On Health Reform
In 2003, the Republican Majority passed
the Medicare Modernization Act of 2003 authorizing a massive
overhaul of the Medicare program arguably the single most
important legislative proposal considered in the 108th Congress
and the largest change to Medicare in its history. The original
House bill was first introduced on June 16th, rushed through
committees, and was brought to the Floor for a vote a scant 11
days later. The conference report was introduced, debated and
voted on in little more than a day. Both the vote on the original
House bill and the conference report required martial law consideration
with little notice for the public and Democrats to review and
understand the ramifications of this expensive and complicated
legislation. The Republican record cannot compare to the open,
transparent process that Democrats have employed throughout the
current debate on health reform.

Historic Vote to Pass Health Insurance Reform
WASHINGTON Tonight the House of
Representatives passed the Affordable Health Care for America
Act, landmark health reform legislation that will ensure every
American has access to quality, affordable, stable and secure
health care coverage. The legislation, which cracks down on some
of the insurance industrys worst practices, would extend
coverage to 36 million Americans and cut the deficit by $104
billion over ten years. Groups representing doctors and farmers,
seniors, consumers, and cancer patients have endorsed the bill.
It passed the House with only one Republican vote in support
of the measure.
This day has been a long time coming.
Teddy Roosevelt first called for health reform nearly 100 years
ago, but today in the face of furious lobbying by the
insurance industry and nearly unanimous opposition from Republicans
House Democrats accomplished something no other Congress
has been able to do: pass comprehensive health reform legislation.
I want to thank President Obama for his extraordinary leadership
on this issue, and extend my congratulations to Speaker Pelosi,
Majority Leader Hoyer, Chairmen Waxman, Miller and Rangel, Congressman
Clyburn and countless others in the U.S. House of Representatives
for taking this historic step.
The Affordable Health Care for America
Act will provide more security and stability to people who already
have insurance by enacting much needed reforms to the insurance
industry. No longer will an insurance company be able to deny
someone coverage because of a pre-existing condition, or cancel
someones coverage when they get sick. The Act will provide
more quality, affordable choices for the millions of Americans
who are uninsured. And the bill will bring down the high costs
of care, for American families and businesses, while lowering
our deficit.
This historic day would not have
been possible without the tireless efforts of Organizing for
America (OFA) in rallying the public to see through Republican
scare-tactics and lies and energizing them behind the cause of
our generation meaningful health insurance reform. In
total, more than 2 million people participated in OFAs
grassroots campaign for reform by signing pledges, sharing their
personal stories and hosting and attending one of the thousands
of local events in all 50 states and all 435 Congressional Districts.
In the final week of August and the first week of September alone
over 110,000 people attended a pro-reform event providing the
necessary momentum that made possible this monumental achievement.
Americans from all walks of life
have endorsed this legislation. The AARP endorsed the bill because
they believe it will reduce health care costs and expand coverage
for older Americans. The American Medical Association and the
American Nurses Association have lent their support because they
believe it will help to fix the problems in our broken system
and strengthen the doctor-patient relationship. The Consumers
Union endorsed the bill because they believe it will create a
more secure, affordable health care system, and the National
Farmers Union has given their support because it will help
Americans who live in rural areas access care.
Despite the overwhelming support
this legislation has received and despite a strong mandate from
the public for action, the Republicans have held tight to their
just-say-no approach, firmly rooting the GOP on the side of the
insurance lobby and the status quo that is breaking American
families and small businesses. It is evident from their obstructionism
that the Republicans are more interested in protecting their
own reputations and political fortunes than ensuring that our
generation and generations to come have the best possible access
to health care. Unfortunately for the Republican Party, their
misguided and shameful campaign to kill health reform looks doomed
to fail something all Americans should be thankful for.
Today, Congressional Democrats put
opponents of reform on notice: the status quo is unsustainable
and inaction is not an option. This vote doesnt mark the
end of this process we still have a ways to go
but it is a critical milestone on the road to passing health
insurance reform. The American people want reform they
need reform and Democrats will not rest until we pass
comprehensive health reform legislation.

MESSAGE FROM THE MAJORITY LEADER
Tonight, the House passed the Affordable
Health Care for America Act legislation that will make
health care more affordable, accessible and secure for all Americans.
The bill, which has the support of the AARP, the American Medical
Association, and Consumers Union will lower health care
costs for families and small businesses, expand access to coverage
for an additional 36 million Americans, enhance benefits and
services for seniors, and include significant new protections
that will benefit all health care consumers.

I am proud of what the House accomplished
today, and it is my hope that the Senate will build upon the
Houses momentum and work with us to ensure that health
care reform is enacted into law.
Health reform is particularly important to us as we face an economic
downturn that has cost many families their health insurance or
forced employers to weaken health benefits. While job losses
are continuing to improve from where they were a year ago, the
unemployment numbers released this week by the Department of
Labor for the month of October are far too high. On Friday, the
President signed into law an extension of unemployment insurance
benefits, which Congress passed this past week. This will provide
direct relief to those who need it most, as well as stimulate
the economy. In the weeks and months ahead, Congress will continue
efforts to spur economic growth and get Americans back to work.
Next week, House Members will return to their Districts to be
with their constituents as we observe Veterans Day. This is a
time to reaffirm our support for every American service member,
both the 25 million living veterans and those we have lost, who
fought to protect our freedoms. The horrific outburst of violence
at Fort Hood this week reminds us that the sacrifice and service
of Americas veterans is considerable and constant, and
we are eternally grateful for the patriotism of our troops and
those who make the selfless and courageous decision to risk their
lives in the service of our nation.

care bill PASSES in the house
Last night The Affordable Health Care for
America Act, or H.R. 3962 passed, disallowing insurance from
denying coverage to anyone with a pre-existing condition or charging
higher premiums based on gender or medical history. It also provides
federal subsidies to those who cannot afford it and guarantees
coverage for 96 percent of Americans, according to the nonpartisan
Congressional Budget Office.

Congressman Dennis Kucinich after voting
against H.R. 3962 addresses why he voted NO, stating:
"We have been led to believe that
we must make our health care choices only within the current
structure of a predatory, for-profit insurance system which makes
money not providing health care. We cannot fault the insurance
companies for being what they are. But we can fault legislation
in which the government incentivizes the perpetuation, indeed
the strengthening, of the for-profit health insurance industry,
the very source of the problem. When health insurance companies
deny care or raise premiums, co-pays and deductibles they are
simply trying to make a profit. That is our system."
"Clearly, the insurance companies
are the problem, not the solution. They are driving up the cost
of health care. Because their massive bureaucracy avoids paying
bills so effectively, they force hospitals and doctors to hire
their own bureaucracy to fight the insurance companies to avoid
getting stuck with an unfair share of the bills. The result is
that since 1970, the number of physicians has increased by less
than 200% while the number of administrators has increased by
3000%. It is no wonder that 31 cents of every health care dollar
goes to administrative costs, not toward providing care. Even
those with insurance are at risk. The single biggest cause of
bankruptcies in the U.S. is health insurance policies that do
not cover you when you get sick."
"But instead of working toward the
elimination of for-profit insurance, H.R. 3962 would put the
government in the role of accelerating the privatization of health
care. In H.R. 3962, the government is requiring at least 21 million
Americans to buy private health insurance from the very industry
that causes costs to be so high, which will result in at least
$70 billion in new annual revenue, much of which is coming from
taxpayers. This inevitably will lead to even more costs, more
subsidies, and higher profits for insurance companies - a bailout
under a blue cross."
"By incurring only a new requirement
to cover pre-existing conditions, a weakened public option, and
a few other important but limited concessions, the health insurance
companies are getting quite a deal. The Center for American Progress'
blog, Think Progress, states, 'since the President signaled that
he is backing away from the public option, health insurance stocks
have been on the rise.' Similarly, healthcare stocks rallied
when Senator Max Baucus introduced a bill without a public option.
Bloomberg reports that Curtis Lane, a prominent health industry
investor, predicted a few weeks ago that 'money will start flowing
in again' to health insurance stocks after passage of the legislation.
Investors.com last month reported that pharmacy benefit managers
share prices are hitting all-time highs, with the only industry
worry that the Administration would reverse its decision not
to negotiate Medicare Part D drug prices, leaving in place a
Bush Administration policy."
"During the debate, when the interests
of insurance companies would have been effectively challenged,
that challenge was turned back. The 'robust public option' which
would have offered a modicum of competition to a monopolistic
industry was whittled down from an initial potential enrollment
of 129 million Americans to 6 million. An amendment which would
have protected the rights of states to pursue single-payer health
care was stripped from the bill at the request of the Administration.
Looking ahead, we cringe at the prospect of even greater favors
for insurance companies."
"Recent rises in unemployment indicate
a widening separation between the finance economy and the real
economy. The finance economy considers the health of Wall Street,
rising corporate profits, and banks' hoarding of cash, much of
it from taxpayers, as sign of an economic recovery. However in
the real economy - in which most Americans live - the recession
is not over. Rising unemployment, business failures, bankruptcies
and foreclosures are still hammering Main Street."
"This health care bill continues the
redistribution of wealth to Wall Street at the expense of America's
manufacturing and service economies which suffer from costs other
countries do not have to bear, especially the cost of health
care. America continues to stand out among all industrialized
nations for its privatized health care system. As a result, we
are less competitive in steel, automotive, aerospace and shipping
while other countries subsidize their exports in these areas
through socializing the cost of health care."
"Notwithstanding the fate of H.R.
3962, America will someday come to recognize the broad social
and economic benefits of a not-for-profit, single-payer health
care system, which is good for the American people and good for
America's businesses, with of course the notable exceptions being
insurance and pharmaceuticals."
