Obama Announces Steps to Support Sustainable Energy Options
President Obama today announced steps to further his Administrations
commitment to advance biofuels research and commercialization.
Specifically, he signed a Presidential Directive establishing
a Biofuels Interagency Working Group, announced additional Recovery

Administration's notice of a Proposed Rulemaking on the Renewable
Fuel Standard.

WASHINGTON Today, President Obama announced his intent
to nominate Inez Moore Tenenbaum as Chair of the Consumer Product
Safety Commission (CPSC) and Robert S. Adler as a new Commissioner
of the Consumer Product Safety Commission. Furthermore, in the
Presidents budget, the CPSC receives $107 million, a 71
percent increase in resources since FY 2007. This is almost three
quarters of the way to meeting the President's goal of doubling
CPSCs funding.

The Federal Deposit Insurance Corporation
(FDIC) today announced the creation of a new unit within the
Office of the Ombudsman specifically designed to assist customers
with loans at failed banks. This new unit will complement the
extensive work that the FDIC conducts on behalf of the public,
and is another effort to provide effective avenues to address
questions or concerns of borrowers of failed banks.
The FDIC's Division of Resolutions and Receiverships (DRR) will
continue to have primary responsibility for working closely and
proactively with customers of failed banks to address their concerns
and transition them to new banking and lending relationships.
This new unit will give borrowers an additional venue for having
their concerns addressed by the FDIC.
The FDIC has also produced a new "A Borrower's Guide to
an FDIC Insured Bank Failure" available at www.fdic.gov/bank/individual/failed/borrowers/index.html.
This comprehensive guide will help inform customers that had
loans with failed institutions about what they can expect to
occur in the receivership process, including the disposition
of loans, workout steps taken on delinquent loans and an explanation
of borrower rights. The FDIC is committed to make every effort
to ensure that borrowers are aware of the FDIC's resolution process
and have information to minimize the impact of their institution
closing. This guide will also provide borrowers with the resources
to quickly address issues with the FDIC, including contact information
for the Ombudsman's Office.
FDIC Chairman Sheila C. Bair said, "I'm pleased to announce
these additional resources for borrowers of failed institutions.
As the pace of bank failures increases, the FDIC will be handling
an increased volume of loans from failed institutions. Each of
these loans represents a customer relationship. It is critical
that these borrowers have the necessary information and avenues
of communication available to them from the FDIC."
The FDIC's Office of the Ombudsman, first established in 1993,
will continue to serve as an independent and neutral intermediary
for customers of failed banks. As the pace of failures increases,
additional staffing in the office will help provide service and
clear communication between all parties. The FDIC Office of the
Ombudsman has a nationwide presence in each of the agency's six
regions. The Ombudsman's Office helped resolve more than 1,100
cases in 2008.

Commercialization
New green jobs a benefit of effort to end dependence on foreign
oil
WASHINGTON, D.C. As part of the ongoing effort to increase
the use of domestic renewable fuels, U.S. Secretary of Energy
Steven Chu today announced plans to provide $786.5 million from
the American Recovery and Reinvestment Act to accelerate advanced
biofuels research and development and to provide additional funding
for commercial-scale biorefinery demonstration projects.
Developing the next generation of biofuels is key to our
effort to end our dependence on foreign oil and address the climate
crisis -- while creating millions of new jobs that can't be outsourced,
Secretary Chu said. With American investment and ingenuity
-- and resources grown right here at home -- we can lead the
way toward a new green energy economy.
The DOE biomass program will leverage DOEs national laboratories,
universities, and the private sector to help improve biofuels
reliability and overcome key technical challenges, with the goal
of creating third-generation biofuels like green gasoline, diesel,
and jet fuels.
The $786.5 million in Recovery Act funding is a mix of new funding
opportunities and additional funding for existing projects. It
will be allocated across four main areas:
$480 million solicitation for integrated pilot- and demonstration-scale
biorefineries
Projects selected under this Funding Opportunity Announcement
will work to validate integrated biorefinery technologies that
produce advanced biofuels, bioproducts, and heat and power in
an integrated system, thus enabling private financing of commercial-scale
replications.
DOE anticipates making 10 to 20 awards for refineries at various
scales and designs, all to be operational in the next three years.
The DOE funding ceiling is $25 million for pilot-scale projects
and $50 million for demonstration scale projects.
These integrated biorefineries will reduce
dependence on petroleum-based transportation fuels and chemicals.
They will also facilitate the development of an "advanced
biofuels" industry to meet the federal Renewable Fuel Standards.
$176.5 million for commercial-scale biorefinery projects
$176.5 million will be used to increase the federal funding ceiling
on two or more demonstration- or commercial-scale biorefinery
projects that were selected and awarded within the last two years.
The goal of these efforts is to reduce the risk of the development
and deployment of these first-of-a-kind operations. These funds
are expected to expedite the construction phase of these projects
and ultimately accelerate the timeline for start up and commissioning.
$110 million for fundamental research in key program areas
The Biomass Program plans to use $110 million
to support fundamental research in key program areas, distributed
in the following manner:
o Expand the resources available for sustainability research
through the Office of Science Bioenergy Research Centers and
establish a user-facility/small-scale integrated pilot plant
($25 million);
o Create an advanced research consortium to develop technologies
and facilitate subsequent demonstration of infrastructure-compatible
biofuels through a competitive solicitation ($35 million); and
o Create an algal biofuels consortium to accelerate demonstration
of algal biofuels through a competitive solicitation ($50 million).
This funding will help to develop cutting-edge conversion technologies,
including generating more desirable catalysts, fuel-producing
microbes, and feedstocks.
$20 million for ethanol research
The Biomass Program is planning to use $20 million of the Recovery
Act funding in a competitive solicitation to achieve the following:
o Optimize flex-fuel vehicles operating on high octane E85 fuel
(85 percent ethanol, 15 percent gasoline blend);
o Evaluate the impact of higher ethanol blends in conventional
vehicles; and
o Upgrade existing refueling infrastructure to be compatible
with fuels up to E85.

(FDIC) today issued its list of state nonmember banks recently
evaluated for compliance with the Community Reinvestment Act
(CRA). The list covers evaluation ratings that the FDIC assigned
to institutions in February 2009. The CRA is a 1977 law intended
to encourage insured banks and thrifts to meet local credit needs,
including those of low- and moderate-income neighborhoods, consistent
with safe and sound operations. As part of the Financial Institutions
Reform, Recovery, and Enforcement Act of 1989 (FIRREA), Congress
mandated the public disclosure of an evaluation and rating for
each bank or thrift that undergoes a CRA examination on or after
July 1, 1990.
A consolidated list of all state nonmember banks whose evaluations
have been made publicly available since July 1, 1990, including
the rating for each bank, can be obtained from the FDIC's Public
Information Center, located at 3501 Fairfax Drive, Room E-1002,
Arlington, VA 22226 (877-275-3342 or 703-562-2200), or via the
Internet at www.fdic.gov.
A copy of an individual bank's CRA evaluation is available directly
from the bank, which is required by law to make the material
available upon request, or from the FDIC's Public Information
Center.

re-affirm Support for Pork Industry
WASHINGTON, May 5, 2009 - Canada's Agriculture
Minister Gerry Ritz and United States Agriculture Secretary Tom
Vilsack today re-affirmed that all appropriate steps are being
taken to protect public health and strengthen the pork industry
in both countries.
Additional analysis conducted by the Canadian
Food Inspection Agency of the H1N1 Influenza A has re-affirmed
that the virus found in swine at a farm in Alberta, Canada, is
the human strain. The CFIA has fully isolated and contained the
situation on the Alberta farm.
"We are confident that Canadian authorities
are taking all necessary steps to protect the public and the
pork industry," said Secretary Vilsack. "The international
scientific community agrees that pork is safe. We are urging
all countries to remove any restrictions on the movement of pork
that are not based on sound science. A strong and respectful
relationship is vital for pork industry in both Canada and the
United States."
Both Canada and the U.S. recognize the
scientific consensus of international scientific organizations,
such as the OIE and WHO, that clearly state that this is not
a food safety issue. Both countries continue to re-affirm the
fact that pork is safe.
"Canada is committed to close scientific
cooperation with our American counterparts," said Minister
Ritz. "This is a great example of both countries rejecting
protectionism and respecting international agreements to keep
safe trade moving."
Canada and the U.S. are collaborating closely
to share diagnostic and research information with full transparency
to protect human and animal health.

nomination of Congresswoman Ellen Tauscher as Under Secretary
for Arms Control and International Security.
I offer my congratulations to Congresswoman
Ellen Tauscher on her nomination as Under Secretary for Arms
Control and International Security. While it is difficult to
see such a talented Member of the House - and a dear personal
friend - depart our ranks, I believe her new position offers
an opportunity to use her expertise and skills where they are
needed most.
Congresswoman Tauschers contributions
to the House over the years are many. As a high-ranking member
of the Armed Services Committee, she has been at the forefront
on defense and security matters of the most critical importance,
and is one of Congress leading experts on efforts to cease
the spread of nuclear, chemical and biological weapons.
She has also been a model of leadership in her role as
