The U.S. current-account deficitthe combined balances on
trade in goods and services, income, and net unilateral current
transfersdecreased to $101.5
billion (preliminary) in the first quarter of 2009, the smallest
deficit since the fourth quarter of 2001, from $154.9 billion
(revised) in the fourth quarter of 2008.

percent from April to May 2009. A 0.3 percent decrease in average
weekly hours and a 0.1 increase in the Consumer Price Index for
Urban Wage Earners and Clerical Workers (CPI-W) were partially
offset by a 0.1 percent increase in average hourly earnings.
Over the year real average weekly earnings increased 2.8 percent.

U.S. Transportation Secretary LaHood Announces
Guidelines for Receiving Economic Recovery Funds for High-Speed
Rail
The Department of Transportation moved another step closer to
realizing President Obamas vision for high-speed rail in
America today, publishing guidelines for states and regions to
apply for federal funds as part of the American Recovery and
Reinvestment Act.
The time has finally come for the United States to get
serious about building a national network of high-speed rail
corridors we can all be proud of, Secretary Ray LaHood
said. High-speed rail can reduce traffic congestion and
link up with light rail, subways and buses to make travel more
convenient and our communities more livable.
The historic commitment to revitalizing the nations rail
lines by creating high- speed corridors and improving existing
service between cities includes an $8 billion competitive grant
program and a continuing $1 billion annual investment proposed
in the Presidents budget.
Rail travel will encourage economic growth and create new
domestic manufacturing jobs, while reducing pressure on our highways
and airways, said Federal Railroad Administrator Joseph
Szabo. In addition to the economic advantages, trains are
energy-efficient, capable of reducing billions of pounds of carbons
each year from being released into our atmosphere and reducing
our countrys reliance on oil.
Officials from the USDOT and Federal Railroad Administration
met with more than 1,000 people across the country to receive
input in preparation for developing the programs grant
application guidelines. Vice President Biden and Secretary LaHood
also heard from governors and state transportation chiefs at
the White House on June 3 about how they hoped to boost their
economies with improved passenger rail service.
The guidelines, which can be found at http://www.fra.dot.gov/us/content/2243,
require rigorous financial and environmental planning to make
sure projects are worthy of investment and likely to be successful.
The program will offer grants for both planning and construction
so that states can apply for funds no matter what stage of development
their project is in.
The guidance states that proposals will be considered on the
merits for their ability to make trips quicker and more convenient
reduce congestion on highways and at airports and meet other
environmental, energy and safety goals. And it allows the USDOT
to actively promote standard specifications for rail cars and
other equipment.
The Federal Railroad Administration will award the first round
of grants by mid-September.

grand jury subpoena seeking information about readers who posted
comments on the paper's Web site.
The Las Vegas Review-Journal reported Tuesday that its editor,

received after reporting on a federal tax fraud case against
business owner Robert Kahre.

deadliest weather phenomena-lightning. In 2008, hundreds of people
were permanently injured by lightning strikes across the country,
and 28 were killed. This year to-date, 11 people have been killed

Firewalls
When anyone or anything can access your
computer at any time, your computer
is more susceptible to being attacked. You can restrict outside
access to
your computer and the information on it with a firewall.
What do firewalls do?
Firewalls provide protection against outside
attackers by shielding your
computer or network from malicious or unnecessary Internet traffic.
Firewalls can be configured to block data from certain locations
while
allowing the relevant and necessary data through (see Understanding
Denial-of-Service Attacks and Understanding Hidden Threats: Rootkits
and
Botnets for more information). They are especially important
for users who
rely on "always on" connections such as cable or DSL
modems.
What type of firewall is best?
Firewalls are offered in two forms: hardware
(external) and software
(internal). While both have their advantages and disadvantages,
the decision
to use a firewall is far more important than deciding which type
you use.
* Hardware - Typically called network firewalls, these external
devices
are positioned between your computer or network and your cable
or DSL
modem. Many vendors and some Internet service providers (ISPs)
offer
devices called "routers" that also include firewall
features.
Hardware-based firewalls are particularly useful for protecting
multiple
computers but also offer a high degree of protection for a single
computer. If you only have one computer behind the firewall,
or if you
are certain that all of the other computers on the network are
up to
date on patches and are free from viruses, worms, or other malicious
code, you may not need the extra protection of a software firewall.
Hardware-based firewalls have the advantage of being separate
devices
running their own operating systems, so they provide an additional
line
of defense against attacks. Their major drawback is cost, but
many
products are available for less than $100 (and there are even
some for
less than $50).
* Software - Some operating systems include a built-in firewall;
if yours
does, consider enabling it to add another layer of protection
even if
you have an external firewall. If you don't have a built-in firewall,
you can obtain a software firewall for relatively little or no
cost from
your local computer store, software vendors, or ISP. Because
of the
risks associated with downloading software from the Internet
onto an
unprotected computer, it is best to install the firewall from
a CD or
DVD. If you do download software from the Internet, make sure
it is a
reputable, secure website (see Understanding Web Site Certificates
for
more information). Although relying on a software firewall alone
does
provide some protection, realize that having the firewall on
the same
computer as the information you're trying to protect may hinder
the
firewall's ability to catch malicious traffic before it enters
your
system.
How do you know what configuration settings
to apply?
Most commercially available firewall products,
both hardware- and
software-based, come configured in a manner that is acceptably
secure for
most users. Since each firewall is different, you'll need to
read and
understand the documentation that comes with it to determine
whether or not
the default settings on your firewall are sufficient for your
needs.
Additional assistance may be available from your firewall vendor
or your ISP
(either from tech support or a website). Also, alerts about current
viruses
or worms (such as US-CERT's Cyber Security Alerts) sometimes
include
information about restrictions you can implement through your
firewall.
Unfortunately, while properly configured
firewalls may be effective at
blocking some attacks, don't be lulled into a false sense of
security.
Although they do offer a certain amount of protection, firewalls
do not
guarantee that your computer will not be attacked. In particular,
a firewall
offers little to no protection against viruses that work by having
you run
the infected program on your computer, as many email-borne viruses
do.
However, using a firewall in conjunction with other protective
measures
(such as anti-virus software and "safe" computing practices)
will strengthen
your resistance to attacks (see Understanding Anti-Virus Software
and other
security tips for more information).

commend President Obama for his leadership on financial regulatory
reform and his inclusive approach to policy development. There
are key areas of reform within our regulatory structure that
should be addressed in any effort to strengthen the oversight
of our financial markets, enhance consumer protection and promote
market discipline. Of primary importance is addressing too big
to fail. Market participants should understand that large institutions
can and will fail and that an effective resolution mechanism
will be uniformly applied to institutions in a fair, transparent
and consistent manner. It is also important that we maintain
a focus on assuring strong capital requirements for banks and
their holding companies. As the ultimate insurer of over $6 trillion
in deposits, the FDIC's emphasis on capital has proven to be

Hoyer Statement on Introduction of Statutory
PAYGO
WASHINGTON, DC House Majority Leader
Steny Hoyer (D-MD) joined White House Office of Management and
Budget Director Peter Orzsag, House Education and Labor Committee
Chairman George Miller (D-CA), House Budget Committee Chairman
John Spratt (D-SC), and other Democratic Members for a press
conference on the introduction of the President's statutory pay-as-you-go
(PAYGO) legislation in the House. Below are his remarks as prepared
for delivery:
Today, I am introducing statutory pay-as-you-go
legislation in the House, with over 155 original co-sponsors,
including the Members standing behind me.
As we know, fiscal discipline has served us well in the
past. In the 1990s, the pay-as-you-go rule, or PAYGO, helped
us turn the massive deficits of the Reagan years into a record
surplus under President Clinton.
But the principle of paying for what we buy was abandoned
by President Bush, who used borrowed money to fund tax cuts for
the most privileged. Today, due primarily to the recklessness
of his Administration, we are in an unprecedented fiscal hole,
facing a deficit of $1.3 trillion.
Since Democrats took back Congress, we have made PAYGO
a central part of our fiscal approach. By restoring PAYGO in
law, Congress to find savings to offset every dollar that goes
to expanded entitlements or reduced revenues.
There are some differences between the way the Presidents
proposal would work and our House rules that we will need to
resolve, and we will be working with the Administration on those
issues. But we are united on the goal of what we want to accomplish.
We agree with the President that restoring PAYGO will help
us invest sustainably in some of our most important priorities,
while pushing us to make the hard choices necessary to support
vital programs and cut wasteful spending.
Yes, this PAYGO bill allows several current policies to
be extended without offsets. But nobody believes Congress would
allow those current policies to expire. And creating requirements
that nobody expects to be enforced would fatally weaken the credibility
of PAYGO as a whole.
PAYGO is only part of the solution to our fiscal messthe
work ahead will include controlling the costs of health care
and the growth of our entitlement programs. But PAYGO is a vital
part of that effort, and I hope that Congress will show the same
commitment to fiscal responsibility that has been expressed by
our President and pass this into law.

India: USCIRF Regrets Absence of Visas
for Visit to India
WASHINGTON, D.C. The U.S. Commission on International
Religious Freedom (USCIRF) regrets that visas have not been issued
by the Indian government for a USCIRF visit to discuss religious
freedom conditions with officials, religious leaders, civil society
activists and others in the worlds largest democracy.
As a U.S. government body, visits by the
Commission must have official status. USCIRF obtained U.S. State
Department support, made travel arrangements, and requested meetings
with a variety of officials. Despite this, the Indian government
did not issue the USCIRF delegation visas. The Commissioners
were to have left the United States on June 12.
The aim of the long-requested trip was
to discuss religious freedom conditions in India, home to a multitude
of religious communities that have historically co-existed. India
has experienced an increase in communal violence against religious
communities in recent years and the USCIRF Commissioners sought
to discuss the Indian governments responses to this, and
its development of preventive strategies at the local and national
levels. According to information before USCIRF, the Indian justice
system has prosecuted only a handful of persons responsible for
communal violence and related abuses since the mid 1980s.
In 2002, USCIRF recommended India be designated
a Country of Particular Concern (CPC) following events
in Gujarat that resulted in an estimated 2,000 deaths. Although
India was removed from the CPC list in 2005, USCIRF has continued
to monitor, report, and comment publicly on events in the country,
including last years violence in Orissa, attacks in Mumbai,
and other events.
The Indian government did not offer alternative
dates for a visit. USCIRF first tried to obtain visas for India
in 2001. This would have been the Commissions first visit
to India. India joins Cuba as the only other nation to have refused
all USCIRF requests to visit.
We are particularly disappointed
by the new Indian governments refusal to facilitate an
official U.S. delegation to discuss religious freedom issues
and government measures to counter communal violence, which has
a religious component, said Commission chair Felice D.
Gaer. Our Commission has visited China, Russia, Saudi Arabia,
and over 20 other countries. India, a close ally of the United
States, has been unique among democracies in delaying and denying
USCIRFs ability to visit. USCIRF has been requesting visits
since 2001.
USCIRF issues its annual report on religious
freedom each May and this years India section was delayed
because of the planned USCIRF trip. We wanted to hear from
all sectors of Indian society, and allow these diverse perspectives
to shape our report, said Gaer. In the absence of in-country
travel, USCIRF will release a report on India later this summer.
USCIRF is an independent, bipartisan U.S.
federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs
principal responsibilities are to review the facts and circumstances
of violations of religious freedom internationally and to make
policy recommendations to the President, the Secretary of State
and Congress.

for Regulatory Reform
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
President Obama announced the Administration's plan for regulatory
reform:
Today, President Obama proposed a wide-ranging regulatory
overhaul designed to preserve the integrity of our financial
system, protect consumers, and prevent a recurrence of the current
financial crisis. Our current crisis was brought about by irresponsible
risk-taking, from Wall Street to the level of individual homeowners;
those risks were abetted by significant gaps in our current regulatory
system. President Obamas proposal, which includes an oversight
council to monitor the stability of the financial system, tightens
supervision on non-bank financial institutions, and regulates
over-the-counter derivatives, is aimed to close those gaps.
Congress, under the leadership of Chairman Barney Frank,
has also been at work on plans for tough and sensible regulatory
reform. We look forward to working with President Obama toward
our common goal of a sound financial system that preserves our
economys innovative power while forestalling system-wide
shocks that endanger the economic security of millions.

Orszag, House Education and Labor Committee Chairman George Miller

Rep. Baron Hill (IN-09), Rep. Peter Welch (VT-AL), Rep. Allen
Boyd (FL-02), and Rep. Bobby Scott (VA-03) to discuss the importance
of passing this legislation.
I am pleased that we have introduced statutory PAYGO in
the House, taking a major step toward restoring a policy that
turned deficits to record surpluses, said House Majority
Leader Steny Hoyer. Democrats are committed to fiscal responsibility,
and this PAYGO bill will help us make the choices necessary to
invest in critical programs and cut wasteful spending. I look
forward to working with the President and our Members to get
a strong bill signed into law soon.
PAYGO is the mechanism that will force us to reach an agreement
on paying for health care reform so that we have the best possible
insurance system that last well into the future. Liberals and
conservatives alike are embracing PAYGO because it will make
our nation stronger, said Rep. George Miller, chairman,
House Education and Labor Committee.
Statutory PAYGO works because it reins in new entitlement
spending and new tax cuts, said Budget Committee Chairman
John Spratt. Both tend to be long lasting easy to
pass, hard to repeal. By insisting on offsets and deficit neutrality,
PAYGO buffers the bottom-line. Its terms are complex, but at
its core, it is a common-sense rule that everyone can understand:
when you are in a hole, stop digging.
We have real momentum now in enacting
statutory PAYGO legislation. The President has put his words
into action, and those gathered here will continue to work for
this shared goal of seriously addressing our long-term fiscal
health, said Rep. Baron Hill (D-IN), Blue Dog Co-Chair
for Policy.
A good idea without a way to pay for it is wishful thinking.
A good intention without fiscal discipline is a daydream,
Rep. Peter Welch said. Middle class families work hard
to pay their bills. The federal government has a responsibility
to do the same.
Our federal government cannot continue to live outside
its means and put our national security at risk by relying on
foreign creditors to pay for our priorities, said Congressman
Allen Boyd (D-North Florida). Reinstituting PAYGO discipline
into law is one proven effective tool to rein in spending and
draw down the debt, and this bill sends a clear message to the
American people that the Democrats in the House are serious about
restoring fiscal responsibility to the federal government. I
look forward to working with the Administration and my colleagues
in Congress to advance this top Democratic priority.
It is critical that we reverse the irresponsible fiscal
policies of the past eight years, said Rep. Bobby Scott,
a member of the House Budget Committee. If we do not get
the budget in order now, we will not have the resources to fund
Social Security, Health Care Reform and education in the future.
