The world's largest library has announced plans to use YouTube and iTunes to publish some of its vast collections to the Internet. The online move is possible because the General Services Administration, the agency responsible for managing the federal government's assets and purchasing, recently reached agreements with YouTube, Flickr, Vimeo, and blip.tv that allow the Library of Congress and other agencies to use the sites while meeting the government's legal requirements.

vulnerabilities. Exploitation of these vulnerabilities may allow an
attacker to execute arbitrary code or cause a denial-of-service

AF begins Phase II of the NCO retraining program

RANDOLPH AIR FORCE BASE, Texas – Two deadlines are quickly approaching for Airmen identified for retraining under Phase II of the Air Force Noncommissioned Officer Retraining Program.

These Airmen must submit a retraining request by April 6. They must also complete a retraining package by April 29 for the Air Force Specialty Code selected by the Air Force Personnel Center here.

Phase II began March 26 and will end when retraining quotas are met, but not later than May 31.

Airmen identified for retraining and who fail to submit the initial retraining application by April 29 will be determined to have officially declined retraining and will be separated from the Air Force on their current date of separation. Airmen selected for retraining who have the necessary retainability cannot decline retraining.

More than 100 active-duty Airmen have been identified for involuntary retraining into another Air Force specialty. To determine if you have been identified for retraining, log on to the virtual Military Personnel Flight.

"Phase II retraining is necessary to help meet the needs of the Air Force by putting Airmen where they are needed most," said Master Sgt. Deitra Mathis, superintendent of Air Force Enlisted Retraining. "We will work with those Airmen who are selected for retraining, as we would any retraining case, in order to make the transition as smooth as possible for Airmen and their families."

On average, Energy Star qualified products will be 20 percent more energy efficient than conventional options.

If all displays sold in the United States meet this new specification, the energy savings would grow to about $1 billion each year and prevent greenhouse gas emissions equivalent to those from nearly 1.5 million vehicles.

To earn the label, the new specification includes a revision of existing requirements for computer monitors to a more stringent level, the fifth revision since products in this category have been eligible for the Energy Star label. EPA has also expanded the range of display products eligible for the label. In addition to computer monitors, digital picture frames and large commercial displays (up to 60 inches diagonal) can now qualify for the label when demonstrated to meet the energy efficiency requirements.

Digital picture frames offer an impressive opportunity for energy savings. It is estimated that 9.3 million digital picture frames were shipped in 2008 and by 2015 the number could more than double. Savings from digital picture frames represent about 10 percent of the total potential savings in this product area. Large displays are typically used in public and private settings such as restaurants, bars, hotels, clubs, museums, and educational settings, and outdoor environments in retail or transportation signage. Savings from large displays represent about 70 percent of the total potential savings in this product area.

The specification for displays less than 30 inches diagonal will be effective October 30, 2009. The specification for displays 30-60 inches diagonal will be effective on January 1, 2010.

New total force discrimination hotline number announced

RANDOLPH AIR FORCE BASE, Texas – The Air Force Discrimination Hotline has a new toll free number that will serve all active-duty, Guard, Reserve and civilian Airmen. The hotline number will ensure all unlawful discrimination and sexual harassment concerns are quickly identified and addressed.

“The Air Force is committed to ensuring all Airmen have access to Equal Opportunity resources when they need them,” said Lt. Col. Stephen Miliano, director of Equal Opportunity Operations at the Air Force Personnel Center here. “We want all Airmen to know the Air Force does not tolerate unlawful discrimination. The new phone number provides our customers a direct line to an EO professional.”

The new number streamlines the process by which individuals can speak with an EO professional at AFPC to advise and assist with their concerns and issues. This will help enforce the Air Force “zero tolerance” policy for unlawful discrimination and sexual harassment and will increase the effectiveness of antidiscrimination and whistleblower protection laws.

“Callers will have the option to remain anonymous,” the colonel added. “They will just need to provide enough details to ensure the concern can be adequately addressed.”

The new toll free Discrimination Hotline number took effect Feb. 22. The toll free number is 888-231-4058; the commercial number is 210-565-5214 and the Defense Switched Network number is 665-5214. The staff at Equal Opportunity Operations is reminding all units to update their policy letters and official postings to reflect the new numbers.

“Personnel with questions concerning Equal Opportunity matters are highly encouraged to use their chain of command and/or local EO office as a first means to address all concerns,” Colonel Miliano said. “The hotline is available around the clock to all who do not have immediate access to their local EO office.”

OCC Releases CRA Evaluations For 33 National Banks

WASHINGTON — The Office of the Comptroller of the Currency (OCC) today released a list of Community Reinvestment Act (CRA) performance evaluations that became public during the period of February 15, 2009 through March 14, 2009. The list contains only national banks and insured federal branches of foreign banks that have received ratings. The possible ratings are outstanding, satisfactory, needs to improve, and substantial noncompliance.
Of the 33 evaluations made public this month, 4 were outstanding, 29 were satisfactory, and none were needs to improve. None were substantial noncompliance. Evaluations are available from links on http://www.occ.treas.gov/cra/mar09.htm. The OCC’s World Wide Web site (http://www.occ.treas.gov) also offers access to a searchable list of all public CRA evaluations (http://www.occ.treas.gov/cra/crasrch.htm). U.S. Transportation Secretary LaHood Signs a Cooperative Agreement with the Chinese on the Safe Transport of Dangerous Goods

WASHINGTON, DC – U.S. Secretary of Transportation Ray LaHood joined China’s Minister of Transport Li Shenglin today in a historical signing of an agreement to cooperate on the safe transportation of hazardous materials.

Signing the agreement, Secretary LaHood said that both nations’ industries – including manufacturing, agriculture, and medical research – need regular access to certain types of dangerous materials to conduct business.

“Chinese businesses ship billions of dollars worth of trade goods around the world each year, including to the United States,” said Secretary LaHood. “We are eager to work together to make sure these items are transported safely. And I look forward to participating in this important mission.”

Following a joint Transportation Forum held in Beijing last December to address transportation issues including safety, the agreement was shaped to help ensure the safe transport of materials across all modes of transportation – from seaports and aviation to rail and highway.

The U.S.–China Cooperative Project Arrangement on the Safe Transport of Dangerous Goods enables the countries to:
• Develop and strengthen avenues of communication concerning the safe transport of dangerous goods;
• Exchange and cooperate in the development of technical information to support regulatory development;
• Improve harmonization and increase safety by implementing international regulations developed by international forums;
• Cooperate on enforcement and investigative actions to improve dangerous goods transport safety, to include exchange of incident and violation data; and
• Organize training activities to strengthen the capabilities of managerial and technical personnel.

As both nations invest billions of dollars in transportation infrastructure through economic stimulus plans, Secretary LaHood noted that the Dangerous Goods agreement is a step forward on improving transportation’s role in fostering a healthy climate for commerce and economic growth, while creating good jobs for both U.S. and Chinese citizens.

The signing took place at the U.S. Department of Transportation. The next Transportation Forum between the two nations will be held at the end of this year in Washington, D.C.

General Electric (GE) has been awarded a US$300 million contract to work on China's second east-west natural gas pipeline, AP reported. GE's oil and gas division will provide compression equipment and turbines for the PetroChina pipeline that will run 8,700 kilometers through 13 of China's provinces ending in Shanghai. The pipeline, which will serve 400 million people, is expected to boost the natural gas share of China's primary energy consumption to 5% from the current 3.5%. With the contract, the value of GE's total orders for work on three Chinese pipelines rises to more than US$600 million. Those include the original east-west project and a pipeline that carries natural gas from Sichuan to Shanghai. GE's portions of the new pipeline are expected to go into operation in late 2010 and early 2011.
