Paterson is going up early with two campaign ads.
(CNN) - In what may be an effort to quiet speculation he will
drop his bid for a full term, embattled New York Gov. David Paterson
is hitting the airwaves with a major ad buy intended to reintroduce
himself to voters.

Sen. Dianne Feinstein (D-CA) said "she will base a decision
on whether to run for California governor next year largely on
the solutions the announced candidates put forward to deal with
the state's fiscal problems," the AP reports.

health care reform effort, "working to soothe last-minute

Madam Chair and Members of the Committee:
Thank you for the opportunity to discuss
the employment and
unemployment data we released this morning.
In October, the unemployment rate rose
to 10.2 percent, the
highest rate since April 1983, and nonfarm payroll employment
declined by 190,000. Since the start of the recession, payroll
employment has fallen by 7.3 million.
Job losses have averaged 188,000 over the
past 3 months.
The declines are much smaller and less widespread than they were
last fall and winter. Nevertheless, some industries are still
experiencing notable employment declines. In October,
construction lost 62,000 jobs, manufacturing 61,000, and retail
trade 40,000.
In construction, October job losses were
concentrated among
nonresidential specialty trades and heavy construction. Earlier
in the recession, the residential components of construction
accounted for the majority of the job losses in the industry.
In
manufacturing, there were notable job cuts in machinery,
nonmetallic minerals, computer products, and printing in October.
Retail job losses were concentrated in sporting goods and book
stores and in department stores. Earlier in the downturn, large
job losses were spread across a wider range of retail industries.
One of the few industries where employment
continued to grow
during the recession has been health care, which added 29,000
jobs in October. Employment in temporary help services rose by
34,000 over the month, the first significant increase in that
industry since the start of the recession in December 2007.
Average hourly earnings of production and
nonsupervisory
workers in the private sector were up by 5 cents in October to
$18.72. Over the past 12 months, average hourly earnings have
risen by 2.4 percent. From September 2008 to September 2009,
the
Consumer Price Index for Urban Wage Earners and Clerical Workers
(CPI-W) declined by 1.7 percent.
Turning to measures from the survey of
households, the
unemployment rate increased from 9.8 to 10.2 percent over the
month. Since the recession began, the jobless rate has increased
by 5.3 percentage points, while the number of unemployed has
more
than doubled to 15.7 million.
The number of long-term unemployed remained
high. In
October, 5.6 million workers had been jobless for 27 weeks or
more.
Among the employed, there were 9.3 million
persons working
part time in October who would have preferred full-time work.
The number of such workers has doubled since the start of the
recession.
Among those outside the labor force--that
is, persons
neither working nor looking for work--the number of discouraged
workers in October was 808,000, up from 484,000 a year earlier.
These individuals are not currently looking for work because
they
believe no jobs are available for them.
In summary, nonfarm payroll employment
fell by 190,000 in
October, and the unemployment rate rose to 10.2 percent.

Hoyer Statement on October Jobs Report
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Department of Labor announced unemployment numbers for the
month of October:
Todays news that the unemployment rate has surpassed
10% is unacceptable. While we are losing significantly fewer
jobs now than one year ago, too many people remain out of work.
Democrats have taken action to help middle-class Americans who
have been hardest hit by this recession. Yesterday, the House
passed an extension of unemployment insurance benefits, which
the President signed into law today. This will give direct assistance
so that Americans can keep providing for their families, and
it will also keep generating demand which is critical to our
economic recovery.
Even as we are encouraged by news that the economy grew
in the last quarter, we know that a recession of this magnitude
does not end overnight, and we expect more tough times ahead.
Democrats remain focused on doing everything we can to keep creating
jobs so that Americans get back to work and we rebuild a strong
and stable economy.

David Ferriero Confirmed by U.S. Senate
as 10th Archivist of the United
States
Washington, DC. . . Today, the United States
Senate voted to confirm
David Ferriero as the 10th Archivist of the United States. Mr.
Ferriero
was the Andrew W. Mellon Director of the New York Public Libraries
and
is a leader in the field of library science. Mr. Ferriero, who
was
nominated by President Obama on July 28, 2009, will succeed Professor
Allen Weinstein who resigned as Archivist in December 2008 for
health
reasons. Deputy Archivist Adrienne Thomas is serving as the Acting
Archivist until Mr. Ferriero assumes his duties.
As the Andrew W. Mellon Director of the
New York Public Libraries
(NYPL), Mr. Ferriero was part of the leadership team responsible
for
integrating the four research libraries and 87 branch libraries
into one
seamless service for users, creating the largest public library
system
in the United States and one of the largest research libraries
in the
world. Mr. Ferriero was in charge of collection strategy; conservation;
digital experience; reference and research services; and education,
programming, and exhibitions.
Among his responsibilities at the NYPL
was the development of the
library's digital strategy, which currently encompasses partnerships
with Google and Microsoft, a web site that reaches more than
25 million
unique users annually, and a digital library of more than 750,000
images
that may be accessed free of charge by any user around the world.
Before joining the NYPL in 2004, Mr. Ferriero
served in top positions
at two of the nation's major academic libraries, the Massachusetts
Institute of Technology in Cambridge, MA, and Duke University
in Durham,
NC. In those positions, he led major initiatives including the
expansion of facilities, the adoption of digital technologies,
and a
reengineering of printing and publications.
Mr. Ferriero earned bachelor's and master's
degrees in English
literature from Northeastern University in Boston and a master's
degree from the Simmons College of Library and Information Science,
also
in Boston. After serving in the Navy during the Vietnam War,
he started
in the humanities library at MIT, where he worked for 31 years,
rising
to associate director for public services and acting co-director
of
libraries.
In 1996, Mr. Ferriero moved to Duke University,
where he served as
University Librarian and Vice Provost for Library Affairs until
2004.
At Duke, he raised more than $50 million to expand and renovate
the
university's library and was responsible for instructional technology
initiatives, including overseeing Duke's Center for Instructional
Technology.
As Archivist of the United States, Mr.
Ferriero will oversee the
National Archives and Records Administration, an independent
Federal
agency created by statute in 1934. The National Archives safeguards
and
preserves the records of the U.S. Government, ensuring that the
people
can discover, use, and learn from this documentary heritage.
The
National Archives ensures continuing access to records that document
the
rights of American citizens, the actions of federal officials,
and the
national experience.
Its 44 facilities include the National
Archives Building in Washington,
DC, the National Archives at College Park, 13 Presidential libraries,
and 14 regional archives nationwide. The National Archives also
publishes the Federal Register, administers the Information Security
Oversight Office, the Office of Government Information Services,
makes
grants of historical documentation through the National Historical
Publications and Records Commission.
Among the National Archives' approximately
9 billion pages of
materials that are open to the public for research nationwide
are
millions of photographs, maps, and documents, thousands of motion
pictures and audio recordings, and millions of electronic records.
Every
subject relating to American history is covered in the records
of the
National Archives: Revolutionary War pension files, landmark
Supreme
Court cases, international treaties, legislative records, executive
orders, public laws, records relating to all U.S. Presidents
and the
papers of Presidents Hoover through George W. Bush.

DEPARTMENT OF HOMELAND SECURITY ANNOUNCES
THE POSTING OF THE PROGRAM GUIDANCE FOR THE FY2009 STAFFING FOR
ADEQUATE FIRE AND EMERGENCY SERVICES (SAFER) GRANTS
Nov 6, 2009 - Today, the Department of Homeland Security (DHS)
announced the posting of the Program Guidance for the FY2009
SAFER Grants. The Program Guidance document for the FY2009 SAFER
Grants provides a wealth of information on the SAFER program
including the implementation of recent legislative changes and
program priorities. The guidance may be found at the Web site
for the Assistance to Firefighters Grant (AFG) Program
www.firegrantsupport.com.
The FY2009 SAFER program has approximately $210 million available
for Grants.
The application period will begin on November 16, 2009, at 8:00
a.m. Eastern Time and the deadline for receipt of the SAFER Grant
applications will be 5:00 p.m. Eastern Time on December 18, 2009.
The automated applications will be accessible from the Web site
for the Assistance to Firefighters Grant (AFG) Program at www.firegrantsupport.com.
The SAFER Grants are administered by the Department of Homeland

[W]e are pleased that the actions that we took swiftly
through the Recovery Act helped to stem what could have been
a disastrous situation for the economy and we are starting to
see stabilization and, indeed, some improvement. But
we
just are not where we need to be yet. We've got a long way to
go
[W]e all know that in every economic recovery there
is going to be a lag between the economy growing again, businesses
investing again and businesses hiring again.

Today, the Department of Labor released the unemployment report
for October, disappointing numbers that are far too high. However,
we also saw that job losses are continuing to improve from where
they were a year ago. Congress will continue working to do everything
possible to spur economic growth and get Americans back to work.
Economy Highlight:
Today, the President signed the
Worker, Homeownership, and Business Assistance Act into law,
which extends unemployment benefits to those who have been jobless
for a long period of time, provides tax incentives to prospective
homebuyers, and includes tax cuts for struggling businesses.
This legislation, passed yesterday in the House with a bipartisan
vote of 403-12, builds on provisions in the $787 billion
stimulus package enacted last February that aim at spurring job

Eleven leading economists endorsed the Democratic plan
for health care reform, stating that it is vital to the
nation's fiscal and economic future. ... [Setting] us on the
path towards sustainable economic growth. In short, the House

Recovery Highlight:
Peter Orszag, the Director of the
Office of Management and Budget (OMB), delivered a speech this
week on 'Rescue, Recovery, and Reining in the Deficit' at NYU:
Over the past eight months, the Recovery Act has made a
difference. Estimates suggest that the bill added three to four
percentage points to economic activity in the third quarter

economists, these statistics may provide a small measure of optimism.
But lets be clear: these numbers are cold comfort to the

US-CERT is aware of reports of publicly
available exploit code for a
vulnerability within the SSL and TLS protocols. Reports indicate
that
exploitation of this vulnerability may allow an attacker to conduct
a
man-in-the-middle attack, allowing an attacker to inject plaintext
into the beginning of the application protocol stream.
US-CERT encourages OpenSSL users and administrators
to review the
OpenSSL 0.9.81 release and apply any updates.
US-CERT has not received any reports of
active exploitation and will
continue to provide additional information as it becomes available.
