FDIC Chairman Sheila C. Bair today announced
the appointment of Michael Bradfield as the agency's new General
Counsel. The appointment was unanimously approved by the FDIC
Board of Directors and is effective today.
Chairman Bair, in announcing the appointment, said, "I'm
very pleased to have Mr. Bradfield join the FDIC. His depth of
knowledge of domestic and international banking issues as well
as his extensive expertise at the Federal Reserve Board and the
U.S. Treasury will serve the FDIC well at a critical time."
The FDIC General Counsel is in charge of the Legal Division,
which is responsible for legal work on regulatory issues, as
well as FDIC transactions, litigation, and corporate and commercial
claims. The Legal Division currently has 520 employees nationwide.
While a partner at Jones, Day, Mr. Bradfield concentrated on
domestic and international banking, mergers and acquisitions,
federal bank regulatory matters, and international trade.
Mr. Bradfield served as General Counsel of the Federal Reserve
Board in Washington, serving as counsel to Chairman Paul Volcker
and Chairman Alan Greenspan. He was responsible for the legal
work of the Board, including the legal aspects of monetary policy
formulation, regulation, litigation, enforcement, administration,
and legislation.
Before becoming the Federal Reserve's General Counsel, Mr. Bradfield
was in private law practice with Cole Corrette & Bradfield.
From 1968 to 1975, he served as Assistant General Counsel of
the Treasury Department where he participated in the formulation
of international monetary and trade policy. He also worked with
the Multilateral Development Banks and the International Monetary
Fund.
Mr. Bradfield received his B.A. from Union College in Schenectady,
New York, and an M.A. in International Affairs and a J.D. from
Columbia University.

Encourage Job Creation, Investment
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
President Obama and Treasury Secretary Geithner announced components
of the Administrations plan to reform our nations
international tax laws:
The proposal announced today by President Obama is a needed
step to reform tax laws that currently give a competitive advantage
to businesses that invest overseas rather than in our own nation,
and that allow the wealthiest to avoid paying their fair share.
Our tax system must reward those who create jobs and encourage
business growth here in the United States while ensuring the
global competitiveness of U.S. businesses. Reducing the use of
tax havens and providing additional resources to crack down on
abuses of international tax laws will save American taxpayers
billions of dollars. Just as importantly, the savings will be
used to provide tax relief for businesses that invest and create
jobs in the United States.
This is just the beginning of Congress efforts to
reform our tax code. The proposals announced today build on the
work done by Ways and Means Committee Chairman Charlie Rangel,
Congressman Lloyd Doggett and others in Congress. I look forward
to working with President Obama and Chairman Rangel as we move
forward with reforms that promote economic growth and job creation
as well as making our tax system fairer and simpler for all Americans.

VA emphasizes education before Post-9/11 GI Bill switch

WASHINGTON (AFRNS) -- As the Department of Veterans Affairs is
accepting sign-ups for the Post-9/11 GI Bill, officials are encouraging
anyone considering enrolling in the program to get educated about
it first to ensure it is right for them.
The Post-9/11 Bill that takes effect Aug. 1 has generated a lot
of buzz. Besides broader educational benefits, it includes a
popular provision that will enable enrollees to transfer their
benefits to immediate family members.
But before electing to shift to the new program from the Montgomery
GI Bill or another VA-sponsored education program, Keith Wilson,
director of education service for the Veterans Benefits Administration
recommends people get the facts first. Shifting to the new program
is an irrevocable decision.
"It's a great program, and it's going to be beneficial for
a lot of veterans," Mr. Wilson said of the Post-9/11 benefit.
But jumping too quickly to sign up without fully evaluating it
ultimately could shortchange some people, he said.
So as VA works to get word out about the Post-9/11 GI Bill, it
has also geared up a big education campaign about what it does
and does not deliver.
"The important thing to remember is that this is one of
several programs we administer, all of which have different eligibility
criteria," Mr. Wilson said. "The program that is best
for the individual veteran is not always going to be the Post-9/11
GI Bill."
Among questions Mr. Wilson encourages people to consider when
making the decision are:
-- Which benefit will pay more? This needs to factor in, not
just what VA pays, but also the impact on any other educational
assistance the person receives. For example, if the student attends
school in one of the many states that offers veterans free tuition
or receives another form of state or campus aid, will switching
to the Post-9/11 benefit change that?
-- What tier of benefit are they eligible for under the Post-9/11
GI Bill? The program includes three payments: tuition and fees,
a living allowance, and a book and supply stipend. But current
active-duty people cannot receive the living allowance.
-- What type of training do they want to pursue? Not all training
covered by the Montgomery GI Bill, for example, is covered by
the Post-9/11 bill. The new benefit, for example, does not cover
technical school training.
-- How long do you expect to take to use the benefit? The Post-9/11
GI Bill pays out benefits for 15 years, five years longer than
the Montgomery GI Bill benefit.
-- Do you plan to attend school less than full-time? It will
affect whether you receive the housing allowance under the Post-9/11
benefit.
-- Do you plan to transfer your unused benefits to an immediate
family member? Only the Post-9/11 benefit offers that option.
"There are a series of things, both monetary and nonmonetary,
that individuals need to consider," Mr. Wilson said.
Mr. Wilson encourages anyone eyeing the new Post-9/11 program
to read up about it on the VA Web site. Those who need additional
assistance can click on a link on the site to e-mail VA officials
with a question, or can talk with a VA benefits counselor by
calling (888) 442 4551, he said.
"We're emphasizing education so people understand the full
range of our educational programs," Mr. Wilson said. "We
really want to be sure we tailor the best program to the individual."
Meanwhile, a disabled Iraqi war veteran now serving as a top
VA official is going to some unprecedented lengths to ensure
servicemembers and veterans alike understand the opportunities
available to them through the Post-9/11 GI Bill.
Tammy Duckworth, who was confirmed recently as VA's assistant
secretary for public and intergovernmental affairs, taped a YouTube
video earlier this week to encourage those who qualify for the
benefit to check it out.
Although the new benefit does not take effect until Aug. 1, Ms.
Duckworth said it is time to get busy now so people can make
decisions about enrolling in the program in time to use it to
cover educational costs during the upcoming fall semester.
"Right now is when students are getting their acceptance
letters from universities and trying to decide what school they
are going to," she said.
Similarly, she said, current servicemembers may be making decisions
about whether they will re-enlist in the military, and whether
they can afford college.
Defense Department officials emphasize that applicants must be
on active duty or in the Selected Reserve on Aug. 1 to qualify
for transferability provisions under the Post-9/11 GI Bill.
Ms. Duckworth is busy tapping into just about any communications
vehicle available -- from the VA Web site to newsletters to veterans
service groups and community outreach -- to help get word out
about the new benefit.
She is also hoping the YouTube video will help.
"It's to put a face of another [Operation Iraqi Freedom]
veteran out there telling other OIF vets, 'You have earned these
benefits, this is going to start in August,' and encouraging
them to get more information so they can decide if this is right
for them," she said.
Ms. Duckworth understands her audience well. A member of the
Illinois Army National Guard, she was deployed to Iraq in November
2004 when militants attacked the UH-60 Black Hawk helicopter
she was piloting. The rocket-propelled grenade cost Ms. Duckworth
both legs and severely damaged her right arm.
Now, as she reaches out to fellow veterans of operations Iraqi
Freedom and Enduring Freedom, Ms. Duckworth emphasized that she
is not "selling" the Post-9/11 GI Bill.
"There are three different GI bills that they can choose
from," she said, echoing Mr. Wilson. "Just because
this is the newest doesn't mean this is the most appropriate
for the veteran. They have to get good information so they can
make the best decision as to whether or not the Post-9/11 GI
Bill is the right one for them."

Hoyer to Speak at AIPAC Policy Conference
Washington, DC - House Majority Leader
Steny H. Hoyer (MD) will speak at AIPACs annual gala during
their policy conference tonight at the Washington Convention
Center. Below are his remarks as prepared for delivery:
A hope so simple and so humble that nearly every people
took it for granted: That we may be a nation like all other
nations. So many thousands of years ago, the Old Testament
tells us, the Jewish people asked simply for that, at the foundation
of their first state. It was carried through years of exile.
It was sheltered in the ghettoes and in the holds of immigrant
ships. It was with Herzl in Vienna and with Ben-Gurion in the
Negev. It is in the skyscrapers of Tel Aviv and, yes, in the
bunkers of Sderot. And it is here today.
Through the exile years, the hope was forged a little stronger
each time home turned to hell: that one day, the Jews would make
history once more, as a nation. That the Jewish people could
at last be, in the words of David Ben-Gurion, an independent
people in its own land.
That hope changed the world. Because the state that grew
in the desert, the state where Jews sought out a precious normal
life, was marked by the memory of persecutions, and pogroms,
and public hate. Those wounds could have hardened over into scarsbut
they turned into something miraculous: a sharpened empathy for
the oppressed and dispossessed of every land and every blood.
Love the stranger, the lesson goes, for you
were a stranger.
In a sea of despotism, Israel is called to the rule of
law. In a sea of repression, it is called to pluralism. In a
sea of hate, it is called to Tohar HaNeshek: Purity of
Arms.
There is no higher standard. Does Israel fall short of
it? Undoubtedly. But, as Abba Eban wrote, Israelis can
face mankind in a posture of confidence. They can say: We
have not disappointed all your hopes.
Across the gulf of history and space and language, America
looks to Israel and sees a friendship resting on something stronger
than arms, more precious than oil. It rests on the ideals that
come down to us from Amos and Micah and Isaiah. Those ideals,
and the bond they inspire, are unbreakable, indissoluble.
And so President Truman, who chose to recognize a new ally
and a new partner a mere 11 minutes after it was established,
said that Israel has a glorious future before itnot
just another sovereign nation, but as an embodiment of the great
ideals of our civilization.
So often, men and women of prophetic insight have called
us to honor those idealslove of the stranger, equality
in the eye of God. So often, they have been Jews. They were the
rabbis who marched beside Dr. King. They were the labor organizers
who risked their lives for workers dignity. And they were
the Newport synagogue leaders who wrote to President Washington
in the first year of our Constitution, praising a nation which
to bigotry gives no sanction, to persecution no assistance
deeming
every oneof whatever nation, tongue or languageequal
parts.
And the American people, more than any other, has spoken
out for Israels equal place among the nations. When the
world has lost sight of that truth, America, time and again,
has reminded it.
Today, we remind the world again. No one doubts that this
is a dark time in Israels historya time not simply
of threats to its existence, but of threats to something less
tangible, though no less crucial. Ideological threats that turn
the decisions of a sovereign nation into the responsibility of
all Jews. And threats to a life free from fear.
That is the intent of Irans dangerous pursuit of
nuclear weaponsweapons which could do irreparable harm
even without being used. They would strike a fear into the mind
of every Israeli that would surpass the Cold Wars darkest
daysa fear deepened by President Ahmadinejads threats
of destruction. Who in Tel Aviv could live without that fear
at the back of their thoughts every hour? For this reason alone,
and many more, Congress and the Obama Administration are committed
to keeping nuclear weapons out of Iranian hands. And I am hopeful
that President Obamas comprehensive approach of engagement,
economic pressure, and cooperation with allies can accomplish
that goal.
But even at this moment, to quote the reporter Bradley
Burston, A house may be destroyed, childrens nerves
shot to shreds, perhaps for life
.These barely averted catastrophes,
literally thousands of them, have become the central fact of
Israeli life. That
and a sickness and fever over the nearness
of true disaster. The cause: the Hamas rockets that still
rain down on Southern Israel.
America must make it clear that every single one of them
is a war crime. We must stand behind Israels legitimate
efforts to win its freedom from fear. And we must give our strong
support to the only means of guaranteeing that freedom: a two-state
solution. But, to be realized, that goal must be shared by the
Palestinians. The Palestinians, too, have a dream of a sovereign
state. Israel understands that;
until the Palestinian people and their leaders extend the same
understandinguntil they recognize Israel as a Jewish state,
until they forswear violence, until they begin to raise children
who are free from hatethere will be no peace. May that
day soon come. May the Palestinians dream, which has too
often been of Jewish expungment, change to a dream for their
children, a dream of peace, forsaking hate and terror, division
and destruction.
But if there is a threat to Israel that you and I have
the most power to confront, it is one right here in the Western
world. We saw it on placards in London that read, Stop
the Gaza Holocaust. We saw it in the protestors in Sweden
who chanted, Khaybar, KhaybarKhaybar being
the site of an ancient battle at which Jews were killed, stripped
of their possessions, and expelled from their homes. Around the
world, critics of Israel are reaching for the ancient language
of anti-Semitism.
And of all the worlds anti-Semitic outbursts, it
is painful above all else when the actions of Jews are compared
to their Nazi murderersa slur that is intended, in the
words of Howard Jacobson, to wound Jews in their most anguished
history.
What we have seen in the worlds streetsand
even in its theaters, its media, its schoolsis not criticism.
It is hate. It endangers Jews. It poisons civil society everywhere.
And it eats away at Israels dream of being a nation like
all other nations.
You and I must speak out against, and reason against, and
denounce the hate that would turn Israel from a sovereign nation
into the metaphysical stand-in for all Jews everywhere. There
is only one honorable way to regard Israel: as a unique, distinctive
place, with its own history and politics and culture.
But we can do more: We can remind the world why Israel
came to be and why, in this troubled new century, it remains
indispensable. We see Israel in its glory and in its reality;
in its extraordinary strengths and in its failures and shortcomings.
We see that it need not be idealized to be greatly admiredfor
its courage, its faith, its refuge, its humanity. And we pledge
ourselves to sustain and support it among the family of free
nations.
Why Israel? Because Israel is the story of a people seizing
responsibility for itself, for its history and its destiny. That
lesson of responsibility is one of the most powerful Jewish truths.
It is repeated every spring, as families retell the story of
the Passover. Young boys and girls hear how their people were
saved by a mighty hand and an outstretched arm, and
then they open their homes to welcome the prophet Elijah, who,
for hundreds of generations and millions of homes
has never
been at the door.
"The lesson is clear: The responsibility
to act for good in this world lies with the people inside that
roomwith all of us, here, in our own hands.
And so, to the questionWhere was God in the
Jewish peoples darkest hour? Where was God at Auschwitz?Rabbi
Irving Greenberg gave this heartbreaking answer: God was
therestarving, broken, humiliated, gassed and burned alive,
sharing the infinite pain as only an infinite capacity for pain
can share it.
Why Israel? Because there was no miracle to save them.
Because miracles come, in part, from our own hands, from our
own labor, our own commitment, our own strength. Israelthis
man-made miracleis that truth made concrete.
Perhaps you have been to Yad Vashem. Perhaps you have read
on its walls these words of responsibility and reproach, words
from an anonymous victim of the killing camps: All of us
dying here amidst the icy, arctic indifference of the nations,
forgotten by the world and life.
And in the childrens memorial, you see starkly, tragically,
the horrific consequences of that neglect.
And then you walk out into the dry air. The light stings
your tear-filled eyes. And from that great height you see the
Jerusalem plateau, the hills and the great, green pine forest
and the city spread out beneath you. And you think: This is the
land that keeps their names alive. This is the land they saw
in dreams. This is the land, as Truman said, that embodies the
great ideals of our civilization. This is the land we must, and
will, preserve.

CDC continues to issue and update interim
guidance daily in response to the rapidly evolving situation.
CDC will issue updated interim guidance for clinicians on how
to identify and care for people who are sick with novel H1N1
flu illness. This guidance will provide priorities for testing
and treatment for novel H1N1 flu infection. The priority use
for influenza antiviral drugs during this outbreak will be to
treat people with severe flu illness.
