AGRICULTURE SECRETARY VILSACK PARTICIPATES
IN OBAMA ADMINISTRATION'S 'UNITED WE SERVE' INITIATIVE WHILE
IN CHICAGO
Volunteers with USDA's Summer Food Service
Program, Visits Food Bank Receiving Recovery Act Funding
CHICAGO, June 29, 2009 - Agriculture Secretary
Tom Vilsack today took part in the Obama Administration's 'United
We Serve' initiative by serving lunch to kids at St. Agatha's
Family Empowerment (S.A.F.E.) in Chicago, Ill. The Obama Administration's
'United We Serve' initiative is designed to make volunteerism
and community service part of all American's daily lives to help
build a new foundation of service, one community at a time. Vilsack
was joined by a cross-section of religious leaders from throughout
Chicago.
"President Obama's 'United We Serve'
initiative is a challenge to all Americans to participate in
building a better future for our country and there is no better
place to start than working toward his goal of ending childhood
hunger," said Vilsack. "Too many kids in our country
go hungry over the summer months, and we hope our service today
encourages greater participation in USDA's Summer Food Service
Program, which is an important effort to ensure that all American
children have access to healthy, nutritious food even when school
is out for the summer."
During his visit, Vilsack noted that S.A.F.E.
is a beneficiary of USDA's Summer Food Service Program, which
provides children with access to nutritious lunches when school
is out. S.A.F.E. is a new summer meals site this summer in collaboration
with the Greater Chicago Food Depository's Kids Café Program.
The link between childhood nutrition and
mental and physical growth is well established. Lack of proper
nourishment can affect health and hamper growth. But in Cook
County, 43 Kids Cafes provide safe havens and hot meals for more
than 2,500 hungry children. An initiative of Feeding America
and administered locally by the Greater Chicago Food Depository,
these after-school programs also provide tutoring assistance
and educational programs.
While the National School Lunch Program
serves more than 30.9 million students in schools and residential
childcare institutions during the school year, only about 1.4
million children eat a school meal in summer school. USDA's Summer
Food Service Program provides breakfasts, lunches or snacks to
approximately 2 million additional children.
Available at approximately 32,704 meal
sites in parks, schools, camps, churches and other locations
nationwide, the Summer Food Service Program makes resources available
to promote healthier lifestyles. Targeted to low-income areas
where 50 percent or more of the students are eligible for free
or reduced-price meals, the program serves up to two meals or
one meal and one snack per day per child.
Kids will be able to receive food at S.A.F.E.,
3151 W. Douglas Blvd., Chicago, Ill., each weekday through August
7, 2009. Breakfast will be served between 8:30 and 9:15 a.m.,
while lunch will be served between 11:45 a.m. and 1:00 p.m. Approximately
140 elementary age children will be served breakfast or lunch
at this site each day.
To learn more information about where local
children can participate in the Summer Food Service Program,
call the National Hunger Hotline at 1-866-348-6479.
Later in the day, Vilsack visited the Greater
Chicago Food Depository, which administers food and support for
S.A.F.E. and dozens of additional support organizations in the
region. During his tour of the facility, Vilsack highlighted
USDA's ongoing efforts to support the food and nutrition needs
of local families through the American Recovery and Reinvestment
Act.
So far this year, the Greater Chicago Food
Depository has received more than $5 million in food through
the American Recovery and Reinvestment Act to feed hungry families
throughout Chicago. Food donations total more than 6.8 million
pounds of products such as canned pork, deli turkey, whole bagged
chicken, canned applesauce, mixed fruit, and canned peaches.
The Obama Administration's 'United We Serve'
summer initiative began on June 22 and runs through the National
Day of Service and Remembrance on Sept. 11. The President's call
to participate in this program focuses on four key areas where
everyone can have a continuing impact in their community: education,
health, energy and the environment and community renewal. All
Americans can create new service projects, find service projects
in their communities and share stories about projects that are
making a difference, by visiting the Corporation's website, www.serve.gov .

Banking Agencies Issue Host State Loan-to-Deposit
Ratios
WASHINGTON The Board of Governors of the Federal Reserve
System, the Federal Deposit Insurance Corporation, and the Office
of the Comptroller of the Currency today issued the host state
loan-to-deposit ratios that the banking agencies will use to
determine compliance with section 109 of the Riegle-Neal Interstate
Banking and Branching Efficiency Act of 1994. These ratios update
data released on June 26, 2008.
In general, section 109 prohibits a bank from establishing or
acquiring a branch or branches outside of its home state primarily
for the purpose of deposit production. Section 109 also prohibits
branches of banks controlled by out-of-state bank holding companies
from operating primarily for the purpose of deposit production.
Section 109 provides a process to test compliance with the statutory
requirements. The first step in the process involves a loan-to-deposit
ratio screen that compares a banks statewide loan-to-deposit
ratio to the host state loan-to-deposit ratio for banks in a
particular state.
A second step is conducted if a banks statewide loan-to-deposit
ratio is less than one-half of the published ratio for that state
or if data are not available at the bank to conduct the first
step. The second step requires the appropriate banking agency
to determine whether the bank is reasonably helping to meet the
credit needs of the communities served by the banks interstate
branches.
A bank that fails both steps is in violation of section 109 and
is subject to sanctions by the appropriate banking agency.
The updated host state loan-to-deposit ratios are attached.

Obama Administration Launches New Energy
Efficiency Efforts
Will save billions for consumers, business while helping to create
new jobs and strengthen American competitiveness
WASHINGTON - Building on the action by the U.S. House of Representatives
in passing historic legislation that will pave the way for the
transition to a clean energy economy, President Barack Obama
and U.S. Energy Secretary Steven Chu today announced aggressive
actions to promote energy efficiency and save American consumers
billions of dollars per year. Today's announcement underscores
how the clean energy revolution not only makes environmental
sense, but it also makes economic sense - creating jobs and saving
money.
"One of the fastest, easiest, and cheapest ways to make
our economy stronger and cleaner is to make our economy more
energy efficient," said President Obama. "That's why
we made energy efficiency investments a focal point of the Recovery
Act. And that's why today's announcements are so important. By
bringing more energy efficient technologies to American homes
and businesses, we won't just significantly reduce our energy
demand; we'll put more money back in the pockets of hardworking
Americans."
"When it comes to saving money and growing our economy,
energy efficiency isn't just low hanging fruit; it's fruit laying
on the ground," said Secretary Chu. "The most prosperous,
competitive economies of the 21st century will be those that
use energy efficiently. It's time for America to lead the way."
More Energy Efficient Lighting
Today's announcement includes major changes to energy conservation
standards for numerous household and commercial lamps and lighting
equipment. Seven percent of all energy consumed in the U.S. is
for lighting.
The final rule has numerous benefits, including:
Avoiding the emission of up to 594 million tons of CO2 from 2012
through 2042 - roughly equivalent to removing 166 million cars
from the road for a year;
Saving consumers $1 to $4 billion annually from 2012 through
2042;
Saving enough electricity from 2012 through 2042 to power every
home in the U.S. for up to 10 months;
Eliminating the need for up to 7.3 gigawatts of new generating
capacity by 2042 - equivalent to as many as 14 500MW coal-fired
power plants;
Decreasing the electricity used in GSFLs by 15%, saving consumers
up to $8.66 per lamp over its lifetime; decreasing electricity
used by IRLs by 25%, saving consumers $7.95 per lamp over its
lifetime.
In February 2009, President Obama tasked the Department of Energy
with quickening the pace of energy conservation standards for
appliances, while continuing to meet legal and statutory deadlines.
Today's announcement - which takes effect in 2012 - focuses on
General Service Fluorescent Lamps (GSFL), which are commonly
found in residential and commercial buildings, and Incandescent
Reflector Lamps (IRL), which are commonly used in recessed and
track lighting. These fluorescent and incandescent lamps represent
approximately 38 and 7 percent of total lighting energy use respectively.
The final rule, as issued by the Secretary of Energy on June
26, 2009, can be viewed and downloaded from the Office Energy
Efficiency and Renewable Energy's website at:
www.eere.energy.gov/buildings/appliance_standards/residential/incandescent_lamps.html
Building Efficiency Initiative
President Obama and Secretary Chu today announced a $346 million
investment from the American Recovery and Reinvestment Act to
expand and accelerate the development, deployment, and use of
energy efficient technologies in all major types of commercial
buildings as well as new and existing homes.
Residential and commercial buildings consume 40 percent of the
energy and represent 40 percent of the carbon emissions in the
United States. Building efficiency represents one of the easiest,
most immediate and most cost effective ways to reduce carbon
emissions while creating new jobs. With the application of new
and existing technologies, buildings can be made up to 80 percent
more efficient or even become "net zero" energy buildings
with the incorporation of on-site renewable generation.
Today's buildings consume more energy than any other sector of
the U.S. economy, including transportation and industry. In addition,
almost three-quarters of our nation's 81 million buildings were
built before 1979. Some were designed and constructed for limited
service, and many will eventually require either significant
retrofits or replacement.
Innovations in energy-efficient building envelopes, equipment,
lighting, daylighting, and windows, in conjunction with advances
in passive solar, photovoltaic, fuel cells, advanced sensors
and controls and combined heating, cooling, and power, have the
potential to dramatically transform today's buildings. These
technologies-coupled with a whole building design approach that
optimizes the interactions among building systems and components-will
enable tomorrow's buildings to use considerably less energy,
while also helping to reduce emissions and increase energy security.
This funding includes:
Advanced Building Systems Research ($100 million)
These projects will address research focused on the systems design,
integration, and control of both new and existing buildings.
Buildings need to be designed, built, operated, and maintained
as an integrated system in order to achieve the potential of
energy efficient and eventually net zero-energy buildings. These
projects will move beyond component-only driven research and
address the interactions in buildings as a whole, in order to
progress development of integrated, high performance buildings
and achieve net zero- energy buildings.
Residential Buildings Development and Deployment ($70 million)
Expanded work in Residential Buildings will increase homeowner
energy savings by supporting energy efficient retrofits and new
homes while raising consumer awareness of the benefits of increased
health, safety, and durability of energy efficiency. The projects
will provide technical support to train workers and create jobs,
developing a new workforce equipped to improve the Nation's homes
and will permit a major initiative to provide builders with technical
assistance and training through states, utilities, and existing
programs to increase the market share of new homes achieving
substantial whole house energy savings. To address existing homes,
DOE will work with municipalities with a variety of housing types
and vintages as well as subdivisions with similar housing stock
to encourage a large number of energy efficiency retrofits.
Commercial Buildings Initiative ($53.5 million)
These Recovery Act funds will be used to accelerate and expand
partnerships with major companies that design, build, own, manage,
or operate large fleets of buildings and that commit to achieving
exemplary energy performance. This funding will be used to expand
the number of these partnerships from 23 to about 75 through
a competitive process beginning in September, 2009.
Buildings and Appliance Market Transformation ($72.5 million)
In order to achieve energy savings, and ultimately lead to zero
energy buildings, the marketplace must be conditioned to accept
the necessary advanced technologies and activities and ensure
that the current technologies are performing as intended via
current energy efficiency standards. Key activities include expanding
ENERGY STAR to accelerate development of energy efficient products
and expand the ENERGY STAR brand into new areas; preparing the
design, construction, and enforcement community to implement
commercial building energy codes that require a 30 percent improvement
in energy efficiency over the 2004 code in 2010; and accelerating
and expanding DOE's Appliance Standards program to evaluate innovative
technologies and develop new test procedures that are more representative
of today's energy use and equipment.
Solid State Lighting Research and Development ($50 million)
The objective of the solid state lighting activities is to advance
state-of-the-art solid-state lighting (SSL) technology and to
move those advancements more rapidly to market through a coordinated
development of advanced manufacturing techniques. This project
will both aid in the development and reduce the first cost of
high performance lighting products. Continuing advances can accelerate
progress towards creating a U.S.-led market for high efficiency
light sources that save more energy, reduce costs, and have less
environmental impact than other conventional light sources.
For information on these and other Funding Opportunities under
the Recovery Act, visit: www.energy.gov/recovery/funding.htm.

College Democrats of Kansas: Support
the Global Food Security Act
Hi Everyone,
I'm writing tonight to ask for your help
in writing letters of support to Senator Brownback's office for
the Global Food Security Act. I have recently been in touch with
CARE, an international aid/development organizations and they
asked for our help and support for this important issue. Here
is the email:
I have a plan that Im hoping will
encourage Senator Brownback to cosponsor S. 384, the Global Food
Security Act, and I was wondering if you would be able to help
me. When I met with Senator Brownbacks office, his staff
told me that he is interested in the bill, but that he had not
heard much from his constituents about it. I asked what could
be done to encourage him further, and his staff said that if
they got a large number of letters on the same day that supported
the Global Food Security Act, it would make a big impact on the
Senator.
Our government relations staff in Washington,
DC is very eager to have Senator Brownback on the bill, not only
for his support, but because he is often looked at as a signal
sender within the Republican Party. CARE believes that
if Brownback cosponsors the bill, other Republicans will join
him. We would like to get additional cosponsor on the bill as
soon as possible because we hope the bill will get through the
Senate before the August recess.
I have been working with Jim French of
Oxfam, another organization that is supporting the Global Food
Security Act, to devise a plan to get a large amount of letters
delivered to Brownback at the same time. Since it can take up
to three weeks for letters to arrive in Washington offices (due
to the anthrax scare), we decided to collect the letters in Kansas,
and Jim French offered to hand deliver them to Brownbacks
district office.
I was wondering if you could write a letter
to Brownback, voicing your support for the Global Food Security
Act. I have drafted a sample letter and attached it to this email,
but I encourage you to add information as to why you support
efforts to combat global hunger. (If youve been to a developing
country, if you think it would promote national security and
global good will; if you believe that feeding the worlds
poor is a way to enact your faith, etc.). If you could encourage
others in your network to write a letter as well, I would greatly
appreciate it. My goal is to get 200 letters to Brownbacks
office, and Oxfam has promised us at least 50. Do you think we
could get some students to send letters?
Due to our time limitations before the
August recess, we would like to deliver these letters to Brownback
no later than July 8. To ensure that Jim French receives them
and can bundle them prior to the 8th, we would hope that you
could postmark your letters no later than July 6. Jims
address is: Jim French, Oxfam 8016 W. Longview Rd. Partridge,
KS 67566-9028.
Sincerely,
Suzanne Berman
Field Coordinator
Policy and Advocacy Unit
CARE USA
Here is the sample letter. Please email
me (virginia.burrows@gmail.com) with any questions or message
me on Facebook if you think you can help out with this important
issue. This is one of those times when we can breach party lines
in the hopes of enacting necessary legislation so I encourage
you all to help out!
Thanks,
Gina Burrows

Secretary Chu Opens U.S.-Canada Clean Energy
Dialogue
Public-private meeting brings together industry and government
leaders to expand bilateral clean energy cooperation
Washington, DC U.S. Energy Secretary Steven Chu today
made opening remarks at the first U.S.-Canada Clean Energy Dialogue
Roundtable at the Department of Energy Headquarters in Washington,
DC. The public-private meeting, which will be held June 29-30,
is bringing together leaders from private industry to meet with
U.S. and Canadian energy leaders to solicit industry input on
the goals and activities of the U.S.-Canada Clean Energy Dialogue.
"By working together to develop clean energy technologies
and combat climate change, the United States and Canada can spark
an economic recovery that will benefit both of our nations,"
said Secretary Chu. "I'm pleased to lead this effort on
behalf of the United States because the possibilities for progress
are real and undeniable, and we must seize them. By listening
to the perspective of private industry at this first meeting,
we can set an ambitious but achievable course for this dialogue,
as we work to further both of our nations' clean energy goals."
The Clean Energy Dialogue (CED) was announced in February when
President Obama and Canadian Prime Minister Stephen Harper met
in Ottawa. The CED is charged with expanding clean energy research
and development; developing and deploying clean energy technology;
and building a more efficient electricity grid based on clean
and renewable energy in order to reduce greenhouse gases and
combat climate change in both countries. U.S. Energy Secretary
Steven Chu and Canadian Minister of Environment Jim Prentice
serve as the lead government officials for moving the Clean Energy
Dialogue forward.
Specific areas for further bilateral cooperation under the Clean
Energy Dialogue include renewable and energy efficiency technologies
such as next generation biofuels, cleaner engines, and home and
building efficiency improvements; carbon capture and sequestration;
and more efficient, clean, smart electrical grids.
This weeks roundtable will solicit private sector input
on the most productive activities to undertake and ways to accelerate
deployment of new clean energy technologies into the marketplace.
Discussions during facilitated break out sessions in each of
the three focus areas will concentrate on ways to advance these
technologies through joint collaboration.

USCIRF Concerned Proposed Amendments
in Azerbaijan Will Repress Religious Freedom Further
WASHINGTON, D.C. Newly proposed
legal changes in Azerbaijan would curtail the religious freedom
of the country's Muslim community, said the U.S. Commission on
International Religious Freedom (USCIRF) today. Recent restrictive
amendments to Azerbaijan's religion law went into effect on May
31 (see Commission press release issued on May 19, 2009, Pending
Amendments in Azerbaijan Concern USCIRF.) On June 30, Azerbaijan's
parliament will consider two additional amendments to the same
religion law. These proposals would restrict the conduct of Islamic
rituals to Azerbaijani citizens who received Islamic education
in Azerbaijan. They also would require that those who lead such
rituals receive prior government approval.
Azerbaijan would be moving even further
in the wrong direction with regard to religious freedom if these
additional proposed amendments become law. Criminalizing such
actions would but further damage Azerbaijans reputation
regarding its adherence to international standards on the freedom
of thought, conscience, and religion or belief, said Michael
Cromartie, USCIRF vice co-chair. The Commission urges Azerbaijan
to reject these amendments promptly and to reconsider its recently
adopted amendments to the religion law.
Senior officials from the ruling Yeni Azerbaijan
Party of President Ilham Aliev have backed the proposed changes,
according to the non-governmental organization Forum 18. Deputy
Ali Huseynov, the parliamentary deputy who chairs the Milli Mejlis
Legal Policy and State Building Committee, reportedly told the
local APA news agency that the proposed amendments would also
add some new penalties to the Code of Administrative Offences,
but he did not specify if they would apply to those who violate
the proposed new provisions of the Religion Law.
The proposed amendments to the NGO Law
would ban the activity of unregistered NGOs, including several
religious rights groups, such as Devamm, a Muslim rights organization,
and the Azerbaijan branch of the International Religious Liberty
Association.
The new amendments to the religion law
are scheduled to be considered during the same parliamentary
session as proposed amendments to the Media Law, the Non-Governmental
Organizations (NGO) Law, the Grants Law, the State Fees Law,
and the Code of Administrative Offences.
Reportedly, the government of Azerbaijan
has not requested reviews of the amendments to the religion law
from expert legal groups within the Council of Europe or the
Organization for Security and Co-operation in Europe (OSCE),
although the country is a member of both organizations.
Azerbaijans current religion law
prohibits mosques which operate outside the state-sponsored Caucasus
Muslim Board. In recent months, two mosques were demolished and
several others were closed by government order, according to
Forum 18. Furthermore, the Azeri governments temporary
ban on praying outside mosques and prohibitions on the reopening
of some Georgian Orthodox and Baptist churches, issued in August
2008, are still in effect.
As in the case of many countries,
the Azeri government does face challenges in addressing extremism
that claims a religious linkage, while also protecting freedom
of religion or belief. However, overly repressive laws that would
affect many peaceful Muslims risk the very result that is sought
to be avoidedexacerbating radicalism, said Mr. Cromartie.
USCIRF is an independent, bipartisan U.S. federal government
commission. USCIRF Commissioners are appointed by the President
and the leadership of both political parties in the Senate and
the House of Representatives. USCIRFs principal responsibilities
are to review the facts and circumstances of violations of religious
freedom internationally and to make policy recommendations to
the President, the Secretary of State and Congress.
To interview a USCIRF Commissioner, contact Tom Carter, Communications
Director at tcarter@uscirf.gov, or (202) 523-3257.

Young Democrats of America National
Convention Early Bird Registration for Chicago Ending TOMORROW
The early bird registration for the YDA
National Convention ends TOMORROW at 11:59pm!!! After that, the
price for registration jumps 33% to $100! That price does NOT
include the banquet with the open bar.
If you are going to Chicago, please register
TODAY at:
https://yda.wiredforchange.com/o/720/t/4006/event/checkOut.jsp?event_KEY=12898.
Also remember, YDG has set up a program
where you can pay registration over 12 months if you are cash
strapped now. We do have to pay the Paypal fee, so the full cost
is $105, but over 12 months, that's $8.75/month. Please contact
tim@georgiayds.org to
participate in this special program.
Hotel Rooms are $172 per night WITH tax.
The YDA Chicago site (http://www.ydachicago2009.com)
shows the rate as $149/night which is correct but does NOT include
Chicago's 15.4% hotel tax.
By contract, this rate allows 4 people
per room. So the cost per person is $43/night.
3 people per room = $57.33/night
2 people per room = $86/night
If you come in Wednesday, and stay 4 nights
of the convention, you pay: $172 for lodging.
If you come in Thursday and stay 3 nights
of convention, you pay: $129.
But you must be certain all of your roomies
are staying the exact amount of time as you. If you come early
or stay late, and you will pay the rate for the number of roomies
you have those nights.
I know cost has many of you worried, but
honestly, to maximize Georgia's votes at convention, we really
only need you there Friday and Saturday. Keep in mind, that you
won't get the full benefit of convention with all the parties,
trainings, etc, but you will be there for the most important
part. We also have Elena Weiss running for YDA Women's Caucus
Chair, and Kyle Bailey for LGBT Caucus chair...and they could
use your vote! But if cost is a determining factor, please consider
just coming for the weekend.
TRANSPORTATION
We will be running carpools for anyone
interested. It is 713 miles from downtown Atlanta to the Chicago
hotel site. Elena has gotten secured parking at Oglethorpe for
carpoolers.
Greyhound Bus (http://www.facebook.com/l/;greyhound.com)
has roundtrip fares to Chicago for $98.
For good airfare deals, sign up for http://www.airfarewatchdog.com/
and you will find daily deals sent to you via email. In the last
week, I've seen roundtrip fares appears for $128.
FINALLY....
Once you have registered, please email
me at jacecil@gmail.com
with your confirmation so I can know you are coming and put you
in the hotel room pool. As your co-delegation chair, I need to
know who's coming so that you have all the information you need.
The national convention is always a blast!
Join us!
Best regards,
Jason

No
election complaints filed as deadline approaches; partial recount
under way
Posted: 06:28 AM ET
TEHRAN, Iran (CNN) No Iranian presidential candidates
had filed complaints as a Monday deadline approached in the countrys
disputed presidential election, state-run Islamic Republic of
Iran Broadcasting reported.
The powerful conservative Guardian Council
last week extended the deadline for filing complaints after two
candidates Mir Hossein Moussavi and Mehdi Karrubi
questioned the legitimacy of the June 12 vote count.
Separately, the council a body of
judges and religious scholars that oversees elections
ordered a partial recount of 10 percent of random ballot
boxes across the country, government-funded Press TV reported
Monday.
The order has been made following
the hesitation of representatives of
Moussavi and an ineffective
joint meeting between certain members of the special committee
of the Guardian Council and Moussavi, the office of the
councils spokesman said on Monday. The office said the
results would be announced, but didnt say when.
Moussavi rejected the offer of a partial
recount and refused to appoint a representative to the committee,
according to Press TV. CNN could not immediately reach Moussavi
for comment.
