has played a large role, especially when it comes to leaders.
Maj. Gen. William Donovan, the head of the Office of Strategic
Services Americas first civilian intelligence organization
was a great military leader. Since the creation of the
Central Intelligence Group and later the CIA, several Directors
of Central Intelligence (DCI) and Directors of the Central Intelligence
Agency (DCIA) have come from military backgrounds, including
the Navy, Army, and Air Forces. All of the directors mentioned
in this article were on active duty during their term, except
for Vice Adm. William Raborn.

has issued the following news release today:
Real gross domestic product -- the output of goods and services
produced by labor and property located in the United States --
increased at an annual rate of 5.6 percent in the fourth quarter
of 2009, (that is, from the third quarter to the fourth quarter),
according to the "third" estimate released by the Bureau
of Economic Analysis.

In the past, US-CERT has received reports
of an increased number of
phishing scams and malware campaigns that take advantage of the
United
States tax season. Due to the upcoming tax deadline, US-CERT
reminds
users to remain cautious when receiving unsolicited email that
could
be part of a potential phishing scam or malware campaign.
These phishing scams and malware campaigns
may include the following:
information that refers to a tax refund, warnings about unreported
or
under-reported income, offers to assist in filing for a refund,
or
details about fake e-file websites. These messages, which appear
to be
from the IRS, may ask users to submit personal information via
email
or may instruct the user to follow a link to a website that requests
personal information or contains malicious code.
At this time, US-CERT is aware of public
reports indicating that there
is active circulation of a tax season malware campaign. This
malware
campaign may be using malicious code commonly known as Zeus or
Zbot.
US-CERT encourages users and administrators
to take the following
measures to protect themselves from these types of phishing scams
and
malware campaigns:
* Do not follow unsolicited web links in email messages.
* Maintain up-to-date antivirus software.
* Refer to the IRS website related to phishing, email, and bogus
website scams for scam samples and reporting information.
* Refer to the Recognizing and Avoiding Email Scams (pdf) document
for more information on avoiding email scams.
* Refer to the Avoiding Social Engineering and Phishing Attacks
document for more information on social engineering attacks.

The average income tax refund is
up nearly 10% from a year ago, reflecting tax credits included
in last year's economic stimulus package, according to IRS Commissioner
Douglas Shulman
. The Recovery Act provided a tax credit
of $400 for workers, or $800 for married couples. Most workers
who have taxes withheld from their paychecks received the credit
through an adjustment in their withholding. But those who didn't
receive the full credit through withholding will receive the
balance in their refunds.

The Commerce Department reported
that economic recovery continues with a rise in business orders
for equipment: Companies boosted their orders for capital
goods such as machinery and computers in February, in an encouraging

Vice President Biden, Treasury Secretary
Geithner and IRS Commissioner Doug Shulman announced that average
tax refunds are up nearly 10% this year, due in large part to
the tax benefits available under the Recovery Act. The
average tax refund has reached $3,036 this year, a $266 increase

announced that Recovery Act funds for public housing have already

today commended Governor Christine Gregoire for signing a law
that makes Washington the 21st state to enact a ban prohibiting
drivers from talking or texting on a cell-phone without a hands-free
device. This new law allows law enforcement officials to pull
over and ticket drivers caught committing this offense in Washington.

I hope this semester is treating you well.
We have four major updates for you:
A. Spring Convention
We are thrilled to announce that the University of Bridgeport
will host our Spring Convention on Saturday, April 24th from
12-3pm. Founded just this past year, the University of Bridgeport
College Democrats have increased their numbers and their activities
exponentially--we look forward to highlighting their work. Some
details are still in the works, but you can look forward to an
awesome speaker, free food, and elections. I will be sending

during the Spring Convention. Interested members-in-good-standing
of their respective chapters may run for the following positions:
President, Vice President, Secretary, Treasurer, and Communications
Director.
Procedures:
1) For their own benefit, all candidates are encouraged to declare
their candidacy before the convention. To declare oneself as
a candidate, an individual should email me with their name, school,
year, position, and a candidacy statement (no longer than 200
words). Candidates must submit this information by Wednesday,
April 24th. I will then share these candidate lists and statements
with the full CDCT two days before Convention.
2) Elections will proceed in the order
of positions listed above. Each candidate will be given the opportunity
to make a brief speech. In the case of a contested election,
questions may be posed to both candidates at the discretion of
the President.
3) Each chapter will receive one vote to
cast for each position. The candidate with the majority of votes
will be declared the winner. In the case of a tie, the current
CDCT Board will issue a final decision.
4) The transition between the 2009-2010
and 2010-2011 Boards will take place immediately following elections
Guidelines:
-All candidates are highly encouraged to read the job descriptions
available in the CDCT Constitution (attached to this email)
-No more than two members of the same chapter may hold positions
on the Executive Board
-For those candidates unable to attend the Convention, a proxy
may read prepared remarks
-No nominations are required

State Director
It is my privilege to introduce all of you to our new OFA State
Director, Kellie Dupree. Kellie plans to work closely with all
of us as we reach the end of the health care reform effort and
move on to the Administration's next big issue. While Kellie
will surely be in contact with all of us regarding a variety
of ways to get involved, feel free to contact her yourself at
dupreek@dnc.org.
D. Internships
The CDCT wants to do everything we can to help you and your members
land awesome internships on campaigns and with elected officials
here in Connecticut. We will begin to send out information for
any and all internship program that may be of interest to members.
Those of you with information for internships, feel free to send
it my way and I will pass it on to the full list. The first internship
programs to contact us are:

MESSAGE FROM THE MAJORITY LEADER
Last night, the House completed its work
on comprehensive health care reform, sending legislation to the
President making improvements to the reform bill enacted into
law earlier this week. By enacting reform into law, we have taken
the first steps toward bringing down costs for American families
and small businesses and giving all Americans the security of
health insurance that cant be taken away. With legislative
action on reform now complete, we are on our way to a healthier
and stronger America for all of our citizens. See here for the
immediate benefits of reform.
Throughout the past year, Democrats have also remained focused
on our top priority of creating jobs and building a strong and
lasting economic recovery. This week, the House passed two bills
that add to that effort. The Small Business and Infrastructure
Jobs Tax Act provides tax relief to small businesses, which will
help them grow and expand. The Disaster Relief and Summer Jobs
Act will help create at least 300,000 jobs for youth ages 16
to 21, as well as extend the Recovery Act small business lending
program, which ensures small businesses have access to loans
and has already helped save or create over 560,000 jobs.
Over the next two weeks, Members will be back in their districts
to talk with their constituents about how we are working to spur
job creation and how the recently enacted health care reform
law will benefit them and their families. The House will return
for legislative business on April 12th. Until then, I wish you
and your family happy and healthy Passover and Easter holidays.

US-CERT is aware of public reports of an
active email scam. These
emails, which appear to come from seemingly legitimate law firms,
indicate that someone has filed a copyright lawsuit against the
message recipient. The messages may contain malicious attachments
or
web links. If a user opens the attachment or follows the link,
malicious code may be installed on the user's system.
US-CERT encourages users to take the following
preventative measures
to help mitigate the security risks:
* Do not follow unsolicited web links and do not open unsolicited
email messages.
* Maintain up-to-date antivirus software.
* Use caution when visiting untrusted websites.
* Refer to the Recognizing and Avoiding Email Scams (pdf) document
for more information on avoiding email scams.

Co-Sign Health Reform with me
This week, I gathered with members of Congress, my administration,
and hardworking volunteers from every part of the country to
sign comprehensive health care reform into law. Thanks to the
immeasurable efforts of so many, the dream of reform is now a
reality.
The bill puts Americans in charge of our
own health care by enacting three key changes:....
1. It establishes the toughest patient
protections in history.....
2. It guarantees all Americans affordable
health insurance options, extending coverage to 32 million who
are currently uninsured.....
3. And it reduces the cost of care -- cutting
over 1 trillion dollars from the federal deficit over the next
two decades.....
To ensure a successful, stable transition,
many of these changes will phase into full effect over the next
several years.....
But for millions of Americans, many of
the benefits of reform will begin this year -- some even taking
effect this week. Here are just a few examples:....
· Small businesses will receive
significant tax cuts, this year, to help them afford health coverage
for all their employees.....
· Seniors will receive a rebate
to reduce drug costs not yet covered under Medicare.....
· Young people will be allowed coverage
under their parents' plan until the age of 26.....
· Early retirees will receive help
to reduce premium costs.....
· Children will be protected against
discrimination on the basis of medical history.....
Uninsured Americans with pre-existing conditions
can join a special high-risk pool to get the coverage they need,
starting in just 90 days.....
Insured Americans will be protected from
seeing their insurance revoked when they get sick, or facing
restrictive annual limits on the care they receive.....
All Americans will benefit from significant
new investments to train primary care doctors, nurses, and public
health professionals, and the creation of state-level consumer
assistance programs to help all patients understand and defend
our new rights.....
As I've said many times, and as I know
to be true, this astounding victory could not have been achieved
without your tireless efforts.....
So as we celebrate this great day, I want
to invite you to add your name where it belongs: alongside mine
as a co-signer of this historic legislation. Organizing for America
will record the names of co-signers as a permanent commemoration
of those who came together to make this moment possible -- all
of you who refused to give up until the dream of many generations
for affordable, quality care for all Americans was finally fulfilled.....
