WASHINGTON (AFRNS) -- The Department of Defense announced March
10 that additional campaign stars are authorized for wear on
the Iraq Campaign Medal.
The campaign stars recognize a servicemember's participation
in DoD-designated campaigns in Iraq.
Airmen who have qualified for the ICM may display a bronze campaign
star on their medal for each designated campaign phase in which
they participated. The stars will be worn on the suspension and
campaign ribbon of the campaign medal. One bronze service star
shall be worn for each campaign served. A silver service star
will be worn instead of five bronze stars.
The additional campaign phases and associated dates established
for the ICM are:
-- Iraqi Surge, Jan. 10, 2007 to Dec. 31, 2008.
-- Iraqi Sovereignty, Jan. 1, 2009 through a date to be determined.
Four other phases, previously identified, include:
-- Liberation of Iraq, March 19, 2003 to May 1, 2003.
-- Transition of Iraq, May 2, 2003 to June 28, 2004.
-- Iraqi Governance, June 29, 2004 to Dec. 15, 2005.

Securing Wireless Networks
Wireless networks are becoming increasingly
popular, but they introduce
additional security risks. If you have a wireless network, make
sure to take
appropriate precautions to protect your information.
How do wireless networks work?
As the name suggests, wireless networks,
sometimes called WiFi, allow you to
connect to the internet without relying on wires. If your home,
office,
airport, or even local coffee shop has a wireless connection,
you can access
the network from anywhere that is within that wireless area.
Wireless networks rely on radio waves rather
than wires to connect computers
to the internet. A transmitter, known as a wireless access point
or gateway,
is wired into an internet connection. This provides a "hotspot"
that
transmits the connectivity over radio waves. Hotspots have identifying
information, including an item called an SSID (service set identifier),
that
allow computers to locate them. Computers that have a wireless
card and have
permission to access the wireless frequency can take advantage
of the
network connection. Some computers may automatically identify
open wireless
networks in a given area, while others may require that you locate
and
manually enter information such as the SSID.
What security threats are associated with
wireless networks?
Because wireless networks do not require
a wire between a computer and the
internet connection, it is possible for attackers who are within
range to
hijack or intercept an unprotected connection. A practice known
as
wardriving involves individuals equipped with a computer, a wireless
card,
and a GPS device driving through areas in search of wireless
networks and
identifying the specific coordinates of a network location. This
information
is then usually posted online. Some individuals who participate
in or take
advantage of wardriving have malicious intent and could use this
information
to hijack your home wireless network or intercept the connection
between
your computer and a particular hotspot.
What can you do to minimize the risks to
your wireless network?
* Change default passwords - Most network
devices, including wireless
access points, are pre-configured with default administrator
passwords
to simplify setup. These default passwords are easily found online,
so
they don't provide any protection. Changing default passwords
makes it
harder for attackers to take control of the device (see Choosing
and
Protecting Passwords for more information).
* Restrict access - Only allow authorized users to access your
network.
Each piece of hardware connected to a network has a MAC (media
access
control) address. You can restrict or allow access to your network
by
filtering MAC addresses. Consult your user documentation to get
specific
information about enabling these features. There are also several
technologies available that require wireless users to authenticate
before accessing the network.
* Encrypt the data on your network - WEP (Wired Equivalent Privacy)
and
WPA (Wi-Fi Protected Access) both encrypt information on wireless
devices. However, WEP has a number of security issues that make
it less
effective than WPA, so you should specifically look for gear
that
supports encryption via WPA. Encrypting the data would prevent
anyone
who might be able to access your network from viewing your data
(see
Understanding Encryption for more information).
* Protect your SSID - To avoid outsiders easily accessing your
network,
avoid publicizing your SSID. Consult your user documentation
to see if
you can change the default SSID to make it more difficult to
guess.
* Install a firewall - While it is a good security practice to
install a
firewall on your network, you should also install a firewall
directly on
your wireless devices (a host-based firewall). Attackers who
can
directly tap into your wireless network may be able to circumvent
your
network firewalla host-based firewall will add a layer
of protection to
the data on your computer (see Understanding Firewalls for more
information).
* Maintain anti-virus software - You can reduce the damage attackers
may
be able to inflict on your network and wireless computer by installing
anti-virus software and keeping your virus definitions up to
date (see
Understanding Anti-Virus Software for more information). Many
of these
programs also have additional features that may protect against
or
detect spyware and Trojan horses (see Recognizing and Avoiding
Spyware
and Why is Cyber Security a Problem? for more information).

Steve Barron.

coming from Scranton, through the Lehigh Valley and through Norristown
area. Please let me know right away if you are interested at
president@payd.org. We are not sure on this yet because we do
not know the level of interest.
2) We could use some volunteers to work

work the event.
3) Do we have anyone with a photography
background? We could use help with pictures of the event.
4) Bring as many folks as you can and it
is never to late to get more sponsors, so feel free to reach

We have not had a significant fundraiser
in five (5) years and we have a crucially important election

of 2008 requires U.S. Immigration and Customs Enforcement (ICE)
to collect information regarding felony convictions from individuals
who own, control, or operate a business concern seeking to provide

Service. Concurrent with this Privacy Impact Assessment (PIA),
the Department of Homeland Security (DHS) has published a final
rule implementing this requirement and providing guidelines under
which the award of guard services contracts may be prohibited

Opens Target America Exhibit
The Drug Enforcement Administrations traveling museum exhibit,
Target America: Opening Eyes to the Damage Drugs Cause, arrived
in the Big Easy at the request of Lieutenant Governor Mitch Landrieu.
Installed at the Louisiana State Museums Old U.S. Mint
Building, the 10,000-square-foot exhibit opened on March 3 and
runs through November 24. Target America explores the science
behind illegal drug addiction and the myriad costs of illegal
drugsto individuals, American society, and the world.
The exhibit provides an important look at how each visitor can
work to break the cycle of drug abuse and drug-related violence.
It also gives a look at the shadowy world of narco-terrorism
and the connections between terrorists and drug traffickers.
Despite the fact that the vast majority of Americans are not
drug users, the costs to society estimated at more than
$180 billion a year are paid by the public in many ways,
including the cost of lost productivity of users at work, their
health care, criminal justice costs, and child welfare costs.

Six
Members of the Rodriguez-Orejuela Family Indicted
A two-count indictment charged defendants Jaime Rodriguez-Mondragon,
Humberto Rodriguez-Mondragon, Maria Alexandra Rodriguez-Mondragon,
Amparo Rodriguez-Orejuela, a/k/a Amparo Rodriguez de Gil,
Angela Maria Gil-Rodriguez, and Ana Maria Gil-Rodriguez with
conspiring to impede the lawful functions of the U.S. Department
of Treasury and the Department of Justice regarding their investigation
into assets owned or controlled by defendants Miguel and Gilberto
Rodriguez-Orejuela.
This indictment is a result of Operation Cornerstone, which targeted
the infamous Cali Cartel. At its peak in the 1980's and 1990's,
the Cali Cartel was responsible for distribution of a majority
of the worlds supply of cocaine. As a result of Operation
Cornerstone, the leaders of the Cali Cartel, Gilberto and Miguel
Rodriguez-Orejuela, were indicted and convicted in the Southern
District of Florida.

The U.S. Bureau of Economic Analysis
(BEA) has issued the following news release today:
BEA has posted corrections related to a formatting problem in
Exhibit 2a. U.S. General Imports of Goods by States, State
of Destination, by NAICS-Based Product Code Groupings, Not Seasonally
adjusted: January 2010 and Cumulative to Date 2010 of the
FT-900 Supplement to the March 11 joint BEA-U.S. Census Bureau
release, U.S. International Trade in Goods and Services:
January 2010. The corrections affected statistics in the
block of rows from Indiana to the U.S. Virgin Islands. Data in
the correct format were posted on the Census Web site at 8:30
am on the day of the release, but BEA did not receive the corrected
exhibit until after the release was posted on the BEA site.

FDIC Board Approves An Extension Regarding
the Safe Harbor Protection for Securitizations

The Board of Directors of the Federal Deposit
Insurance Corporation (FDIC) today approved by notational vote
an extension through September 30, 2010 of the Safe Harbor Protection
for Treatment by the FDIC as Conservator or Receiver of Financial
Assets Transferred by an Insured Depository Institution in Connection
With a Securitization or Participation. Under this safe harbor,
all securitizations or participations in process through September
30, 2010 are permanently grandfathered under the existing terms
of 12 C.F.R. Part 360.6.
When a safe harbor was initially adopted
in 2000 for securitizations and participations, the FDIC provided
important protections for securitizations and participations
by confirming that in the event of a bank failure, the FDIC would
not try to reclaim loans transferred into such transactions so
long as an accounting sale had occurred. However, on June 12,
2009, the Financial Accounting Standards Board ("FASB")
finalized modifications to the accounting treatment for such
transactions through Statement of Financial Accounting Standards
No. 166, Accounting for Transfers of Financial Assets, an Amendment
of FASB Statement No. 140 ("FAS 166") and Statement
of Financial Accounting Standards No. 167, Amendments to FASB
Interpretation No. 46(R) ("FAS 167"). Following the
November 15, 2009 effective date of these changes, most securitizations
no longer meet the off-balance sheet standards for sale accounting
treatment and, as a result, no longer comply with the preconditions
for the application of the original FDIC safe harbor..
On November 12, 2009, the FDIC Board approved
a transitional safe harbor that permanently grandfathered securitizations
or participations in process through March 31, 2010 that would
have previously qualified for the 360.6 safe harbor, but for
the changes to accounting standards. On December 15, 2009, the
FDIC Board approved an Advanced Notice of Proposed Rulemaking
(ANPR) to seek stakeholder feedback on questions and sample regulatory
text regarding the treatment of securitizations and participations
issued after March 31, 2010.
The FDIC Board's approval of an extension
of that safe harbor will provide a transitional period for adoption
and implementation of final standards for a safe harbor for securitizations
initiated after September 30th.
FDIC Chairman Bair said, "Today's action will provide continued
protection for securitizations under the existing safe harbor
to allow the Board to consider and adopt final standards for
future safe harbor protections and to allow the industry time
for a transition to these new standards. We will continue to
seek broad agreement on securitization reforms that can be implemented
by all the regulatory agencies. As we consider the feedback received
during the comment period, our focus must remain on protecting
the Deposit Insurance Fund from suffering the losses created
during the current crisis by misaligned incentives in mortgage
finance. We hope to foster a sustainable securitization market
that emphasizes transparency, improved clarity in transaction
structures and responsibilities, and incentives to support sustainable
securitizations. These reforms will help restore investor confidence,
provide a vibrant source of liquidity for banks, support underwriting
standards, and prevent a recurrence of the crisis we are now
working through."
