CHAIRMAN CARDIN CALLS FOR FAIR, TRANSPARENT PREPARATIONS FOR MOLDOVAN ELECTIONS

(Washington, D.C.) Senator Ben Cardin (D-MD), Chairman of the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission), made the following Congressional Record statement on the upcoming elections in Moldova:

“Mr. President, with the coming parliamentary elections scheduled for April 5, Moldova is once again at a crucial juncture in its domestic political development. In recent years, Moldova’s cooperation with the United States has deepened, with steady progress through the initial stages of the Millennium Challenge Threshold Program, which promises to bring significant material assistance to Moldova in the near future. Additionally, Moldova has advanced in its quest for greater European integration. To continue to build upon and consolidate these positive developments, it is crucial that the current campaign and voting on April 5 be conducted in a manner consistent with Moldova’s commitment to meeting OSCE election standards.

"Since achieving independence in 1991, Moldova has had a generally positive record in conducting and respecting the results of free elections. However, there have been shortcomings and it is essential that Moldova avoid repeating practices that have drawn criticism in previous contests. Specifically, national and local authorities must make every effort to ensure a level and transparent playing field for all candidates during the campaign and avoid the use of administrative resources to hamper political rivals. It is also important that the authorities make efforts to ensure access to the media for all candidates and representatives of political parties. Finally, law enforcement bodies must safeguard the public’s basic right to freely and publicly assemble to express their views in a peaceable manner.

US-CERT is aware of reports of a vulnerability that affects the
Autonomy KeyView SDK wp6sr.dll library. This library is used by
certain products, including Lotus Notes and Symantec, to support the
handling of Word Perfect documents. By convincing a user to open a
specially crafted Word Perfect document with an application using the
affected Autonomy KeyView SDK library, a remote attacker may be able
to execute arbitrary code.

US-CERT encourages users and administrators to do the following to
help mitigate the risks:

implement the listed fixes or workarounds.

Revenue Ruling 2009-10 provides various prescribed rates for federal income tax purposes including the applicable federal interest rates, the adjusted applicable federal interest rates, the adjusted federal long-term rate, the adjusted federal long-term tax-exempt rate. These rates are determined as prescribed by § 1274.

The rates are published monthly for purposes of sections 42, 382, 412, 1288, 1274, 7520, 7872, and various other sections of the Internal Revenue Code.

Claiming a Deduction for Your Home Office
Taxpayers who use a portion of their home for business purposes may be able to take a home office deduction if they meet certain requirements.
In order to claim a business deduction, you must use part of your home for one of the following two reasons:
Exclusively and regularly as either: your principal place of business, or as a place to meet or deal with patients, clients or customers in the normal course of your business. Where there is a separate structure not attached to your home, the regular and exclusive use does not need to be your principal place of business as long as the use is in connection with your trade or business.
On a regular basis for certain storage use -- such as storing inventory or product samples -- as rental property, or as a home daycare facility.
Generally, the amount you can deduct depends on the percentage of your home that you used for business. Your deduction for certain expenses will be limited if your gross income from your business is less than your total business expenses.
If you use a separate structure not attached to your home for an exclusive and regular part of your business, you can deduct expenses related to it.
There are special rules for qualified daycare providers and for persons storing business inventory or product samples.
If you are self-employed, use Form 8829 to figure your home office deduction and report those deductions on line 30 of Schedule C, Form 1040.
Different rules apply to claiming the home office deduction if you are an employee. For example, the regular and exclusive business use must be for the convenience of your employer.

BEIRUT, LEBANON -- The United States Agency for International Development has completed the cleanup of forty-three locations along a sixty kilometer stretch of the northern seashore from Tabarja to Enfeh. The devastation and subsequent clean-up followed the July 2006 conflict with Israel. Clean-up sites were selected in close coordination with the Lebanese Ministry of Environment. This program was part of a $230 million package provided to Lebanon from the U.S. to support humanitarian, reconstruction and security assistance following the conflict.

The $5.8 million cleanup project employed more than 220 local laborers, many of whom were fisherman who lost their livelihoods and boats, to support the cleanup using local machinery, equipment, caterers, and transporters. More than 100 fishermen’s boats were rapidly cleaned at the Byblos Port Jetty, allowing the fishermen to resume fishing quickly so they could generate income for their families. Following the cleanup, several tourist areas, marinas, hotels and beach resorts were able to resume their normal activities.
USAID’s program implementers collected approximately 1,300 cubic meters of oil-contaminated waste and more than 2,000 cubic meters of oil-contaminated sand from all locations. The Lebanese Ministry of Environment coordinated the removal of the contaminated sand from an interim storage location in Byblos to a designated area in Beirut.

USAID has worked in Lebanon since 1951 and implemented development projects to benefit Lebanese citizens. With funds from the American people, USAID creates jobs, invests in youth and protects the environment. USAID’s work reflects the strong friendship between the Lebanese and American people.
The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for nearly 50 years.

2008 Surface Trade with Canada and Mexico Rose 4.1 Percent from 2007

HUD AND DOT ANNOUNCE INTERAGENCY PARTNERSHIP
TO PROMOTE SUSTAINABLE COMMUNITIES

WASHINGTON - U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Transportation (DOT) Secretary Ray LaHood today announced a new partnership to help American families gain better access to affordable housing, more transportation options, and lower transportation costs. The average working American family spends nearly 60 percent of its budget on housing and transportation costs, making these two areas the largest expenses for American families. Donovan and LaHood want to seek ways to cut these costs by focusing their efforts on creating affordable, sustainable communities.

The Secretaries discussed their plans for sustainable communities today at a U.S. House of Representatives Appropriations Subcommittee on Transportation and Housing hearing titled, "Livable Communities, Transit Oriented Development, and incorporating Green Building Practices into Federal Housing and Transportation." "One of my highest priorities is to help promote more livable communities through sustainable surface transportation programs," said Secretary LaHood.

"This partnership will help expand every American family's choices for affordable housing and transportation," said Secretary Donovan. "HUD's central mission - ensuring that every American has access to decent, affordable housing - can be achieved only in context of the housing, transportation, and energy costs and choices that American families experience each day."

DOT and HUD have created a high-level interagency task force to better coordinate federal transportation and housing investments and identify strategies to give American families:

More choices for affordable housing near employment opportunities;
More transportation options, to lower transportation costs, shorten travel times, and improve the environment; and
Safe, livable, healthy communities.

The HUD/DOT task force will:

Enhance integrated regional housing, transportation, and land use planning and investment. The task force will set a goal to have every major metropolitan area in the country conduct integrated housing, transportation, and land use planning and investment in the next four years. To facilitate integrated planning, HUD and DOT seek, through HUD's proposed Sustainable Communities Initiative which it will administer in consultation with DOT, to make planning grants available to metropolitan areas, and create mechanisms to ensure those plans are carried through to localities. DOT will encourage Metropolitan Planning Organizations (MPOs) to conduct this integrated planning as a part of their next long-range transportation plan update and will provide technical assistance on scenario planning, a tool for assessing future growth alternatives that better coordinate land use, and transportation planning.

This effort will help metropolitan areas set a vision for growth and apply federal transportation, housing and other investments in an integrated approach to support that vision. HUD currently requires states, cities, and counties to prepare a five-year Consolidated Plan estimating housing status and needs. Concurrently, DOT requires States and metropolitan areas to develop Long Range Transportation Plans and four-year Transportation Improvement Programs. Coordinating these federally mandated planning efforts, including planning cycles, processes and geographic coverage, will make more effective use of Federal housing and transportation dollars.

Redefine affordability and make it transparent. The task force will develop Federal housing affordability measures that include housing, and transportation costs and other costs that affect location choices. Although transportation costs now approach or exceed housing costs for many working families, Federal definitions of housing affordability don't recognize the strain of soaring transportation costs on homeowners and renters who live in areas isolated from work opportunities and transportation choices. The task force will redefine affordability to reflect those interdependent costs. The task force will also continue to ensure that the costs of living in certain geographic areas are transparent- using an online tool that calculates the combined housing and transportation costs families face when choosing a new home.

Develop livability measures. The task force will research, evaluate and recommend measures that indicate the livability of communities, neighborhoods and metropolitan areas. These measures could be adopted in subsequent integrated planning efforts to benchmark existing conditions and identify progress toward achieving community visions. The task force will develop incentives to encourage communities to implement, use and publicize the measures.

Harmonize HUD and DOT programs. HUD and DOT will work together to identify opportunities to better coordinate their programs and encourage location efficiency in housing and transportation choices. HUD and DOT will also share information and review processes to facilitate better-informed decisions and coordinate investments.

Undertake joint research, data collection and outreach. HUD and DOT will engage in joint research, data collection, and outreach efforts with stakeholders, to develop information platforms and analytic tools to track housing and transportation options and expenditures, establish standardized and efficient performance measures, and identify best practices. An interagency working group, led by DOT, is currently developing performance metrics, research and data needs to support an integrated regional planning framework. The working group was established in June 2008 to identify opportunities to better align federal programs and resources to reduce traffic congestion, increase transportation mobility, improve air quality and realize other related environmental benefits.

First-Time Homebuyers Have Several Options to Maximize New Tax Credit

WASHINGTON — As part of the Treasury Department’s consumer outreach effort and with the April 15 individual tax filing deadline approaching, the Internal Revenue Service today began a concerted effort to educate taxpayers about additional options at their disposal to claim the new $8,000 first-time homebuyer credit for 2009 home purchases. For people who recently purchased a home or are considering buying in the next few months, there are several different ways that they can get this tax credit even if they’ve already filed their tax return.

The Treasury Department encourages taxpayers to explore these options to maximize their credit and get their money back as fast as possible.
“The new credit can get money in the pockets of first-time homebuyers quickly,” said IRS Commissioner Doug Shulman. “For people who recently purchased a home or are considering buying in the next few months, there are several different ways that they can get this tax credit even if they’ve already filed their tax return.”
First-time homebuyers represent a significant portion of existing single-family home sales. The expansion in the first-time homebuyer credit will make it easier for first-time homebuyers to enter the housing market this year.

Under the American Recovery and Reinvestment Act of 2009, qualifying taxpayers who purchase a home before Dec. 1 receive up to $8,000, or $4,000 for married individuals filing separately. People can claim the credit either on their 2008 tax returns due April 15 or on their 2009 tax returns next year.

The filing options to consider are:
File an extension — Taxpayers who haven’t yet filed their 2008 returns but are buying a home soon can request a six-month extension to October 15. This step would be faster than waiting until next year to claim it on the 2009 tax return. Even with an extension, taxpayers could still file electronically, receiving their refund in as few as 10 days with direct deposit.

File now, amend later — Taxpayers due a sizable refund for their 2008 tax return but who also are considering buying a house in the next few months can file their return now and claim the credit later. Taxpayers would file their 2008 tax forms as usual, then follow up with an amended return later this year to claim the homebuyer credit.

Amend the 2008 tax return — Taxpayers buying a home in the near future who have already filed their 2008 tax return can consider filing an amended tax return. The amended tax return will allow them to claim the homebuyer credit on the 2008 return without waiting until next year to claim it on the 2009 return.
Claim the credit in 2009 rather than 2008 — For some taxpayers, it may make more financial sense to wait and claim the homebuyer credit next year when they file the 2009 tax return rather than claiming it now on the 2008 tax return. This could benefit taxpayers who might qualify for a higher credit on the 2009 tax return. This could include people who have less income in 2009 than 2008 because of factors such as a job loss or drop in investment income.

The IRS reminds taxpayers the amount of the credit begins to phase out for taxpayers whose modified adjusted gross income is more than $75,000, or $150,000 for joint filers. Taxpayers can claim 10 percent of the purchase price up to $8,000, or $4,000 for married individuals filing separately.

Special assignments considered for Airmen in time of need

RANDOLPH AIR FORCE BASE, Texas – Being the parent of a teenager with a bipolar disorder, said one Randolph AFB Airman, is often a difficult and emotional journey.

“Like any parent of a child with special needs, there's always a concern that the next location will not have the medical or psychiatric facilities to care for my son,” she said. “However, because of the Air Force's 'whole family concept,' that is no longer a worry of mine.”

This Airman, and thousands of other active-duty Air Force members like her, has found peace of mind through the Air Force Exceptional Family Member Program, which allows Airmen to proceed to assignment locations where suitable medical, educational, or other resources are available to treat special needs family members.

These special needs include physiological, psychological, medical or educational conditions that require treatment.

The EFMP is limited to the Airman’s spouse, child, or other person actually residing in the Airman’s household who is dependent on the Airman for more than half of his or her financial support and who meets Department of Defense enrollment criteria.

“These problems are usually permanent or long-term where the family may need continued assistance,” said Lori Surgnier, chief of the Humanitarian and EFMP Assignments Section at the Air Force Personnel Center here.

Ms. Surgnier said that it is important for Airmen to first work with their special needs coordinators at their base medical treatment facilities, so they can obtain the necessary assignment limitation code, “Q,” which identifies them as having a family member with special needs.

“If their next assignment doesn’t have the necessary medical or educational resources available, those Airmen should apply for EFMP consideration,” she said. “Our case workers then step in and work with their assignments officers or NCOs to ensure those Airmen are diverted to other locations that can care for their special needs family members. In some cases, if Air Force manning allows, members can stay at their present locations.”

In addition to the EFMP, Ms. Surgnier's section also oversees the Air Force's humanitarian assignments program.

“The humanitarian program is distinct from the EFMP in that it is designed to assist Airmen in resolving severe short-term problems that emergency leave alone cannot resolve,” she said.

The qualifying factors for humanitarian reassignments or deferments (when the member stays at the base) are varied and can include a terminal illness of a family member when death is imminent or the recent death of an Airman’s spouse or child. Other examples include, but are not limited to, the sexual abuse of the member, member's spouse or child, or a serious financial setback such as the loss of one's residence through fire or natural disaster.

In all cases, the Airman’s presence must be essential to alleviating the problem, and it must be resolved in a reasonable period of time (normally 12 months).

Also, for a humanitarian reassignment, there must be a valid and vacant Air Force authorization at the gaining location. For example, the Air Force would not be able to reassign a mechanic to a base that does not have such positions for those mechanics.

Airmen must submit their humanitarian or EFMP applications via the virtual Military Personnel Flight, which includes detailed application instructions. For eligibility criteria and additional information regarding humanitarian and EFMP programs, Airmen should review Air Force Instruction 36-2110, Assignments, Attachment 24 (humanitarian) and Attachment 25 (EFMP).

“Unfortunately, many applications are returned because of incomplete information or insufficient documentation. It’s important that Airmen review all the information available, so their applications can be processed quickly and properly,” said Ms. Surgnier.

“The spirit and intent of both of these programs is to help our Airmen on the home front, so they can stay focused on the mission,” she said. “Airmen and their families will always be our top concern.”
