The council noted that each year, digital theft of sound recordings costs the U.S. economy $12.5 billion in total output and costs U.S. workers 71,060 jobs. (CNN) - New York Gov. David Paterson, who for the last several weeks has been the target of stinging reports in the press, said Friday that he will not resign.

"I don't have any plans to resign," Paterson said as he walked into his Manhattan office. "At a certain point, I will cooperate with the investigations and will be clearing my name."

GOP Entitled To Their Own Opinions, Not Their Own Facts

Republicans claim that even though they used reconciliation in the past, it was not to pass partisan legislation. However, the facts confirm that under Republican-controlled Congresses, reconciliation was not limited to bipartisan bills and many of the reconciliation bills passed with thin margins and along partisan lines, including: the 1995 Balanced Budget Act, 2001 & 2003 tax cuts, 2005 Deficit Reduction Act and 2006 Tax Relief Extensions.

THE CLAIM:

When House Majority Leader Steny Hoyer, D-Md., argued that Republicans had used the same fast-track process to enact major legislation along partisan lines when they were in charge of Congress, Cantor denied it. "There was, in the main, bipartisan support for what was being done through reconciliation in those instances," he said.

THE FACTS:

Of the 10 occasions between 1995 and 2005 when Republicans were in the Senate majority and used reconciliation to pass bills, seven passed with deep partisan divisions.

In 2005, for example, Republicans used reconciliation to muscle through a deficit reduction bill that restricted Medicaid payments. It passed with 50 Republicans in favor, all Democrats against and Vice President Dick Cheney voting to break a tie — about as divisive as a Senate vote can get. [3/5/2010]

Contrary to what some Republicans are saying, those blue and red bars don't overlap very often. Hoyer Statement on February Jobs Report

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today after the Department of Labor announced unemployment numbers for the month of February:

“Any month in which the economy doesn’t create jobs is a disappointment. But today it’s clear that, thanks to the policies adopted by President Obama and the Democratic Congress, job losses are slowing to a halt. A year ago, America shed more than 700,000 jobs in February; this February, we lost 36,000. Its widely acknowledged that this number would have been better except for the snowstorms that hit the Northeast last month.

“Nevertheless, millions of Americans remain out of work, and Congress will continue to focus on creating jobs. We are past the stage of large reductions in jobs—now, we need to encourage employers to begin hiring. One of the most effective ways to do so, according to the non-partisan Congressional Budget Office, is creating a payroll tax credit for employers who hire new workers. The bipartisan HIRE Act, passed by the House yesterday, creates just such a tax credit, while continuing the job-creating projects that put Americans to work building much-needed roads, bridges, and more. I hope that the Senate will quickly move to final passage of the HIRE Act and send it to President Obama’s desk.”

FDIC Issues List of Banks Examined for CRA Compliance

The Federal Deposit Insurance Corporation (FDIC) today issued its list of state nonmember banks recently evaluated for compliance with the Community Reinvestment Act (CRA). The list covers evaluation ratings that the FDIC assigned to institutions in December 2009. The CRA is a 1977 law intended to encourage insured banks and thrifts to meet local credit needs, including those of low- and moderate-income neighborhoods, consistent with safe and sound operations. As part of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA), Congress mandated the public disclosure of an evaluation and rating for each bank or thrift that undergoes a CRA examination on or after July 1, 1990.

A consolidated list of all state nonmember banks whose evaluations have been made publicly available since July 1, 1990, including the rating for each bank, can be obtained from the FDIC's Public Information Center, located at 3501 Fairfax Drive, Room E-1002, Arlington, VA 22226 (877-275-3342 or 703-562-2200), or via the Internet at www.fdic.gov.

A copy of an individual bank's CRA evaluation is available directly from the bank, which is required by law to make the material available upon request, or from the FDIC's Public Information Center.

Joe Biden Announces Nearly 200 New Recovery Act Transit Projects in 42 States
WASHINGTON – Vice President Joe Biden and U.S. Transportation Secretary Ray LaHood today announced funding for 191 new Recovery Act transit projects in 42 states and Puerto Rico that will help transform the nation’s infrastructure and support thousands of jobs across the country. In making the over $600 million in new awards, the Federal Transit Administration met an aggressive deadline to award 100 percent of its Recovery Act transit formula dollars by March 5.

Since President Obama signed the Recovery Act in February 2009, the FTA has awarded 881 grants totaling $7.5 billion, which means all the formula transit funds provided by the Recovery Act have now been “obligated” or committed to specific transit projects. Once funds are obligated to a project, contracts can be bid, workers can be hired, buses and rail cars can be purchased and work can begin on transit construction projects that create jobs and drive economic growth. Recovery Act transit projects have already generated enough work to employ thousands of people nationwide and activity is expected to ramp up even further in the months ahead as new projects break ground and equipment orders are fulfilled.

“Investing in these transit upgrades not only puts construction workers on the job at project sites, but supports American manufacturing jobs all the way down the supply chain,” said Vice President Biden. “At a time when jobs are priority number one, that means twice the employment bang for the Recovery Act buck.”
“Because of transit projects being built with money from the Recovery Act, thousands of people can pay their mortgages or their rent, make their car payments, put food on the table for their families and maintain their quality of life,” said Secretary LaHood.

So far, Recovery Act funds have supported the purchase of nearly 12,000 buses, vans and rail vehicles, the construction or renovation of more than 850 transit facilities, and the performance of more than $620 million in preventive maintenance, which has helped to save transit service and jobs, and enhance service reliability.
In addition to the direct employment impact of the projects, domestic bus, seating and rail car manufacturers have received orders that are helping boost production and support jobs. For example, Orion Bus in Greensboro, NC has now received 10 contracts for nearly 300 buses with Recovery Act funds – orders the company says allowed it to maintain 176 jobs. Gillig Bus in Hayward, CA has received orders for 790 buses with Recovery Act funds – work the company says has allowed them to support 395 jobs. And American Seating Company in Grand Rapids, MI, a bus seating manufacturer, says they received $3 million in Recovery Act contracts last year, allowing them to add 11 full-time employees with additional job growth expected in 2010 thanks to the Recovery Act.

“Investing in modern, efficient transit systems will mean safe, reliable travel and clean air in our communities” said FTA Administrator Peter Rogoff. “These projects are putting thousands of Americans to work right now while improving the lives of millions of Americans for years to come"

The U.S. Department of Transportation is making $48.1 billion available through the Recovery Act for all transportation projects, including highway and bridge, rail transit, small shipyards and airport construction and repairs nationwide. Of that, $36.8 billion already has been awarded

ECONOMY WEEKLY WEEK OF MARCH 1, 2010

“Take the question of helping the unemployed in the middle of a deep slump. What Democrats believe is what textbook economics says: that when the economy is deeply depressed, extending unemployment benefits not only helps those in need, it also reduces unemployment. That’s because the economy’s problem right now is lack of sufficient demand, and cash-strapped unemployed workers are likely to spend their benefits. In fact, the Congressional Budget Office says that aid to the unemployed is one of the most effective forms of economic stimulus, as measured by jobs created per dollar of outlay.”

Today, the Department of Labor released the unemployment report for February showing that the policies adopted by President Obama and the Democratic Congress continue to have the intended effect of slowing job losses and growing the economy. However, there is still more work to be done on the road to recovery, so Congress will continue efforts to spur economic growth and get Americans back to work.

Economy Highlights:

• A report from the International Council of Shopping Centers notes that consumer spending increased 3.7% in February – a positive indication given that consumer spending represents about 70% of the economy. “Despite intense snowstorms that shuttered malls and left consumers in parts of the East and Midwest homebound for days, sales at stores open at least a year rose 3.7 percent in February to their highest levels since November 2007.... February's results would have been even higher without the blizzard, which the group said dragged down sales by one percentage point.” According to Thomson Reuters, “comparing this February to last, the industry reported a 4 percent increase in sales at stores open at least a year.” [Washington Post, 3/5/2010; New York Times, 3/5/2010]

• The Commerce Department reported that “manufacturing strength continued in January as factory orders rose a seasonally adjusted 1.7% to $378.4 billion,” another indication that the manufacturing sector of our economy continues to recover. [Wall Street Journal, 3/5/2010]


Recovery Highlights:


• Vice President Joe Biden and U.S. Transportation Secretary Ray LaHood announced that every state met the March 2nd deadline to obligate 100% of their highway Recovery Act funds, meaning “contracts can be bid, workers can be hired, equipment and supplies can be purchased and work can begin on construction projects that create jobs and drive economic growth.” Recovery Act resources have been obligated to more than 12,000 highway projects nationwide - of which almost 7,800 are already underway. [Department of Transportation, 3/1/2010]

• In its fifth in a series of reports since passage of the Recovery Act, the Government Accountability Office (GAO) found that the Recovery Act is working to create jobs and grow the economy. One example, according to the report, details education jobs created and saved by the Recovery Act: “An estimated 63 percent of [Local Education Agencies (LEA)] plan to use more than 50 percent of their Recovery Act SFSF funds to retain jobs, while an estimated 25 percent and 19 percent of LEAs said they planned to use over half of their Recovery Act funds on job retention.... [T]he nationwide impact of Recovery Act education funds on job retention may be significant because K-12 public school systems employ about 6.2 million staff, based on Education’s estimates, and make up about 4 percent of the nation’s workforce.” [GAO Report, Summary, Highlights, 3/3/2010]

Hoyer Statement on GM Decision to Allow Dealers to Reopen Without Arbitration

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement today after General Motors announced that more than half of their dealerships that requested arbitration last winter would be allowed to reopen:

“I am pleased to hear that General Motors is giving more than 600 auto dealers the chance to quickly restore dealerships that were closed in the company’s restructuring. Last winter, Congress passed legislation to ensure that closed dealerships would receive fair arbitration, and it is encouraging news that GM is allowing so many dealerships the chance to reopen without arbitration. These actions secure the employment of thousands of workers across America and will help ensure that we have a robust dealer network as our car companies regain their strength. Creating jobs is the top priority for Democrats, and passage of the Hiring Incentives to Restore Employment (HIRE) Act is one more step to ensure that we help to do just that. This legislation has help for families and businesses, including a payroll tax holiday to encourage businesses to hire, small business tax breaks that will boost small business growth, an extension of the Highway Trust Fund to allow for continued and increased investments in infrastructure, and an expansion of Build America Bonds to allow state and local governments to more easily finance infrastructure projects that create jobs for Americans. These efforts – in addition to actions taken by Democrats over the past year – will help ensure that our economic recovery is strong and lasting. I urge the Senate to take action so that we can send a bill to the President for his signature soon. The House will continue to focus on additional jobs legislation in the coming weeks.

In a speech this week, President Obama urged Democrats to move forward on health insurance reform. This marks a pivotal moment in a long debate in which the House and Senate have explored every idea put on the table and every argument made by Republicans and Democrats alike. It is now time to move forward on reform that will make insurance more affordable for American families and businesses and give patients – not insurance companies – greater control over their health care. I look forward to taking action on health insurance reform and sending a bill to President Obama’s desk.

Creating jobs and providing affordable health care to American families are Democratic priorities. However, as we move forward on job creation measures and health insurance reform, it is important that we do so in a way that ensures our country's future fiscal health. I spoke this week at the Brookings Institution about how, as we address these issues, we must also look to bring down the deficit and strengthen fiscal responsibility.

This week, a confidential fundraising memo from the Republican National Committee leaked to the press, detailing a new, desperate effort to manipulate voters and crush health reform.

The plan calls for "an aggressive campaign capitalizing on 'fear' of President Barack Obama and a promise to 'save the country from trending toward socialism.'" What's worse, the presentation included offensive caricatures of Democratic leaders, including President Obama as the Joker from Batman.

California Medical Clinic Owner Convicted in $3.4 Million Medicare Fraud Scheme

Manuk Karapetyan, an Armenian national who resides in Glendale, California and owns a downtown Los Angeles medical clinic, was convicted of Medicare fraud and money laundering in a scheme that billed Medicare more than $3.2 million in only one month for medical services that were not provided.
