Leave the frozen bird in its original wrapper and place it on
a tray to catch any juices that may leak from the package as
the turkey thaws. Bacteria in poultry juices can cross-contaminate
other foods that will be eaten without further cooking or that
are already cooked, possibly causing foodborne illness. Allow
approximately 24 hours per 4 to 5 pounds of turkey. For example,
a 16-pound turkey would take 3 to 4 days to thaw. A thawed turkey
can remain in the refrigerator for 1-2 days before cooking. Purchase
fresh turkey only one to two days before cooking.
T minus 5 (Saturday): Do a thorough cleaning
job on your refrigerator and the appliances needed for preparing
the Thanksgiving meal. Sanitize all countertops and cutting boards
using a solution of 1 tablespoon unscented chlorine bleach per
gallon of water.
If using an electric roaster oven, bring
it into the kitchen and make sure it is working. If smoking a
turkey, have adequate charcoal and/or other fuels.
T minus 4 (Sunday): Set the table including
serving dishes and utensils, and round up the needed chairs.
Plan your Thanksgiving Day cooking timetable based on the size
of your turkey or other meats. For cooking timetables and more

T minus 3 (Monday): Make vegetable side
dishes and breads ahead of time. Store the side dishes in the
refrigerator (40 °F or below).
T minus 2 (Tuesday): If buying a fresh
turkey, this is the day to bring it home from the store. If you
forgot to thaw the frozen turkey or don't have room in the refrigerator
for thawing, don't panic. You can submerge the turkey in cold
water and change the water every 30 minutes. Allow about 30 minutes
defrosting time per pound of turkey. Cook immediately after thawing.
T minus 1 (Wednesday): No. Don't even think
of pulling an all-nighter with your turkey. It's not safe to
cook a turkey all night at 200 °F. The minimum oven temperature
is 325 °F to ensure any bacteria are destroyed.
Check again to make sure you have all the
ingredients you need to prepare your holiday meal. Although stores
are probably crowded, buying needed ingredients now is essential.
Prepare wet and dry stuffing ingredients
ahead of time and refrigerate them separately. Don't combine
the ingredients until just before cooking the stuffing - inside
or outside the turkey.
T (Thanksgiving Day)
If you still need to thaw your turkey,
microwave thawing is probably your only option now. Check the
manufacturer's instructions for the size turkey that will fit
into your oven, the minutes per pound, and the power level to
use for thawing. Cook immediately after thawing.
If you plan to stuff your turkey, mix the
wet and dry stuffing ingredients just before placing the stuffing
inside the turkey cavity or into a casserole dish. The stuffing
should be moist, not dry, since heat destroys bacteria more rapidly
in a moist environment. Stuff your turkey loosely and place it
in the oven immediately. Lacking a thermometer, cook the stuffing
separately.
Use a food thermometer to check the internal
temperature of turkey and stuffing. A cooked whole turkey is
safe at a minimum internal temperature of 165 °F throughout
the bird and stuffing. Check the internal temperature in the
innermost part of the thigh, wing, the thickest part of the breast

All turkey meat, including any that remains
pink, is safe to eat as soon as all parts reach at least 165
°F. When turkey is removed from the oven, let it stand 20
minutes before removing the stuffing and carving the turkey.
After Thanksgiving dinner, cut the leftover
turkey into small pieces; refrigerate stuffing and turkey separately
in shallow containers within 2 hours of cooking. Use leftover
turkey and stuffing within 3-4 days or freeze these foods. Reheat
thoroughly to a temperature of 165 °F or until hot and steaming.

NATIONAL ARCHIVES LAUNCHES NEW ONLINE
RESERVATION SYSTEM
Beat the crowds! Reserved tours and visits are now just a mouse
click away!
Washington, DC* For the first time, the
National Archives will launch a new online reservation system
tomorrow, November 11, to make it easier for individuals, families,
and large groups alike to visit National Archives. By simply
going online, visitors can reserve their choice of dates and
times in a matter of minutes. While reservations are not required
to visit the National Archives and admission is free, this new
system will eliminate the long lines and often lengthy wait.
"This important step will simplify
the vacation planning process for our visitors and provide an
opportunity for easy access to the National Archives Experience,"
said Acting Archivist Adrienne Thomas. Reservations will be handled
through the National Recreation Reservation Service (NRRS).
Starting TOMORROW, visitors to the National
Archives Experience can make reservations online at www.archives.gov/nae/visit/reserved-visits.html,
from the NRRS website at www.recreation.gov. Reservations can
also be made through the NRRS Call Center: 1-877-444-6777, Group
Sales Reservations: 1-877-559-6777, or TDD: 1-877-833-6777.
Advance reservations will allow visitors
to avoid the exterior portion of the line to see the Charters
of Freedom during the height of the tourist season (mid-March
through Labor Day) and during holiday seasons such as the weeks
of Thanksgiving, Christmas, and New Year's. The convenience fee
for online reservations is $1.50 per person and admission to
all of the National Archives Experience exhibits is free.
About the National Archives Experience
A "must see" tourist destination, the National Archives
Experience houses this nation's true "National Treasures"
-- the Charters of Freedom -- the Declaration of Independence,
Constitution, and Bill of Rights. The National Archives Experience
also includes the Public Vaults permanent exhibition, the Lawrence
F. O'Brien temporary exhibition gallery, the Boeing Learning
Center, and the William G. McGowan Theater. Museum hours are

Secretary Chu to Travel to India and China
to Promote Clean Energy Partnerships
Washington, DC The Department of Energy announced today
that Energy Secretary Steven Chu will travel to India and China
from Thursday, November 12 to Wednesday, November 18 as part
of the Departments efforts to advance opportunities for
international clean energy cooperation. During the China portion
of the visit, Secretary Chu will join with President Barack Obama
as part of the official White House delegation.
"China and India will play central roles in the world's
energy future." Secretary Chu said. "By working together
we can promote clean energy technologies, helping meet our energy
and climate challenges while creating jobs here at home."
Secretary Chu will be in New Delhi, India from Thursday, November
12 through Saturday, November 14th, before continuing onto Beijing,
China the next morning. Secretary Chu will spend the remainder
of his trip in Beijing before returning to the United States
on November 18th.
The visits will highlight the tremendous potential for mutually
beneficial relationships in the clean energy sector, specifically
focused on opportunities to create clean energy jobs and develop
the latest in clean energy technologies.
Additional information about the trip will be released in the
coming days.

DOE Announces New Executive Director of
Loan Guarantee Program
Appointment will streamline review process and help speed economic
recovery
Washington D.C. --- Underscoring his commitment to strengthen
and streamline the Department of Energy's operations, Secretary
Steven Chu today named Jonathan Silver Executive Director of
the Department's loan program office. In this role, Silver will
oversee the Department's Loan Guarantee Program as well as the
Advanced Technology Vehicles Manufacturing (ATVM) loan program.
Silver will report directly to Secretary Chu, helping accelerate
the application review process for both programs. As Executive
Director, Silver will be responsible for staffing the programs
and leading origination, analysis, and negotiation, as well as
managing the full range of the Department's alternative energy
investments.
The loan programs at DOE play a critical role in spurring
investment in a clean energy economy, creating new jobs, and
fighting carbon pollution, said Secretary Chu. Jonathan's
background and expertise will help us dramatically expand our
efforts and capitalize on the many significant opportunities
we have in front of us.
President Obama's American Recovery and Reinvestment Act created
a new Section 1705 under Title XVII of the Energy Policy Act
of 2005 for the rapid deployment of renewable energy projects
and related manufacturing facilities, electric power transmission
projects and leading edge biofuels projects that commence construction
before September 30, 2011. Within 60 days of taking over at the
Department, Secretary Chu announced the first loan guarantee
to Solyndra, Inc. to support the company's construction of a
commercial-scale manufacturing plant for its proprietary cylindrical
solar photovoltaic panels. Since then, DOE has made additional
conditional commitments to Beacon Power and Nordic Windpower
and issued advanced technology vehicle loans to Nissan, Ford,
Tesla, Fisker and Tenneco.
The ATVM program has $7.5 billion in appropriations to support
up to $25 billion in loans. The Recovery Act provided $4 billion
in appropriations to support up to $32 billion in loan guarantees.
Those credit subsidies complement more than $50 billion in additional
loan guarantee authority the Department has to advance nuclear,
clean coal, and advanced renewables and energy efficiency technologies.
Prior to his appointment, Silver was a venture capitalist and
the Managing General Partner of Core Capital Partners, an early-stage
investor in alternative energy, advanced manufacturing, telecommunications
and software. Earlier, Silver was a Managing Director, and the
Chief Operating Officer, of Tiger Management. He began his career
at McKinsey and Company.
Silver has extensive public sector experience as well, having
served as a policy advisor to the Secretaries of Commerce, Interior
and Treasury in the 1990s. During this time, Silver was also
a member of the team that negotiated the first clean car agreement
with the nation's auto manufacturers. He has also served on numerous
non-profit boards, including, for many years serving as Chairman
of the board of American Forests.
Silver is a graduate of Harvard University and did graduate work
at the Institute of Political Studies in Paris and the Graduate
Institute of International Studies in Geneva. He has received
both Fulbright and Rotary Graduate Fellowships.

Governor Rounds Agree to Improve James River Water Quality and
Enhance Area Wildlife Habitat
WASHINGTON, Nov. 10, 2009 - Agriculture
Secretary Tom Vilsack joined South Dakota Governor Mike Rounds
in signing an agreement that will improve water quality, reduce
soil erosion, aid flood control and enhance wildlife habitat
in the state's James River Watershed.
"The USDA is proud to collaborate
with the South Dakota to protect and conserve our natural resources
while improving the quality of life in our communities,"
said Vilsack.
The goal of South Dakota's Conservation
Reserve Enhancement Program (CREP) is to enroll up to 100,000
acres of eligible agricultural land located in the James River
Watershed. The establishment of the South Dakota CREP will help
restore prairie pothole wetland hydrology and surrounding upland
buffers along drainages leading into the James River. The project
will improve water quality, provide wildlife habitat and enhance
recreational access on agricultural lands located in this watershed.
Eligible producers interested in enrolling
acreage in the South Dakota CREP must offer a minimum of 40 contiguous
or nearly contiguous acres, as determined by the Farm Service
Agency (FSA), which may consist of a combination of land offered
for enrollment into CREP and adjacent non-CREP acres in order
to meet the 40-acre minimum block-size requirement. The 40-acre
minimum requirement may be waived for beginning, limited resource
or socially disadvantaged farmers or ranchers. The acres offered
for CREP must meet the specific conservation practice requirements
of the Conservation Reserve Program (CRP) to be eligible under
CREP. An additional requirement of the James River Watershed
CREP is that producers enrolling eligible acres in CREP must
also enroll the applicable acres in the South Dakota Game, Fish
and Parks Walk-In Area Program for hunting and fishing access.
Producers enrolling acreage under CREP
will be eligible to receive the current weighted-average rental
rate for the three predominant soils on the eligible acreage.
Some conservation practices will qualify for additional incentives
such as a 20 percent rental rate increase, Practice Incentive
Payment (PIP), and a Signing Incentive Payment (SIP) of $100
per acre. The acreage enrolled in CREP will also be eligible
to receive an annual payment from the state of South Dakota equal
to 40 percent of the weighted-average rental rate for acres enrolled
under CREP.
The total cost of the South Dakota CREP
over the life of the project is estimated at $161.4 million for
a total enrollment of 100,000 acres.
Sign up for this voluntary program is expected
to begin Nov. 23, 2009. Farmers and ranchers will be able to
apply for this program at local county FSA offices. FSA will
administer the South Dakota CREP project on behalf of the Commodity
Credit Corporation, working with the USDA's Natural Resources
Conservation Service, South Dakota Game, Fish and Parks Department
and other state CREP partner agencies.

AGRICULTURE SECRETARY VILSACK ANNOUNCES
THAT USDA AND DEFENSE DEPARTMENT WILL PARTNER TO SUPPORT MILITARY
CHILDREN AND FAMILIES
WASHINGTON, Nov. 10, 2009 - Secretary of
Agriculture Tom Vilsack today announced that USDA will partner
with the Department of Defense to form the Extension-Military
Partnership, which will bring the extension expertise of land-grant
universities to military family support programs. USDA Under
Secretary for Research, Education and Economics Rajiv Shah made
the announcement today at the National Leadership Summit on Military
Families.
"Military families face many challenges
as a result of their commitment to our country, and USDA recognizes
this significant sacrifice and believes very strongly that Cooperative
Extension can play a critical role in supporting these families,"
Shah said. "This new partnership will enhance our 20-year
relationship with the Defense Department and extend the many
resources of the Cooperative Extension Service to serve the entire
military community."
The partnership will focus on three overall
areas: community capacity building in support of military families,
workforce development, and strengthening family, child care and
youth development programs.
The National Leadership Summit on Military
Families was planned to start an ongoing conversation to transform
family support and readiness programs and lead to more effective
and productive ways for coordination in implementation. More
than 200 leaders who provide support to military families attended
the summit over the past few days at the University of Maryland.
The summit was organized through collaboration between USDA's
National Institute of Food and Agriculture (NIFA), Military Community
and Family Policy and the University of Maryland. Participants

USDA, land-grant universities and non-governmental partners.
USDA has worked with DoD for 20 years,
including partnership with all branches of the military - Army,
Navy, Air Force, Marine Corps and the National Guard & Reserve.
USDA began the partnership by bringing the 4-H Youth Development
Program to youth living on military bases throughout the world.
In 2008, 24,000 youth participated in 4-H club programs on military
bases and installations around the globe. Additionally, Cooperative
Extension faculty are working in partnership with bases and installations
across the country to address critical needs of military families,
including needs related to health, nutrition, financial management,
family stress, etc.
Through federal funding and leadership
for research, education and extension programs, NIFA focuses
on investing in science and solving critical issues impacting

Federal Register Publishes 2009/2010
United States Government Manual
Washington, DC*Acting Archivist of the
United States Adrienne C. Thomas announced today the publication
of the 2009/2010 edition of The United States Government Manual,
the official handbook of the Federal Government.
The new 674-page Manual provides up-to-date
information about the missions, programs, and activities of Federal
agencies, as well as the names of top officials of each agency
in the Obama
administration and listings of U.S. Senators and U.S. Representatives.
It also contains other useful information on the legislative,
judicial, and executive branches of the Government and has comprehensive
name and agency/subject indexes.
A special feature of this invaluable book
is the Sources of Information section, which lists addresses
and telephone numbers for each agency for employment, Government
contracts, publications, films, and other services available
to the public.
In addition, the volume contains agency
organizational charts, a list defining commonly used Federal
abbreviations and acronyms, and a detailed section on Federal
agencies that have been terminated, transferred, or changed in
name since March 1933.
The Manual has been compiled and published
by the Office of the Federal Register of the National Archives
and Records Administration since 1948.
The 2009/2010 Manual (Stock Number 069-000-00179-3)
may be purchased for $35.00 from the Superintendent of Documents,
Government Printing Office (GPO). All orders must be accompanied

Hoyer Statement on Proposals to Restore
Long-Term Fiscal Stability
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Senate Budget Committee held a hearing on bipartisan proposals
to increase long-term fiscal stability:
Todays hearing held by Chairman Conrad and Ranking
Member Gregg was an acknowledgement that the deficit is a serious
concern for all Americans. I believe action must be taken to
rein in our mounting deficits and debt.
I have endorsed the idea of creating a fiscal commission
and am encouraged by the increased interest in the proposal.
Several members of the Senate have suggested that legislation
increasing the debt limit be accompanied by the creation of such
a commission to spur Congress to make the hard choices necessary
to return our nation to fiscal health.
While failing to increase the debt limit is not an option,
the need to raise the debt limit should be accompanied by a serious
discussion about possible actions we can take to deal with our
fiscal challenge. Putting in place a mechanism to deal with our
long-term fiscal shortfalls, as well as legislation restoring
statutory PAYGO, should be a part of that discussion. I look
forward to working with my colleagues in the House and Senate
on these and other actions to deal with our fiscal challenges.

Hoyer: Administration and Congress Must
Remain Focused on Sudan
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement after Special
Envoy to Sudan Scott Gration and National Security Council Senior
Director for Multilateral Affairs Samantha Power held a discussion
this afternoon on Sudan policy:
I am pleased that the Obama Administration is continuing
to focus on the dire situation in Sudan. Todays discussion
reflected the numerous challenges we face as we work to advance
a more stable and secure Sudan. I will continue to talk to the
Administration about the comprehensive strategy for Sudan that
was released a few weeks ago, and how we can alleviate the suffering
of the Sudanese people. Congress will work jointly with the Administration
to ensure that we end the genocide in Darfur, that the 2005 Comprehensive
Peace Agreement between the North and South continues to be implemented
in a fair and timely manner, and to prevent Sudan from becoming
a terrorist safe haven.

Majority Leader Hoyer Recognizes Nation's
Veterans
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement in recognition
of Veterans Day, which is observed tomorrow:
Veterans Day is a day to honor all Americans who have answered
the nations highest call of duty. Every day that we benefit
from the freedoms we share as Americans, we are reminded of their
service, sacrifice and success in protecting our nation.
We owe this freedom to generations of brave men and women
who have put on a U.S. military uniform to protect our citizens
and defend our ideals. Our veterans and those currently serving
have willingly risked their lives to preserve ours and they deserve
our gratitude - on this day and every day.
Sadly, on this Veterans Day we also remember and mourn
the 13 who were killed and 38 who were injured in the unconscionable
act of violence that occurred last week in Fort Hood, Texas.
These patriotic Americans and their families are with us in our
hearts and thoughts as we honor all those who have sacrificed
under the banner of freedom.
