Dear friends,
Id like to begin with an exciting announcement. On April
17th, we will have our very first South Dakota Young Democrats
state convention at the Shamrock in Brookings. The day will begin
at 9 am and will include the unveiling of our 2010 campaign plan,
lgbt, minority, womens and rural caucus meetings, a luncheon
hosted by the SDSU Young Dems and featuring candidates, training
with OFA, and a keynote speaker, to be announced soon! As always,
our events are open to ALL participants, whether or not you are
a young Dem.
In February, I attended the YDA national winter conference with
National Committeeman Michael Pyle, and National Committeewoman
Edie Renner. It was my first meeting as chair of the State Presidents
Association. I planned a retreat style training that included
breakfast with DNC secretary Alice Germond, campaign training
with youth outreach expert Joon Kim from Solidarity Strategies,
and fundraising training with Meghan Gaffney Buck, fundraiser
for Young Democrats of America. Other activities included a luncheon
with Lilly Ledbetter, Womens Caucus with speaker Shelby
Knox, and Rural Caucus with a young Dem legislator from Louisiana,
and a young Dem candidate from West Virginia.
We also had an eventful month here at home. We teamed up with
Equality South Dakota to lobby for the non discrimination bill
in the House. Unfortunately, the bill died in committee, but
we hope we helped build a strong foundation for future efforts.
We also participated in a state wide petition drive for Heidepriem.
It was our first statewide canvassing effort. Across the state,
over 50 volunteers canvassed, many of whom were young Dems.
We look forward to continuing to build and grow for 2010 Campaigns!

At any age or stage in life, it's important
to stay informed about ways to save and protect your money. The
FDIC, in observance of National Consumer Protection Week (NCPW)
March 7-13 and its theme of helping people of all ages exercise
their consumer rights, announced today that the agency will begin
to regularly deliver timely tips on money management on the agency's
Web site and through an e-mail subscription service.
"Consumer education is already a big
part of what the FDIC does to increase the public's knowledge
of financial issues," said FDIC Chairman Sheila C. Bair.
"We believe this new service delivering simple, practical
tips on an ongoing basis over the Internet will make it
easier and more convenient for people to stay informed about
issues that may affect their financial decisions."
Chairman Bair added, "The FDIC also is proud to be one of
the national organizers of National Consumer Protection Week
and to support this year's message that we all can become knowledgeable
and empowered consumers."
The first five tips will be issued during
NCPW one each day beginning Monday, March 8. Starting
the following Monday, the tips will be provided on a weekly basis
as the FDIC "Consumer Tip of the Week." Topics will
range from saving and borrowing money to protecting money with
FDIC insurance and avoiding financial fraud.
The FDIC's "Consumer Tip of the Week"

of the media, financial educators and anyone else interested

Department of Energy Announces $40 Million
to Develop the Next Generation Nuclear Plant
WASHINGTON, DC U.S. Secretary of Energy Steven Chu today
announced selections for the award of approximately $40 million
in total to two teams led by Pittsburgh-based Westinghouse Electric
Co. and San Diego-based General Atomics for conceptual design
and planning work for the Next Generation Nuclear Plant (NGNP).
The results of this work will help the Administration determine
whether to proceed with detailed efforts toward construction
and demonstration of the NGNP. If successful, the NGNP Demonstration
Project will demonstrate high-temperature gas-cooled reactor
technology that will be capable of producing electricity as well
as process heat for industrial applications and will be configured
for low technical and safety risk with highly reliable operations.
Final cost-shared awards are subject to the negotiation of acceptable
terms and conditions.
About 16 percent of the Nation's greenhouse gas emissions come
from industrial process heat applications. The process heat or
steam generated by the high-temperature nuclear reactors could
be used for highly-efficient electricity co-generation, which
has the potential to help energy-intensive industries, such as
petrochemical producers, reduce carbon dioxide emissions.
"This investment reflects President Obama's commitment to
building the next generation of nuclear reactors that will create
thousands of jobs and supply the clean energy to power our economy,"
said Secretary Chu. "It's time for America to recapture
the lead in the nuclear energy industry and lay the foundation
for a stronger, cleaner, and more competitive economic future."
The NGNP project is being conducted in two phases. Phase 1 comprises
research and development, conceptual design and development of
licensing requirements. The selections announced today will support
the development of conceptual designs, cost and schedule estimates
for demonstration project completion and a business plan for
integrating Phase 2 activities. The Department of Energy will
use information from its independent Federal advisory committee,
the Nuclear Energy Advisory Committee, information and data gathered
in Phase 1, and other factors in determining whether the project
should continue to Phase 2.
Phase 2 would entail detailed design, license review and construction
of a demonstration plant.
The Department will now negotiate the final terms and conditions
for the awards with the intention of completing conceptual designs
by August 31, 2010.

Top Ten Facts About the Child and Dependent
Care Credit
Did you pay someone to care for a child, spouse, or dependent
last year? If so, you may be able to claim the Child and Dependent
Care Credit on your federal income tax return. Below are the
top 10 things the IRS wants you to know about claiming a credit
for child and dependent care expenses.
The care must have been provided for one
or more qualifying persons. A qualifying person is your dependent
child age 12 or younger when the care was provided. Additionally,
your spouse and certain other individuals who are physically
or mentally incapable of self-care may also be qualifying persons.
You must identify each qualifying person on your tax return.
The care must have been provided so you
and your spouse if you are married filing jointly
could work or look for work.
You and your spouse if you are married
filing jointly must have earned income from wages, salaries,
tips, other taxable employee compensation or net earnings from
self-employment. One spouse may be considered as having earned
income if they were a full-time student or they were physically
or mentally unable to care for themselves.
The payments for care cannot be paid to
your spouse, to someone you can claim as your dependent on your
return, or to your child who will not be age 19 or older by the
end of the year even if he or she is not your dependent. You
must identify the care provider(s) on your tax return.
Your filing status must be single, married
filing jointly, head of household or qualifying widow(er) with
a dependent child.
The qualifying person must have lived with
you for more than half of 2009. However, see Publication 503,
Child and Dependent Care Expenses, regarding exceptions for the
birth or death of a qualifying person, or a child of divorced
or separated parents.
The credit can be up to 35 percent of your
qualifying expenses, depending upon your adjusted gross income.
For 2009, you may use up to $3,000 of expenses paid in a year
for one qualifying individual or $6,000 for two or more qualifying
individuals to figure the credit.
The qualifying expenses must be reduced
by the amount of any dependent care benefits provided by your
employer that you deduct or exclude from your income.
If you pay someone to come to your home
and care for your dependent or spouse, you may be a household
employer. If you are a household employer, you may have to withhold
and pay social security and Medicare tax and pay federal unemployment
tax. For information, see Publication 926, Household Employer's
Tax Guide.
Beginning with 2009 tax returns, Schedule 2, Child and Dependent
Care Expenses for Form 1040A Filers, has been eliminated. Form
1040A filers will now use Form 2441, Child and Dependent Care
Expenses. For more information on the Child and Dependent Care
Credit, see Publication 503, Child and Dependent Care Expenses.

the International Conference on Access to Civil Nuclear Energy
Paris, France - Today, U.S. Deputy Secretary of Energy Daniel
Poneman addressed the plenary session at the International Conference
on Access to Civil Nuclear Energy in Paris, France. His remarks
as prepared for delivery are below:
On behalf of the President of the United States, I would like
to thank President Sarkozy for hosting this important conference.
Nuclear energy has a vital role to play in our low-carbon future.
President Obama has said that we must harness the power
of nuclear energy on behalf of our efforts to combat climate
change, and to advance peace and opportunity for all people.
Domestically, the United States is working to reinvigorate our
nuclear industry. At the same time, we are working with our international
colleagues, including many here today, to ensure that all countries
can access nuclear energy for peaceful purposes in a manner that
minimizes proliferation risks.
President Obama recently called for building a new generation
of safe, clean nuclear power plants in the United States. To
turn that vision into a reality, we recently announced conditional
commitments for over $8 billion in loan guarantees for the construction
of two new nuclear reactors in the United States. President Obamas
budget this year requests an additional $36 billion in loan authority,
which would triple our loan guarantee authority for nuclear energy.
Additionally, Secretary Chu, at the direction of President Obama,
recently established a Blue Ribbon Commission on Americas
Nuclear Future. The Commission will consider all options surrounding
the back end of the fuel cycle and will provide recommendations
for developing a safe, long-term approach to managing used nuclear
fuel and nuclear waste in the U.S.
Finally, the U.S Department of Energy is implementing a robust,
science-based nuclear R&D program to help develop the next
generation of nuclear technologies. In that spirit, we welcome
President Sarkozys call this morning to educate the next
generation of scientists and engineers, who will be critical
to our collective nuclear future.
Our efforts to reinvigorate the U.S. domestic nuclear industry
go hand-in-hand with our efforts in the international arena.
Many nations are increasingly turning to nuclear energy as a
low-carbon means of meeting growing electricity demand. If nuclear
energy is to fulfill its promise to help put us on the path to
a low-carbon future, we must do all that we can to assure that
the expansion of nuclear energy does not lead to sensitive technologies
and materials falling into the wrong hands.
President Obama has called for a new framework for civil nuclear
cooperation to ensure that countries have access to nuclear energy
for peaceful purposes while minimizing the risks of proliferation.
The United States is taking steps with international colleagues
to build that international framework. Last October, I traveled
to Beijing for a meeting of the Global Nuclear Energy Partnership,
which includes 25 partners and 31 observer nations. At the Beijing
meeting, the GNEP Executive Committee agreed to explore
ways to enhance the international framework for civil nuclear
cooperation, noting that cradle-to-grave nuclear
fuel management could be one important element of this framework.
Such a framework could rely on a combination of government and
industry commitments to reassure states in compliance with their
nonproliferation obligations that all of their nuclear fuel servicing
needs can be met by the commercial marketplace without fear of
disruption. In that connection, we welcome Secretary General
Gurrias comments on nuclear liability and urge all governments
to ratify the Convention on Supplementary Compensation for Nuclear
Damage to permit companies to work worldwide to promote nuclear
energy with appropriate legal protection.
There are a number of complex and challenging issues that would
need to be addressed for this new framework for civil nuclear
cooperation to succeed, but the year ahead should provide a number
of good opportunities to discuss this with our international
colleagues.
Efforts to build a new framework for civil nuclear cooperation
must be coupled closely with our efforts to strengthen the international
nonproliferation regime and ensure a successful outcome of the
Nuclear Non-Proliferation Treaty Review Conference in May. We
strongly encourage the peaceful use of nuclear energy and will
encourage endorsement of measures to facilitate the fullest access
to such peaceful uses in the final decisions of the Review Conference.
We must also find other ways to keep nuclear materials out of
harms way, recognizing that a terrorist or proliferation
incident involving nuclear material could have devastating consequences
for countless innocent victims, while undermining public confidence
in nuclear energy as a carbon-free source of electricity. To
address the issue of nuclear terrorism in an international forum,
President Obama will host a Nuclear Security Summit next month
in Washington, D.C., to develop a common understanding of the
threat posed by nuclear terrorism and foster agreement on effective
measures to secure nuclear material and prevent nuclear smuggling.
Finally, as interest in nuclear power increases, so does the
importance of understanding the wide array of technologies and
services available to meet a countrys energy needs responsibly,
cleanly, and economically. As part of this effort, U.S. nuclear
companies, with world-class technology, service, and experience,
stand ready to contribute to the growth of civil nuclear power
worldwide in a manner that meets the highest international standards.
The U.S. looks forward to working with the international community
and with industry on moving toward a low-carbon future, with
nuclear power playing an important role in a manner that is safe,
secure, and consistent with the nonproliferation goals that we
all share.

PRESIDENT OBAMA TO ADDRESS EX-IM BANK
ANNUAL CONFERENCE
WASHINGTON, D.C. - President Barack Obama will address the 2010
Annual Conference of the Export-Import Bank of the United States
(Ex-Im Bank) March 11 in Washington, D.C. as part of his initiative
to boost U.S. exports and U.S. jobs. .
"We are honored that President Obama
will be speaking to the U.S. export community," said Ex-Im
Bank Chairman and President Fred P. Hochberg. "Building
upon the President's announcement of the National Exports Initiative
in his State of the Union address, we are committed to creating
2 million new U.S. jobs by doubling exports over the next five
years. Strengthening U.S. competitiveness is a critical part
of his economic plan. The President's presence not only benefits
all participants in the conference, but also raises awareness
of the critical importance of exports."
The theme of the two-day conference (March
11-12) is "Powering Jobs, Sales and Profits through Exports."
The president will deliver a luncheon address
to over 1,000 U.S. exporters from companies large and small,
domestic and international lenders, brokers, and foreign buyers
and government representatives at the Omni
Shoreham Hotel.
Ex-Im Bank, an independent, self-sustaining
federal government agency, exists to fill gaps in export financing,
to strengthen U.S. export competitiveness and create and maintain
U.S. jobs. For over 76 years, the Bank has provided financing
to help small and medium-sized U.S. businesses, export credit
insurance to protect against non-payment by foreign buyers; and
loan guarantees and direct loans to assist foreign buyers of
U.S. goods and services.
In fiscal 2009, overall Ex-Im Bank financings
came to $21 billion, while authorizations for small business
exporters totaled $4.36 billion, both historic highs. In the
first four months of fiscal 2010, the Bank authorized a record
$10.9 billion in loans, guarantees, and insurance - more than
three times the amount authorized in the same period of fiscal
2009.

NRC ANNOUNCES OPPORTUNITY FOR HEARING
ON APPLICATION
TO RENEW OPERATING LICENSE FOR COLUMBIA
GENERATING STATION NUCLEAR POWER PLANT
The Nuclear Regulatory Commission has announced
an opportunity to request a hearing on an application to renew
the operating license for the Columbia Generating Station nuclear
power plant.
The Columbia Generating Station is a boiling-water
nuclear reactor.
The plant is located 12 miles northwest
of Richland, Wash.
The licensee, Energy Northwest, submitted
the renewal application on January 19 for the plant. The current
operating license for Columbia Generating Station expires on
Dec. 20, 2023.
The NRC staff has determined that the application
contains sufficient information for the agency to formally docket,
or file, the application and begin their technical review. Docketing
of the application does not preclude requesting additional information
as the review proceeds; nor does it indicate whether the Commission
will grant the application. The deadline for requesting a hearing
is May 14, as published in todays Federal Register Notice.
By that date, petitions must be filed by anyone whose interest
may be affected by the license renewal and who wishes to participate
as a party in the proceeding.
A request for hearing and a petition for
leave to intervene must be filed with the Secretary
of the Commission, U.S. Nuclear Regulatory
Commission, Washington, D.C. 20555-0001,

War in Afghanistan Privileged Resolution Update

Hi, Dennis here,
This week a privileged resolution will
be brought to the floor of the House of Representatives to make
an attempt to try to get America out of the war in Afghanistan.
This resolution, which I wrote, requires
the President to remove the troops within 30 days from the time
the resolution is passed and no later than December 31st, 2010.
There are many reasons why we need to get
out of Afghanistan; I'll just name a few.
We're spending hundreds of billions of
dollars - total waste - because the Afghanistan central government
is totally corrupt. We have a thousand troops whose lives have
been lost. And many more injured, some of them permanently. Countless
individual Afghanistan citizens have been killed or injured as
a result of this conflict.
We should take heed from the Russian experience
in Afghanistan. Afghanistan is not going to be conquered and
we have to understand that the weight of history has been against
our efforts from the start.
Now we have to determine whether or not
America will take a new direction in Afghanistan. Not to go in
deeper with the surge, but to get out. That's what is going to
be discussed this week in Washington.
Please, help us. Please, get the word out.
Please, contact anyone who you think could be influential in
getting members of Congress to pay close attention to this vote.
The vote will occur on Wednesday.
