Selects 53 New Projects Focused on Wind Energy
WASHINGTON, DC U.S. Department of Energy (DOE) Secretary
Steven Chu today announced selection of 53 new wind energy projects
for up to $8.5 million in total DOE funding. These projects will
help begin to address market and deployment challenges identified
in DOEs 2008 report: 20% Wind Energy by 2030.
Increasing wind energy generation will be a critical factor in
achieving the Obama Administrations goals for clean energy,
while also supporting new green jobs. Secretary Chu made the
announcement by video at the WindPower 2009 Conference in Chicago
this week.
Wind energy is one of our most promising renewable energy
sources, said Secretary Chu. Thats why Im pleased
to make this announcement today. By continuing to make investments
in renewable energy we can cut our dependence on foreign oil
and invest in a clean energy agenda that creates jobs and puts
money back into the pockets of consumers.
The 20% Wind Energy by 2030 report found that the
Nation possesses affordable wind energy resources in excess of
those needed to generate 20% of U.S. electricity needs. The report
also identified major challenges including: investment in a national
transmission system; larger electric load balance areas and better
regional planning; reduction in wind turbine capital costs; improvement
of turbine performance; siting and environmental issues; and

Average Fourth-Quarter Domestic Air Fares Drop from Third Quarter
Top 100 Airports: Highest Fare in Cincinnati, Lowest Fare at
Dallas Love
Average domestic air fares in the fourth quarter of 2008 of $347
were 3.7 percent lower than the all-time quarterly high set in
the third quarter but were still the highest for any fourth quarter
on record, the U.S. Department of Transportations Bureau
of Transportation Statistics (BTS), a part of the Research and
Innovative Technology Administration (RITA), reported today.
A press release containing information about fourth-quarter average
fares and the Air Travel Price Index, a quarterly measure of
changes in airfares is available at www.dot.gov/affairs/briefing.htm.
Additional information about air fares in the fourth quarter,
including average fares for the top 100 airports, and about ATPI,
including indexes for foreign-origin itineraries and the top
85 air travel markets based on originating passengers, can be

Hoyer Delivers Keynote Address on Entitlement
and Health Care Reform
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) delivered the keynote address at a Bipartisan
Policy Center forum, Unprecedented Federal Debt: Putting
Our Fiscal House in Order, hosted by former Senator Pete
Domenici at the St. Regis Hotel. Below are his remarks as prepared
for delivery:
If I were to guess the single most lasting lesson of our
economic crisis, and if I were to spell it out in just five words,
I would say: this is what debt does.
The recklessness we have seen from
so many consumers, and from Wall Street, found an echo in the
recklessness of the federal government. For years, our government
has lived far beyond its meansand we see now that when
we over-rely on debt, things can turn very ugly, very quickly.
If a fiscal meltdown comes, there will be no one to bail out
America.
What we face is not just an accounting
issue, but a moral issue. And turning a blind eye to our long-term
challenges would not only be irresponsibleit would be dangerous
to our nations continued success. Those of us who know
our government must invest in national security, health care,
education, energy independence, infrastructure, scientific research,
and other priorities have a critical stake in helping us take
on these challenges.
Today, I want to talk about the hard
decisions it will take to get our fiscal house in order and control
the spiraling costs of our entitlement programs, especially Social
Security, Medicare, and Medicaid. But I come here today with
a good deal of optimism, because never in recent memory has the
American public been so focused on the danger of debt and so
ready to turn responsibility into a powerful political issue.
As a result, we have a very short window of time in which to
actand the sooner we act, the easier we will find solutions,
both politically and substantively.
I think we all understand how we
got here. In 2001, when President Bush took office, America had
a projected ten-year surplus of $5.6 trillion. Today: record
deficits and debt. Three things got us from that point to this.
First, massive tax cuts, which brought government revenues down
from 20.9% of GDP when President Bush took office, to 16.5% of
GDP when President Obama took office. Second, a spending explosion,
including massive increases in defense spending and a new prescription
drug entitlement; over the same time frame, total government
spending went from 18.4% of GDP to 24.9% of GDP. Third, and most
recent, is the economic collapse and the deficit spending that
came in response.
Today, we are looking at a fiscal
year 2009 deficit of $1.7 trillion. And our debt has never been
higher: collectively, we owe $11 trillion dollars, and more than
$3 trillion of that debt is held by foreign lenders, especially
Chinawhich, as of February of this year, held $744.2 billion
in U.S. Treasury bonds. Hundreds of billions of dollars every
yearhundreds of billions that could strengthen our national
defense, or help young Americans go to college, or fund research
on the next energy breakthroughwill instead go to interest
payments, merely to keep us solvent.
But as bad as our immediate fiscal
problems are, the structural problems are greater. If we continue
on our current course, by 2025 the debt held by the public will
exceed the historical high of 109% of GDP, reached at the end
of World War II. By then, the money we spend on interest on that
debt, along with the big three entitlements will
equal 18.5% of GDPand that spending will consume virtually
all of our revenues. The cause is not merely spending that grows
on autopilot, but demographic changes that will see the retirement
of the Baby Boomers and a continued decline in the ratio of workers
to retirees.
That is our sad, debt-ridden fiscal
state. In my view, our response falls into three categories.
First is our response to the recession: the Recovery Act
and financial stabilization that are necessary to restore growth
and increase our revenues. I firmly believe that we should not
incur debt as a course of action. But I also believe that government
spending in response to this recession is the least bad option,
because when consumers and businesses are afraid to spend, only
government has the resources to inject demand into our economy.
Still, however you feel about the Recovery Act, it is clear that
recent deficit spending makes restraint even more important in
the months and years to come.
Our second response came in the budget
resolution Congress passed last week. That budget cuts our deficit
by nearly two-thirds, from 10.5% of GDP in 2009 to 3% of GDP
in 2014. And it makes clear our commitment to statutory PAYGOthe
principle that our government must pay for what it buys. Pay-as-you-go
was essential to the Clinton Administrations surplus, and
it is essential today. Speaker Pelosi and I have insisted that
the House will not consider any bills on middle-income tax cuts,
the estate tax, AMT relief, or the sustainable growth rate in
the Medicare program unless they include statutory PAYGO, they
are fully offset, or statutory PAYGO has already been enacted.
I know that many of you here have
reservations about the decision to change the baseline to assume
current policies on taxes and physician payments are extended
without offsets as part of the agreement for moving statutory
PAYGO forward. I share that concern, and would have fought to
maintain the current baseline if I thought there was the will
in the House or Senate or administration to make the choices
necessary to enforce that position. Unfortunately, I have concluded
that is not the case and trying to enforce a position that is
not politically sustainable undermines the credibility of budget
enforcement, much as was the case with the discretionary spending
limits in the late 1990s that were routinely violated.
I believe that enforcing a more realistic
baseline with a strengthened PAYGO regime will impose greater
discipline than would be the case if we maintained the current
law baseline on paper but routinely waived PAYGO. But whether
or not you agree with our decision, I would hope that all of
you who care about fiscal discipline will work with me to strictly
enforce this revised PAYGO regime and resist proposals that would
result in costs beyond current policies.
Our third response is, by far, the
most important. That is the structural responsethe actions
we must take to confront the imbalance between our commitments
and our revenues that are driving us deeper into debt every year.
We will not bring our debt down if we do not reform entitlements
and rein in the rapidly rising cost of health care.
I am glad that we have a President
who sees it that way. His talk of a grand bargain
that encompasses issues from entitlements to health care to taxes
shows a clear understanding of the tradeoffs and sacrifices that
will be necessary. Given the gravity of our situation, we cannot
afford to take any options off of the table, either on the spending
or the revenue side.
Of our entitlement programs, I believe
we would have the easiest challenge in reforming Social Security.
Here, the options are well and widely understood. We can bring
in more revenues. We can restrain the growth of benefits, particularly
for higher-income workers, while we strengthen the safety net
for lower-income workers. And/or we can raise the retirement
age, recognizing that our life expectancy is significantly higher
today. What is missing here is not ideasit is political
will.
The bipartisan trust we need for
compromise has been sorely damaged. And both sides are guiltyDemocrats
for using Social Security as the third rail for political
advantage, and Republicans for walking away from the table at
the first mention of raising revenues. Neither side has been
willing to put forward realistic, effective alternatives.
Even if we are going to fix just
Social Security, we need the kind of trust that existed between
leaders like Ronald Reagan and Tip ONeill when they reformed
Social Security in 1983 and our tax code in 1986. And right now,
we have a rare opportunity to build that trust. At the White
House Fiscal Summit in February, we heard constructive comments
on Social Security from leaders as diverse as John Boehner and
Dick Durbinand we saw that stakeholders from the AARP to
the National Federation of Independent Businesses understand
the need for compromise, as well.
That is not to say that reforming
Social Security should take priority over reforming health caresimply
that we must, and should, deal with multiple challenges at once,
and that the Republican interest in working constructively on
Social Security gives us a real opening for progress, along with
an immediate chance to take pressure off of the budget.
To be honest, it will be much more
difficult to deal with the entitlements related to health care:
Medicare and Medicaid. But it is absolutely clear that health
care reform is the central part of entitlement reform.
We have pledged that, in the health
care reform bill we will debate this session, we will pay for
expanded access, so that health care reform does not add to the
short-term deficit. But that is not enough. It is imperative
that we slow the growth of health care spending over the long
term. Its important to remember that the American health
care system is the most expensive per-capita in the world, and,
compared to the rest of the developed world, it is not buying
us better health.
The health care debate must be about
both controlling costs and expanding access. In fact, a focus
on controlling costs is what will help us pass health care reform.
But while expanded access will on its own help reduce unnecessary
expenses, it isnt a magic bullet for controlling costs;
other options for doing so include electronic medical records
and comparative effectiveness research. But reforming health
care will also take many more long-term choices. Discussing the
problem is importantbut what we need from you even more
is your willingness to actively support those who are willing
to make those tough choices.
The political challenges on Social
Security, Medicare, and Medicaid are extraordinary. So I think
its very possible that finding a solution will demand an
extraordinary process. Some Members of Congress, including Congressmen
Cooper and Wolf, have called for a Fiscal Future Commissioncomposed
of Members of Congress and the Administration, experts outside
the government, and those who would be directly affected by entitlement
reformwhich would propose solutions and send them to Congress
for a vote. I think they make a strong case. A Fiscal Future
Commission would help protect that process from the political
attacks that have derailed it in the past. This is also a function
that could be handled by the Presidents Economic Recovery
Advisory Board, chaired by Paul Volcker.
Some have argued that creating a
Commission would mean taking these vital issues out of the political
process. But the truth is that Congress has a long history of
inaction on long-term fiscal issues. I do think Congress could
play an important role by debating and amending the Commissions
proposed solutions, provided that the bottom line stays the same.
And even if a Commission never gets off the ground, the mere
possibility of a Commission could spur Congress to act, just
as the threat of a Balanced Budget Amendment encouraged Congress
and the Clinton Administration to balance the budget on their
own.
So that, in my view, is the extraordinary
work that we can no longer ignore. President Obama said that
we have been called to govern in difficult timesand so
let me close with the two things it will take for us to rise
to these times and govern well.
First, both parties must work together
in good faith. Bipartisan compromise will build public confidence
that the solutions we agree on are reasonable, and it will prevent
either party from exploiting those solutions for political advantage.
Quite simply, we have to understand one anothers fearsRepublican
fears that Democrats will merely raise revenues and then spend
them on new entitlements, and Democratic fears that reform will
undermine the security of those in need and weaken support for
popular programs. Those fears are understandablebut they
should be outweighed by the fear of what will happen if we fail,
if our debts overwhelm us, and if the fiscal meltdown comes.
Republicans fear that taxes will go through the roof and think
that families and small businesses will suffer. Democrats fear
that the programs we value will be slashed, and that those we
most want to protectthe weakest, the least powerfulwill
suffer the most. Compromising now is the only way out of that
worst-case scenario.
But that shared purpose isnt
enough. Second, and as importantly, we need to engage the public.
Our political system is built to encourage easy decisions. If
the incentives are going to change, the voters have to be the
ones to change them. So to those of us who understand the danger
clearly: Lets explain the stakes. Lets make it clear
to anyone who will listen that fiscal issues are moral issues,
that the kind of lives our children will lead are at stake. And
let us seize this rare and precious moment in time.

bipartisan federal agency advising the Administration and Congress,
sent the following letter to President Obama on May 5, urging
him to raise pressing concerns about religious freedom in Pakistan
and Afghanistan during his meetings with President Asif Ali Zardari
of Pakistan and President Hamid Karzai of Afghanistan in Washington,
DC.

for non-Muslims and internal differences amongst Muslim believers,

respect for religious freedom as integral to the fundamental
human rights of all citizens of Pakistan and Afghanistan.

Dear Mr. President:
I write today respectfully to urge you
to raise concerns about religious freedom and related human rights
when you meet later this week with the presidents of Afghanistan
and Pakistan. Freedom of thought, conscience, religion or belief
is core to the creation of stable, secure societies and to sustainable
states built on the rule of law. Indeed, the forces that threaten
the integrity of the Pakistani and Afghan states, and therefore,
U.S. security interests, operate according to a violent extremist
ideology that rejects tolerance for non-Muslims and internal
differences amongst Muslim believers. The United States can optimize
its security mission by working to ensure respect for religious
freedom as integral to the fundamental human rights of all citizens
of Pakistan and Afghanistan.
I write to you in my capacity as Chair
of the U.S. Commission on International Religious Freedom, an
independent federal government commission created by Congress
to monitor religious freedom worldwide and make recommendations
to the President, the Secretary of State and Congress. The Commission
released its 2009 Annual Report last week, and it again recommends
that Pakistan be designated a country of particular concern
for the systematic, ongoing and egregious violations of religious
freedom engaged in or tolerated by the government. The Commission
placed Afghanistan on our Watch List of countries with serious
and troubling violations of religious freedom.
In Pakistan, a number of the countrys
laws, including laws against blasphemy and laws directed against
members of the Ahmadi religious community, have been used to
silence members of religious minorities and dissenters, and frequently
have resulted in imprisonment on account of religion or belief
and/or vigilante violence. Also, in view of U.S. reengagement
with the UN Human Rights Council, special mention should be made
of Pakistans continued promotion of the flawed defamation
of religions concept which seeks to limit the freedoms
of religion and expression everywhere, while creating in effect
a global blasphemy law. In February, the Commission also publicly
expressed serious concern about the Pakistani governments
so-called peace deal with Taliban-associated extremists,
as we concluded such an agreement would represent a significant
victory for the extremists and could embolden them to expand
their control elsewhere in Pakistan and Afghanistan. The Commissions
concerns sadly are being borne out as, soon after Pakistans
Parliament and President approved the deal, the extremists moved
to duplicate their success in neighboring regions of the country.
There is a need to include lessons on tolerance
for the beliefs and religions of others in both nations
state-sponsored curricula. Further, the state educational systems
must be strengthened, as the current weakness results in schools
operated by extremists being the only viable educational option
for many children.
The Commission has long raised concerns about Afghanistans
new constitution which does not protect the right of individuals
to dissent from the prevailing orthodoxy on Islamic beliefs and
practices. This lack of clear constitutional protections for
the freedoms of expression and thought, conscience, religion
or belief has resulted in serious abuses, including criminal
court cases for blasphemy that violate the rights of the accused.
Journalists and publishers either are intimidated into self-censorship
or face severe legal consequences for writing or disseminating
material that is deemed un-Islamic. An example is
the case of a student journalist, Sayed Perwiz Kambakhsh, who
originally was sentenced to death for blasphemy for circulating
material from the Internet about womens rights in Islam.
Last October, an appeals court reduced his sentence to 20 years
in prison.

SECRETARY DONOVAN ANNOUNCES MAXIMUM
TRANSIT SUBSIDY FOR HUD EMPLOYEES IS ALMOST DOUBLED
WASHINGTON - HUD Secretary Shaun Donovan
announced today that HUD's maximum transit subsidy to its employees
will be almost doubled from $120 to $230 per month. The increase
is provided for in the American Recovery and Reinvestment Act
which President Obama signed into law in February. HUD will provide
the increased transit subsidy benefit department-wide retroactive
to March 1, 2009.
"This significant increase in the
transit subsidy will help HUD employees in tough economic times,"
said Secretary Donovan, "and encouraging the use of mass
transit will reduce congestion and pollution. We are pleased
to have so successfully worked with the union to implement the
increase President Obama signed into law as part of the Recovery
Act. I encourage all employees to take part and smooth their
ride to work while helping our environment."
HUD provides its qualified employees with
transit passes, in amounts approximately equal to employee commuting
costs, not to exceed the maximum level allowed by law. That maximum
will now be increased to $230 per month. The benefit is available
to employees nationwide. Approximately 55% of HUD's 9,346 staff
are in the program and HUD hopes the increases in the maximum
level will encourage more employees to participate. Secretary
Donovan's senior staff worked with the American Federation of
Government Employees Council 222 and American Federation of Government
Employees Local 476 to implement the increase.
Eddie Eitches, AFGE Local 476 President,
who served as chief negotiator on the increased benefit said,
"I appreciate Secretary Donovan's efforts in partnering
on this issue and expect to continue this collaboration not only
to improve working conditions for HUD employees but further the
critical mission of HUD."

Unprecedented interagency collaboration
will help save energy cost, lower carbon footprint
WASHINGTON - U.S. Department of Housing
and Urban Development (HUD) Secretary Shaun Donovan and U.S.
Department of Energy (DOE) Secretary Steven Chu today announced
an important step forward in the partnership between HUD and
DOE to streamline and better coordinate federal weatherization
programs. These efforts will make it easier for low-income families
to weatherize their homes, saving money for working families
and creating tens of thousands of new green jobs.
Today, the Secretaries signed a Memorandum
of Understanding (MOU) to coordinate energy retrofit programs
in the American Recovery and Reinvestment Act of 2009. The signing
of the MOU today represents the next step in a longer-term partnership
between these agencies, as they continue to make it easier and
more cost-effective for families to weatherize their homes. To

This unprecedented interagency collaboration
will help minimize administrative barriers and simplify the process
for residents of HUD public and assisted housing that are seeking
to weatherize their homes under the DOE Weatherization Assistance
Program, which is targeted to low-income households. By eliminating
unnecessary red tape and helping more families weatherize their
homes, Secretary Chu and Secretary Donovan are helping to fulfill
President Obama's goal of making government work better for all
Americans.
Vice President Joe Biden, joined by Secretary
Donovan and Secretary Chu, praised the interagency proposal during
his remarks at a Recovery Act Implementation Cabinet Meeting
in Washington, D.C.
"This agreement is the perfect example
of government coming together in service of the greater good,"
said Vice President Biden. "Thanks to this new partnership,
we're going to tear down the unnecessary barriers in making the
homes of low-income and elderly citizens more energy-efficient
and shred the red tape that too often stands between government
assistance and the people it is meant to serve. In the process,
we'll not only bring down energy costs, but also create new green
jobs that will be the foundation of our economic recovery."
"The Recovery Act made a critical
investment in home energy efficiency," said Secretary Chu.
"But, to help as many families as possible, we need to cut
the federal red tape that tangles up too many Americans trying
to do the right thing. By making it as easy as possible for families
to weatherize their homes, we can create new jobs that can't
be shipped overseas, save families money on their energy bills,
and take another step toward energy independence."
"HUD is committed to making public
housing more green, while keeping it as affordable as possible
for working families, particularly in these challenging economic
times," said Secretary Donovan. "This partnership will
ensure that HUD and DOE together can play a significant role
in the Administration's goal to weatherize one million homes,
while at this same time serving a population in need. I am proud
of the work our agencies have done and look forward to a continued
partnership with Secretary Chu and DOE to make all housing affordable
and energy efficient."
This agreement will also impact tens of
thousands of residents in rural communities -- mostly seniors
and low-income individuals -- who are part of U.S. Department
of Agriculture's Multi+Family Housing Direct Loan Program.
"This agreement will make a big difference
in the lives of many rural residents providing much-needed heating
and cooling, saving money and enhancing energy efficiency,"
said U.S. Department of Agriculture Secretary Tom Vilsack added.
Currently, the income verification requirements
under DOE's Weatherization Assistance Program duplicate the HUD
system for verifying income before providing housing subsidies.
Under this new agreement, the income verification process will
be conducted only once, breaking down bureaucratic barriers to
using weatherization funds in HUD-assisted housing. HUD is committing
to rent stabilization and scope of work requirements consistent
with weatherization requirements.
The Recovery Act provides $16 billion to
the Department of Energy and the Department of Housing and Urban
Development to improve the energy efficiency of existing homes.
The partnership announced today between HUD and DOE will coordinate
funding for the Weatherization Assistance Program, which received
$5 billion under the Recovery Act. Other energy efficiency efforts
include $4.5 billion in HUD funding to renovate and upgrade public
and Native American housing, as well as $250 million to retrofit
privately owned federally assisted housing. In addition to the
weatherization funds, DOE received $3.2 billion for Energy Efficiency
and Conservation Block Grants for cities, counties, states and
Indian Tribes, $3.1 billion for the State Energy Program, and
other programs.
The Recovery Act funds provide an historic
opportunity for the two agencies to work together to accelerate
deployment of energy efficient and green building technologies
in millions of homes, while helping to create a highly-qualified,
highly-trained, and high-performing workforce. Today's announcement
is only one step in a continued partnership between the two agencies.
HUD and DOE will continue to work together to provide guidance
to public and assisted housing on energy efficiency programs,
develop a common baseline for measuring energy efficiency, and
develop new home energy financing products.

NATIONAL ARCHIVES GRANTS "EXCELLENCE
IN GENEALOGY" AWARDS
Essay contest celebrates 75th Anniversary of the National Archives
Washington, D.C. . . . Acting Archivist
Adrienne C. Thomas has
announced the winners of the National Archives "Excellence
in
Genealogy" Awards. The essay contest was held to celebrate
both the
75th anniversary of the National Archives and the Fifth Annual
National
Archives Genealogy Fair. The awards recognize significant achievements
in genealogy research, based on genealogical records from the
National
Archives. Acting Archivist Adrienne C. Thomas presented these
awards at
the Fifth Annual Genealogy Fair at the National Archives Building
in
Washington, DC, on April 22, 2009.
First place ($1,000 award) was awarded
to Myron McGhee of Decatur, GA,
who is a Library and Information Science Masters student at Valdosta
State University, Valdosta, GA. Mr. McGhee's essay, "The
Use of
National Archives Holdings for Genealogical Research," traces
his
family's ancestry using Federal, state, and local government
records.
Second place ($500 award) was awarded to
Stephanie D. Smith of Richtor
Park, IL, who is studying intellectual property law at the John
Marshall
Law School, Chicago, IL. Ms. Smith's essay, "Resounding
Resonance:
Heeding the Call of My Male Ancestors," details her use
of Federal
census, military service, and pension records to trace her family
history.
The National Archives is known worldwide
as a treasure chest of
genealogical information. Each year, millions of people use Federal
records in the National Archives to search for their family roots.
Census schedules, ship passenger arrival lists, citizenship papers,
military pension files, land patents, and court records offer
detailed
evidence to flesh out family histories. Information about National
Archives holdings relating to genealogy can be found at

This competition provided an
opportunity for students to share their research "treasures"
with
the public.

Secretary Chu Announces Funding for 71
University-Led Nuclear Research and Development Projects
WASHINGTON, DC U.S. Energy Secretary Steven Chu today
announced the selection of 71 university research project awards
as part of the Department of Energys investments in cutting-edge
nuclear energy research and development (R&D). Under the
Nuclear Energy University Program (NEUP), these 71 projects will
receive approximately $44 million over three years to advance
new nuclear technologies in support of the nations energy
goals. By helping to develop the next generation of advanced
nuclear technologies, the Nuclear Energy University Program will
play a key role in addressing the global climate crisis and moving
the nation toward greater use of nuclear energy.
As a zero-carbon energy source, nuclear power must be part
of our energy mix as we work toward energy independence and meeting
the challenge of global warming, said Secretary Chu. The
next generation of nuclear power plants with the highest
standards of safety, efficiency and environmental protection
will require the latest advancements in nuclear science
and technology. These research and development university awards
will ensure that the United States continues to lead the world
in the nuclear field for years to come.
Selected R&D projects include 31 U.S. universities that will
act as lead research institutions for projects in more than 20
states. Other universities, industries, and national laboratories
will serve as collaborators and research partners. Under the
Nuclear Energy University Program, DOE will support projects
in the following nuclear energy research fields: the Advanced
Fuel Cycle Initiative (AFCI), the Next Generation Nuclear Plant
(NGNP) also known as Generation IV Nuclear Energy Systems, Investigator-Initiated
Research (IIR), and Light Water Reactor Sustainability (LWRS).
In keeping with the Obama Administrations commitment to
training the next generation of American scientists, Secretary
Chu also announced that DOE is accepting applications for individual
nuclear science and engineering scholarships and fellowships
under the Nuclear Energy University Program. As part of the Departments
efforts to recruit and train the next generation of nuclear scientists
and engineers, DOE is offering approximately $2.9 million in
university fellowships and scholarships to support students entering
the nuclear science and engineering fields. Further details on
the Request for Applications are available at: www.caesenergy.org.
Contracts for the R&D projects are expected to be awarded
by September 30, 2009 by the Battelle Energy Alliance, LLC (BEA),
a Management and Operating contractor for DOE at the Idaho National
Laboratory (INL).

health over the past few decades, 25,000 children under five
years old still die from mostly preventable causes each day.
With the current global financial crisis, vulnerable newborns

WASHINGTON During this period of extraordinary economic
uncertainty, the U.S. federal banking supervisors believe it
to be important for the largest U.S. bank holding companies (BHCs)
to have a capital buffer sufficient to withstand losses and sustain
lending even in a significantly more adverse economic environment
than is currently anticipated. In keeping with this aim, the
Federal Reserve and other federal bank supervisors have been
engaged in a comprehensive capital assessment exercise--known
as the Supervisory Capital Assessment Program (SCAP)--with each
of the 19 largest U.S. BHCs.
The SCAP will be completed this week and
the results released publically by the Federal Reserve Board
on Thursday May 7th, 2009 at 5pm EDT. In this release, supervisors
will report--under the SCAP more adverse scenario,
for each of the 19 institutions individually and in the aggregate--their
estimates of: losses and loss rates across select categories
of loans; resources available to absorb those losses; and the
resulting necessary additions to capital buffers. The estimates
reported by the Federal Reserve represent values for a hypothetical
what-if scenario and are not forecasts of expected
losses or revenues for the firms. Any BHC needing to augment
its capital buffer at the conclusion of the SCAP will have until
June 8th, 2009 to develop a detailed capital plan, and until
November 9th, 2009 to implement that capital plan.
The SCAP is a complement to the Treasurys
Capital Assistance Program (CAP), which makes capital available
to financial institutions as a bridge to private capital in the
future. A strong, resilient financial system is necessary to
facilitate a broad and sustainable economic recovery. The U.S.
government reaffirms its commitment to stand firmly behind the
banking system during this period of financial strain to ensure
it can perform its key function of providing credit to households
and businesses.
Understanding the Results of Supervisory Capital Assessment Program
The SCAP Focus on the Quantity and Quality
of Capital
Minimum capital standards for a BHC serve only as a starting
point for supervisors in determining the adequacy of the BHCs
capital relative to its risk profile. In practice, supervisors
expect all BHCs to have a level and composition of Tier 1 capital
well in excess of the 4% regulatory minimum, and also to have
common equity as the dominant element of that Tier 1 capital.
Under the SCAP, supervisors evaluated the extent to which each
of the 19 BHCs would need to alter either the amount or the composition
(or both) of its Tier 1 capital today to be able to comfortably
exceed minimum regulatory requirements at year-end 2010, even
under an more adverse economic scenario.
The SCAP capital buffer for each BHC is
sized to achieve a Tier 1 risk-based ratio of at least 6% and
a Tier 1 Common risk-based ratio of at least 4% at the end of
2010, under a more adverse macroeconomic scenario than is currently
anticipated.
The SCAP focuses on Tier 1 Common capitalmeasured
by applying the same adjustments to voting common stockholders
equity used to calculate Tier 1 capital--as well as overall
Tier 1 capital, because both the amount and the composition of
a BHCs capital contribute to its strength. The SCAPs
emphasis on Tier 1 Common capital reflects the fact that common
equity is the first element of the capital structure to absorb
loss and offers protection to more senior parts of the capital
structure.. All else equal, more Tier 1 Common capital gives
a BHC greater permanent loss absorption capacity and a greater
ability to conserve resources under stress by changing the amount
and timing of dividends and other distributions.
The Role of the SCAP Buffer
By its design, the SCAP is more
stringent than a solvency test. First, each BHCs capital
was rigorously evaluated against a two-year-ahead adverse scenario
that is not a prediction or an expected outcome for the economy,
but is instead a what if scenario. In addition, the
buffer was sized so that each BHC will have a cushion above regulatory
minimums even in the stress scenario. Thus, any need for additional
capital and/or a change in composition of capital to meet the
SCAP buffer is not indicative of inadequate current capitalization.
Instead, the SCAP buffer builds in extra capital against the
unlikely prospect that the adverse scenario materializes.
The presence of this one-time buffer will give market participants,
as well as the firms themselves, confidence in the capacity of
the major BHCs to perform their critical role in lending, even
if the economy proves weaker than expected. Once this upfront
buffer is established, the normal supervisory process will continue
to be used to determine whether a firms current capital
ratios are consistent with regulatory guidance.
The SCAP and the Capital Planning Process
Over the next 30 days, any BHC needing to augment its capital
buffer will develop a detailed capital plan to be approved by
its primary supervisor, in consultation with the FDIC, and will
have six months to implement that plan. In light of the potential
for new commitments under the Capital Assistance Program or exchanges
of existing CPP preferred stock, supervisors will consult with
Treasury on the development and evaluation of the plans. The
capital plan will consist of three main elements:
A detailed description of the specific
actions to be taken to increase the level of capital and/or to
enhance the quality of capital consistent with establishing the
SCAP buffer. BHCs are encouraged to design capital plans that,
wherever possible, actively seek to raise new capital from private
sources. These plans should include actions such as:
Issuance of new private capital instruments;
Restructuring current capital instruments;
Sales of business lines, legal entities, assets or minority interests
through private transactions and through sales to the PPIP;
Use of joint ventures, spin-offs, or other capital enhancing
transactions; and
Conservation of internal capital generation, including continued
restrictions on dividends and stock repurchases and dividend
deferrals, waivers and suspensions on preferred securities including
trust preferred securities, with the expectation that plans should
not rely on near-term potential increases in revenues to meet
the capital buffer it is expected to have.
A list of steps to address weaknesses,
where appropriate, in the BHCs internal processes for assessing
capital needs and engaging in effective capital planning.
An outline of the steps the firm will take
over time to repay government provided capital taken under the
Capital Purchase Program (CPP), Targeted Investment Program (TIP),
or the CAP, and reduce reliance on guaranteed debt issued under
the TLGP.
In addition, as part of the 30-day planning
process, firms will need to review their existing management
and Board in order to assure that the leadership of the firm
has sufficient expertise and ability to manage the risks presented
by the current economic environment and maintain balance sheet
capacity sufficient to continue prudent lending to meet the credit
needs of the economy.
Supervisors expect that the board of directors and the senior
management of each BHC will give the design and implementation
of the capital plan their full and immediate attention and strong
support. Capital plans will be submitted and approved by supervisors
by June 8th, 2009. Upon approval, these capital plans will be
the basis for the BHCs establishment of the SCAP capital
buffer by November 9th, 2009.
Mandatory Convertible Preferred under the
CAP
To ensure that the banking system has the capital it needs to
provide the credit necessary to support economic growth, the
Treasury is making capital available under its Capital Assistance
Program as a bridge to private capital in the future. A BHC may
apply for Mandatory Convertible Preferred (MCP) in an amount
up to 2% of risk-weighted assets (or higher upon request). MCP
can serve as a source of contingent common capital for the firm,
convertible into common equity when and if needed to meet supervisory
expectations regarding the amount and composition of capital.
Treasury will consider requests to exchange outstanding preferred
shares sold under the CPP or the Targeted Investment Program
(TIP) for new mandatory convertible preferred issued under the
CAP. In order to protect the taxpayer interest, the Treasury
expects that any exchange of Treasury-issued preferred stock
for MCP will be accompanied or preceded by new capital raises
or exchanges of private capital securities into common equity.
The MCP instrument is designed to give
banks the incentive to redeem or replace the government-provided
capital with private capital when feasible. The term sheet for
MCP is available at www.financialstability.gov.
The SCAP focused on the largest financial firms to ensure that
they maintain adequate capital buffers to withstand losses in
an adverse economic environment. Smaller financial institutions
generally maintain capital levels, especially common equity,
well above regulatory capital standards. There is no intention
to expand the SCAP beyond the 19 BHCs that have recently completed
this exercise.
The Treasury reiterates that the CAP application process remains
open to these institutions under the same terms and conditions
applicable to the 19 SCAP BHCs. The Treasury stands ready to
review and process any applications received in an expedient
manner. For those firms wishing to apply to CAP, supervisors
will review those firms risk profiles and capital positions.
In addition, supervisors will evaluate the firms internal
capital assessment processes, including capital planning efforts
that incorporate the potential impact of stressful market conditions
and adverse economic outcomes.
Redeeming Preferred Securities Issued under
the CPP
Supervisors will carefully weigh an institutions desire
to redeem outstanding CPP preferred stock against the contribution
of Treasury capital to the institutions overall soundness, capital
adequacy, and ability to lend, including confirming that BHCs
have a comprehensive internal capital assessment process.
All BHCs seeking to repay CPP will be subject to the existing
supervisory procedures for approving redemption requests for
capital instruments.
The 19 BHCs that were subject to the SCAP
process must have a post-repayment capital base at least consistent
with the SCAP buffer, and must be able to demonstrate its financial
strength by issuing senior unsecured debt for a term greater
than five years not backed by FDIC guarantees, in amounts sufficient
to demonstrate a capacity to meet funding needs independent of
government guarantees.

Hoyer Applauds Passage of Anti-Fraud
Legislation and Bipartisan Commission
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the House passed the Fraud Enforcement and Recovery Act, which
also contained provisions creating a bipartisan commission to
investigate the causes of the financial crisis:
With todays passage of the Fraud Enforcement and
Recovery Act, the House continues to take action on measures
aimed at protecting consumers and preventing another economic
crisis from occurring. This bill provides critical resources
to help law enforcement pursue and prosecute mortgage and securities
fraud, both of which combined to propel us into this recession.
Just as importantly, this bill creates an outside, bipartisan
commission to investigate the causes of the financial crisis
and the current recession, so that we can draw lessons from these
events. By learning what happened, we can work to ensure that
a crisis of this magnitude does not occur again.

(iloperidone) to treat adults with schizophrenia, a chronic,
severe and disabling brain disorder. "Schizophrenia can
be a devastating illness requiring lifelong treatment and therapy,"
said Thomas Laughren, M.D., director of the Division of Psychiatry
Products in the FDA?s Center for Drug Evaluation and Research.
