Personal income increased $11.4 billion, or 0.1 percent, and
disposable personal income (DPI) decreased $47.6 billion, or
0.4 percent, in January, according to the Bureau of Economic
Analysis. The decrease in DPI reflected an increase in federal
nonwithheld income taxes. Personal consumption expenditures (PCE)
increased $52.4 billion, or 0.5 percent. In December, personal
income increased $41.2 billion, or 0.3 percent, DPI increased
$40.3 billion, or 0.4 percent, and PCE increased $26.4 billion,
or 0.3 percent, based on revised estimates.

In the week ending Feb. 27, the advance figure for seasonally
adjusted initial claims was 469,000, a decrease of 29,000 from

Some people never knew that Georgia's legislators
could run so fast, but when you lit up their e-mails, their mail
boxes and their voice mails... boy, did we get to see them run
for cover.
Why are they running? Because they're wrong,
and they know they're wrong. They're doing everything they can
to deflect the backlash from themselves... but it won't work...
we're on to them and we're not letting up anytime soon!
A little background for you: The way that
this works is that the General Assembly gives the University
System of Georgia a lump sum (or lack thereof), so the General
Assembly can claim they didn't "cut" anything, but
they did just gave a heck of a lot less money than they did last
year, on top of the heck of a lot less they gave last year than
the year before.
What's it going to result in?
* Higher education costs for Georgians.
* More unemployment.
* Loss of more quality jobs.
* Further loss in state revenue. Less education means less better
paying jobs, meaning less of a tax base, meaning less state revenue.
It's a cycle that the Legislature just
hasn't caught onto yet.
YDG would like to offer thanks to State.
Rep. Doug McKillip (D-Athens) who was brave enough to stand up
and say that increasing the state's revenue base is the only
way stop these absolutely disgusting cuts to the University System
of Georgia.
In the coming days, what can you do to
help is continue e-mailing, calling and snail mailing your State
Representatives and State Senators.
Let the Democrats know that we expect them
to stand up and defend Georgia's educational system.
Let the Republicans know that we won't
allow them to balance the budget on the backs of Georgia's middle
class.
Things are moving fast, but YDG will continue
to work to keep you up to date and to keep the pressure on the
state legislature.

to Restore Employment Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the Hiring Incentives to Restore Employment Act, which passed
the House 217-201:
Last year, President Obama and the 111th Congress took
their oaths of office as America faced the greatest economic
crisis since the Great Depression. Since then, our work has been
defined by our response to the crisisby the overriding
job of getting Americans back to work.
Of course, the most important step toward putting Americans
back to work has been the Recovery Act. It cut taxes for small
businesses and 95% of families, started thousands of job-creating
projects across America, provided emergency assistance to those
hit hardest by the recession, saved states from laying off teachers,
firefighters, and police officers, and more. And despite the
efforts of some partisan critics to call it a failureeven
as many of those same critics eagerly take credit for the funds
it has provided for their districtsthe Recovery Act is
working.
The Recovery Act created some 2 million jobs. And since
President Obama took office, job losses are down 90%. Our economy
is growing again: in the most recent quarter, it grew by 5.9%,
the fastest rate in six years, and the second straight quarter
of growth under President Obama.
All of that is real progress for our economybut it
is not yet success. In recession after recession, employment
has been the last sign of growth to turn around. Far too many
Americans remain unemployed through no fault of their own, caught
in the effects of an economic collapse they did not create. For
working families, few challenges are more trying than unemployment,
especially unemployment that grinds on for month after month.
For Washington, few challenges demand our action more urgently.
This bill is a clear, focused effort at putting Americans
back to work. It provides strong incentives for businesses to
start hiring again. They include a tax exemption that will eliminate
businesses 2010 payroll taxes for every unemployed worker
hired. The nonpartisan Congressional Budget Office reports that
such tax credits are one of the most effective ways of creating
jobs: Providing tax credits for increases in payrolls would
increase both output and employment. Businesses will also
receive further tax credits for keeping new employees on the
payroll for the next year. And small businesses will be able
to take advantage of tax incentives to finance their expansion.
This bill also extends the highway programs that have created
jobs for so many Americans, while bringing our vital infrastructure
up to par with the rest of the worlds. This bill will mean
billions more invested in job-creating highway projects, which
will save one million jobs. It will ensure that states direct
some of their transportation investment to minority-owned contractors.
And it will make it easier for states and local communities to
finance their own job-creating projects by selling Build America
Bonds.
Finally, I want to point out that this bill is paid forthat
it fully complies with both the House PAYGO rule and statutory
PAYGO, which are so important to restoring our budget to balance.
In fact, this bill fixes a minor PAYGO violation in the Senate
billand that extra effort shows how serious the House is
about paying for what our country buys.
Unemployment demands action from Congress. And this bill
is a part of that effort to create jobs, which began with the
Recovery Act and will continue with a wide range of creative
policies in the weeks ahead. This bill is not the first step,
and it will not be the last; but it is an essential step toward
getting America back to work.

Continue Their Efforts To Create Jobs; House Passes Job Creation
Legislation
Today, the House passed the Hiring Incentives
to Restore Employment Act, legislation to help Americans get
back to work, with a bipartisan vote of 217-201. Even as we continue
to see signs of economic recovery and job creation due
in part to actions taken by Democrats over the past year
job losses are still too high and there is still more work to
be done. That is why job creation will continue to be a top priority
of the Democratic Congress.
The Hiring Incentives to Restore Employment Act includes the
following provisions to ensure that employers have the resources
to continue creating new jobs and saving the jobs of millions
of Americans:
Payroll Tax Exemption Encourages businesses to hire new
employees by offering a tax break for the creation of new jobs.
Section 179 Expensing Helps small businesses grow by offering
them a tax break when they buy new equipment.
Highway Trust Fund Extension Extends existing highway
programs to provide states and local governments with the certainty
they need to make decisions on projects. This allows for continued
and increased investments in infrastructure throughout the country
and saves one million jobs.
Expanding Build America Bonds Allows state and local governments
to borrow at lower costs to finance more infrastructure projects
that create jobs for Americans.
In addition, the House-passed bill includes some slight changes
to the Senate legislation, including:
Fixes to ensure that it adheres to the House PAYGO rule, as well
as the PAYGO statute, and
Guarantees that states direct some of their transportation investments
to minority-owned contractors.

vulnerabilities in the Cisco Unified Communications Manager which

Protocol (SCCP), and the Computer Telephony Integration (CTI)
Manager
services. Successful exploitation of these vulnerabilities could
result in a denial-of-service condition and an interruption of
voice
services.
Security advisory cisco-sa-20100303-dmm,
addresses multiple
vulnerabilities in the Cicso Digital Media Manager (DMM). Successful
exploitation of these vulnerabilities could allow for information
disclosure, unauthorized settings or system configuration changes,
and
disclosure of default credentials. There are no workarounds for
mitigation, and US-CERT will alert users and administrators as
updates
are made available.

Dr. Gregory Khoury, a resident of Oklahoma City, Oklahoma, was
charged in a superseding indictment returned in New Orleans,
Louisiana with 10 additional charges of health care fraud. As
a result of his alleged fraud, Khoury was paid approximately

Yesterday, reporters exposed a confidential
Republican National Committee fundraising proposal, uncovering
their plan to run "an aggressive campaign capitalizing on
'fear' of President Barack Obama and a promise to 'save the country
from trending toward socialism.'"
The memo even included grotesque caricatures
of Democratic leaders -- including Speaker Nancy Pelosi as Cruella
De Vil and President Obama as the Joker from Batman.
This is the GOP we're now up against: Desperate,
shameless, and willing to deceptively play on the worst emotions
of people to tear down the President.
We're ready to go toe-to-toe with the GOP.
We'll prove that this kind of politics is no match for real grassroots
strength and a commitment to making America better -- but we

This past week has brought a barrage of
outrageous news about Republican tactics.
Politico is reporting that the same memo
outlining their "fear" strategy indicated that the
RNC is cynically seeking to further weaken campaign finance reform
to up their cash intake.
And National Journal, a Capitol Hill newspaper,
found that Republicans are launching robocalls around the country
calling health reform "dangerous." These calls are
designed to poison the debate around health care at a critical
moment -- and are happening right as they hit up insurance company
executives for huge contributions.
And to top it off, they're holding an upcoming
fundraiser at a compound run by the controversial military contractor
formerly known as Blackwater.
Enough is enough. We are ready to fight
back with rapid-response teams, truth-telling ads, and the best

United States Senate unanimously confirmed Lillian Sparks to
be Commissioner of the Administration for Native Americans, part
of the Administration for Children and Families at the U.S. Department
