Hoyer Statement on President Obama's Press Conference

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement tonight after President Obama's press conference:

“Tonight, President Obama made a strong case for his budget priorities and his Administration’s plan to confront this recession. It was reckless, short-term thinking that brought us to this point—and it is only the long-term perspective offered by President Obama that will help us build a real foundation for lasting prosperity. Building that foundation means moving toward energy independence, reining in the cost of healthcare, and creating the best-prepared workforce in the world; without that foundation in place, any recovery will likely be short-lived and to the benefit of just a privileged few.

“But just as importantly, we must return to a policy of fiscal responsibility to undo the recklessness of the Bush Administration and the economic crisis it left behind. The Obama budget does just that, cutting our deficit in half by 2013. President Obama joins House Democrats in insisting on reinstating the pay-as-you-go rule in law—meaning that our government will pay for what it buys. And he has led by example by spelling out how he would pay for his major initiatives.

“I look forward to beginning Congressional debate on the President’s budget proposal next week. It will be a debate over the priorities and values we want America to embrace—foremost among them, the values of responsibility and shared prosperity. And I look forward to continuing Democrats' comprehensive effort to bring the recession to an end."

Ten Tips for Deducting Charitable Contributions

When preparing to file your federal tax return, don’t forget your contributions to charitable organizations. Your donations could add up to a sizeable tax deduction if you itemize on IRS Form 1040, Schedule A.
Here are a few tips to ensure your contributions pay off on your tax return:
Contributions must be made to qualified organizations to be deductible. You cannot deduct contributions made to specific individuals, political organizations and candidates.
You cannot deduct the value of your time or services. Nor can you deduct the cost of raffles, bingo or other games of chance.
If your contributions entitle you to merchandise, goods or services, including admission to a charity ball, banquet, theatrical performance or sporting event, you can deduct only the amount that exceeds the fair market value of the benefit received.
Donations of stock or other property are usually valued at the fair market value of the property. Special rules apply to donation of vehicles.
Clothing and household items donated must generally be in good used condition or better to be deductible.
Regardless of the amount, to deduct a contribution of cash, check, or other monetary gift, you must maintain a bank record or a written communication from the organization containing the name of the organization, the date of the contribution and amount of the contribution.
To claim a deduction for contributions of cash or property equaling $250 or more you must obtain a written acknowledgment from the qualified organization showing the amount of the cash and a description of any property contributed, and whether the organization provided any goods or services in exchange for the gift. One document from the organization may satisfy both the written communication requirement for monetary gifts and the written acknowledgement requirement for all contributions of $250 or more.
If you claim a deduction of more than $500 for all contributed property, you must attach IRS Form 8283, Noncash Charitable Contributions, to your return.
Taxpayers donating an item or a group of similar items valued at more than $5,000 must also complete Section B of Form 8283, which requires an appraisal by a qualified appraiser.
Contributions made for relief efforts in a Midwest disaster area receive special benefits. For more information, see Publication 4492-B, Information for Affected Taxpayers in the Midwest Disaster Areas.

Comptroller of the Currency Hosts Community Bank Directors Workshops in Oakbrook, Illinois
WASHINGTON — The Office of the Comptroller of the Currency will host workshops for national community bank directors in Oakbrook, Illinois, at the Doubletree, May 19-20, 2009.
The workshops provide practical information that expands bank directors' skills and understanding of issues facing their banks. The workshops cover risk assessment (“Directors: Where is the Risk in Your Bank”) and credit risk (“Credit Risk: A Director’s Focus”).
Workshops will be held on consecutive days and cost $65 each. Individuals may register for one or both of the workshops. Attendees receive pre-course reading and course materials, an OCC telephone seminar CD, a community bank supervision handbook, other supervisory material, a continental breakfast, and lunch. Workshops are limited to the first 50 registrants and are geared primarily to outside directors of national community banks with assets of less than $1 billion. Management directors may also find the workshops beneficial.

IRS Seeks Volunteers for Taxpayer Advocacy Panel
WASHINGTON — The Internal Revenue Service seeks civic-minded volunteers to serve on the Taxpayer Advocacy Panel (TAP), which listens to taxpayers, identifies key issues and makes recommendations for improving IRS service.
“TAP members are your friends and neighbors, walking in the shoes of the average taxpayer. A better understanding of how to serve the taxpayer well is a key to sound tax administration,” said Doug Shulman, IRS Commissioner.
TAP provides a forum for taxpayers from all 50 states as well as the District of Columbia and Puerto Rico. TAP is a federal advisory committee that reports annually to the Treasury Department, the IRS and the National Taxpayer Advocate, which is an independent organization within the IRS. The National Taxpayer Advocate provides oversight and funding of TAP.
“As the IRS continues to examine taxpayers’ needs in the area of service, the Taxpayer Advocacy Panel has emerged as a vital source for gathering and providing information from the perspective of taxpayers,” said Nina E. Olson, National Taxpayer Advocate. “TAP’s role will ultimately aid taxpayers by helping the IRS to provide them with the top quality service they deserve."
To be a member of TAP you must be a U.S. citizen, current with your tax obligations, able to commit 300 to 500 hours during the year and pass an FBI criminal background check. New TAP members will serve a three-year term starting in December 2009. Anyone chosen as an alternate would be considered to fill any vacancies that open during the next two years.
TAP members are being sought for the following states: Arkansas, California, Connecticut, Florida, Georgia, Illinois, Kentucky, Maryland, Minnesota, Missouri, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oregon, Pennsylvania, Tennessee and Texas.
Alternates are being sought for: Alaska, Arizona, Delaware, District of Columbia, Hawaii, Idaho, Indiana, Kansas, Massachusetts, Michigan, Montana, Nebraska, Nevada, New Hampshire, Puerto Rico, South Dakota, Vermont, Virginia, West Virginia and Wyoming.
Applications to become a member of TAP will be accepted until April 30. Applications are available online at www.improveirs.org. Applications can also be received through the mail by calling toll-free 1-888-912-1227.

PRESS PREVIEW OF ORIGINAL NATO TREATY AT THE NATIONAL ARCHIVES MARCH 26
In advance of NATO's 60th Anniversary

WHAT: The National Archives will unveil, for media only, the original
North Atlantic Treaty, known as the Washington Treaty, signed by
representatives of 12 nations on April 4, 1949. This is the only
opportunity to view the Treaty before it is sent to Strasbourg, France,
as part of the 60th Anniversary Summit of the North Atlantic Treaty
Organization, which will take place on April 4, 2009.

The Washington Treaty provides that the treaty shall be deposited in
the Archives of the United States. The treaty is preserved in a secure,
environmentally-controlled records storage area along with other
treaties and international acts.

This will be the only opportunity for the media to view the original
Treaty before it is taken to the NATO summit.

The countries that were original signers of this treaty are: Belgium,
Canada, Denmark, France, Ireland, Italy, Luxembourg, the Netherlands,
Norway, Portugal, the United Kingdom, and the United States.
Countries which have joined NATO since 1949 are: Greece, Turkey,
Germany, Spain, the Czech Republic, Hungary, Poland, Bulgaria, Estonia,
Latvia, Lithuania, Romania, Slovakia, and Slovenia. In July 2008,
Albania and Croatia signed Accession Protocols. They are expected to
become official members of the Alliance in the course of 2009.

of the National Archives in safeguarding it.

The Global Policy Council brings together strategic thinkers from different parts of the world to tackle the challenges and opportunities associated with the dynamics of globalization, the rise of new powers and the emergence of new security threats. BAGHDAD, IRAQ-The U.S. Agency for International Development (USAID), in collaboration with the Mada'in District Council, reopened Salman Pak Industrial School today. The school's mission is to improve Iraqis' skills that will enable them to find a better life through further employment and improved businesses in their communities.
The Iraqi Ministry of Education (MoE) offers technical and vocational training in the last three years of secondary education. There are about 154 industrial vocational education schools in Iraq, according to the ministry. The renovated Salman Pak school has the capacity to train up to 700 students in eight courses: sewing, generator maintenance; welding; automotive repair; plumbing; electrical installation; masonry; and carpentry.
In his remarks at the opening, USAID's country director Christopher D. Crowley said, "The reopening of the school will provide Iraqis with useful skills in a competitive job market and local employers with a qualified labor force that increases their productivity." He also said that he hoped the Iraqis who receive training at the school will contribute to an expanding and diversified private sector and help the Iraqi government in its reconstruction efforts.
Local Iraqi officials identified the renovation of Salman Pak Industrial School as an important community priority, after insurgent-led attacks had destroyed much of the building. The MoE and the Mada'in District Council worked in partnership with the embedded Provincial Reconstruction Team, the U.S. military, and the local security officials to complete the project, which created short-term jobs for unemployed laborers and long-term jobs for the staff.
USAID invested $600,000 in the project, as a part of its country-wide efforts to help create an environment for stability and establish the conditions for long-term development to take hold in violence-affected areas. The Government of Iraq contributed approximately $58,000 in labor to remove and dispose of trash and debris from the grounds, and drain the standing water that had accumulated in the garden. Moving forward, the MoE will maintain the building grounds, provide a full-time guard and hire and retain qualified teachers for the school.

Transportation Secretary Ray LaHood Announces Recovery Act Funding for Greenhouse Gas and Energy Reduction
Washington, DC—The U.S. Secretary of Transportation today announced the availability of $100 million in federal funding under the American Recovery and Reinvestment Act, 2009 for the Transit Investments for Greenhouse Gas and Energy Reduction grant program.
Projects will compete for a portion of the funds on the basis of how much their proposed capital investment is expected to reduce either energy consumption or greenhouse gases, or both.
“This grant program establishes the transit industry as a leader in reducing America’s dependence on foreign oil, addressing global climate change and creating green jobs,” said U.S. Transportation Secretary Ray LaHood.
Transit agencies may apply under this grant program. Additionally, other public organizations such as State Departments of Transportation can submit consolidated project proposals on behalf of transit agencies. Grants will be made for particular projects directly to public transportation agencies.
In addition to the anticipated reduction in energy or greenhouse gasses, the projects will be rated on their return on investment, readiness to implement, the capacity of the applicant, the degree of innovation, and their national applicability.
FTA will post application instructions, answers to common questions, and a calculator to assist in developing information on energy consumption or greenhouse gas emission reduction on its website at www.fta.dot.gov. Potential applicants may also register for updates to program information at this site.

"For more than a quarter century, U.S. law enforcement agencies have recognized that the best way to fight the most sophisticated and powerful criminal organizations is through intelligence-based investigations to target the greatest threats," said Deputy Attorney General David Ogden. "The Department's Mexican Cartel Strategy confronts those cartels as criminal organizations. As we've found with other large criminal groups, if you take their money and lock up their leaders, you can loosen their grips on the vast organizations they use to carry out their criminal enterprises. The Department of Justice is committed to taking advantage of all available resources to target the Mexican cartels and to help our Mexican counterparts in their courageous effort to take on these criminal organizations."

EX-IM BANK HELPS U.S. RAILWAY EQUIPMENT MAKERS SUCCEED IN THE GLOBAL MARKETPLACE

WASHINGTON, D.C. -- U.S. makers of locomotives, railway equipment and services are rolling into several foreign markets despite the current economic crisis, backed by loans, loan guarantees and insurance from Export-Import Bank of the United States (Ex-Im Bank).

"We can help U.S. railway manufacturers export despite tightened liquidity with a variety of financing alternatives from short-term to long-term," said John A. McAdams, Ex-Im Bank chief operating officer and senior vice president, Export Finance. "This financing helps maintain the flow of U.S. exports to international buyers and in the process supports U.S. jobs in this important industrial sector."

L. B. Foster Company, Pittsburgh, Penn., is exporting railroad track equipment to Peru with the help of a $12 million Ex-Im Bank guarantee of a loan by PNC Bank National Association, also headquartered in Pittsburgh.
"The fact that this transaction is being supported by Ex-Im Bank is immensely helpful to us," said Lia Turner, L. B. Foster manager, International District. "This makes us competitive on financing with Chinese and European manufacturers."

Ferrocarril Transandino, S.A., Peru (Ferrocarril), a private rail concession operator, is using the financing to buy rail tracks, joint bars, track bolts and rail anchors from L. B. Foster to renovate its track network. The transaction is part of a $25 million project to upgrade Ferrocarril's rail system.
Ex-Im Bank also approved an $86.5 million long-term loan to support the sale by GE Transportation, Erie, Penn., of 38 AC44i diesel-electric locomotives to MRS Logistica in Brazil. The privately-owned railway company, one of Brazil's largest, is using the exports to expand and modernize its locomotive fleet, buying the first alternating current locomotives in Brazil. It is the largest financing done by Ex-Im Bank for a Brazilian railroad. GE Capital Markets Services Inc. is acting as financial advisor on the transaction.

MRS Logistica operates a 1,674-kilometer rail network linking the Brazilian states of Rio de Janeiro, Minas Gerais and Sao Paulo. The railroad operates 576 locomotives and 14,117 rail cars to transport such commodities as iron ore, steel, cement, coal/coke and agricultural products.
In another successful railway export case, Nucor Corporation, Charlotte, N.C., is selling steel plate manufactured in its Tuscaloosa, Ala., facility to a Mexican railcar manufacturer with the help of an Ex-Im Bank Financial Institutional Buyer Credit policy.

The policy insures a $20 million revolving line of credit from Hencorp Becstone Capital LLC, Miami, Fla., to Mexican buyer Gunderson-Gimsa, S de R.L. de C.V.

Additional U.S. suppliers across the country will participate in the transaction by providing steel wheels, coupling, braking systems and related materials and parts to Gunderson-Gimsa.

Ex-Im Bank has enhanced several of its trade finance products to help counter the tightening of credit and the lack of liquidity in the export marketplace. Among the changes is expanded access to the Bank's working capital loan guarantees. These loan guarantees are now available for indirect exporters, which are U.S. companies that provide goods and services destined for export by other U.S. companies.

Ex-Im Bank is the official export-credit agency of the United States. FESHE Conference Update
Every year, USFA hosts the annual Fire and Emergency Services Higher Education (FESHE) Conference on its campus in Emmitsburg, Maryland. Representatives from fire-related degrees programs, State and local fire service training agencies, and national fire service organizations attend the three-day conference. There are significant products from these conferences resulting from the group work by the participants and presentations by national leaders and experts. Participation at the FESHE conferences is by invitation only to those in the target audiences.

11th Annual Conference
We are pleased to announce that the 11th annual Fire and Emergency Services Higher Education (FESHE) Conference will be held May 30 – June 1, 2009 at the U.S. Fire Administration's (USFA) National Fire Academy (NFA) campus in Emmitsburg, Maryland. Please see the attached preliminary agenda for the upcoming conference.

Costs and Enrollment Information
Lodging and Meals
As in the past, travel and meals ($97.25) are borne by the attendees; however, USFA will provide lodging at no charge and scheduled bus transportation to and from a regional airport. Do not book your travel plans until confirmation of your acceptance is received from our Admissions Office.
Lodging on campus is limited. One other representative from your institution or agency may attend the conference provided he/she submits a separate application; however, depending on room availability, additional representatives from your organization may need to stay off campus at their own expense.

Those active in fire service professional development, including official representatives of regionally accredited academic fire programs, State and local fire service training, national and State fire associations, and those responsible for developing fire and emergency service personnel. Candidates within this audience will be accepted on a first-come, first-served basis.

Those with interest in the field of fire and emergency services professional development. Candidates within this audience will be reviewed for acceptance after the application closing date.

The Federal Deposit Insurance Corporation (FDIC) today announced the hiring of Joseph A. Jiampietro as Senior Advisor for Markets to FDIC Chairman Sheila Bair. In this new position, Mr. Jiampietro will provide the Chairman with policy and legal advice relating to complex financial transactions, bid structures, and capital markets.

In announcing the position, Chairman Bair said, "I believe that the FDIC will benefit greatly from Mr. Jiampietro's extensive markets and transactional expertise as the Corporation assumes broader responsibilities in significant and complex financial programs. We are pleased to have him join our team."

Mr. Jiampietro previously served as Managing Director of the Financial Institutions Group at J.P. Morgan in New York since 2007, with responsibility for delivering merger and acquisition and corporate finance advice to depository institutions. Prior to joining J.P. Morgan, Mr. Jiampietro was a Managing Director in the Financial Institutions Group of UBS Investment Bank, where he was also head of Financial Institution Capital Markets. Mr. Jiampietro has spent 11 years in investment banking, providing strategic advice to financial institutions. Prior to his career in investment banking, he was an associate practicing corporate law at Simpson Thatcher and Bartlett. Mr. Jiampietro served as Legal Counsel with the United States Senate Committee on Banking, Housing and Urban Affairs during the 104th Congress.

Mr. Jiampietro received a B.A. in government, magna cum laude, from Dartmouth College and a J.D. from Columbia University School of Law, where he was a Harlan Fiske Stone Scholar. Prior to law school, he participated in the Junior Fellows Program of the Carnegie Endowment for International Peace and the internship program at the Arms Control Association.
