USCIRF Statement on Nigeria Massacre

WASHINGTON, D.C. – The U.S. Commission on International Religious Freedom (USCIRF) today expressed grave concerns about the sectarian clash in several villages outside of Jos, Nigeria, resulting in the death of as many as possibly 500 Muslims and Christians.

“When we recommended that the Administration designate Nigeria as a ‘country of particular concern’ last May, we were expressing our deep concern that a cycle of sectarian violence and impunity was intensifying, and the recent events in and near Jos confirm the precarious state of affairs,” said Leonard Leo, USCIRF chair.

In its May 2009 Annual Report, USCIRF outlined a series of policies that the Nigerian government must undertake in order to address the climate of impunity that now exists, and recommended the immediate designation of Nigeria as a “country of particular concern” by the U.S. Administration.

“As we said nearly a year ago, the Nigerian government must investigate and prosecute acts of religious violence, and the United States and others in the international community must offer the Nigerians financial as well as technical assistance aimed at improving conflict mediation and law enforcement,” said Mr. Leo.

USCIRF expresses its condolences to the families and friends of those who perished in this latest, senseless violence. USCIRF notes that the U.S. Department of State is releasing its annual report on human rights this week and urges the Department to emphasize the intensive recurrent sectarian violence in its coverage and policies.

USCIRF is an independent, bipartisan U.S. federal government commission. USCIRF Commissioners are appointed by the President and the leadership of both political parties in the Senate and the House of Representatives. USCIRF’s principal responsibilities are to review the facts and circumstances of violations of religious freedom internationally and to make policy recommendations to the President, the Secretary of State and Congress.

BTS Releases Freight Transportation Services Index (TSI);
Freight Index Rose 0.4% in January from December


The Freight Transportation Services Index (TSI) rose 0.4 percent in January from its December 2009 level, rising after the index was unchanged in December, the U.S. Department of Transportation’s Bureau of Transportation Statistics (BTS) reported today.

BTS, a part of the Research and Innovative Technology Administration, reported that the Freight TSI index has risen 3.3 percent over the last eight months, starting in June. It has increased in six of the last eight months. The index started 2010 with an increase in January, after having declined 4.1 percent during 2009 and 12.4 percent in two years. The Freight TSI measures the month-to-month changes in freight shipments in ton-miles, which are then combined into one index. The index measures the output of the for-hire freight transportation industry and consists of data from for-hire trucking, rail, inland waterways, pipelines and air freight.

The January Freight TSI of 96.6 is a 3.3 percent increase from the recent low of 93.5 reached in May. In May, the index was at its lowest level since June 1997. The Freight TSI is down 14.4 percent from its historic peak of 112.9 reached in May 2006.

Hoyer Statement on the 45th Anniversary of Bloody Sunday

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) spoke on the House Floor today on the forty-fifth anniversary of the first Selma to Montgomery civil rights march, more commonly referred to as “Bloody Sunday.” Below are his remarks as prepared for delivery:

“Forty five years ago, civil rights activists attempted a march from Selma to Montgomery, Alabama, to demand that their governor honor their right to vote and their God-given equality. The world knows what happened to those marchers: how they were stopped by state troopers at the Edmund Pettus Bridge in Selma, how they were savagely beaten with nightsticks, and how 23-year-old John Lewis, who was helping to lead the march from the front, was beaten to the ground and took life-threatening injuries. Today, as a Member of Congress, John Lewis still bears those scars.

“But he does not bear resentment. This weekend, I was privileged to join him and more than a dozen of our colleagues on a pilgrimage to the sites of the great American civil rights struggle. The movement that he helped to lead across the bridge out of Selma was a movement of racial reconciliation and nonviolence—a movement that grew only stronger the more the hate and violence of its enemies was exposed. For centuries, race hatred persisted in America because millions turned away from its reality, and millions more denied the humanity of its victims. But it was impossible to turn away from Bloody Sunday. By demonstrating the unshakable dignity of the Americans who were denied their fair share in our common life, and the brutality of those who would deny it to them, Bloody Sunday was a victory of nonviolence.

“Two weeks later, thousands joined with Dr. King to finish the journey. And they made it to Montgomery. There, on the steps of the state capitol in the heart of segregated America, Dr. King spoke to the crowd: ‘We must come to see that the end we seek is a society at peace with itself, a society that can live with its conscience. And that will be a day not of the white man, not of the black man. That will be the day of man as man…Somebody’s asking, ‘When will wounded justice, lying prostrate on the streets of Selma and Birmingham and communities all over the South, be lifted from this dust of shame to reign supreme among the children of men?’…How long? Not long, because no lie can live forever. How long? Not long.’

“Five months later, with some of the Selma marchers in attendance, the Voting Rights Act was signed into law. And the lie that some of our fellow citizens deserve subjugation and segregation was dealt a fatal blow.”

Hoyer Statement on the Prevent Deceptive Census Look Alike Mailings Act

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement today on the Prevent Deceptive Census Look Alike Mailings Act, which passed the House 416-0:

“Entering its 23rd decade, the U.S. Census is the longest-running national census in the world. Our founders wrote it into the Constitution, because taking a fair count is an essential part of fair government. A comprehensive, accurate Census helps ensure that our common resources are distributed where they are most needed, so that our communities can get the roads, schools, and police protection that they need. There’s nothing partisan about that goal.

“Unfortunately, some groups have set out to deceive Americans by disguising their own private mailings as Census documents. This month, Americans have received envelopes marked ‘Census’ and ‘official document,’ when the papers inside are nothing of the kind—and sometimes even political fundraising appeals. Groups that send out such mailings are taking advantage of the Census to unfairly promote their own interests. And even worse, they are interfering with a fair and accurate Census by possibly depressing the response. According to Barbara Everitt Bryant, a former Republican appointee to head the U.S. Census Bureau, ‘those who respond may feel they have been good citizens and already answered the census when their real questionnaires arrive next month.’

“To stop that kind of cynical manipulation, I am glad Congress has passed the Prevent Deceptive Census Look Alike Mailings Act. It would require any mailing with an envelope marked ‘Census’ to clearly indicate the sender, reducing the possibility of deception; it would also trigger an existing legal requirement that the mailing include a disclaimer stating that it is not affiliated with the U.S. Census. This bill won’t prevent any organization from using the word ‘Census’—but it will stop private organizations from disguising themselves as the federal government.

“This bill is an important way to ensure an unbiased count of all Americans, and I am pleased that the House supported its passage.”

FBI and Italian Authorities Conduct Coordinated Enforcement Action

As part of a joint U.S. and Italian law enforcement action, three Florida men were arrested on charges including obstruction of justice and money laundering; and three men were arrested on charges filed New York including obstruction of justice, extortion, and concealment of assets in bankruptcy. Also as part of this coordinated enforcement action, prosecutors in Palermo, Italy charged 21 defendants in Sicily with extortion, drug trafficking, attempted homicide, and other crimes arising from their alleged affiliation with a Sicilian Mafia family.

City Official Sentenced in New Jersey on Public Corruption Charges

Anthony Saccomanno, the former director of the Cherry Hill Department of Code Enforcement and Inspections, was sentenced in Camden, New Jersey to 22 months in prison for accepting approximately $4,500 in bribes from representatives of a private inspection service company in exchange for his assistance in obtaining municipal contracts.

Hoyer: House Increases Openness and Transparency By Banning For-Profit Earmarks

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement today on the House Appropriations Committee announcement that they are banning earmarks directed to for-profit entities:

“Today, House Democrats announced another step in our ongoing work to increase openness and transparency by banning corporate earmarks. From now on, the House Appropriations Committee will no longer approve earmark requests from for-profit companies. As a result, Americans can have more confidence that public money is going to the projects that are most deserving, not those that are best-connected. In addition, Congress will also require audits of many non-profit organizations receiving earmarks, in order to ensure that money is spent responsibly.

“This important step builds on Democrats’ significant series of reforms since returning to the Congressional majority. Democrats have repeatedly limited earmarks while making them more transparent to the public. Democrats have also created an independent ethics panel, banned gifts from lobbyists, and restricted privately-funded travel. By contrast, Republicans--even while controlling Congress for 12 years--never implemented action to reduce earmarks or bring transparency and accountability to the earmark process. Democrats' record as the party of fiscal responsibility is clear.”

Democrats Lead the Charge on Earmark Reform

As Democrats continue to work to strengthen the economy and restore fiscal responsibility, Republicans are trying to forget their record. For years when Republicans controlled Congress and the White House, they did not implement earmark reforms – and in fact, the number of earmarks exploded. Just last year in January 2009, Republican Leader John Boehner and Whip Eric Cantor created the Republican Earmark Reform Committee and pledged to issue a detailed report on how Republicans would reform the earmark process. To date, after more than a year, no report has appeared. Unfortunately for Republicans, history shows that they’re all talk when it comes to reform and proves which Party leads the charge on earmark reform.

Reforms Under Democrats:

Today, the House Appropriations Committee banned earmarks directed to for-profit entities.

In January 2009, at the beginning of the 111th Congress, House Democrats continued their commitment to strong accountability and transparency by passing additional earmark reforms, including:

Requiring Members to publicly disclose all of their earmark requests (Beginning with FY10 bills).

Requiring even earlier public disclosure, by requiring all earmark disclosures be made public the same day that the subcommittee reports the bill (Beginning with FY10 bills).

Reducing earmarks by more than 43 percent below the FY06 level. For the FY10 bills, earmark funding levels will be reduced to 50 percent below the FY06 level.

In the 110th Congress, House Democrats passed strong earmark reform and reduced the dollar amount going to earmarks by more than 43% below the FY06 level. The new rules included:

Requiring Members to disclose their earmarks in bills.

Requiring Members to certify that they and their spouses have no personal financial interest in the request.

Prohibiting trading earmarks for votes

Requiring committees of jurisdiction and conference committees to publish lists of the earmarks contained in the reported bills, unreported bills, manager’s amendments, and conference reports brought to the House Floor; a Member may make a point of order against consideration of any rule that waives this requirement.

Reforms Under Republicans = 0

Republicans did not implement earmark reforms while they controlled the White House and Congress.



Under Republican leadership, the number of earmarks nearly quadrupled – from 4,000 in 1994
to over 15,000 at the end of the 109th Congress in 2005 – including massive increases to the following bills:

Labor-Health-Education Appropriations:

Under Democrats in FY 1994: Virtually none

Under Republicans in FY 2000: 491 earmarks

Under Republicans, in FY 2005: 3,014 earmarks totaling $1.2 billion

Transportation and Related Agencies Appropriations:

Under Democrats, FY 1994: 140 earmarks

Under Republicans, FY 2005: 2,094 earmarks totaling $3.3 billion

Highway Authorization Bill

From 1956-1990: 739 earmarks
Under
Republicans in 2005 ALONE: 5,000 earmarks, totaling $24 billion
