Hoyer: Health Insurance Reform Is an
Effort on Behalf of All Americans
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) introduced President Obama today at the Democratic
Caucus meeting in advance of tomorrow's expected vote on health
insurance reform legislation. Below are his remarks.
Mr. President, welcome. Were pleased to have you
here. Senate Majority Leader Harry Reid, little did you and I
realize when you were a capitol cop and I was working down in
the basement of the Russell Building that we would be on this
stage with President Obama. I had a good job. He had a good job,
he said.
"And, of course, in that office in which I worked, there
was a young lady who also worked there. Her name was Nancy. And
this was pre-Paul wedding. Not necessarily pre-Paul, but pre-Paul
wedding. And little did we realize, Nancy, that you and I would
be here at this historic time, to participate with our colleagues
in this extraordinary effort.
America is watching us. Some would
say this is a partisan effort. Theyre wrong. This is an
effort on behalf of all Americans.
George W. Bush, in 2002, said and
I quote, All Americans should be able to choose a health
care plan that meets their needs at affordable prices.
Bill Clinton said, The time
has come to pull together and work in a bipartisan manner to
deliver guaranteed health care coverage to all Americans.
[Jimmy Carter, in 1979,] said, A
universal, comprehensive, national health insurance program is
one of the major unfinished items on Americas social agenda.
The American people, he said in 1992, have waited
too long.
Gerald Ford, in 1974, said, Let
us affirm that this national legislation is only the beginning
of our effort to upgrade and perpetuate this part of our total
health care system so no individual in this country, said
President Ford, will lack help whenever or wherever he
needs it.
John F. Kennedy said, in 1962, Whenever
the miracles of modern medicine are beyond the reach of any group
of Americans, for whatever reason--economic, geographic, occupational
or other--we must find a way to meet their needs and fulfill
their hopes.
Dwight David Eisenhower, in 1955,
said, Clearly our nation must do more to reduce the impact
of accident and disease. Two fundamental problems confront us:
first, high and ever-rising costs of health services; second,
serious gaps and shortages in these services. So said Dwight
Eisenhower in 1955.
And in 1945, Harry Truman said, Millions
of our citizens do not now have a full measure of opportunity
to achieve and enjoy good health
. The time, he said,
has arrived for action to help them attain that opportunity
and that protection.
And then another President said this:
Comprehensive health insurance is an idea whose time has
come in America. There has long been a need to assure every American
financial access to high quality health care. As medical costs
go up, that need grows more pressing. Now, for the first time,
this President said, we have not just the need, but the
will to get this job done. He went on to say, There
is widespread support in the Congress and in the Nation for some
form of comprehensive health insurance
. [L]et us act sensibly.
And let us act now--in 1974--to assure all Americans financial
access to high quality medical care.
Our President talks about the fact
that Theodore Roosevelt put this on America's agenda over a century
ago. Barack Obama went to the people of this country and reached
out to them and said, If you elect me President of the
United States, this is what I will do. There were no illusions
of what he would do. There was no trying to hide it. It was transparent,
and indeed, in the debate in October of 2008, he said exactly
what he was going to do. And John McCain stood on that same stage
and said, yes, I believe every American ought to have access
to affordable health care. All of the presidents I just quoted
tried to get something done, and it was not done. On Sunday,
tomorrow, we will do it. Led by our President, who said to the
American public, this is our moment. Ladies and gentlemen, the
President of the United States, Barack Obama.

Will Take Separate Vote on Senate Bill
House Democrats "have decided to take a separate vote on
the Senate version of the health care bill, rejecting an earlier,
much-criticized strategy that would have permitted them to 'deem'
the measure passed without an explicit vote," the Washington
Post reports.
That means there will be three votes on
Sunday: "First, on a resolution that will set the terms
of debate. Second, on a package of amendments to the Senate bill
that have been demanded by House members. And third, on the Senate
bill itself."

This image depicts a vast canyon of dust and gas in the Orion
Nebula from a 3-D computer model based on observations by NASA's
Hubble Space Telescope and created by science visualization specialists
at the Space Telescope Science Institute (STScI) in Baltimore,
Md. A 3-D visualization of this model takes viewers on an amazing
four-minute voyage through the 15-light-year-wide canyon.
The model takes viewers through an exhilarating
ride through the Orion Nebula, a vast star-making factory 1,500
light-years away. This virtual space journey isn't the latest
video game but one of several groundbreaking astronomy visualizations
created by specialists at STScI, the science operations center
for NASA's Hubble Space Telescope.
The cinematic space odysseys are part of
the new Imax film Hubble 3D, which opens today at select IMAX
theaters worldwide. The 43-minute movie chronicles the 20-year
life of Hubble and includes highlights from the May 2009 servicing
mission to the Earth-orbiting observatory, with footage taken
by the astronauts.
The giant-screen film showcases some of
Hubble's breathtaking iconic pictures, such as the Eagle Nebula's
"Pillars of Creation," as well as stunning views taken
by the newly installed Wide Field Camera 3. While Hubble pictures
of celestial objects are awe-inspiring, they are flat 2-D photographs.
For this film, those 2-D images have been converted into 3-D
environments, giving the audience the impression they are space
travelers taking a tour of Hubble's most popular targets.
Based on a Hubble image of Orion released
in 2006, the visualization was a collaborative effort between
science visualization specialists at STScI, including Greg Bacon,
who sculpted the Orion Nebula digital model, with input from
STScI astronomer Massimo Roberto; the National Center for Supercomputing
Applications at the University of Illinois at Urbana-Champaign;
and the Spitzer Science Center at the California Institute of
Technology in Pasadena. For some of the sequences, STScI imaging
specialists developed new techniques for transforming the 2-D
Hubble images into 3-D.
STScI image processing specialists Lisa
Frattare and Zolt Levay, for example, created methods of splitting
a giant gaseous pillar in the Carina Nebula into multiple layers

Where
does health care reform stand?
The House is expected to vote this weekend on the health care
bill passed by the Senate in December. The Senate bill is unpopular
among some House Democrats because it doesn't include a public
health care coverage option favored by liberals, while some moderate
House Democrats object to what they say are provisions that would
allow more federal funding for abortions. Get the latest on where
the debate stands.

OCC Reports Declining Derivatives Credit
Exposures
WASHINGTON The credit exposure from derivatives activities
declined 18 percent in the fourth quarter of 2009, and by 50
percent during the year, the Office of the Comptroller of the
Currency reported today in the OCC's Quarterly Report on Bank
Trading and Derivatives Activities.
The OCC reported that net current credit
exposure (NCCE), the primary metric the OCC uses to measure credit
risk in derivatives activities, decreased $86 billion, or 18
percent, to $398 billion. At the end of 2008, NCCE peaked at
$800 billion. The continued decline in NCCE is a very welcome
development, said Kathryn Dick, Deputy Comptroller for
Credit and Market Risk.
NCCE fell in each quarter of 2009, as rises
in interest rates and sharp declines in credit spreads helped
to reduce receivables from derivatives, Ms. Dick noted. Despite
the substantial reduction in credit exposures from derivatives,
NCCE remains historically quite high, and so we continue to closely
evaluate, as part of our examination priorities, banks
measurement and management of counterparty credit exposures,
Ms. Dick said.
U.S. commercial banks reported trading
revenues of $1.9 billion in the fourth quarter of 2009, down
sharply from $5.7 billion in the third quarter. Trading revenues
for the full year 2009 were $22.6 billion, a sharp rebound from
2008s first-ever annual trading loss of $836 million.
We normally see trading revenues weaken in the final quarter
of the year, said Ms. Dick. It has happened 8 times
in the past 10 years. Clients start to close their books as year-end
approaches, so client demand falls, and the dealers become more
risk averse in order to preserve their profits for the year.
The report shows that the notional amount
of derivatives held by insured U.S. commercial banks increased
by $8.5 trillion (or 4.2 percent) in the fourth quarter to $212.8
trillion. Interest rate contracts increased $7 trillion to $179.6
trillion, while credit derivatives increased 8 percent to $14
trillion.
The report also noted that:
Banks hold collateral to cover 67% of their
NCCE. The quality of the collateral is very high, as 81% is cash
(US dollar and non-dollar).
Derivatives contracts are concentrated
in a small number of institutions. The largest five banks hold
97 percent of the total notional amount of derivatives, while
the largest 25 banks hold nearly 100 percent.
Credit default swaps are the dominant product
in the credit derivatives market, representing 98 percent of
total credit derivatives.
The number of commercial banks holding
derivatives decreased by 35 in the quarter to 1,030.

Subject: URGENT: LAST 48 HOURS OF HEALTH CARE REFORM PUSH
Within the next 48 hours we have a choice to make regarding the
future of America, to volunteer with Organizing for America (OFA)
or sit back and have others make decisions for you.
Across the country, millions of Americans
struggle daily with deciding if their impending health care costs
are worth spending money on or putting food on tables for families.
Thousands of Texans go through this daily, as this Texan has
done so just a few years ago. We all have our health care stories
and please allow me to introduce mine.
I was 21 years old in a car accident where
I nearly lost my life. The trauma that was sent to my lungs from
the impact of hitting my rib cage ended up lingering on for the
rest of my life. I was diagnosed with pneumonia a mere 6 months
later and my 22nd birthday was a week away; I was taken off of
my parents insurance. I was about to graduate college and
I was not sure where to go next. I would be without health care
upon graduation and in the volatile job market, establishing
a job was difficult. I went a three years without health insurance
and after contracting bronchitis after a family vacation, I knew
I could not see a health care provider without significant damage
to my already suffering bank account. In August of 2009, I finally
obtained health insurance after becoming an educator and was
able to visit a physician. After many tests I was diagnosed with
asthma which could have been prevented had I received the proper
care three years earlier. I am fortunate now and this is why
I have made calls for Health Care Reform, I know there are millions
out there who are going through what I went through.
My story is just one of millions across
the United States. What is yours? I am calling on all Texas Young
Democrats to do your role in ensuring that every Texan has access
to adequate health care and ensure that no one is turned away

Conservative Florida Democratic Congressman Allen Boyd has become
the fifth Dem no-to-yes vote. saying that these
reforms will improve the overall health of our economy and the
American people.

I'll Vote for Health Care Plan
Rep. Scott Murphy, D-Glens Falls, today declared he would
vote for the administration's $940 billion overhaul of the nation's
health care system, saying it would shift the balance of power
from insurance companies to patients and does a better job of
reining in medical costs.

to Back Healthcare Reform
After days of fence-sitting, U.S. Rep. Suzanne Kosmas of
New Smyrna Beach said Friday that she would support a sweeping
Democratic plan for healthcare reform that has divided the country
even as it aims to bring health insurance to 95 percent of Americans.

Rep. Dina Titus declared Friday morning she will vote for
the landmark health care bill, saying it will bring common
sense to insurance coverage and other components of medical
care on which families and small businesses rely.

Announces He Will Support Health Care Bill
A House Democrat from Ohio who had previously been undecided
on the health care bill before Congress has announced he will
support the measure. Representative Charlie Wilson announced
Friday he will vote yes on the bill in light of an
analysis from the Congressional Budget Office that predicts the
bill would reduce the federal deficit.

Rep. Bart Gordon, a fiscally conservative Democrat from
Tennessee, says the legislation headed for a House vote on Sunday

care and doesn't block anyone with a pre-existing condition;
and lowers the deficit. That's why I am supporting it,
he says.

Rep. Dennis Kucinich (D-Ohio), the outspoken House liberal
