The Office of Special Needs Assistance Programs (SNAPs) at the Department of Housing and Urban Development (HUD) seeks applicants to present at a peer-to-peer Advanced Uses of Homeless Data Meeting on July 27-28, 2009. The purpose of this meeting is to facilitate peer-to-peer learning between communities who can demonstrate advanced uses of data at the local level for Continuum of Care (CoC) planning, management (including program evaluation), or decision making. Successful applicants must facilitate a 20-30 minute presentation with other meeting participants on their subject. A request for proposals is attached with submission requirements. Applications are due by Friday May 22, 2009.

Real average weekly earnings rose by 0.1 percent in April 2009 due to a 0.1 percent increase in average hourly earnings. Average weekly hours and the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) were unchanged. Over the year real earnings increased 2.6 percent.

Air Force standardizes informal uniform

WASHINGTON, D.C. – As a result of the 96th Air Force Uniform Board, a standardized informal uniform is now authorized for wear. The informal uniform will be mandatory for wear by all applicable Air Force personnel starting Jan. 1, 2011.

The Air Force Chief of Staff directed review of the informal uniform to help standardize it across all career fields currently authorized to wear it.

“Standardizing this uniform will help demonstrate the professionalism of the Airmen wearing it while providing functionality during distinctive duties, travel and special events,” said Lt. Gen. Richard Newton, chief of staff for Air Force manpower, personnel and services.

The now-standardized informal uniform includes a dark blue, short- or long-sleeved shirt with a “US Air Force” logo on the front, upper left chest and a white functional identification monogram on the left sleeve above the elbow.

“The functional monograms are specific for those career fields currently authorized to wear an informal uniform,” said Master Sgt. Danny Marks, the Air Force Personnel Center’s Dress and Appearance manager.

“Examples of approved monograms include ‘USAF Honor Guard,’ ‘USAF Band,’ ‘USAF Chaplain,’ and ‘Fitness Center Staff.’ Enlisted aides will not have a functional monogram on their shirts,” Sergeant Marks added.

Brushed silver name tags with rank and last name will be worn. Occupational badges are optional for wear. If worn, the badge should be centered a half inch above the name tag.

An undershirt will also be worn, and must be white with a V-neck collar.

Trousers will be pleated, khaki slacks without cuffs. Shorts are not authorized. A black belt with a silver clasp should be worn, as well.

Shoes will be plain, black business casual low quarters or plain black athletic shoes with black socks.

A dark blue watch cap or baseball cap with the logo, “USAF” may be worn outdoors only. Also, a dark blue jacket with a removable fleece liner and small “USAF” logo on the front upper left chest is authorized for wear.

Informal uniform items will be bought through the local purchase program.

Personal grooming and accessory standards must be within regulations while wearing the informal uniform. For questions, contact the Total Force Service Center at (800) 525-0102 or DSN 665-5000.

Secretary Chu Announces $2.4 billion in Funding for Carbon Capture and Storage Projects
Funds to Advance Research, Development and Deployment of Carbon Capture and Storage Technologies and Infrastructure

Washington, D.C. – U.S. Secretary of Energy Steven Chu today announced at the National Coal Council that $2.4 billion from the American Recovery and Reinvestment Act will be used to expand and accelerate the commercial deployment of carbon capture and storage (CCS) technology. The funding is part of the Obama Administration’s ongoing effort to develop technologies to reduce the emission of carbon dioxide, a major greenhouse gas and contributor to global climate change, into the atmosphere while creating new jobs.

"To prevent the worst effects of climate change, we must accelerate our efforts to capture and store carbon in a safe and cost-effective way. This funding will both create jobs now and help position the United States to lead the world in CCS technologies, which will be in increasing demand in the years ahead," said Secretary Steven Chu.

The Department is posting Notices of Intent to issue this funding, supporting the following initiatives:

Clean Coal Power Initiative: $800 million will be used to expand DOE’s Clean Coal Power Initiative, which provides government co-financing for new coal technologies that can help utilities cut sulfur, nitrogen and mercury pollutants from power plants. The new funding will allow researchers broader CCS commercial-scale experience by expanding the range of technologies, applications, fuels, and geologic formations that are tested.

Industrial Carbon Capture and Storage: $1.52 billion will be used for a two-part competitive solicitation for large-scale CCS from industrial sources. The industrial sources include, but are not limited to, cement plants, chemical plants, refineries, steel and aluminum plants, manufacturing facilities, and petroleum coke-fired and other power plants. The second part of the solicitation will include innovative concepts for beneficial CO2 reuse (CO2 mineralization, algae production, etc.) and CO2 capture from the atmosphere. In addition, two existing industrial and innovative reuse projects, previously selected via competitive solicitations, will be expanded to accelerate scale-up and field testing:

Ramgen Modification ($20 million): funding will allow the industrial-sized scale-up and testing of an existing advanced CO2 compression project with the objective of reducing time to commercialization, technology risk, and cost. Work on this project will be done in Bellevue, WA.

Arizona Public Services Modification ($70.6 million): funding will permit the existing algae-based carbon mitigation project to expand testing with a coal-based gasification system. The goal is to produce fuels from domestic resources while reducing atmospheric CO2 emissions. The overall process will minimize production of carbon dioxide in the gasification process to produce a substitute natural gas (SNG) from coal. The host facility for this project is the Cholla Power Plant located in Holbrook, AZ.

Geologic Sequestration Site Characterization: $50 million will fund a competitive solicitation to characterize a minimum of 10 geologic formations throughout the United States. Projects will be required to complement and build upon the existing characterization base created by DOE’s Regional Carbon Sequestration Partnerships, looking at broadening the range and extent of geologic basins that have been studied to date. The goal of this effort is to accelerate the determination of potential geologic storage sites.

Geologic Sequestration Training and Research: $20 million will be used to educate and train a future generation of geologists, scientists, and engineers with skills and competencies in geology, geophysics, geomechanics, geochemistry and reservoir engineering disciplines needed to staff a broad national CCS program. This program will emphasize advancing educational opportunities across a broad range of minority colleges and universities and will use DOE’s University Coal Research Program as the model for implementing the program.

The funding from the Recovery Act is a direct investment in CCS-related infrastructure encompassing a diverse portfolio of research and demonstration among electric power and industrial facilities, academic institutions, and other organizations operating across the United States. DOE’s Recovery Act projects will stimulate private sector infrastructure investments due to the significant amount of cost sharing that will occur in all large-scale projects to be selected for implementation. These combined public and private investments will establish a proving ground for creating a safe, reliable, widely-available, environmentally-responsible, and affordable CCS infrastructure.

Statement from the FDIC Office of Public Affairs, "The Bloomberg story referencing Chairman Bair's discussion of management and board changes is misleading and does not provide the proper context of her comments. Chairman Bair said that management changes could happen based on the capital plans that an institution must submit to the government. She did not refer to CEOs specifically and the comment was in the context of capital plans submitted by the institutions. Chairman Bair also did not suggest the federal government will remove the bank CEOs."

MR. HUNT: But in the same situation, or similar situation, the government already replaced CEOs at Fannie and Freddie and General Motors -
MS. BAIR: Yes, that's right.
MR. HUNT: And some people say, well, why is the head of Bank of America still there? Or why are some of these other banks' CEO's still there?
MS. BAIR: Right, well, obviously I don't comment on open and operating institutions. I think the review needs to go with both the management and the boards as well, absolutely. And management needs to be evaluated and is this the right skill set, have they been doing a good job, are there people who can do a better job, those kinds of questions.
MR. HUNT: Do you think some will be replaced in the next couple of months without getting into the particulars?
MS. BAIR: Yeah, I think there will be an evaluation process. We're requesting it as part of the capital plan and yes.

TALLAHASSEE, Fla. -- A Disaster Recovery Center (DRC) operated by the state and Federal Emergency Management Agency (FEMA) will open at noon on Friday, May 15, in Levy County. Those who suffered uninsured and underinsured losses due to storms and flooding between March 26 and May 5 are urged to visit the center where they may meet disaster recovery specialists to help in their recovery. DRCs are open from 8 a.m. to 6 p.m. seven days a week until further notice.

MESSAGE FROM THE MAJORITY LEADER

This week, we continued to focus on a major priority of the Obama Administration and Congress: health care reform. On Wednesday, I joined President Obama, Speaker Pelosi, and Chairmen Rangel, Waxman, and Miller at the White House in ongoing talks to develop legislation that lowers health care costs, provides patient choice of providers and plan, and ensures access to quality, affordable care for all Americans. We have made progress since these discussions began, aided further with a pledge this week by major health care stakeholders to slow the national growth rate of health care expenditures. Congress will continue to work with President Obama to develop health reform legislation with the hope of considering a bill in the House by August.

Miller following a meeting at the White House on
health care reform.

Another top priority of the Congress is clean energy legislation. The Energy and Commerce Committee will begin consideration next week of the American Clean Energy and Security Act to create new clean energy jobs, save consumers in energy costs, put America on a path to energy independence, and reduce global warming pollution. In addition, this week, I introduced two bills aimed at increasing the reliability and security of our power grid, assisting in the deployment of renewable energy nationwide, and improving efficiency in the transmission of electric power. As we look to update our national energy infrastructure, as well as pursue the development of alternative sources, it is important that we are able to transmit energy efficiently and reliably, and at a lower cost to consumers.

On Thursday, the House passed the Fiscal Year 2009 Supplemental Appropriations bill, which includes funding for military operations in Iraq, Afghanistan, Pakistan, and additional resources to address the pandemic flu. The Senate will consider their version next week, and we hope to send a bill to the President for his signature by Memorial Day.

Before we return to our districts for the Memorial Day work period, the House will meet in the coming week to wrap up major business. During this time, we will consider legislation giving established small businesses the needed tools and resources to succeed, create jobs, and drive economic growth, as well as two reauthorization bills to protect the country's transportation systems and ensure that Americans are safe when they travel. We will also consider the Senate's changes to the Helping Families Save Their Homes Act.
