Democrats Gain in Ohio
A new Quinnipiac poll finds that Democrats are having a mini-surge in Ohio and now lead in both the U.S. Senate and Governor's races.

In the Senate race, Lt. Gov. Lee Fisher (D) leads Rob Portman (R) 41% to 37%, reversing a three point Portman lead in February. Secretary of State Jennifer Brunner (D) also edges Portman, 38% to 37%, reversing a five point Portman lead.


Obama Will Expand Offshore Oil Drilling
President Obama will propose "to open vast expanses of water along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling, much of it for the first time," the New York Times reports.

"We wrote checks to keep them alive...and then they turn around and we find they aren't even paying taxes, they are getting rebates back. All the more reason why there is a sense of growing outrage to all this."

BTS Releases North American Surface Trade Numbers for January:
January 2010 Surface Trade with Canada and Mexico Rose 19.5 Percent from January 2009

Trade using surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico was 19.5 percent higher in January 2010 than in January 2009, reaching $56.7 billion, according to the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation (Table 1). The 19.5 percent increase was the largest year over year rise since March 2000.
BTS, a part of the Research and Innovative Technology Administration, reported that the value of U.S. surface transportation trade with Canada and Mexico fell 3.0 percent in January 2010 from December 2009 (Table 2). Month-to-month changes can be affected by seasonal variations and other factors.

Surface transportation consists largely of freight movements by truck, rail and pipeline. In January, 86.1 percent of U.S. trade by value with Canada and Mexico moved on land.

The value of U.S. surface transportation trade with Canada and Mexico in January was up 8.3 percent compared to January 2005, and up 31.6 percent compared to January 2000, a period of 10 years (Table 3). Imports in January were up 28.4 percent compared to January 2000, while exports were up 35.8 percent.
U.S. Surface Transportation Trade with Canada
U.S.–Canada surface transportation trade totaled $34.2 billion in January, up 18.0 percent compared to January 2009 (Table 4). The value of imports carried by truck was 7.2 percent higher in January 2010 compared to January 2009, while the value of exports carried by truck was 17.1 percent higher during this period.

Michigan led all states in surface trade with Canada in January with $4.0 billion (Table 5).
U.S. Surface Transportation Trade with Mexico
U.S.–Mexico surface transportation trade totaled $22.5 billion in January, up 21.7 percent compared to January 2009 (Table 6). The value of imports carried by truck was 18.9 percent higher in January 2010 than January 2009 while the value of exports carried by truck was 11.5 percent higher.
Texas led all states in surface trade with Mexico in January with $8.1 billion (Table 7).
The TransBorder Freight Data are a unique subset of official U.S. foreign trade statistics released by the U.S. Census Bureau. New data are tabulated monthly and historical data are not adjusted for inflation. January TransBorder numbers include data received by BTS as of March 12.

NY Times: Overhaul Will Lower the Costs of Being a Woman

Overhaul Will Lower the Costs of Being a Woman

Being a woman is no longer a pre-existing condition. That’s the new mantra, repeated triumphantly by House Speaker Nancy Pelosi, Senator Barbara A. Mikulski and other advocates for women’s health. But what does it mean?

In the broadest sense, the new health care law forbids sex discrimination in health insurance. Previously, there was no such ban, and insurance companies took full advantage of the void.

“The health care industry and health care insurance in general has been riddled with the most discriminatory and unfair practices to women,” said Marcia D. Greenberger, the founder and co-president of the National Women’s Law Center. “This law is a giant leap forward to dismantling the unfairness that has been a part of the system.”

Until now, it has been perfectly legal in most states for companies selling individual health policies — for people who do not have group coverage through employers — to engage in “gender rating,” that is, charging women more than men for the same coverage, even for policies that do not include maternity care. The rationale was that women used the health care system more than men. But some companies charged women who did not smoke more than men who did, even though smokers have more risks. The differences in premiums, from 4 percent to 48 percent, according to a 2008 analysis by the law center, can add up to hundreds of dollars a year. The individual market is the one that many people turn to when they lose their jobs and their group coverage.

Insurers have also applied gender-rating to group coverage, but laws against sex discrimination in the workplace prevent employers from passing along the higher costs to their employees based on sex. Gender rating has taken a particular toll on smaller or midsize businesses with many women, like home-health care, child care and nonprofits. As a result, some businesses have been unable to offer health coverage or have been able to afford it only by using plans with very high deductibles.

In addition, individual policies often excluded maternity coverage, or charged much more for it. Now, gender rating is essentially outlawed, and policies must include maternity coverage, considered “an essential health benefit.”

“It has to be a part of the premium just like heart attacks, prostate cancer or any other condition,” Ms. Greenberger said.

Despite her enthusiasm for many aspects of the new law, Ms. Greenberger said she was profoundly disappointed in provisions that she thought would limit women’s access to abortion services.

Advocates for women’s health said one of the new law’s benefits would be to ban the denial of health coverage to women who have had a prior Caesarean section or been victims of domestic violence. Some companies providing individual policies have refused coverage in those circumstances, regarding Caesareans or beatings as pre-existing conditions that were likely to be predictors of higher expenses in the future.

In a statement issued Thursday, Senator Mikulski said: “One of my hearings revealed that a woman was denied coverage because she had a baby with a medically mandated C-section. When she tried to get insurance coverage with another company, she was told she had to be sterilized in order to get health insurance. That will never, ever happen again because of what we did here with health care reform.”

Peggy Robertson, 41, who lives in Centennial, Colo., is the woman to whom Senator Mikulski referred. Ms. Robertson was interviewed by The New York Times in June 2008 and testified at the hearing last October. Her husband, a chiropractor, is self-employed, so they rely on the individual market to cover them and their two sons. In 2007, they had insurance, but considered switching companies when a broker suggested they might find a better deal. They applied to a company called Golden Rule, which is based in Indianapolis and owned by UnitedHealthcare. The company rejected Ms. Robertson because of her Caesarean, explaining in a letter that she would have been eligible if she had been sterilized. When Ms. Robertson went public with her story, the word “sterilized” seemed to provoke particular outrage, she said.

Golden Rule later began offering coverage to women who had had Caesareans, but by charging extra if they wanted maternity coverage, or issuing policies that excluded maternity care.

In a telephone interview on Friday, Ms. Robertson said: “Barbara Mikulski told me, she promised me, ‘This will never happen again.’ She did it. It’s wonderful.”

Ms. Robertson’s only disappointment was that some of the new rules would not take effect until 2014.

But Ms. Greenberger said that while it is true that the specific requirements will be delayed until 2014, some changes should actually happen much sooner, because the law’s overarching ban on sex discrimination takes effect immediately. The legalese outlawing sex discrimination is not easy to find or to parse, but it refers to existing laws, like the Civil Rights Act and Title IX, to say that the same protections apply to people seeking health care and insurance.

The passage, Sec. 1557 on page 368 of the 2,074-page bill, says: “Except as otherwise provided for in this title (or an amendment made by this title), an individual shall not, on the ground prohibited under Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.), Title IX of the Education Amendments of 1972 (20 U.S.C. 1681 et seq.), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), or Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794), be excluded from participation in, be denied the benefits of, or be subjected to discrimination under, any health program or activity, any part of which is receiving federal financial assistance, including credits, subsidies, or contracts of insurance, or under any program or activity that is administered by an executive agency or any entity established under this title (or amendments).”

What it means, Ms. Greenberger said, is that no organization receiving any federal money at all — as insurers generally do — can discriminate on the basis of sex. Gender rating, she said, “is a problem whose days are numbered.”

Ms. Greenberger acknowledged that insurance companies were masters at protecting their bottom line, but said she did not see an obvious way around the new rules. “I never want to underestimate what a creative mind might be able to come up with,” she said, “but I believe this is pretty straightforward.”

OFA has asked the UDFL to join together in preparation for the election. We will be discussing the best ways in which we can outreach to students, so come prepared with your best ideas to contribute to the conversation! The goal is to run an organized campaign effort never done before for a midterm election. We need students to carry the torch of the 2008 campaign! Opinions will be added to the state plan for the 2010 Minnesota campaign!
In addition to these events, the campaign of Paul and Paul will also be discussing why they deserve out support in their upcoming election!

Microsoft Releases Out-of-Band Security Bulletin Update

Microsoft has released an update to its Security Bulletin Summary for
March 2010 and has included the out-of-band bulletin MS10-018. This
bulletin addresses ten vulnerabilities in Internet Explorer, including
one previously announced in Microsoft Security Advisory 981374. The
most severe of these vulnerabilities may allow an attacker to execute
arbitrary code on the affected system.

US-CERT encourages users and administrators to review Microsoft
Security Bulletin MS10-018 and to follow best-practice security
policies to determine which updates should be applied.

In Spring 2007, on a conference call with students, then-Senator Barack Obama called for major reform to federal student loans:

"We shouldn't be providing billions in taxpayer-funded giveaways to private banks. We should be providing an affordable, accessible college education to every American."

This morning, President Obama signed those historic reforms into law.

Dr. Jill Biden, an educator for 29 years, just recorded a short video explaining what these groundbreaking reforms mean for education in America. Click here to watch.

The bill the President signed this morning includes historic investments to make education more affordable, and delivers on a key campaign promise. The legislation:

-- Ends subsidies to special-interest private lending companies.

-- Doubles funding for Pell Grants to help more students afford a college education.

-- Will cap a graduate's annual student-loan repayments at 10 percent of his or her income.

-- Helps an additional 5 million Americans earn degrees and certificates over the next decade, by revitalizing programming at our nation's community colleges.

It's a tremendous achievement, but the news may get lost in the excitement around the passage of comprehensive health care reform. So we need to make sure that when folks in Schenectady open the local paper to the letters page this week, they'll see notes from their neighbors supporting these important reforms.

The Young Democrats of Georgia Thrilled with S.B. 250

ATLANTA, Ga. (Mar. 30, 2010) – The Young Democrats of Georgia Stonewall Caucus, is thrilled to hear of the addition of anti-bullying language to S.B. 250 and its passage today in the Georgia Senate.

Thought to be a legislative defeat on Friday, Rep. Mark Jacobs reconfirmed his commitment to equality and to fair legislation by introducing language from H.B. 927 to his Senate colleagues. S.B. 250 was originally written to address increasingly hostile situations on school busses across the state of Georgia. To have this verbiage be added, then passed by the Georgia Senate, is a victory for LGBT youth who are often victims of discrimination.

The amendment vote for S.B. 250 passed with a wide margin: 99-55. The bill then passed through the Senate with an overwhelming 119-55 vote. The Stonewall Caucus is extremely pleased to hear of this bi-partisan action that will greatly affect the lives and wellbeing of youth for years to come.

While we are displeased that the bill does not have LGBT exclusive language, we are content knowing the increasing problem of discrimination will be dealt with across the board legislation.

The passage of this bill marks a great moment for the LGBT community, as this is the only piece legislation on the slate for the 2010 legislative term that will directly affect members of our community on the basis of sexual orientation and gender identity.

The Young Democrats of Georgia Stonewall Caucus is the collective body of LGBTQ and allied individuals within the Young Democrats of Georgia. Our mission is to maintain awareness of the LGBTQ community within the legislative process, to engage youth to be active, voting members of their towns and cities across Georgia and to be a part of the youth voter revolution.

By convincing a user to view a specially crafted HTML document or
Microsoft Office document, an attacker may be able to execute
