versions 2.0.0 through 3.2.1. This vulnerability is due to an

Environment (JRE) containing known security vulnerabilities.
US-CERT
is aware of publicly available exploit code for one of these
vulnerabilities. This vulnerability may allow untrusted applets
to
obtain read, write, and execute permissions to local files and
applications with the privileges of the local user. A fix for
this
vulnerability has been released by Sun, but Mac OS X users cannot
apply the fix directly. Mac OS X users must use Apple updates
to
obtain updated JRE versions. At this time, Apple has not yet
released
an update to address this issue.
US-CERT encourages Mac OS X users to disable
Java in each web browser
they use until a patch is available from Apple. Guidance for
disabling

Intelligence Community Named One of the
Best Places to Work in the Federal Government
The Intelligence Community (IC) was honored on Wednesday as one
of the 2009 Best Places to Work in the Federal Government in
an independent analysis of federal workers job satisfaction
and commitment. This was the first time that the IC on the whole
ranked fourth overall among large agencies was
included in the results, which were announced at a ceremony in
Washington, D.C.
The rankings were compiled by the Partnership for Public Service
(PPS) and American Universitys Institute for the Study
of Public Policy Implementation (ISPPI). PPS is a nonprofit,
nonpartisan organization that aims to attract people to federal
careers and improve how the government runs. The institute conducts
research and helps federal leaders solve difficult public-policy
issues.
Intelligence professionals honorably serve the nation at
large, as well as its elected leadership, and they do so in ways
that often put their own lives at risk, said IC Chief Human
Capital Officer Ronald P. Sanders, who works in the Office of
the Director of National Intelligence (ODNI). They deserve
a workplace that is every bit as good as they are, and DNI Dennis
C. Blair and the rest of the ICs senior leaders are committed
to giving them one.
Rankings are based on data from the biannual Federal Human Capital
Survey, which the U.S. Office of Personnel Management administers.
To maintain the security of information about its work force,
the IC on the whole doesnt participate in that survey
instead relying on its own instrument to assess each year how
its workers feel about issues such as job satisfaction, professional
development and the effectiveness of senior leaders.
For the 2009 Best Places evaluation, PPS asked Sanderss
office to include several questions from the federal survey in
the ICs 2008 Employee Climate Survey. That way, the Communitys
information would be comparable with that from other organizations
under consideration for Best Places.
Among other large federal agencies that also ranked in the overall
Top 10 this year: the Nuclear Regulatory Commission, Government
Accountability Office, National Aeronautics and Space Administration
and the U.S. departments of State and Justice.
The 2009 results drew on responses from 212,000 federal employees
across 278 agencies and subcomponents. Since the first rankings
were produced in 2003, they have provided federal managers and
leaders with data to help boost employee engagement. Additionally,
the results are a resource for current and prospective employees,
researchers and policymakers. More details are available online

Last month the IC announced results from its 2008 Employee Climate
Survey, which found that its workers continue to rate their agencies
more favorably in many areas than other federal workers assess
the government in general. Those findings are also available

The ODNI oversees 16 federal organizations that make up the U.S.
Intelligence Community.

Preparing Coordinated Transportation Plans,
a Guidebook for State Departments of Transportation
Dear Colleagues,
Thanks to the attached NCHRP
report, Preparing Coordinated Transportation Plans, a Guidebook
for State Departments of Transportation, we now have more information
on how the coordinated public transit human service transportation
planning is being carried out across the country.
The report, which was produced by AECOM, presents the results
of a survey of State DOTs, planning organizations, and transit
agencies conducted in 2008 in order to learn more about their
efforts to prepare coordinated plans. The report also contains
case studies to highlight different approaches and best practices.
The reports findings include:
While almost all of the states surveyed are the designated recipient
for Section 5310, JARC, and New Freedom funds, only half of the
State DOTs surveyed were directly responsible for preparing a
coordinated plan (in the other half, another agency such as an
MPO, RPO, a county, municipality, or transit provider served
as the lead agency in the planning process).
Seventy five percent of the State DOTs that responded to the
survey and have direct responsibility for preparing a coordinated
plan have completed a plan for FY 2007. Some states have established
ongoing statewide or regional planning groups or networks to
develop coordinated plans.
A number of states have provided technical assistance to help
other entities develop coordinated plans.
States are using guidance that was published in FTAs program
Circulars to assist them in the planning process.
Sixty five percent of State DOTs that responded to the survey
are also involved in coordinated planning activities in large
urbanized areas.
Respondents said that the top challenges of coordinated planning
were staff time constraints, the level of effort required to
meet the planning requirements, relative to the amount of funding
available, and convincing stakeholders to participate in the
planning process.
The report helps us better understand the role of State DOTs
in the planning process. Additional surveys that are currently
being conducted by the University of Illinois Chicago should
help us better understand the role of other planning participants
(such as human service providers and non-profit organizations)
and the perceptions of these participants on the effectiveness
of the process.

Primer on Evacuating Populations with
Special Needs
Many of you have been involved in or have
an interest in emergency transportation for older adults, people
with low-incomes, people with disabilities, and others who may
have specific mobility needs in emergencies. I am writing to
let you know of a new document produced through the Federal Highway
Administrations Routes to Effective Evacuation Primer Series
that may be of interest to you. The primer on evacuating populations
with special needs can be found at:

Transportation during emergencies is critical to evacuating people
who either have specific mobility issues or do not have access
to transportation. Evacuation for populations with special needs
must be carefully planned for in advance to ensure maximum safety.
This primer addresses key issues that state and local governments
will face. Moreover, it provides recommendations to ensure that
individuals with special needs are evacuated rapidly and efficiently
to save and protect their lives and that resources are used efficiently
and to their fullest capacity.
The primer also includes an evacuation checklist (see Annex 3)
that may help transportation providers and emergency managers
address populations with special needs in the course of emergency
preparedness, response, and recovery.

Hoyer Statement on the Credit Cardholders'
Bill of Rights Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today in
support of the Credit Cardholders' Bill of Rights Act, which
passed the House today with bipartisan support and will now go
to the President for his signature:
If this recession has brought home
one important truth, it is the danger of debt. Americans from
homeowners to bankers took on risks and debts they could not
afford, and the result was a crisis that touched every one of
us. I dont think the lesson is one we will soon forget.
But nearly as harmful are those who
take advantage of our debtand in that category, unfortunately,
go many of Americas credit card companies. No one doubts
that credit cards have become an essential part of our consumer
economy; no one doubts that millions of Americans use their credit
cards responsibly every day, and pay their bills every month.
But even for those responsible cardholders, credit card policies
have often been incomprehensible and exploitative.
The Credit Card Accountability, Responsibility,
and Disclosure Act takes important steps to bring those harmful
policies under control, ensuring that responsible cardholders
are treated fairly. Among its provisions, this bill prevents
arbitrary and unfair rate increases, which, under current policies,
can kick in even for cardholders who pay their balances in full.
It bans exorbitant and unnecessary fees, including fees charged
just for paying your bill. It prohibits credit card companies
from charging interest on debt that is paid on time, a practice
known as double-cycle billing. And it insists that card companies
disclose their policies clearly and openly to cardholders, and
notify them when those policies have changed.
I want to thank Rep. Maloney, who
sponsored the House companion of this bill, and who has been
a tireless advocate of credit card reform. This bill goes a long
way toward removing a persistent source of unfairness in the
lives of many Americans. Debt is a part of any economybut
it must be treated responsibly, and it must be guarded from exploitation.
That is what this bill accomplishes.

Steny H. Hoyer (MD) joined Members of Congress, Chief Administrative
Officer Dan Beard, Architect of the Capitol Stephen Ayers, and
members of the disability advocacy community at a press conference
on the release of the CAO
2009 Disability Report. Below are his remarks as prepared
for delivery:
I want to thank the Members here
today, Representatives Langevin, and Wasserman-Schultz, as well
as Representatives Sensenbrenner and Upton, for their commitment
to making the house a safer and more accessible place for all
citizens.
I would like to recognize our friends
in the advocacy community who are with us Mary Dolan and
Nancy Starnes from the National Organization on Disabiltiy, and
Shawn ONeil from the Multiple Sclerosis Society.
I also want to acknowledge the work
of Chief Administrative Officer Dan Beard and Architect of the
Capitol Stephen Ayers who have made disability access a priority
and worked to implement improvements both structurally and in
policy.
And I especially want to thank Congressman
Langevin for his comments, his advocacy on disability issues,
and his help in passing and improving the Americans with Disabilities
Act.
Last year, we strengthened the ADA,
helping the law live up to its original promise of inclusion
for all Americans with disabilities. Here in the Peoples
House, we must live by the letter and the spirit of that lawand
whats more, we can be an example to all Americans who come
here from all over our country and the world.
This report outlines ways we can
uphold that commitmentways we can improve our accessibility,
as well as recommendations for further enhancing safety and procedures.

cleared hallways, stairways, and exit paths to accommodate wheelchairs;
and greater availability of sign language interpreters, to name
a few.
But, as this report points out, there
is still more to do to make House Offices and the Capitol more
accessible for those visiting and working here.
One important effort, which I know
Mr. Langevin has focused on, is building access to committee
daises and the rostrum in the House Chamber. As a member of the
House, Mr. Langevin should be able to preside over the chamber
as his colleagues are able to do.
A lot of words are spoken in this
building, every day, about equality, inclusion, and fairness.
This report represents a chance to put those words into actionto
build those principles into the place where we do democracys
work every day.
