Obama Administration Announces Availability
of $3.9 Billion to Invest in Smart Grid Technologies and Electric
Transmission Infrastructure
Recovery Act Funding Will Create Jobs, Help Modernize Nations
Electric Grid
Washington, DC U.S. Energy Secretary Steven Chu announced
today that the Department of Energy is soliciting applications
for $3.9 billion in grants to support efforts to modernize the
electric grid, allowing for greater integration of renewable
energy sources while increasing the reliability, efficiency and
security of the nations transmission and distribution system,
as part of the American Recovery and Reinvestment Act.
These investments will be used to develop a smart, strong
and secure electrical grid that will help integrate renewable
resources onto the grid, deliver power more reliably and effectively
with less environmental impact, and create new jobs across the
country, said Secretary Chu. By investing in updating
the grid now, we will lower utility bills for American families
and businesses, lessen our dependence on oil, and help advance
a clean energy future for the nation.
Secretary Chu announced the release of the final Funding Opportunity
Announcements (FOA) for $3.9 billion in Recovery Act funds. Approximately
$3.3 billion for the Smart Grid Investment Grant Program and
$615 million for smart grid demonstration projects will help
develop and implement smart grid technologies across the country.
As part of the Smart Grid Investment Grant Program, DOE will
provide cost-shared grants to support manufacturing, purchasing
and installation of existing smart grid technologies that can
be deployed on a commercial scale. Funding under the Smart Grid
Demonstration Program will be used to demonstrate how emerging
technologies can be applied in innovative ways within the electric
delivery system to provide integrated and economically-feasible
solutions. The Investment Grant program is intended to enable
smart grid functions on the electric system as soon as possible,
while the Demonstration program is aimed at identifying and developing
new and more cost-effective smart grid equipment, tools, techniques,
and system configurations that can significantly improve upon
todays technologies.
The final FOAs reflect the more than 600 comments DOE received
on the draft solicitations. The Department previously announced
that while the maximum award limits for both programs were being
increased, the Department will support projects of all sizes.
Under the final solicitations, the maximum award for the Smart
Grid Investment Grants will be $200 million; the maximum award
for the Smart Grid Demonstrations will be $100 million.

Hoyer Statement on National Defense
Authorization Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today in
support of the National Defense Authorization Act for Fiscal
Year 2010, which passed the House 389-22:
I want to thank Chairman Skelton
and the Armed Services Committee for their hard work on this
bill. It authorizes $550.4 billion in budget authority for the
Department of Defense and national security programs at the Department
of Energy, in addition to $130 billion for overseas contingency
operations. This defense authorization bill is a serious effort
to reprioritize our defense spending to focus on the real and
immediate threats our nation and our troops face. While it includes
funding for a wide range of vital programs, I would like to single
out some of the most important.
For one, this bill takes significant
steps to rebuild our Armed Forces, which have been worn down
by years of war. It provides $11 billion and $2 billion to re-equip
the Army and Marine Corps, respectively, as well as $6.9 billion
to improve the readiness of the National Guard and Reserve. The
bill also meets the Presidents request by adding an additional
15,000 troops to the Army, 14,650 to the Air Force, 8,000 to
the Marines, and 2,477 to the Navy. In addition, it provides
for much-needed upgrades to our barracks and defense facilities.
As you know, the new national security
strategy put forward by the Obama Administration includes redeployment
from Iraq and a renewed commitment to preventing Afghanistan
from becoming a failed state and a haven for terrorism. This
bill reflects those priorities by setting clear goals and timelines
for progress in Afghanistan, funding and training the Afghan
and Pakistani security forces for counterinsurgency, and requiring
the Administration to closely track all defense articles provided
to Afghanistan and Pakistan.
Of course, the threat of terrorism
is heightened immeasurably when it is tied to the possibility
of nuclear proliferation. That is why some of the most important
provisions of this bill increase funding for counterproliferation
efforts within the Departments of Defense and Energy, including
the Cooperative Threat Reduction Program. Given the danger of
weapons of mass destruction in the wrong hands, there are few
more cost-effective investments we can make in our security.
One of the most important things
we can do to protect taxpayer dollars is reform our defense acquisition
processwhich is why Im pleased that this bill takes
important steps toward reform, building on the weapons acquisition
reform bill recently signed into law by President Obama. The
authorization bill increases the size of the Department of Defenses
civilian acquisition staff, which means less reliance on outside
contractors, and thus stronger oversight of the entire acquisitions
process. The result will be less waste and, I trust, net savings
for taxpayers.
Finally, I am proud that this bill
sees to the needs of our troops. It expands defense health coverage
to better serve reservists and their families, enhances housing
for active-duty families, makes it easier for friends and family
to visit wounded troops during their recoveries, and more.

WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the House Budget Committee held a hearing on the Statutory Pay-As-You-Go
Act of 2009:
I want to thank Chairman Spratt for holding a hearing today
to discuss reinstating statutory PAYGO. This hearing is an important
step in the process as we consult Members across the ideological
spectrum for their thoughts on how to improve this bill.
PAYGO is only one tool to get our nation's budget back
to sustainability, but it is a tool we must have. With PAYGO
in place, we will stop digging deeper into debt. By reducing
the amount of money spent on interest payments on the debt, we
will be better able to make investments in areas that make our
economy strong, such as health care, energy, and education.
I look forward to working with President Obama, Chairman
