Urges Farmers and Ranchers to Vote in County Committee Elections
That Begin on Friday, Nov. 6
WASHINGTON, Nov. 5, 2009 - Farm Service
Agency (FSA) Administrator Jonathan Coppess said today that the
2009 FSA county committee elections will begin tomorrow, Nov.
6, with USDA mailing ballots to eligible voters. The deadline
to return the ballots to local FSA offices is Dec. 7, 2009.
"It is imperative that all eligible
farmers and ranchers get involved and vote in this year's county
committee elections," said Coppess. "County committee
members will provide input and make important decisions on among
other things, the local administration of new disaster and conservation
programs under the 2008 Farm Bill. I particularly encourage minority
and women producers to get involved so that county committees
fairly represent the producers of a county or multi-county jurisdiction."
County committee members are an important
component of the operations of FSA and provide a link between
the agricultural community and the U.S. Department of Agriculture
(USDA). Farmers and ranchers who serve on county committees help
deliver FSA farm programs at the local level, applying their
knowledge and judgment to make decisions on: commodity price
support loans and payments; conservation programs; incentive
indemnity and disaster payments for some commodities; emergency
programs and payment eligibility. FSA committees operate within
official regulations designed to carry out federal laws.
To be an eligible voter, farmers and ranchers
must participate or cooperate in an FSA program. A person who
is not of legal voting age, but supervises and conducts the farming
operations of an entire farm may also be eligible to vote. Agricultural
producers in each county submitted candidate nominations during
the nomination period which was held last summer and ended on
Aug. 3.
Eligible voters who do not receive ballots
in the coming week can obtain ballots at their local USDA Service
Center. Dec. 7, 2009, is the last day for voters to submit ballots
in person to local USDA Service Centers. Ballots returned by
mail must also be postmarked no later than Dec. 7. Newly elected
committee members and their alternates will take office Jan.
1, 2010.
Close to 7,750 FSA county committee members
serve in the 2, 248 FSA offices nationwide. Each committee consists
of three to 11 members who serve three-year terms. Approximately
one-third of county committee seats are up for election each
year.

Hoyer Statement on the Emergency Unemployment
Compensation Extension Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke on the House Floor today in support
of the Emergency Unemployment Compensation Extension Act, which
passed the House 403-12. Below are his remarks as prepared for
delivery:
A year ago this week, Barack Obama
was elected president in the midst of the greatest economic crisis
in a generation. Since his inauguration, and the swearing-in
of the 111th Congress, Democrats have been working hard to turn
our economy around and put Americans back to work. And whether
we are Democrats or Republicans, there is reason for hope in
the results weve seen in that timebecause they mean
growing economic security for the people we represent.
Last month, we saw news that the
American economy grew at a rate of 3.5 percent between July and
Septemberthe best growth in two years and a reversal of
four quarters of decline. According to Moodys the Congressional
Budget Office, and the Council of Economic Advisors, the Recovery
Act has saved or created about one million jobs. And the Center
on Budget and Policy Priorities recently concluded that the Recovery
Act kept six million Americans from falling into poverty and
reduced the severity of poverty for 33 million Americans.
Facts like these have combined to
convince unbiased observers that the recession inherited from
President Bush is over. And yet, that is not the whole picture.
For millions of American families struggling with unemployment,
the recession is not over until their loved ones get back to
work. So we in Congress cannot consider the work of recovery
done until those jobs are back. The truth is that long-term unemployment
remains at its highest rate since we began measuring it in 1948:
over 33% of the total unemployed have been out of work for more
than 26 weeks. And because its harder to get hired the
longer youve been out of the workforce, long-term unemployment
can become a vicious cycle.
This bill lends a hand to nearly
two million Americans whose unemployment insurance is set to
run out by the end of the year. It extends their unemployment
insurance by up to 14 weeks, and by a further six weeks in the
states with the most difficult job markets. Who are those two
million Americans who will benefit? Many of them are middle-class
Americans who lost their jobs without warning. According to a
survey recently conducted at Rutgers University: six in
10 of those whose employer had let them go had no advance warning.
Adding to the pain for many, nearly four in 10 said they had
been employed by their company for more than three years, and
one in 10 for more than a decade.
These were people with stable jobs
and commitments based on those stable jobs, such as college payments
and mortgagespeople who found the ground falling out from
under them through no fault of their own. We owe it to them and
their families to help. And we owe it to our economic health,
as well. The money provided by unemployment insurance quickly
goes to necessities and boosts local economies. In fact, according
to the CBO, every dollar we spend on unemployment insurance generates
$1.61 in local economic activity, making this bill an investment
that pays off for all of us. Im also glad that this bill
is fiscally-sound: because it is fully paid-for, it does not
contribute to the deficit.
Though we have made progress since
the depths of last winter, and the depths of the recession inherited
by President Obama and this Congress, there is more work to do.
We can take action today for those families for whom recovery
is not yet a reality. I urge my colleagues to support this bill.

MRS. OBAMA: Well, hi everybody.
AUDIENCE: Hi!
MRS. OBAMA: You all please sit down. Thank you so much. I am
thrilled to be here. It's a pleasure to be here with all of you
at the Department of Energy. Now, I have to say -- I told the
Secretary this -- the overflow crowd is always a lot more pumped
up than the regular crowd. (Laughter.) I think it's because you're
in this formal setting and you think you have to behave yourselves.
But we can get loud in here. We can be fired up. (Cheers and
applause.) There we go!
Let me begin by thanking Secretary Chu for that warm introduction.
As you know, Secretary Chu isn't just a brilliant scientist,
he's also an inspired leader, and he's bringing new ideas and
perspectives to Washington, challenging all of you, all of us,
to look at your own work, at our own work, in a whole new way.
And we are so incredibly grateful for his leadership. My husband
loves his Cabinet. He was extremely excited that he had a real
nerd on his team. (Laughter.) He talked about it for weeks on
end. So we are delighted to have you on the team, and we're grateful
for the work that you do.
I also want to take a moment to thank all of you and to honor
all of you. This is one of the reasons why I do these visits.
I've had the privilege since coming to Washington to visit many
of the agencies. My goal is to get to all of them. As you heard,
I was supposed to be here earlier, but this other guy in my life
bumped me out of the scene. (Laughter.) It's okay. I try not
to take it personally.
But these visits are helpful to me, they're helpful to the administration,
because I've said this before: The President and I, we're the
new kids on the block here in Washington, D.C. And many of you
have been doing this work for longer than I've been alive.
And several of our long-term employees here at the Department
of Energy are right in the front row, and I want us to take some
time to give them a round of applause for their decades of service.
(Applause.) And I have to say I'm always amazed when I see folks
and I hear how long they've been working, because they look too
good to be -- have been here -- (laughter) -- some people for
30, 40, 50 years. They must have started when they were 10. (Laughter.)
But we are grateful to you, and you deserve this recognition
as well as everyone who's working hard in all of the federal
agencies. You don't often get the thanks that you deserve. Sometimes
you get a lot of the blame and none of the credit for the progress
that has gone on in this country for years, and, you know, this
is our small way of making sure that you know that this administration
appreciates the work that you do.
But whether it's doing groundbreaking scientific research; or
ensuring our nuclear security; making our homes, our offices,
our cars, appliances more efficient; or fighting to turn the
tide on climate change, what you're doing here couldn't be more
urgent. Your work is critical for our economy and our national
security and preserving our environment for our kids and our
grandkids. That's the work that you do.
And it's not easy. Everyone knows it's not easy. And I know that
most of what you're working on right now, as hard as you're working,
probably won't even be finished this year, or maybe not even
this administration, or even during the course of your careers
here at the Department. You may not see the final outcome of
the work that you're doing.
So in the coming decades, you all will be passing the torch to
the next generation. Truly, you're going to be handing over what
you've begun to a lot of young people who are right now just
beginning to develop -- those future scientists and public servants.
And it truly will be up to that next generation, it's going to
be up to them, our children, our grandchildren, the young people
that we mentor, it's going to be up to them to carry all of this
wonderful work forward.
And it's up to us to ensure that they're prepared to do that.
That's our job. We have to get them ready and developed and mature
and focused, making sure that they have the knowledge and the
skills they need to finish what all of you have started.
We all know that we can't transform our energy future unless
we transform our education system -- that, we know -- unless
we ensure that every child in America gets a good education,
particularly when it comes to math and science. Particularly
in the areas of math and science.
That's why we're challenging states to raise their standards,
to modernize science labs, to upgrade their curricular -- their
curricula, and to recruit and train qualified teachers who will
make these subjects more alive, more interesting, more engaging
for our students.
That's why we're committed to expanding advanced courses and
creating additional opportunities more importantly for underrepresented
groups - and that also means women and girls. We want them
to study and succeed in science, math, engineering and technology
like never before. We want those numbers up.
So that's why we're so pleased by what folks here at the Department
of Energy are doing to get young people excited about science.
That's one of the other reasons why I'm here. We've been talking
in my staff about this visit for a while because it's unique
in what we're doing and what you all are doing. The National
Science Bowl you host every year -- and I think there are a lot
of people out here who don't know that the Department of Energy
has really been supporting this type of initiative for so long
-- the National Science Bowl that you host, it draws 20,000 students
from 1,800 schools. That is amazing. (Applause.) That's truly
amazing.
And the young people who participate in this competition, they
put in late nights and long hours, they're pushing themselves
and challenging each other to get ready and to get focused on
the topic. And they don't just learn biology, chemistry, physics
and math in the process. You all know that what they're also
learning is discipline and teamwork and problem-solving and communication
skills.
The middle school students even design, build and race their
own hydrogen-powered cars. It's science at its best, truly. It's
hands-on and it's very collaborative in a way that really makes
young people excited. I know my kids -- there's nothing like
a little competition to get them going. (Laughter.) It fuels
kids' imaginations and encourages the innovative thinking that
we'll need to meet our nation's challenges in the years to come.
And none of this would be possible without the hard work of folks
like all of you who devote so many volunteer hours to making
this event happen. All of you all have served as coaches, as
timekeepers, as judges, and scorekeepers.
It's my understanding that more than a hundred employees here
at the Department of Energy help run the national competition
in Washington, and more than 6,000 volunteers contribute their
time to run regional competitions across America.
And this includes one individual in particular that I want to
just acknowledge who has run the entire operation every year
for the past 19 years, and who's waited to retire, I understand
-- she put off retiring until she can make it an even 20 years.
She's grown this program from just a handful of schools to an
institution that's inspired more than 150,000 students since
it began in 1991.
So I want us to take a moment to recognize Sue Ellen Walbridge
for her terrific work. Sue Ellen. (Applause.) Where is she? There
she is, way in the back. (Applause.) See, that's what happens
to people who run stuff. They're way in the back. (Laughter.)
You can't even seem them. I see her. She's making her way up.
All right, she's just waving from the back. (Laughter.) Thanks,
Sue Ellen. Today we're going to witness for ourselves -- here
she comes. Here comes -- there you -- come on, Sue Ellen. (Applause.)

Look, I think we all know this is something pretty special --
to start from something so small and grow it into something so
big and so meaningful. We are grateful to you for your dedication,
for your hard work, for your passion. You are touching the lives
of thousands and thousands of young people, and that should give
you some level of peace and satisfaction and pride. We are all
so very proud of you. Thank you so much. (Applause.)
So today we're going to witness for ourselves the excellent work
Sue Ellen and many of you are doing to run this competition.
Isn't it exciting? (Laughter.) We're joined today by students
from Kenmoor Middle School in Landover, Maryland and Longfellow*
Middle School -- yes, yes! -- (applause) -- and Longfellow* Middle
School in Falls Church, Virginia -- (applause) -- all right,
there we go. They're going to give us a little preview of the
big day next spring. That's when the competition actually happens,
in the spring. So we're the dress rehearsal.
We're going to hold a mini Science Bowl right here. We're all
set up. I'm like Alex Trebek -- (laughter) -- and Secretary Chu
is like my Vanna White. (Laughter and applause.) Now, this competition
won't -- (laughter) -- this competition won't count because it's
sort of just like a practice round. But I'll be reporting the
results back to the President of the United States, so no pressure,
young people. (Laughter.) None at all.
So what are we going to do now? I think Secretary Chu is going
to come back up, and then we're going to get this competition
started. (Applause).

Dear Friends,
We thank you for your continued devotion
to the cause of health care for All Americans. We have worked
together for many years to write, promote and campaign for HR676,
a single payer, not for profit health care system. Your work,
in communities across America, has been instrumental in helping
at least ten states create single payer movements, with many
more states to come.
Tomorrow, the House of Representatives
is scheduled to consider a single payer bill. As the two principal
co-authors of the Conyers single payer bill, we want to offer
a strong note of caution about tomorrow's vote.
The bill presented tomorrow will not be
HR676. While we are happy to relinquish authorship of a single
payer bill to any member who can do better, we do not want a
weak bill brought forward in a hostile climate to unwittingly
accomplish what would be interpreted as a defeat for single payer.
Here are the facts: There has been no debate
in Congress over HR676. There has not been a single mark-up of
the bill. Single payer was "taken off the table" for
the entire year by the White House and by congressional leaders.
There has been no reasonable period of time to gather support
in the Congress for single payer. Many members accepted a "robust
public option" as the alternative to single payer and now
that has disappeared. The Congressional Budget Office (CBO) has
scored the bill scheduled for a vote tomorrow in a manner which
is at odds with many credible assumptions, meaning that it will
appear to cost way too much even though we know that true single
payer saves money since one of every three dollars in the health
care system goes to administrative costs caused by the insurance
companies. Is this really the climate in which we want a test
vote?
While state single payer movements are
already strong, the national single payer movement is still growing.
Many progressives in Congress, ourselves included, feel that
calling for a vote tomorrow for single payer would be tantamount
to driving the movement over a cliff. The thrill of the vote
would disappear quickly when the result would be characterized
not as a new beginning for single payer but as an end. Such a
result would be seen as proof that Congress need not pay attention
to efforts to restore in Conference Committee the right of states
to pursue single payer without fear of legal attacks by insurance
companies.
We are always grateful for your support.
We are now asking you to join us in suggesting to congressional
leaders that this is not the right time to call the roll on a
stand-alone single payer bill. That time will come. And when
it does there will not be any doubt of the outcome. This system
of health care injustice will not be able to endure forever.
We are pledged to make sure of that.

Hoyer Statement on AMA and AARP Endorsements
of House Reform Bill
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the American Medical Association (AMA) and AARP endorsed the
Democratic plan for health care reform:
The endorsements of the AARP and AMA two of the
most trusted groups representing our nations seniors and
doctors are truly significant. Having the support of these
organizations speaks volumes about the confidence they have in
the Affordable Health Care for America Act and its promise to
vastly improve health care for all Americans, as well as legislation
that will ensure fair payments to Medicare providers.
For seniors, we will protect access
to Medicare doctors and strengthen health care security by closing
the prescription drug donut hole in coverage, ending co-pays
for preventative care services, and extending Medicares
solvency. And the support of our doctors, who know exactly where
the fault lines in our health care system lie, conveys a strong
belief that our bill will significantly strengthen care for patients.

number of organizations now backing the House bill, which also
includes Consumers Union - the leading voice on behalf of consumer

Inc. said Thursday it swung to a third-quarter profit of $53.6
million, or 28 cents a share, from a loss of $201.1 million or
$1.03 a share a year ago. Excluding one-time items, the company
would have reported a profit of 33 cents a share for the latest
quarter. The Mountain View, Calif.-based provider of Internet-infrastructure
services said revenue for the period ended Sept. 30 rose to $258
million from $245.9 million. Analysts polled by Thomson Reuters
had estimated VeriSign would post third-quarter earnings of 32
cents a share, and $258.8 million in revenue.

Larry Sabato: "Turnout played a huge role in the outcomes
in both NJ and VA, with Republicans showing up in droves and
Democrats going fishing, at least to some degree. In Virginia,
one result of absentee Democrats was the lowest voter turnout

history (1969 to 2009). The 2009 turnout of 39.8 percent of the
registered voters was the lowest in forty years. Even with all
the population growth since 2005, the absolute voter turnout

While the political process in Washington suffers through its
grotesque pantomime on health care, let us prepare our neighborhoods,
our communities, our states for the eventual triumph of single
payer health care.

Dear Friends,
Thank you for all of your efforts on behalf
of the Kucinich Amendment for a state single payer option which
would protect the right of states to pursue a single payer health
care system.
Unfortunately, the House Leadership has
rejected the many appeals on behalf of the amendment and will
not reverse their decision which removed the amendment from the
bill. Therefore, the Kucinich Amendment for a state single payer
option will not be included in the Manager's Amendment and is
not in the bill which will come before the House soon.
The Kucinich amendment represents the most
powerful challenge to the insurance companies' control of our
health care system. Even the possibility of a state single payer
system will make the insurance companies think twice before they
raise premiums. The higher the insurance premiums, the more vulnerable
companies are to citizens' efforts to create alternatives such
as a single payer system. We should never be locked into higher
and higher premiums!
I do not accept the decision to remove
the amendment from the bill. Nor should you.
Join the fight for single payer, please
contribute.
We will have one more opportunity to offer
the American people a true choice regarding health care. Once
the health care bill passes the House, and the Senate passes
its version, the two bills will go to a Conference Committee.
It is at this point that we will have one more chance. We need
to insist that the Kucinich Amendment be included in the Conference
Committee report, since that is what will ultimately become law.
Why would we be successful in conference
when Leadership refused our appeals in the Manager's Amendment?
Very simple. They may need the votes to achieve final passage!
We should not quit.
We have come a great distance already.
You helped get the Kucinich Amendment through the Education and
Labor Committee. Let's make one more try to get it into the Conference
report. Your calls, letters, emails and visits make a difference.
Please
contribute to continue the movement for single payer.

Report Released on Heels of Productive
Discussion Between USDA, Tribal Leaders
WASHINGTON. Nov 4, 2009 - In celebration
of American Indian Heritage Month the U.S. Department of Agriculture
today reported that there are nearly 80,000 American Indian operators
on 61,472 farms and ranches across the United States. This represents
an 88-percent increase over the number of American Indian farmers
USDA counted in 2002. The report was released on the heels of
a meeting held today with more than 100 tribal leaders and members
and Senior USDA officials including Agriculture Secretary Vilsack
and Deputy Secretary Kathleen Merrigan in advance of the White
House Tribal Nations Conference.
"Today's first-of-its-kind meeting
to expand cooperation and consultation between the Department
of Agriculture and tribal nations was a great success because
it advanced robust government-to-government dialogues about robust
government-to-government dialogues about how USDA can improve
as a service provider and raise awareness among tribes about
the multitude of ways that USDA works to improve the lives of
our nation's tribal communities," said Secretary Vilsack.
"Tribal producers can play key roles in building local production
and can be an important engine of economic development in tribal
communities."
The Census also showed a 124-percent increase
in the number of Native Americans who were the principal operator
of a farm or ranch. Their operations account for nearly 50 million
acres of farmland in the United States. When compared to all
farms nationwide, those operated by American Indians tend to
be smaller in terms of sales, averaging $40,331, but significantly
larger in size, averaging 1,431 acres.
"The 2007 Census of Agriculture marked
the first time USDA attempted to collect a Census report from
every farmer on American Indian reservations in all states,"
said Agriculture Secretary Tom Vilsack. "U.S. farmers and
ranchers are becoming more diverse and through programs such
as the Census we are placing a special emphasis on outreach to
traditionally under-represented populations to ensure everyone
is counted and served by USDA."
This information, from the latest Census
of Agriculture, is part of the most comprehensive statistical
program and outreach effort the department has ever conducted
on American Indian reservations.

Secretary Chu Highlights Support for
Clean Energy and Energy Efficiency Projects in Indian Country
WASHINGTON, DC Today at the White House Tribal Nations
Conference, U.S. Energy Secretary Steven Chu highlighted the
Department of Energys continued commitment to partnering
with Native Americans to support the development of clean energy
projects on tribal lands that will help reduce energy use, limit
carbon pollution, and create new jobs for tribal communities
across the country.
The Department of Energy is committed to partnering with
tribal communities to help them meet their energy needs through
clean energy and energy efficiency technologies, said Secretary
Chu. Clean energy projects will create jobs and economic
opportunities on tribal lands, while reducing energy use and
increasing energy security for Indian Country.
The American Recovery and Reinvestment Act greatly expanded opportunities
for cooperation between the Department of Energy and Indian Country
with the goal of working together to promote energy development
and energy efficiency. Under the Recovery Act, the Department
has made more than $35 million in direct grants for energy efficiency
projects available to all 562 federally-recognized Indian tribes
and 12 Alaska Regional Corporations, and provides funding that
empowers tribes to make strategic clean energy investments in
their communities. With these funds, tribal governments will
conduct a wide variety of projects, including: weatherization,
energy efficiency audits and retrofits, transportation programs,
financial incentive programs for efficiency improvements, installing
renewable energy technologies on municipal buildings, developing
an energy efficiency and conservation strategy, and educating
tribal residents on ways to save energy in their own homes. The
Department expects to award another $29 million in Recovery Act
funding over the next few months.
For example, the Resighini Rancheria will use Energy Efficiency
and Community Block grant funding from the Recovery Act to provide
financial incentives to tribal homeowners to change out old,
inefficient household appliances with energy efficient appliances,
while the Cherokee Nation is planning to use Recovery Act funds
to establish a Home Energy Audit program that will provide tribal
citizens with the information needed to make their homes more
energy efficient, creating local tribal jobs and yielding substantial
energy savings.
In addition to the Recovery Act funding, the Department has also
awarded more than $13 million for new clean energy projects on
tribal lands this year. This funding will be matched with other
additional public and private investments to support more than
$40 million in total projects. Under the Tribal Energy Program,
36 Native American tribes and Alaska villages received competitive
awards to help develop and deploy a range of clean energy projects
that will advance renewable energy and energy efficiency projects
in Indian Country. For example, the funding will support projects
to expand tribal wind and hydroelectric power generation, improve
building and lighting efficiency, and implement new training
programs for weatherization workers. For more information and

USDA Launches New Coral Reef Conservation
Initiative
Water Quality Pilot Program Will Be Duplicated
in Florida, Hawaii and Pacific Islands
WASHINGTON, Nov. 5, 2009- Agriculture Secretary
Tom Vilsack today announced the launch of a new initiative to
conserve coral reefs. The U.S. Department of Agriculture (USDA)
will provide $1 million from the Environmental Quality Incentives
Program (EQIP) in Fiscal Year 2010 to reduce sediment and nutrient
run-off from the watershed to help protect near shore coral reef
ecosystems in the Guánica Bay Watershed in southwest Puerto
Rico. Agriculture Deputy Under Secretary for Natural Resources
and Environment Ann Mills made the announcement today on behalf
of Secretary Vilsack at the U.S. Coral Reef Task Force's bi-annual
meeting in San Juan, Puerto Rico.
'USDA is committed to helping improve the
health of our oceans and ensuring the continued existence of
diverse and plentiful coral reefs,' Mills said. 'Farmers can
use the funding announced today to implement conservation practices
that will result in water quality enhancements, thereby helping
to protect coral reef ecosystems in the watershed.'
The pilot project will protect coastal
and stream water quality, improve wildlife habitat, and enhance
near shore coastal and coral reef health through land-based management.
USDA's Natural Resources Conservation Service (NRCS) will assist
producers in voluntarily establishing systems of conservation
practices specifically tailored to their operations. These practices,
designed to avoid, control and trap sediment and nutrient runoff,
include nutrient management, cover crops, grassed waterways,
and field borders. The $1 million dedicated to improving coral
reef health in the watershed in Fiscal Year 2010 will come from
funds NRCS allocates to Puerto Rico, and NRCS is planning to
fund similar projects in Florida, U.S. Virgin Islands, Hawaii
and the Pacific Islands area in the future.
Administered by NRCS, EQIP provides technical
and cost-share assistance to help crop and livestock farmers
address natural resource concerns on their operation. The Guánica
Bay Watershed was selected because it was a project ready for
immediate implementation. USDA will announce a sign-up period
for the coral reef initiative early in Fiscal Year 2010 and encourage
producers within Guánica Bay Watershed to apply. Applicants
will be ranked in a separate funding pool from those applying
from outside the watershed.
Coral reefs thrive in superior and clear
waters, allowing sunlight to penetrate easily. Coral reefs' numerous
benefits include protecting coastal areas from storm surges;
providing habitat and food sources for invertebrates, mammals,
fish and birds; and providing an avenue for tourism.

Majority Leader Hoyer Commemorates 20th
Anniversary of the Fall of the Berlin Wall
WASHINGTON, DC House Majority Leader
Steny H. Hoyer spoke at a Helsinki Commission event this morning
marking the 20th anniversary of the fall of the Berlin Wall.
Below are his remarks as prepared for delivery:
In late 1988, when I chaired the Helsinki Commission, I
listened in a dining room in Moscow filled with American and
Soviet officials, as a Russian dissident named Lev Timofeyev
stood and proposed a toast. Not two years before, he was chopping
lumber in a forced-labor camp in the Ural Mountains. Now he was
home, and he raised his glass that night to the immediate freedom
of all those people whom we are accustomed to call political
prisoners.
We Americans drank to that, but the Soviets refused to
touch their glasses. An uncomfortable moment passed until the
editor of the government paper rose to speak on their behalf.
He said: If we are talking about innocent people who were
falsely convictedwell, I can support that. And the
Soviets drank, as well.
I dont want to overstate the
gravity of that moment. The distance across that table lay between
those who believed that every political prisoner is innocent,
and those who believed that some words and some thoughts were
worth prison. Neither side won over the other that night. But
the editor of the state paper made an important concession: that
some prisoners had been unjustly convicted; that there was such
a thing as an innocent man in a labor camp; that innocence itself
mattered. And from the regime behind the purges and the show
trials and the Gulagfrom the regime that gave terrifying
meaning to the word disappearthose words truly
carried weight.
The fall of the Soviet empireand
the fall of this Wallwas to a great extent the result of
such small concessions, piled up bit by bit, and of the brave
men and women who elicited them and called the empire to account
for them. When the Soviet regime signed the Helsinki Accords
in 1975, its leaders believed that they had scored a great diplomatic
coup, and that the provisions committing them to respect human
rights and freedom of conscience would be an afterthought, easily
ignored.
But inside the Soviet bloc, they
were not ignored. They became a rallying cry for those with the
bravery to push their masters to live by what they had signed,
from the Russian dissident movement, to Charter 77 in Czechoslovakia,
to Solidarity in Poland, to heroic men and women like Andrei
Sakharov, Elena Bonner, Natan Sharansky, and Vaclav Havel. As
Havel said to a joint session of Congress: We knew a great
deal about the enormous number of growing problems that slumbered
beneath the honeyed, unchanging mask of socialism. But I dont
think any of us knew how little it would take for these problems
to manifest themselves in all their enormity, and for the longings
of these nations to emerge in all their strength.
The Helsinki Accords were central
to that awakening. The historian John Lewis Gaddis observed:
the Helsinki Accords meant that the people living under
[communist] systemsat least the most courageouscould
claim official permission to say what they thought.
And when that permission was denied,
those men and women could point to the signatures of Leonid Brezhnev
of the Soviet Union and Nicolae Ceausescu of Romania and Erich
Honecker of East Germany, and all the heads of state of the Soviet
Bloc, promising otherwise.
In my work with the Helsinki Commission,
it was my privilege to add my voice to that great calling to
account: to press for a halt to ethnic oppression in Bulgaria,
or to speak for the freedom of worship and of movement in Russia,
or to plead for the freedom of Ambassador Bota from prison and
execution in Ceausescus Romania. And it was my joy to watch
with the world as this Wall eroded and then crumbled away.
In this Wallwhose exuberant
graffiti and blank concrete face sum up the terms of the struggle
so wellwe saw communism die as an ideal before its body
died. Those who were forced to set up this Wall had promised
so muchequality, plenty, brotherhood. But they delivered
only what Orwell called the prospect of a boot stamping
on a human face, forever. They called themselves revolutionaries,
but they acted out one of the oldest human urges: the urge to
dominate our fellow humans. In this Wall, we saw a system that
could entrap, but not entice. When it stood, this Wall stood
for the division of Europe; but in the battle of ideas, it was
also the gray flag of surrender.
Now it is in pieces, and I am proud
to own a small one. But though the destruction of this Wall,
by cranes and by young men and women with hammers and chisels,
was one of the most joyous images of our time, let us remember
the darker side of the picture. In the fragmentation of this
Wall, let us remind ourselves of the oppression diffused across
our worldno longer summed up in as potent a symbol, or
as easy a target, but every bit as deadly.

where Aung San Suu Kyi sits under house arrest.
Part of this Wall is in Pyongyang,
where schoolchildren are forced to
memorize songs in praise of the Dear Leader.
Part of this Wall is in Beijing,
where young students cannot use the Internet to discover what
happened in Tiananmen Square on June 4th, 1989.
Part of this Wall is in Afghanistan,
where girls were attacked in the face with acid for the crime
of wanting an education.
Part of this Wall is in Saudi Arabia,
where men were beheaded for the crime of being gay.
Part of this Wall is in the hearts
and minds of terrorists who imprison their own people behind
vengeance and violence.
Part of this Wall is in Darfur, where
millions have been subjected to dispossession, rape, or genocide.
Part of this Wall is in Tehran, where
Neda Agha-Soltan was shot in the heart for daring to ask: Where
is My Vote?
And part of this Wall, as Dante observed,
is in the reality of good men doing nothing in the face of evil.
Part of this Wall is here in America, to remind us to keep faith
with those shut behind each wall.
On this anniversary, we pledge again
to keep that faithand to remember that each wall, no matter

Bill That Protects Consumers
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the House passed the Expedited CARD Reform for Consumers Act
this afternoon:
Today, Democrats kept up the fight to protect consumers
who are struggling to recover from the deep recession. During
an economic downturn, Americans need to know they can rely on
dependable credit not be taken advantage of by credit
card companies looking to make a quick profit. By moving up the
implementation date of reforms passed earlier this year that
end abusive practices like interest rate hikes on existing balances
and double-cycle billing, Democrats are ensuring a fair system
for responsible consumers.

Unemployment Insurance
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Senate passed legislation extending unemployment insurance
benefits, the homebuyer tax credit, and net operating loss carryback
provisions:
I am pleased the Senate has passed legislation that is
vital to Americans who have lost their jobs as a result of the
deepest recession in over three-quarters of a century. For too
long, Senate Republicans blocked progress on extending unemployment
insurance, which would provide immediate and tangible help to
those who need it most, while also boosting our economy. Democrats
remain focused on doing everything we can to assist Americans
struggling to make ends meet, and extending unemployment benefits
is part of that effort. Now that this legislation has passed
the Senate, I will bring it to the House Floor for a vote as
early as tomorrow.
