NEW YORK (MarketWatch) -- California sold
$908 million in taxable bonds on Tuesday, under a federal program
where the government subsidizes the extra interest a municipality
pays to issue taxable debt instead of the more traditionally
tax-exempt bonds. California's 3-year Build America Bonds carried
a yield of 7.263% for investors, according to the California
treasurer's office. After the federal subsidy, the net yield
for the state was 4.74%. The state is the lowest rated in the
nation.

Banks must pay systemic fee in advance

WASHINGTON (MarketWatch) -- Large financial
institutions will be required to pay a fee in advance to fund
a pool of capital that can be used to help dismantle a large
insolvent super-bank so it doesn't cause collateral damage to
the markets, according to House Financial Services Committee
Chairman Barney Frank, D-Mass. Frank said he expects the agency
to adopt an amendment later this week to require this as part
of larger systemic risk legislation under consideration by the
committee. Frank had originally sought to have taxpayers pay
to cover costs of unwinding a large financial institution, with
those funds later to be recouped by large banks.

Highway Investment Hits $20 Billion
Recovery Putting People to Work on Investments with Long-Term
Benefit
WASHINGTON The Federal Highway Administration crossed
the $20 billion mark in approved obligations for highway, road
and bridge projects this week, U.S. Transportation Secretary
Ray LaHood announced today. Of the $26.6 billion available for
federal highway and bridge projects under the American Recovery
and Reinvestment Act, more than 75 percent has now been obligated.
Even though winter is right around the corner, highway
and bridge projects are still getting underway, creating thousands
of jobs and saving thousands more, said Secretary LaHood.
The Recovery Act is helping repair Americas roads
and bridges while putting people back to work.
The $36 million replacement of the I-25/Alameda bridge in Denver,
CO, pushed the FHWA past the milestone. The projects approval
capped one of the busiest months of highway spending, with nearly
$760 million approved.
Other substantial progress made recently includes:
In August, construction began on the $26.2 million I-279/Fort
Duquesne Bridge preservation project in Pittsburgh, PA, designed
to improve the safety of the bridge that serves an estimated
81,000 drivers each day
In September, work got underway in San Bernardino, CA, on a massive
billion-dollar project, using $128 million in ARRA funds for
additional lanes on I-215 to reduce traffic congestion that had
been crippling the local economy;
Also in September, work began on the three-mile extension of
Minneapolis Trunk Highway 610 to I-94. When completed,
this project will reduce traffic congestion and improve area
residents quality of life with sound walls and a pedestrian
bridge
Last month in Nelsonville, OH, construction started on the 8.5-mile,
four-lane highway to divert interstate traffic from local streets.
The project is using $138 million in ARRA funds and is the largest
Recovery Act underway in Ohio to date.
By addressing many long-overdue repairs to Americas
roads and bridges, said Federal Highway Administrator Victor
Mendez, projects like these are improving the economy and
local quality of life while strengthening the nations infrastructure.
To date, nearly 8,500 highway projects have been approved and
nearly 5,000 are underway.

USDA ANNOUNCES $17 MILLION IN GRANTS
TO TRAIN BEGINNING FARMERS AND RANCHERS
ELGIN, Minn, Nov. 3, 2009 - The USDA today
announced the award of more than $17 million in grants to 29
institutions to address the needs of beginning farmers and ranchers
and enhance the sustainability and competitiveness of U.S. agriculture.
"Beginning farmers and ranchers face
unique challenges and need educational and training programs
to enhance their profitability and long term sustainability,"
Agriculture Deputy Secretary Kathleen Merrigan said. "The
training and education provided through these grants will help
ensure the success of the next generation of farmers and ranchers
as they work to feed people in their local communities and throughout
the world."
Merrigan announced the funding in Elgin,
Minn., at the Hidden Stream Farm and was joined by representatives
from the Land Stewardship Project, the local grant recipient
that provides local and regional training, education, outreach
and technical assistance initiatives that address the needs of
beginning farmers and ranchers. Eric and Lisa Klein, the proprietors
of Hidden Stream Farm, were some of the first graduates of the
Land Stewardship Project's Farm Beginnings course. Since graduating
from Farm Beginnings, the Klein's have developed a thriving pasture-based
livestock operation that markets pork, chickens and beef in southeast
Minnesota and the Twin Cities.
This funding announcement is part of USDA's
new 'Know Your Farmer, Know Your Food' initiative which was launched
in September 2009 to emphasize the need for a fundamental and
critical reconnection between producers and consumers. 'Know
Your Farmer, Know Your Food' includes such major agricultural
topics as supporting local farmers and community food groups;
strengthening rural communities; enhancing direct marketing and
farmers' promotion programs; promoting healthy eating; protecting
natural resources; and helping schools connect with locally grown
foods.
The grants were awarded through USDA's
National Institute of Food and Agriculture's (NIFA, formerly
the Cooperative State Research, Education, and Extension Service)
Beginning Farmer and Rancher Development Program (BFRDP). BFRDP
is an education, training, technical assistance and outreach
program designed to help U.S. farmers and ranchers, specifically
those who have been farming or ranching for 10 years or fewer.
Congress authorized the FY 2009 funding for this program in the
2008 Farm Bill, with another $19 million in mandatory funding
for FY 2010. Under the program, USDA will make grants to organizations
that will implement programs to help beginning farmers and ranchers.

in participating in any of the education, outreach, mentoring
and/or internship activities are asked to contact the grantee
institutions listed below.

WASHINGTON, November 3, 2009 - Agriculture
Deputy Secretary Kathleen Merrigan will host her second Facebook
chat about the 'Know Your Farmer, Know Your Food' initiative
on Thursday, Nov. 5, at 3 p.m. The topic of this chat will be
farm to school, which involves getting and using fresh produce
and other farm products from local and regional farmers for use
in local schools. The effort not only supports increasing economic
opportunities for local farmers but also helps school children
make healthy food choices.
The 'Know Your Farmer, Know Your Food'
initiative emphasizes the need for a fundamental and critical
reconnection between producers and consumers. The effort builds
on the 2008 Farm Bill, which provides for increases and flexibility
for USDA programs in an effort to promote local foods.
Merrigan hosted her first Facebook chat
on the initiative on Oct. 1. Questions were submitted from people
across the nation about beginning farmer and rancher programs,
interest in school nutrition, food safety and supporting local
and regional food systems. During the 30 minute session, more
than 115 questions and comments were submitted.

American People Will Not by Tricked by Rehashed and
Rejected Ideas Disguised as Health Reform
More than four months after they said they
would offer a comprehensive health care alternative and
only days before reform will be considered on the House Floor
- the Republican Leadership has finally decided it will cobble
together a few ideas. Although details are scant, it appears
that for Halloween, Republicans will trot out proposals that
would essentially protect the status quo while attempting to
disguise them as real health care reform. Meanwhile, the solutions

AND COOPERATIVES IN RURAL AMERICA
WASHINGTON, Nov. 2, 2009-Agriculture Secretary
Tom Vilsack today announced the USDA will hold a series of small
business conferences to launch the Food Commodity Contracting
Opportunities for Rural America initiative. The initiative is
designed to enable rural economic growth by increasing small
business contracting participation in rural areas of the country.
USDA intends to help small farmer-owned cooperatives and small
rural businesses to better compete for government and commercial
contracts at the department.
"The Obama Administration is committed
to renewing America's promise in rural areas, and we hope small
businesses and co-ops from throughout the country will grow and
create jobs by doing business with the federal government,"
Vilsack said. "This new food commodity contracting initiative
is a great example of USDA working to help small businesses build
capacity and creating new opportunities for producers throughout
rural America."
Each year USDA purchases more than $5.2
billion in goods and services essential to meeting the needs
of its customers and the various missions of the Department.
Approximately 50 percent of these dollars are spent on food commodities.
USDA's Office of Small Disadvantaged Business Utilization and
USDA's Rural Development, Farm Service Agency, and Agricultural
Marketing Services are co-hosting the conferences and at least
five additional events will be held in other regions of the country.
The first Food Commodity Contracting Opportunities
for Rural America conference will take place on November 9 at
Albany State University in Albany, Ga., 504 College Drive, Albany,
Ga. Registration will take place between 8 and 8:45 a.m., with
the conference running between 9 a.m. and 5 p.m. Registration

USDA officials expect small farmer-owned

in Washington, DC on April 15-16, 2010. This Ministerial will
bring energy leaders together to advance the goals of the Energy
and Climate Partnership of the Americas, announced by President
Obama in Trinidad and Tobago earlier this year.
Our goal is simple: to advance our common objectives under
the Energy and Climate Partnership with concrete programs that
will benefit the people of the Americas, said Secretary
Chu. Cooperation and collaboration will be critical to
our shared success. I hope we can take stock of our progress
to date and launch new programs to promote low-carbon economic
growth, improve energy security and end energy poverty.
The Ministerial will have two parts. The first day will be a
meeting of representatives from government, civil society, industry,
academia and international financial institutions. The second
day will be a meeting among energy ministers. On both days, attendees
will explore possible initiatives in areas such as energy efficiency,
renewable energy, cleaner fossil fuels, and energy infrastructure,
as tools to help fight climate change, promote energy security,
and end energy poverty.
The Ministerial next year will build upon the progress made to
date in promoting regional solutions to a range of shared energy
challenges. In June, leaders from across the Americas came together
with major energy corporations and other experts in Lima, Peru
at the Americas Energy and Climate Symposium. The Symposium resulted
in the announcement of concrete joint actions to improve energy
efficiency, promote clean and renewable energy, and increase
information sharing on best practices and past experiences.
These initiatives included a Low Carbon Communities Program that
will assist countries in developing transformative energy efficiency
and renewable energy programs to reduce the carbon footprint
of urban communities throughout the region. Energy leaders have
also developed a system of energy technology centers across the
region that includes a Regional Energy Efficiency Center in conjunction
with the Peruvian government, a Regional Wind Research Center
supported by Mexico, a Regional Renewable Energy R&D Center
with Chile, and a Brazilian-led program to improve the energy
efficiency of low-income communities.

USDA Report Highlights Positive Effects
of Direct Certification on School Meal Access
More Children in Need Receive Free School
Meals
WASHINGTON, Nov 3, 2009 -USDA's Food and
Nutrition Service (FNS) today published "Direct Certification
of the National School Lunch Program: State Implementation Progress,"
showing that the share of local educational agencies conducting
direct certification grew to 78 percent, which represents 96
percent of all students, from a rate of 67 percent reported last
year.
"Ensuring that all eligible children
receive nutritious meals through the National School Lunch and
School Breakfast Programs is a top priority for the Obama Administration
and a key step towards ending childhood hunger," said Agriculture
Secretary Tom Vilsack. "Direct certification is a critical
tool in ensuring that low-income children are automatically enrolled
in school meals programs. We are working with States to expand
its use and effectiveness, and will seek ways to strengthen the
program in the Child Nutrition Reauthorization."
The report responds to the legislative
requirement of the 2008 Farm Bill (P.L.110-246) to assess the
effectiveness of State and local efforts to directly certify
children for free school meals. The 2004 Child Nutrition and
WIC Reauthorization Act required all local educational agencies
(LEAs) to establish a system of direct certification of children
from households that receive Supplemental Nutrition Assistance
Program (SNAP - formerly Food Stamp Program) benefits by school
year (SY) 2008-2009. The mandate was phased in over 3 years.
Direct certification allows States and LEAs to use data from
other means-tested programs to certify children for free school
meals without the need for household applications.
"Direct certification helps simplify
and expedite enrolling eligible children in the program. It is
a practice we will continue to promote so our children can access
nutritious meals needed for good health," said Kevin Concannon,
USDA Under Secretary for Food, Nutrition and Consumer Services.
"Congress recently provided $22 million for Direct Certification
Grants to improve performance in States with the lowest rates
of directly certified children. This report will help us to share
promising lessons from the most successful States. The grants
and the report are two important parts of our strategy to make
access to school meals as easy as possible for children in need
in every school district in the country."
The report shows schools have increased
their use of direct certification. In SY 2008-2009, 78 percent
of all LEAs directly certified some SNAP participants. These
LEAs enroll 96 percent of all students in schools that participate
in the NSLP. This is an increase from SY 2004-2005, when 56 percent
of LEAs, enrolling 79 percent of all students in NSLP schools,
directly certified SNAP-participant students.
The report also shows that some direct
certification systems are more effective than others, and identifies
best practices such as conducting more frequent computer matches
of SNAP participant and student datasets, and using Web-based
lookup systems to verify the SNAP-participant status of individual
students, to strengthen direct certification.
States with the highest rate of directly
certifying school-age SNAP participants for school meals includes:

The NSLP, a federally-funded meal program, provides nutritionally
balanced, low-cost or free lunches to 31 million children each
school day. It operates in more than 102,000 public and nonprofit
private schools and residential child care institutions across
the country. SNAP, the largest of FNS' 15 nutrition assistance
programs, serves 35.8 million Americans each month, half of whom
are children.

Federal Election Commission OIG Audit of Procurement and Contract
Management
The OIG released the final audit report on the 2008 Audit of
Procurement and Contract Management. The audit was conducted
by an independent public accounting firm on behalf of the OIG
and included a review to determine whether the FEC is complying
with procurement policies and procedures, and applicable federal
acquisition laws and regulations. The audit included a review
of approximately $27.6 million of various types of procurement
instruments (e.g. contracts, purchase orders, blanket purchase
agreements, and a specified interagency agreement) awarded/executed
by the Procurement and Contracting Office in fiscal years 2006
through 2008. The report contained nine audit findings and fifteen
corresponding recommendations for improvement. The Office of
the Chief Financial Officer (OCFO) issued a corrective action
plan to the OIG for review and comment, which the OCFO will then
submit to the Commission, in accordance with FEC Directive 50,

flight of NASA's Operation Ice Bridge airborne Earth science
mission to study Antarctic ice sheets, sea ice, and ice shelves.
At the mid-point of this field campaign, seven flights over Antarctica
have been completed in the first 13 days of Operation Ice Bridge.
The mission is on track to complete its 17 planned flights by
mid-November. Which flight target is flown on a given day is
largely determined by difficult-to-forecast Antarctic weather
conditions. Several of the instruments onboard cannot gather
data through clouds. Twice so far, however, flights have been
scrubbed at the last minute due to snow at the airport in southernmost
Chile. As of the landing of the Oct. 27 flight, completed targets
included: three flights over glaciers, two over sea ice, one
over the Getz ice shelf, and one to study the topography of the
ice sheet on the mission's closest approach to the South Pole.

Characteristics,
Costs, and Issues for Organic Dairy Farming
from USDA Economic Research Service - What's
New Organic milk production has been one of the fastest growing
segments of organic agriculture in the United States in recent
years. Despite the growing number of organic dairy operations,
the characteristics of organic dairy operations and the relative
costs of organic and conventional milk production have been difficult
to analyze. This study, using 2005 ARMS data for U.S. dairy operations,
which include a targeted sample of organic milk producers, examines
the structure, costs, and challenges of organic milk production.
The analysis addresses economies of size, regional differences,
and pasture use in organic milk production and compares organic
and conventional milk production costs. The findings suggest
that economic forces have made organic operations more like conventional
operations and that the future structure of the industry may
depend on the interpretation and implementation of new organic
pasture rules.

Payer Initiatives!
Restore The Kucinich Amendment To The Health Care Bill.
Dear Friends,
Today is the last day to impact the health
care bill which will be taken up by Congress. As you know by
now, the Kucinich Amendment, which protects the right of states
to pursue single payer health care initiatives, was stripped
from the legislation. The only way to reinstate it is for it
to be included in a Manager's Amendment which will be completed
this evening.
Help the fight for single payer, contribute.
There is no question that taking my Amendment
out of the bill seriously weakens any effort to begin a single
payer initiative. At the same time it is a stunning gift to insurance
interests who are currently in legal battles across America to
try to stop states from pursuing single payer, not-for-profit
health care on behalf of their citizens. Without the Kucinich
Amendment we will have no chance to pressure the insurance companies
to keep premiums low. Without the Kucinich Amendment insurance
companies will never have to worry about the ultimate threat
to their profits, people taking control of their own health care
destiny at a state level through single payer health care.
Your voice is needed today. Call the Capitol
at 202-224-3121 and ask for your congressman or congresswoman
and ask them to demand that the Kucinich Amendment to protect
state single payer initiatives be put back in the bill. We do
not want a separate up or down vote on my amendment. There are
many provisions in the bill which would not survive a separate
up or down vote. But we do want the Kucinich Amendment put back
in the bill. Remember, it had already been approved by the Education
and Labor Committee in a bipartisan vote!!

Joint Statement from USTR and USDA Spokeswomen
Regarding Expanded Market Access for U.S. beef in Taiwan
Washington, Nov. 2, 2009 - The Office of
the United States Trade Representative and the U.S. Department
of Agriculture today released a brief statement regarding Taiwan's
announcement on the import of American beef. The following statement
is from Carol Guthrie, Assistant United States Trade Representative
for Public Affairs, and Chris Mather, USDA Director of Communications:
"After over two years of extensive
negotiations and scientific and technical exchanges, the United
States has been looking forward to an announcement from Taiwan
authorities that Taiwan would fully open its market to American
beef and beef products on the basis of the bilateral protocol
we have negotiated. The Protocol that Taiwan promulgated today
is science-based and follows the guidelines of World Organization
of Animal Health (OIE) as well as the findings of Taiwan's own
risk assessment on the safety of U.S. beef. We understand today
that Taiwan also announced a number of other additional domestic
measures regarding beef and beef products. We are currently reviewing
these measures to ensure they allow Taiwan consumers the opportunity
to enjoy the same safe American beef and beef products that American
families eat. We look forward to working with our partners in
Taiwan to ensure that Taiwan's domestic requirements are consistent
with the Protocol, the science, the OIE guidelines, and Taiwan's
international obligations."

Publishes Guidance on Diagnostic Tests for 2009 H1N1 Influenza

The U.S. Food and Drug Administration today published a guidance
document that should help manufacturers develop diagnostic tests
for the 2009 H1N1 influenza virus. Although there are not any
FDA-approved or cleared tests that diagnose this specific infection,
during this pandemic, manufacturers can submit a request to the
FDA for an Emergency Use Authorization (EUA). If granted, the
EUA will allow the test to be used during the national public
health emergency declared by Department of Health and Human Services
Secretary Kathleen Sebelius in April. This guidance document
outlines what information the FDA recommends that manufacturers
include in these EUA requests.
