With almost a hundred thousand participants and more than three and a half million votes, it was an eye-opening experience and showed the potential of what this kind of open engagement can accomplish. OpenSSL Releases Security Advisory

OpenSSL has released a security advisory to address multiple
vulnerabilities. These vulnerabilities may allow an attacker to cause
a denial-of-service condition or bypass security restrictions in
affected applications.

US-CERT encourages users and administrators to review the OpenSSL
security advisory. Because OpenSSL is widely redistributed, users
should check for updates from their operating system vendors and
vendors of other products using OpenSSL. Users of OpenSSL from the
original source distribution should upgrade to OpenSSL 0.9.8k.

Maureen O’Mara To Head EPA’s Criminal Investigation Program in the Southeast

(ATLANTA – Mar. 26, 2009) The U.S. Environmental Protection Agency (EPA) Office of Criminal Enforcement, Forensics and Training, has announced that Maureen O’Mara is the new Special Agent in Charge of its Criminal Investigation Division (CID) Area Office in Atlanta. O’Mara will supervise environmental crimes investigations throughout EPA Region 4, which encompasses Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

“Maureen brings a wealth of criminal enforcement experience to this position,” said Ella R. Barnes, Director of EPA’s national Criminal Investigation Division in Washington, D.C. “She will work closely with our federal and state law enforcement and regulatory partners to protect the public and environment in the Southeast.”

EPA’s criminal enforcement program was established in 1983 and is integral to the agency’s overall enforcement work. CID’s mission is to investigate allegations of the most egregious violations of federal environmental statutes, and to assist the U.S. Department of Justice in the prosecution of individuals and corporations charged with criminal offenses.

CID is comprised of nearly 200 criminal investigators—federal agents with full law enforcement authority who are highly trained and committed to protecting human health and the environment. A CID Area Office under the supervision of a Special Agent in Charge is located in each of EPA’s ten regional offices, with smaller offices in several dozen other locations across the country.

O’Mara joined EPA’s Criminal Investigation Division in 1994. Prior to being named Special Agent in Charge of the Area Office in Atlanta, she served as a Special Agent in Chicago and Minneapolis, as well as the Resident Agent in Charge of the Sacramento Office and as Assistant Agent in Charge of the Dallas Area Office. O’Mara served as a Lieutenant in the U.S. Coast Guard Reserve from 2000 through 2006 conducting pollution investigations and contingency planning. O’Mara was an On-Scene Coordinator for EPA beginning in 1989 until she joined EPA’s CID, and prior to that she held technical positions in environmental consulting firms that supported the federal government. She holds a Bachelor of Science degree in chemistry from the University of California at Santa Cruz.

OCC Allows National Bank Offices Affected by Floods in Upper Midwest to Close
WASHINGTON — The Office of the Comptroller of the Currency today issued a proclamation allowing national bank offices affected by floods in the upper Midwest to close at their discretion.
In issuing the proclamation, Jennifer Kelly, Senior Deputy Comptroller for Mid-Size/Community Bank Supervision, said she expects that only those bank offices directly affected by the floods will close. Those offices should make every effort to reopen as quickly as possible to address the banking needs of their customers, she added.
The OCC encourages national banks to take steps to deal with natural disasters or other emergencies. Those steps are outlined in the attached OCC banking bulletin.

First $2,400 of Unemployment Benefits Tax Free for 2009

WASHINGTON — All or part of unemployment benefits received in 2009 will be tax free for many unemployed workers, according to the Internal Revenue Service.
“This morning we learned that a record 5.6 million people were receiving unemployment benefits in the middle of March. This underscores the need for the relief provided by the American Recovery and Reinvestment Act, which includes making the first $2,400 of unemployment insurance exempt from tax,” said IRS Commissioner Doug Shulman. “I urge all unemployed workers to take this special tax break into account as they plan their tax withholding and quarterly estimated tax payments for the year. This change offers a helping hand to millions of Americans who are out of work and struggling to make ends meet.”
Under the American Recovery and Reinvestment Act, enacted last month, every person who receives unemployment benefits during 2009 is eligible to exclude the first $2,400 of these benefits when they file their tax return next year. For a married couple, the exclusion applies to each spouse, separately. Thus, if both spouses receive unemployment benefits during 2009, each may exclude from income the first $2,400 of benefits they receive.
The new law doesn’t affect the return taxpayers are filling out now. Unemployment benefits received in 2008 and prior years remain fully taxable.
Unemployed workers can choose to have income tax withheld from their unemployment benefit payments. Withholding on these payments is voluntary. However, choosing this option may help avoid a surprise year-end tax bill or a possible penalty for having paid too little tax during the year. Those who choose this option will have a flat 10 percent tax withheld from their benefits.
Unemployed workers who expect to receive more than $2,400 in benefits this year should consider having tax withheld from their benefit payments in excess of that amount. Those unemployed workers who have already chosen to have tax taken out of their benefits, should consider the $2,400 exclusion in determining whether to continue to have tax withheld.
Use Form W-4V, Voluntary Withholding Request, or the equivalent form provided by the payer to request withholding to begin or end. Form W-4V is also available on IRS.gov or by calling the IRS toll-free at 1-800-TAX-FORM (829-3676).

U.S. Fish and Wildlife Service Staff Work to Protect People and Property in
Response to Severe Flood Conditions in North and South Dakota

LAKEWOOD, Colo. -- U.S. Fish and Wildlife Service staff have been mobilized
to protect people and property affected by severe flood conditions in parts
of North and South Dakota, including the James, Red and Souris River
Basins. Significant late season rainfall and above normal snowpack have
created the potential for severe flooding in these areas. The National
Weather Service predicts that extensive additional precipitation and warmer
temperatures will accelerate flooding in the near future to record or
near-record levels.

The flooding is expected to have serious effects on communities in these
areas and to impact several Service facilities, including units of the
National Wildlife Refuge System and National Fish Hatchery System. The
flood event is anticipated to last for many weeks and there will be a need
for clean up and restoration activities after the flood waters subside.

Service personnel are assisting local, State and Federal emergency response
efforts through deployment of Service resources ranging from boats, heavy
equipment, aircraft, law enforcement personnel and other emergency and
technical resources.

“Our top priority is to ensure the safety of people in the affected
communities and our employees,” said Stephen Guertin, director of the
Service’s Mountain-Prairie Region. “We are also working to safeguard
Service trust resources and the infrastructure that supports those
resources.”

Since last week, Service work crews have been working at Service facilities
to place sand bags for flood protection, install water pumps, repair
damaged dikes, open culverts to divert water away from buildings, remove
ice and debris to maintain road access, move equipment from buildings
facing inundation and conduct other preventive actions to minimize damage.
They are also providing boats and personnel to meet requests from local
emergency response personnel for help with local evacuations of people and
domestic animals.

Current conditions in the affected areas are challenging. Blizzard and
winter storm conditions are limiting travel and Service facilities are
experiencing power outages.

“The list of activities related to our flood response efforts is long and
will surely grow as this event develops further,” Guertin said. “Boat
operators are describing the winter operating conditions as some of the
most difficult they’ve had to deal with.

“I am extremely proud of the rapid response of Service personnel who are
working side-by-side with members of their communities to minimize damage
from this flood event. The Service remains committed to providing the
necessary resources to weather the storm and to promote a quick recovery.”

Eisenhower's Final Diaries Open to Researchers

ABILENE, Kan. - The Eisenhower Presidential Library and Museum marks the 40th anniversary of President Eisenhower's death with the opening of his final personal diaries from 1966, 1968, and 1969. The last diary entry was made in late January 1969. Eisenhower died just two months later on March 28, 1969.

"The new diaries show that Ike was still very much engaged in the world of politics and affairs, even in the twilight of his life," said Karl Weissenbach, director. "These priceless diaries show that he was in firm control of his mental faculties despite failing health."

Eisenhower writes that he started the diary in 1966 "to make notations of any physical discomfort or ailment so as to answer my doctor's questions concerning my health." Although medical problems dominate the volumes, Ike found space to comment on the issues and personalities of the day, including the economy, civil rights, Vietnam, and the 1968 presidential elections. "Scholars will find President Eisenhower's opinion of President Johnson to be of particular interest," added Tim Rives, supervisory archivist.

In addition to the public release of President Eisenhower's diaries, the Eisenhower Presidential Library and Museum announced a marked increase in the expansion of the Library's archival and museum collections. Weissenbach states, "I am pleased to announce we have acquired an additional 800,000 pages of records, 7,200 photographs and 4,000 museum artifacts through an active solicitation program in the last three years. This initiative is a win-win situation for scholars, the public, teachers, students, and museum visitors," Weissenbach said. The Library's archival holdings have more than doubled from 12 million pages in 1966 to over 27 million pages in 2009.

"As we mark the passing of President Eisenhower in 1969," Weissenbach said, "we note with pride that the presidential library's archival and museum collections continue to see an increase in use. This solidifies the Eisenhower Library and Museum's reputation as one of the nation's premier research institutions."

The Eisenhower diaries are now available for researchers in the Eisenhower Library in Abilene. The research room is open Monday through Friday from 8:30 a.m. - 5:15 p.m. Due to the heavy demand for access to the newly-released diaries, there may be a time limit imposed upon researchers wishing to examine them.

Trade Names and Trademarks - What's the Difference?
The laws and terminology associated with trade names and trademarks commonly fall victim to misconception and confusion. Often times people have trouble understanding and even acknowledging a difference between the two. Some issues surrounding the topic arise from the overlapping of tradenames and trademarks.
While many companies don't seem to have any correlation between their chosen representations, others incorporate at least part of their trade name in their trademark. Some companies, such as Coca-Cola, use their entire name also as a brand. Confused yet? Read more..

Hoyer Statement on Secretary Geithner Regulatory Proposal

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today after Treasury Secretary Geithner announced part of the Administration’s plan for regulatory reform:

“Today’s announcement by Secretary Geithner was a positive one, showing President Obama’s commitment to the regulatory reform necessary to strengthen our economy. This is a step in the right direction to ensure that we establish a more stable and transparent financial system that limits systemic risk and properly regulates financial institutions and products.

“I also want to commend Chairman Barney Frank for holding today’s hearing on the need for comprehensive regulatory reform. The financial crisis currently hitting our nation stemmed, in part, from a lack of regulation. That is why a thorough examination of the way we regulate the financial industry is critical to ensure that a crisis like this does not happen again. I look forward to working with the Chairman and the President as we move forward with regulatory reform.”
