health care.

Floor:
Congress is moving a flawed bill that does
not protect veterans.
Heres the Truth
The VA Secretary and the Chairmen of five House committees have
guaranteed that the health care legislation does not undermine
or change the Department of Veterans Affairs mandate to provide
comprehensive health care to veterans. Vietnam Veterans of America
and Vote Vets also reaffirmed that the bill does in fact protect
the health care our nation's veterans have earned and decried
the scare tactics that have suggested otherwise. The House also
passed yesterday H.R. 4887 the TRICARE Affirmation Act-
a bill to ensure that health care programs for veterans, active
duty military, retired military, and their families/survivors
are not affected negatively by the pending health care reform
legislation.
Joint Letter from House Committees: The House Democratic
leadership asked our committees to review HR 3590 and HR 4872
to assess the impact of the bills on the health care provided
by the Department of Defense and the Department of Veterans Affairs.
Our reviews of HR 3590 and HR 4872 lead us to believe that the
intent of the bills was never to undermine or change the Department
of Defense and Department of Veterans Affairs operation of their
health care programs or interfere with the care that our service
members receive under TRICARE.
Statement from VA
Secretary Shinseki: As Secretary of Veterans Affairs,
I accepted the solemn responsibility to uphold our sacred trust
with our nations Veterans. Fears that Veterans health care
and TRICARE will be undermined by the health reform legislation
are unfounded. I am confident that the legislation being voted
on today will provide the protections afforded our nations
Veterans and the health care they have earned through their service.
The President and I stand firm in our commitment to those who
serve and have served in our armed forces. We pledge to continue
to provide the men and women in uniform and our Veterans the
high quality health care they have earned.

Duckworth, Assistant VA Secretary: Let me be unambiguous:
The healthcare that Veterans receive through the VA system, including
dependents of certain veterans enrolled in the CHAMPVA program,
will be safe and sound under health reform. The Secretary of
Veterans Affairs would continue to maintain sole authority over
the system and for enhancing the quality and access for all eligible
Veterans. In addition, TRICARE will continue to be available
for all eligible servicemen and women, and their families.
Vietnam Veterans of America, John Rowan, National President of
Vietnam Veterans of America (VVA): It is unfortunate that
some continue to raise what is now is even more clearly a false
alarm that is apparently meant to frighten veterans and their
families in order to prompt them to oppose the pending legislation.
While there is legitimate debate as to whether or not the pending
health care measures should become law, VVA does not appreciate
spreading rumors that are not accurate by any political partisan
from any point of the political spectrum."

Leader Hoyer Discusses Health Reform
on NBC's "Meet the Press"
This morning, Majority Leader Steny H.
Hoyer (MD) appeared on NBC's Meet the Press to discuss
today's expected vote on health insurance reform. Appearing with
Republican Leader John Boehner (OH), Leader Hoyer explained the
benefits Americans will experience as a result of reform and
condemned Republican efforts throughout the debate - from death
panels to other recent actions - to distract from the substantive
issues included in reform legislation.

DAVID GREGORY: Leader Hoyer, I want to get to a couple
of substantive points. Briefly, three top things that Americans
will feel from health care reform this year.
LEADER HOYER: Availability of insurance; availability for
small businesses; for seniors, the doughnut holes
are going to be closed; people who have children up to
26 years of age will have access to be on their insurance policies;
immediate reduction in prices for small business, they're going
to have
availability of group policies and tax credits
for small businesses and individuals to get insurance.
I think the tone of this entire debate has been denigrated,
has been brought down frankly by the rhetoric of government takeover,
socialism, things that are simply not accurate or true. But it
has put people in fear and when they're fearful and angry, they
don't look at the substance. But when you ask them questions
about the substance of the bills which is the point I
made earlier, David they say yes, that makes sense, that's
common sense
whether it's the insurance reforms [or] the
affordability.
This is the biggest deficit reducing bill we'll have an
opportunity to vote on in a very long period of time and very
frankly, John Boehner said in 1993 that if we adopted President
Clinton's economic program, the economy was going to go downhill
very, very quickly, unemployment would rocket up, and the deficits
would explode. Exactly the opposite happened
. Best economy
we've had in my lifetime.
We made a very big momentous decision in 1993, as I pointed
out, on a partisan line. No Republicans voted for it. We had
the best economy as a result in our lifetimes. However, having
said that, the dangerous takeovers, this language
really distracts us from the debate on the substance. Harry and
Louise said in 1994, you're going to pay more and get less if
we do something. We did nothing and guess what happened? They
paid more and they got less
. This is an opportunity both
to save money in the short-term and in the long-term, and unlike
[the Republican plan], which included 3 million people, this
includes 32 million people.

What Republicans are Saying
The health care bill is full of sweetheart deals
intended to win votes.
Whos the latest to say it?
Rep. Darrell Issa (R-CA) just said on the House Floor that the
reform bill includes Louisiana purchase, the
cornhusker kickback, the gator aid and
the Bismarck bank job. Rep. Jeff Flake (R-AZ)
repeated this misleading statement, saying, We're all aware
of the special provisions or earmarks in the bill. The cornhusker
kickback, The Louisiana Purchase, the gator
aid.
Heres the Truth
This is simply not true. The fact is we have 50 states that face
a variety of different challenges unique to each state. These
arent deals. Whats just plain wrong is Republicans
characterizing additional Medicaid assistance available to families
in Louisiana and other states recovering from major disasters
as a special deal.
Louisiana Purchase: This provision is not specific
to Louisiana, and simply prevents the unintended effect of states
losing significant federal Medicaid funds when they are hit by
a natural disaster.
Cornhusker Kickback, Bismarck Bank Job
& Gator Aid: The improvements bill removes these
provisions from final health care reform.

What Republicans are Saying
The health reform bill will cut Medicare benefits for seniors.
Whos the latest to say it?
Rep. Vern Buchanan (R-FL) just said on
the House Floor that health reform legislation cuts Medicare.
He continued, saying, This will really hurt seniors. A
senior said, All I have is my Social Security and Medicare.
It's not perfect, but don't mess with my Medicare.
Heres the Truth
There are no cuts to Medicare benefits.
Rather, this bill strengthens Medicare - extending its solvency
by nine years and closing the donut hole. These false
claims are yet another attempt by Republicans to mislead and
scare. In fact its Republicans who have been long-time
opponents of Medicare and are proposing to voucherize it.

hire ... 18,000 new Internal Revenue Service agents to police
every one of the 300 million Americans ... to ensure that they
comply with a new mandate that is imposed by this measure.
Heres the Truth
The IRS will be working hard to pay out the largest tax cut for
health care in historybenefitting 40 million middle class
families and 4 million small businesses. In order to ensure that
those who are eligible are aware of these new tax incentives
and are able to claim them, the IRS will promote these taxpayer
services.

Health Reform Update
FACT CHECK: Social Security Argument
The latest misrepresentation about health
care reform legislation is that it will take money away from
Social Security. This is false, the bill does not increase Social
Security taxes. The Congressional Budget Office estimate of the
health care legislation shows an increase in Social Security
revenues because CBO expects that the legislation will result
in higher wages for employees.
The increased revenues are the result of
the health insurance reforms in the legislation, particularly
the excise tax on high cost plans. The increased Social Security
revenues CBO estimates will be generated by health insurance
legislation underscores one of the key benefits of the legislation
-- lowering health care costs will result in higher wages, which
is good for Social Security finances, but more importantly for
families and the economy as a whole.
By driving down health insurance premiums, particularly in higher-cost
plans, the health bills will lower some health insurance premiums.
Some employers will pass on these savings to their employees
in the form of higher wages and salaries. Health insurance premiums
are not subject to FICA, but wages and salaries are. CBO projects
that the resulting increase in wages will generate $29 billion
in additional FICA contributions to the Social Security Trust
Fund.
As with all FICA contributions, by law these revenues may only
be used to pay for Social Security benefits and the cost of administering
Social Security. They cannot be used for any other purpose, including
health insurance reform.
The health care legislation the House is considering today is
fully offset without counting any of the increased Social Security
revenues, as required by the recently enacted Statutory PAYGO
Act. The total budgetary effect of the legislation would reduce
the deficit by $143 billion over the 2010-2019 period, with only
$29 billion of those savings from off-budget revenues for Social
Security.

Hoyer Condemns Inflammatory Behavior

Steny H. Hoyer (MD) released the following statement tonight
after learning that Members of Congress were subjected to racist
and inflammatory behavior at today's health reform protest:
"Today's protests against health insurance reform saw a
rash of despicable, inflammatory behavior, much of it directed
at minority Members of Congress. According to reports, anti-reform
protestors spat on Rep. Emmanuel Cleaver, yelled a sexual slur
at Rep. Barney Frank, and addressed my dear friend, Rep. John
Lewis, with a racial slur that he has sadly heard far too many
times. On the one hand, I am saddened that America's debate on
health care--which could have been a national conversation of
substance and respect--has degenerated to the point of such anger
and incivility. But on the other, I know that every step toward
a more just America has aroused similar hate in its own time;
and I know that John Lewis, a hero of the civil rights movement,
has learned to wear the worst slurs as a badge of honor.
"America always has room for open and spirited debate, and
the hateful actions of some should not cast doubt on the good
motives of the majority, on both sides of this argument. But
Members of Congress and opinion leaders ought to come to terms
with their responsibility for inciting the tone and actions we
saw today. A debate that began with false fears of forced euthanasia
has ended in a truly ugly scene. It is incumbent on all of us
to do better next time."
