Allergan Pharmaceuticals Waco Plant Earns EPA’s Energy Star

(Dallas, Texas – March 18, 2009) The Environmental Protection Agency (EPA) has recognized the Allergan Pharmaceuticals, Waco, Texas, plant as one of the first four pharmaceutical plants to be awarded the EPA’s Energy Star using the newly developed Pharmaceutical Energy Performance Indicator (EPI). Compared to similar pharmaceutical plants across the country, Allergan’s Waco plant uses nearly 35 percent less energy during its manufacturing process.

Allergan maintains a comprehensive energy management program and has applied good energy conservation practices promoted by Energy Star, including goal setting, monitoring and measuring consumption of energy, project development, energy benchmarking and tracking.

The pharmaceutical sector spends more than $800 million on energy annually. EPA worked in partnership with pharmaceutical companies across the United States to develop the Energy Performance Indicator, which is available to all pharmaceutical companies and enables companies to benchmark their energy performance against others in the industry.

The three other plants are AstraZeneca’s Westborough, Massachusetts, plant; AstraZeneca’s Newark, Delaware, plant; and Schering-Plough’s Cleveland, Tennessee, facility.

National 4-H Headquarters and U.S. Fish and Wildlife Service Award

National 4-H Headquarters and the U.S. Fish and Wildlife Service jointly
presented the 2009 Connecting Youth with Nature through Natural Resources
Conservation Education Award to the 4-H Great Lakes and Natural Resources
Camp at Michigan State University Extension. The award was given today at
the 74th North American Wildlife and Natural Resources Conference in
Arlington, Virginia.

This 4-H Program of Distinction is a statewide teen leadership and
environmental stewardship program offering pre-college instruction in
coastal ecology, fisheries management, limnology, wildlife, forestry, and
wetlands. Experiential learning also takes place through nature
resource-based recreation and research-oriented field trips. Evaluation
results demonstrate increases in natural resources ecological knowledge,
positive changes in peer associations that support youths’ interest in
nature, positive post-camp resource stewardship intentions, and impacts on
critical reflection regarding fisheries and wildlife-related careers.

“The Fish and Wildlife Service is proud to recognize the efforts of
outstanding community members through the 2009 Connecting Youth with Nature
through Natural Resources Conservation Education Award,” said Rowan Gould,
Acting Fish and Wildlife Service Director.

“The 4-H Great Lakes and Natural Resources Camp combines quality youth
development opportunities with hands-on natural resources and conservation
learning experiences,” said Colien Hefferan, administrator of USDA’s
Cooperative State Research, Education, and Extension Service (CSREES).
CSREES is the parent organization to National 4-H Headquarters. “The camps
enliven youths’ interest in nature and stewardship, while generating
interest in careers in wildlife and natural resources.”

The award program was initiated in 1980 to recognize 4-H volunteer leaders
from across the country who assist youth in learning about wildlife and
fisheries conservation and management. This is the second year for
recognizing a Program of Distinction. The award program is also supported
by the Wildlife Management Institute, the Association of Fish and Wildlife
Agencies and the Boone and Crockett Club.

National 4-H Headquarters seeks to promote positive youth development,
facilitate learning and engage youth in the work of the land-grant
universities and U.S. Department of Agriculture to enhance their quality of
life. Nearly 6 million youth, ages 5-19, participate in 4-H youth

Hoyer Statement on the GIVE Act

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) spoke on the House Floor today in support of the Generations Invigorating Volunteerism and Education (GIVE) Act. Below are his remarks as prepared for delivery:

“What has angered so many people about this recession is the perception that its causes are not simply material, but moral. Ask most Americans what got us to this point, and I doubt the first words they’ll reach for will be ‘credit default swaps,’ or ‘troubled assets,’ or ‘overleveraging.’ They’ll turn to older ideas: greed; recklessness; self-dealing. And it follows that our recovery will not be whole if it only encompasses renewed balance sheets or consumer demand—what is also required is a renewed public spirit.

“Government cannot create that spirit; we’d be fools to think it could. But it can recognize it, nourish it, coordinate it, and give it productive outlets. That is exactly what this bill does. We are blessed with a young generation remarkably committed to public service—and this bill gives them the outlets and the opportunities to contribute to our recovery.

“Among its most important provisions, this bill triples the number of AmeriCorps volunteers to a quarter-million; strengthens the bond between service and education by helping volunteers pay for college; focuses volunteers’ efforts on our most pressing needs, including rebuilding our infrastructure and retooling our economy for clean energy; and expands opportunities for volunteers of all ages, from middle schoolers to Baby Boomers. In all, this bill represents the greatest expansion in national service since the days of John F. Kennedy.

“These new ranks of volunteers will be making tangible contributions that benefit all of us. According to House testimony from Time magazine’s managing editor, Richard Stengel: ‘61 million Americans volunteered in their communities in 2007, giving more than 8 billion hours of service worth more than $158 billion to America's communities….A cost-benefit analysis of AmeriCorps programs has concluded that every $1 in investment results in $1.50 to $3.90 of direct measurable benefits to the community: children tutored, playgrounds built, homeless people fed.’

“Those are the material rewards of this bill—but I think we all know that the rewards we can’t measure are far greater. They are the virtues of community and self-sacrifice, of responsibility and teamwork. And our recovery will be incomplete until those virtues have been recovered.”

Democrats Cautioned GOP Not to Squander Surplus – As Usual They Said "No"

After eight years, Republicans’ irresponsible spending turned a record surplus into huge deficits and debt, and left our nation with record deficits for years to come. As President Bush took office, Democrats cautioned that we shouldn’t spend the entire surplus left by the Clinton Administration because some should be set aside in case of unanticipated circumstances. Instead, the Republican Congress and Bush Administration ignored those warnings, squandered the surplus, and created record deficits and debt that make confronting the recession far more difficult.

Verifying records, personal information vital to career progression

RANDOLPH AIR FORCE BASE, Texas – Successful career progression for Airmen requires hard work, planning and dedication, but even more importantly, an accurate personnel record.

Of all the actions Airmen can take to affect their chances for promotion and professional development, the most important is ensuring their personal information is correct. Missing or inaccurate information, such as enlisted or officer performance reports, decorations, awards and citations, can affect promotion scores and developmental team vectors for senior airmen through general officers.

Fortunately, the Air Force makes it easy for anyone to check and correct their records online through the virtual Military Personnel Flight, or with a single call to the Total Force Service Center at 1-800-525-0102.

“Every Airmen should make it a priority to review his or her record on a routine basis and prior to any board where the record may be reviewed,” said Maj. Gen. K.C. McClain, Air Force Personnel Center commander.

As a helpful reminder, Airmen receive e-mail notifications around their birthday each year, advising them to review their electronic personnel records maintained within the Military Personnel Data System.

“Be proactive and take control over your career progression by reviewing your personnel records regularly,” General McClain emphasized.

To complete a records review, log in to vMPF, read through all records, and print a hard copy for personal safekeeping. If errors are discovered, Airmen can often make needed changes to the record in vMPF, where update links are provided. For errors not correctable on-line, the Total Force Service Center is available 24 hours a day, 7 days a week, to assist Airmen in correcting their information.

The electronic version of a member’s record is printed and maintained at the Selection Board Secretariat at the Air Force Personnel Center. Categorized as either the Officer Selection Record or SNCO Selection Record, records are kept for the purpose of meeting promotion and evaluation boards.

“While the Selection Board Secretariat will do its best to ensure your records are complete and accurate, your personal involvement and due diligence are the key to getting corrections made to a record prior to a promotion or evaluation board,” said Lt. Col. Robin McKinley, the Selection Board Secretariat operations chief.

“We also recommend officers and Senior NCOs, as a minimum, request a copy of their selection record prior to their promotion or evaluation board to ensure all necessary documents are filed and all information is correct,” Colonel McKinley added.

Requesting a copy of your record can be done several ways. Air Force Instruction 36-3003 allows a member to request a permissive TDY to view the hard copy of their record. If unable to go permissive TDY, you may call DSN 665-2371 for a records review via phone. If you would like to obtain a copy of your record, you may fax a signed request, which must include your name, social security number and signature, to DSN 665-2421. You may also request an e-copy by sending a digitally signed e-mail request to records.review@randolph.af.mil.

Educational Craft Kits Recalled by FloraCraft Due to Violation of Lead Paint Standard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Name of product: Solar System Kits and DNA Kits

Units: About 930,000

Manufacturer: FloraCraft Corp., of Ludington, Mich.

Hazard: The surface coating on the educational kit's wires can contain excessive levels of lead, violating the federal lead paint standard.

Incidents/Injuries: None reported.

Description: This recall involves the "Solar System" and the "DNA" children's educational craft kits sold under the FloraCraft and HYGLOSS brand names. The kits contain green coated wires that measure 14 ½ inches long and Styrofoam shapes. The following model numbers are included in this recall. The model number is located on the kit's packaging.

DNA Kit DNA2003, 59903, DNA2003P

CPSC Warns that 9 Out of 10 Unintentional Child Poisonings Occur in the Home

WASHINGTON, D.C. - Each year, unintentional poisonings from consumer products commonly found in the home kill about 30 children and prompt more than 2 million calls to the nation's poison control centers. More than 90% of these calls involve poisonings in the home. On average, each year an estimated 80,000 children are treated in hospital emergency departments for unintentional poisonings.

This year's 48th observance of National Poison Prevention Week, which is March 15-21, aims to help prevent those childhood poisonings. As one of the longest running public health campaigns, National Poison Prevention Week has contributed to the more than 80% reduction in the number of deaths related to poisonings (down from 216 in 1972). While there has been a significant decrease in deaths, studies show that unintentional child poisonings still remain a serious concern.

Children younger than age 5 account for the majority of the non-fatal poisonings. A recent review conducted by U.S. Consumer Product Safety Commission staff found that 70% of poisonings involve children 1 to 2 years of age. Oral prescription drugs, non prescription drugs and supplements were involved in more than half of the incidents.

"Awareness and action are the keys to preventing unintentional poisonings," said CPSC Acting Chairman Nancy Nord. "Children act fast. So do poisons. That's why we urge parents, grandparents and caregivers to have layers of poison prevention protection in the home."

CPSC recommends that parents and caregivers immediately take these three steps. First, keep medicines and household chemicals in their original, child-resistant containers. Second, store the potentially hazardous substances up and out of a child's sight and reach. And lastly, keep the National toll-free poison control center telephone number, 800-222-1222, handy in case of a poison emergency.

Additional poison prevention tips to check during National Poison Prevention Week:

When hazardous products are in use, never let young children out of your sight, even if you must take them along when answering the phone or doorbell.

Keep items closed and in their original containers.

Leave the original labels on all products, and read the label before using.

Always leave the light on when giving or taking medicine so that you can see what you are taking. Check the dosage every time.

Avoid taking medicine in front of children. Refer to medicine as "medicine," not "candy."

Clean out the medicine cabinet periodically and safely dispose of unneeded and outdated medicines.

Do not put decorative lamps and candles that contain lamp oil where children can reach them. Lamp oil can be very toxic if ingested by young children.

ISTANBUL, TURKEY - MARCH 18, 2009 - The U.S. Agency for International Development (USAID) and Rotary International (RI) are teaming-up to save lives by bringing clean drinking water and basic sanitation to communities in the developing world. The partnership was announced today at the World Water Forum in Istanbul, Turkey, in celebration of the March 22nd observance of World Water Day.
The public-private alliance will leverage the resources of both organizations to implement sustainable, long-term water supply, sanitation, and hygiene projects in three countries: Dominican Republic, Ghana, and the Philippines. Other countries will follow based on the success of these pilot experiences. Alliance activities in each country will be funded jointly by USAID and Rotary International, with an expected minimum of $2 million per country in the initial phase.

USAID Acting Administrator Alonzo Fulgham noted, "The service ethic and commitment of Rotary clubs in these countries will be complemented by USAID's development expertise and technical leadership. This partnership will yield a significant, sustainable increase in water supply and sanitation coverage for the planet's poorest and most vulnerable populations."

Former Rotary International President William B. Boyd, chair of the collaboration's steering committee, added "We intend this joint effort to be a model for future alliances with other strategic partners and in this way to enhance our contribution to world understanding, goodwill, and peace."
Worldwide, more than one billion people lack access to reliable sources of safe water, and twice that many lack access to sanitary human waste disposal systems, creating an environment that allows the disease-poverty cycle to thrive. Each year, more than 1.8 million people --most of them children -- die of diarrhea alone. Economic development also suffers as women and girls forgo education and occupations to spend hours a day fetching water for their families.

Rotary, a global humanitarian service organization and USAID see the collaboration as an effective, resource-efficient way to contribute to the United Nations Millennium Development Goals, which call for a 50 percent reduction in the proportion of the world's population without access to safe water and basic sanitation by 2015.

USAID Partnership to Prevent HIV among Vulnerable Russian Youth

WASHINGTON, D.C. - A public-private partnership to prevent the spread of HIV and increase access to HIV treatment and care among street children and other vulnerable youth in St. Petersburg, Russia was announced by the United States Agency for International Development (USAID), HealthRight International and Johnson & Johnson at the signing of a Memorandum of Cooperation today.
Estimates indicate that there are up to 10,000 street children and youth in St. Petersburg, many of whom struggle with substance abuse and other risky behaviors. Studies demonstrate extremely high rates of HIV transmission (37.4%) among this group, who have limited access to clinical treatment and care.
With support from USAID's Russia program and Johnson & Johnson, HealthRight International (formerly Doctors of the World-USA) together with its local partner, Doctors to Children, will reach 500 vulnerable youth with effective HIV prevention messages and a broad continuum of services, including mobile voluntary testing for HIV and referrals to treatment and care. The project will also develop a cadre of social workers trained in HIV prevention among street youth and disseminate a package of HIV prevention best practices to government institutions and non-governmental organizations (NGOs) across St. Petersburg.

"This initiative builds on a previous collaboration that has demonstrated the impact we can achieve when we combine our resources and capabilities. I also want to thank the government in St. Petersburg for their support for this effort, both in the past and going forward, which is so important for the project's success."

"Partnerships such as this-engaging the local community, NGOs, private support, and public support from both the Russian and U.S. governments-is exactly the formula we need to ensure that children and youth in crisis not only get assistance today, but have a real chance at a future," said HealthRight executive director Tom Dougherty. "These projects take time and investment, but the pay off is well worth it."

Building on the Success of Past Collaboration
Since 2004, USAID has supported HealthRight International and its Russian partner, Doctors to Children, to develop a model community reintegration program for street youth. Johnson & Johnson began supporting the initiative in 2005, along with the St. Petersburg City Administration and other partners. In 2005 and 2006, the project established the first municipal drop-in center for street children and youth and an overnight shelter for HIV-positive clients in the Fruzensky District of St. Petersburg. The shelter provides medical and psychological assistance, referrals to social and health care, and access to anti-retroviral treatment at the St. Petersburg AIDS Center.

The Federal Deposit Insurance Corporation (FDIC) today issued support for the work of the Basel Committee on Banking and Supervision and the International Association of Deposit Insurers (IADI) on issuing the Core Principles for Effective Deposit Insurance Systems for public consultation. These principles are a result of the Financial Stability Forum's call for authorities to agree on an international set of principles for effective deposit insurance systems. The core principles address a range of issues including deposit insurance coverage, funding and prompt reimbursement. They also address issues related to public awareness, resolution of failed institutions and cooperation with other safety net participants including central banks and supervisors. Martin Gruenberg, Vice Chairman of the FDIC, is the Chairman of IADI and a member of the Basel Committee.
Vice Chairman Gruenberg said, "The core principles are the product of a cooperative effort between the Basel Committee and IADI to respond to one of the lessons of the financial crisis, the need for effective systems of deposit insurance to help maintain public confidence. I am pleased to be able to lend the experience and knowledge of the FDIC to this important international effort."

Notice 2009-22 provides interim rules regarding asset valuation methods that are permitted to be used by single employer defined benefit pension plans for minimum funding purposes pursuant to changes made by the Worker, Retiree, and Employer Recovery Act of 2008, Public Law 110-458 (WRERA). This notice also provides automatic approval for a change in asset valuation method for plan years beginning during 2009 to adopt any permissible asset valuation method.

Revenue Procedure 2009-19 provides guidance under § 1211 of the American Recovery and Reinvestment Tax Act of 2009, that allows a taxpayer that is an eligible small business (ESB) to elect a 3, 4, or 5-year net operating loss (NOL) carryback for a taxable year ending after 2007, instead of the normal 2-year carryback. The revenue procedure tells taxpayers the time and manner for making the election if the taxpayer has not filed a return or has filed a return and either claimed the normal carryback or waived the carryback. The revenue procedure also provides guidance on how a taxpayer makes the election if the taxpayer is a partner of an ESB that is a partnership, a shareholder of an ESB that is an S corporation, or a sole proprietor.
Revenue Procedure 2009-19 will be in IRB 2009-14, dated April 6, 2009.

Waledac Trojan Horse Spam Campaign Circulating

US-CERT is aware of public reports of malicious code circulating via
spam email messages related to bogus terror attacks in the recipient's
local area. These messages use subject lines implying that a fatal
bomb attack has occurred near the recipient and contain a link to
"breaking news." Users who click on the link will be taken to a site
posing as a Reuters news article that contains a bogus news story
about the fatal bomb attack. The systems serving the bogus news story
check a visiting user's IP address to obtain a geographical location
to insert a nearby placename into the bogus article. The articles also
contain links to video content, claiming that the latest Flash Player
is required to view the video. If users attempt to update or install
the Flash Player from the link provided in the article, their systems
may become infected with malicious code.

US-CERT encourages users and administrators to take the following
preventative measures to help mitigate the security risks:
* Install antivirus software, and keep the virus signatures up to
date.
* Do not follow unsolicited links and do not open unsolicited email
messages.
* Use caution when visiting untrusted websites.
* Use caution when downloading and installing applications.
* Obtain software applications and updates directly from the
vendor's website.
* Refer to the Recognizing and Avoiding Email Scams (pdf) document
for more information on avoiding email scams.
* Refer to the Avoiding Social Engineering and Phishing Attacks
document for more information on social engineering attacks.

FDIC Extends the Debt Guarantee Component of Its Temporary Liquidity Guarantee Program

The Board of Directors of the Federal Deposit Insurance Corporation (FDIC) today voted to extend the debt guarantee portion of the Temporary Liquidity Guarantee Program (TLGP) from June 30, 2009 through October 31, 2009, and to impose a surcharge on debt issued with a maturity of one-year or more beginning in the second quarter to gradually phase-out the program.
"The TLGP has been effective in improving short-term and intermediate-term funding for banking organizations, but liquidity in the financial markets has not returned to pre-crisis levels," said FDIC Chairman Sheila C. Bair. "The extension will reduce the potential for market disruption when the TLGP ends and should provide a gradual phase-out period as institutions return to reliance on the private, non-guaranteed debt markets."

With the extension, all insured depository institutions and those additional participants, such as holding companies, that have actively participated in the debt guarantee portion of the TLGP (by issuing guaranteed debt before April 1, 2009) may continue to issue guaranteed debt through October 31, 2009, without application. The guarantee on debt issued before April 1, 2009, will expire no later than June 30, 2012. The guarantee on debt issued on or after April 1, 2009, will expire no later than December 31, 2012.
Participants that are not insured depository institutions and that have not issued FDIC-guaranteed debt before April 1, 2009 must apply by June 30, 2009, if they wish to issue guaranteed debt after that date. If the application is approved, the guarantee on debt issued on or after April 1, 2009, will expire no later than December 31, 2012.

The Board of Directors also voted to impose surcharges on guaranteed debt that has a maturity of one year or more and is issued on or after April 1, 2009. For guaranteed debt that is issued by June 30, 2009, and matures by June 30, 2012, the surcharge will be 10 basis points (on an annualized basis) for an insured depository institution and 20 basis points (on an annualized basis) for all others. For all other guaranteed debt that utilizes the extension (either through a maturity after June 30, 2012, or through issuance after June 30, 2009), the surcharge will be 25 basis points (annualized) for an insured depository institution and 50 basis points (annualized) for all others.

Surcharges will be will be in addition to current fees for guaranteed debt and deposited into the Deposit Insurance Fund (DIF) instead of being set aside to cover potential TLG program losses.
"The surcharges recognize that a relatively small portion of the industry is actively using the debt guarantee, but all insured depository institutions ultimately bear the risks associated with this program," noted Chairman Bair. "Putting the surcharges in the DIF will bolster the reserves that support our regular insurance program. Surcharge revenues collected in the second quarter, combined with Congressional action to increase our borrowing authority, should enable the FDIC to meaningfully reduce the 20 basis point special assessment proposed by the board on February 27th." noted Chairman Bair.

The TLGP, which the FDIC created in October 2008, is part of a coordinated effort by the FDIC, the U.S. Department of the Treasury, and the Federal Reserve to remedy unprecedented disruptions in credit markets and the resultant inability of financial institutions to fund themselves and make loans to creditworthy borrowers.
