SOUTH CHARLESTON, W. Va. -- West Virginians may be eligible for
a grant to help pay for repairs to property damaged by recent
floods. Under the National Flood Insurance Program (NFIP), if
a flood insurance policy was in effect for 30 days before the
severe storms, flooding, mudslides and landslides that began
in May, policy holders may qualify for Increased Cost of Compliance
(ICC) funds.

University Program Awards
Nearly $9 Million to Benefit Nuclear Science and Engineering
Students and University Research Infrastructure
WASHINGTON, DC U.S. Energy Secretary Steven Chu today
announced nearly $9 million in awards to support the next generation
of American nuclear energy development. Under the Nuclear Energy
Universities Program, the Department of Energy will provide $2.9
million in scholarships and fellowships to 86 U.S. nuclear science
and engineering (NS&E) students, and will offer more than
$6 million in grants to 29 U.S. universities and colleges in
23 states.
The Nuclear Energy University Program (NEUP) supports the countrys
nuclear energy research infrastructure at schools across the
country, while attracting high-quality undergraduate and graduate
students into nuclear science and engineering disciplines. Infrastructure
investments designed to enhance colleges nuclear energy
research and development (R&D) capacity will include grants
for new equipment and instrumentation for research reactors,
specialized nuclear energy facilities, and classrooms and laboratories.
Americas leadership in nuclear energy research will
be critical in addressing the countrys long term energy
independence and climate change goals. We need to ensure that
the next generation of nuclear scientists and engineers have
the training they need to research, design, build, operate, and
maintain U.S. nuclear power plants, said Secretary Steven
Chu. Investing in these students educations and the
necessary infrastructure and equipment at their universities
will help keep the United States at the research forefront for
this important zero-carbon energy source.
According to the Nuclear Energy Institute, about half of the
nuclear industrys workforce will be eligible to retire
during the next 10 years. The scholarships and fellowships under
the NEUP program will help make sure we are training nuclear
scientists and engineers to replace these workers and maintain
Americas role as a leader in the nuclear energy research.
The NS&E infrastructure awards will support university and
college efforts to build or expand the schools NS&E
basic research or education capabilities and enhance the university
or college's capacity to perform R&D that helps meet the
Departments long-term energy consumption goals.
The Department is awarding 70 scholarships to U.S. undergraduate
students and 16 fellowships to U.S. graduate students. Each scholarship
student will receive $5,000 to provide cost of his or her education
for the next year. Fellowship recipients will receive $50,000
a year over three years to help pay for their graduate studies
and research. Students are expected to receive their award funds
by September 30, 2009.
Four-year and two-year accredited universities or colleges including
community colleges and trade schools were eligible to apply for
an infrastructure grant. Award amounts for each project are subject
to negotiation but range between about $100,000 and $300,000.
Awards are limited to one per university or college and are expected
to be completed by September 30, 2009.

HUD TO AWARD GRANTS WORTH $58 MILLION
FOR HOUSING COUNSELING
Funding to help hundreds of thousands of homeowners, homebuyers
and renters find and sustain housing
WASHINGTON - The U.S. Department of Housing
and Urban Development today announced that more than $58 million
is available for a broad range of housing counseling programs
to help families find and preserve housing. The funding is an
increase of $11 million, or 23 percent, over last year. These
grants will be awarded competitively to hundreds of HUD-approved
counseling agencies and State Housing Finance Agencies that offer
a variety of services including how to purchase or rent a home,
how to avoid foreclosure, how to improve credit scores, and how
to qualify for a reverse mortgage.
"Now, more than ever, it is crucial
that American families make informed decisions about their housing
choices," said HUD Secretary Shaun Donovan. "These
counseling agencies are also vital to the success of the President's
Making Home Affordable Plan which is helping families avoid foreclosure
and remain in their homes."
HUD-approved counseling agencies provide
homeownership counseling as well as financial literacy education
to renters and homeless individuals and families. This year HUD's
Housing Counseling Grant program will provide approximately $47
million for comprehensive counseling; $8 million for Reverse
Mortgage Counseling, $2 million for supplemental funding for
Loan Document Review Counseling, and $1 million in supplemental
funding for Fair Lending and Mortgage Fraud Analysis and Counseling.
National and regional agencies distribute
much of HUD's housing counseling grant funding to community-based
grassroots organizations that provide advice and guidance to
low- and moderate-income families seeking to improve their housing
conditions. In addition, these larger organizations help improve
the quality of housing counseling services and enhance coordination
among their counseling providers.
HUD will award grants to approximately
400 applicants. Applications may be downloaded from HUD's
website including instructions on submitting proposals via
Federal Express (FedEx), United Parcel Services (UPS), and the
U.S. Postal Service. Applications must be postmarked on or before
July 17th and received by the designated reviewing office within
five days.

Americas Energy Leaders Take Action
to Realize Energy and Climate Partnership of the Americas
LIMA, PERU Energy ministers and other government energy
leaders from across the Americas came together with major energy
corporations and other experts in Lima, Peru June 15 and 16,
2009 at the Americas Energy and Climate Symposium. The Symposium,
the first major energy event after the Summit of the Americas
earlier this year, resulted in the announcement of concrete joint
actions to improve energy efficiency, promote clean and renewable
energy, and increase information sharing on best practices and
past experiences.
As President Obama explained when announcing the Energy
and Climate Partnership of the Americas, countries across our
hemisphere must come together to find new ways to produce and
use energy, so that we can create jobs and promote economic recovery
while protecting our planet, said U.S. Energy Secretary
Steven Chu. The Symposium is the latest in a series of
collaborative efforts to strengthen our clean energy future throughout
the Americas, and we look forward to working with our regional
partners in the shared goal of combating global climate change.
Among the joint efforts welcomed at the Symposium, Secretary
Chu announced a Low Carbon Communities Program to assist countries
in developing transformative energy efficiency and renewable
energy programs to reduce the carbon footprint of urban communities
throughout the region. Through this initiative, the Department
of Energy will partner with countries in the region to provide
technical assistance and limited funding to develop building
standards and adopt modern urban planning strategies including
transit-oriented development to achieve low carbon communities.
Energy leaders also announced the development of a Regional Energy
Efficiency Center in conjunction with the Peruvian government
and a Regional Wind Center supported by Mexico.
The Americas Energy and Climate Symposium, hosted by the Government
of Peru, demonstrates the strong support of the nations of the
region to expand cooperation on energy and climate change as
part of the Energy and Climate Partnership of the Americas (ECPA).
The Partnership was first announced at the Fifth Summit of the
Americas in Port of Spain, Trinidad and Tobago, where President
Obama invited all countries of the Western Hemisphere to be a
part of a united effort in this critical area. Since the Summit
in April, regional response has been overwhelmingly positive
across all five ECPA elements: energy efficiency, renewable energy,
cleaner fossil fuels, critical infrastructure, and energy poverty
alleviation.

The Library of Congress Preservation Directorate
and FLICC/FEDLINK are hosting an informational forum on disaster
recovery services. Open to all FLICC/FEDLINK members, the forum
will be held on June 25, 2009, from 9:00 am to 1:00 pm, in the
Mumford Room on the 6th floor of the Madison Building at the
Library of Congress.
The purpose of the forum is to gather information
about the services disaster recovery vendors have to offer. The
possible scale of services is from a minimum number of pieces
to full scale recovery, including, but not limited to:
- on-site assessment of damage resulting
from one or more natural or man-made catastrophic events;
- careful handling and secure removal of damaged library collections
and research materials from disaster sites to appropriate storage
venues for subsequent freezing, air drying, vacuum freeze drying,
or shipping to firms for single-item conservation treatment;
- cleaning or smoke removal;
- relocation of treated collections within their appropriate
facilities;
- other related services as may be required to responsibly recover
collection materials
Each vendor will give a 20 minute presentation
to an audience made up of Library of Congress staff and federal
librarians. The vendor is expected to present data and answer
questions concerning their capabilities related to disaster response,
collections damage assessment, and collections salvage and recovery.
The vendors are invited to supply documentation for the audience.
Written questions/comments received at the forum will be addressed,
if time permits.

Hoyer Statement on Supplemental Appropriations

WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke on the House Floor in support of the
Fiscal Year 2009 Supplemental Appropriations bill, which passed
the House today. Below are his remarks as prepared for delivery:
I rise to voice my strong support
for final passage of this supplemental appropriations bill. Its
provisions are vital to our national security, from its $4.5
billion for Mine Resistant Ambush Protected vehicles, which is
$1.9 billion above the request, that can help our troops stay
safe in harms way; to its $5 billion for stability and
security in Afghanistan; to its funding for preparedness against
pandemic fluat a time when the World Health Organization
has declared the first worldwide flu epidemic in 41 years. If
anyone intends to vote against flu preparedness today, I hope
that they will come to the floor and explain the gamble that
they are prepared to make with our nations health.
But our Republican colleagues have
seized in particular on a provision equally important to our
national security: a line of credit for the International Monetary
Fund, or IMF. The IMF is the world body that has been essential
to the stability of the global economy since the end of World
War IIin fact, it was part of the package of reforms that
have kept the world economy from sliding into another depression
of the kind that once led to world war.
This line of credit provided by this
bill is an insurance policy for the global economy. If all goes
well, the money will never leave the United States. But if all
does not go well, if the global economy sees another economic
shock, this money will help the IMF provide loans to the countries
in greatest danger of economic collapse. Collapsing economies
have the power to drag the rest of the world down with them and
spark unpredictable political turmoilwhich could mean more
lost jobs at home and a more dangerous world abroad. In fact,
the Director of National Intelligence, Admiral Dennis Blair,
told Congress that the primary near term security concern
of the United States is global economic crisis and its geopolitical
implicationsand he specifically endorsed the IMF
as a crucial means of confronting that security concern.
But recently, Republicans in this
Congress have attacked the IMF with arguments that are downright
demagogicarguments that, if taken seriously, would leave
the world a much less stable place.
They are wrong to argue that this
money could go to Iran, Venezuela, Burma, Zimbabwe, or even Hezbollah.
Iran, Venezuela, Burma, and Zimbabwe do not currently borrow
from the IMF, and they have not borrowed recently. Zimbabwe even
had its IMF voting rights suspended. And the IMF stated categorically
that it has not negotiated with Hezbollah on a loanan outcome
that is, in any case, even less likely after this weeks
election in Lebanon. Further, if the IMF were even to consider
a loan to one of those unsavory states, the United States and
its allies could block it. The U.S. alone controls more than
17% of all IMF votes, a number based on our contributions to
the IMF. And legislation like this only strengthens our influence
there.
Republicans are equally wrong to
argue that this bills IMF provisions are fiscally irresponsible.
They claim that our loans to the IMF would be financed by borrowed
money, and that the taxpayers will take a net loss. But the truth
is that backing IMF loans has repeatedly made money for American
taxpayers. Between fiscal years 2000 and 2008, the cumulative
gain from our IMF contributions was nearly $2.8 billion.
So I would say to my Republican colleagues:
there will be time enough for politics on this floor. But this
time, and this issue, are too serious. I would ask them to remember
the responsibility of Ronald Reagan, when he said, The
IMF is the linchpin of the international financial system
.I
have an unbreakable commitment to increased funding for the IMF.
Remember the responsibility of the
first President Bush, when he said, The IMF and the World
Bank are at the crossroads of our cooperative efforts.
Remember the responsibility of Speaker
Gingrich, when he said in 1998, We have an obligation to
work with the International Monetary Fund.
And even remember the responsibility
of President George W. Bush, when he said, The United States
pledges
to help ensure that the International Monetary Fund
[has]
the resources to assist countries in crisis.
And if those arguments are not timely
enough, I would close by quoting a letter written just last month:
A stronger and more responsive IMF is essential to the
restoration of confidence in the global economy and financial
system and thus to our own economic recovery. Signed: Henry
Kissinger, Condoleezza Rice, Henry Paulson, Robert Rubin, James
A. Baker, Nicholas F. Brady, Colin Powell, Paul A. Volcker, Paul
H. ONeill, Robert McFarlane, Brent Scowcroft, Anthony Lake,
Frank Carlucci, and Lee Hamilton.
Every one of those men and women,
from Reagan down to the present, saw that this issue is too big
to demagogue. I hope that the Members of this House will join
them.
I urge my colleagues to vote for
this legislation, which is so vital for the stability of our
economy, for the health of our nation at a time of pandemic,
for our national security, and for our troops.

Phillip J. Baker, the foreign managing director of a Chicago-based
hedge fund that was forced into receivership by government regulators,
is facing federal fraud, obstruction of justice, and criminal
contempt charges for allegedly fraudulently soliciting more than
$300 million from at least 700 investors worldwide. An arrest
warrant is outstanding for Baker, a Canadian citizen who was
last known to reside in Hamburg, Germany, and whose current whereabouts
are unknown.

the Clean Energy Potential of the West
Secretaries Chu, Salazar and Vilsack and Chairs Sutley and Wellinghoff
announce energy and transmission policies at the Western Governors
Association Annual Meeting
PARK CITY, UTAH Senior Obama Administration officials
today announced a number of steps that will help the West to
tap its clean energy potential and create green jobs. The efforts
announced during the annual meeting of the Western Governors
Association (WGA) reflect a comprehensive, broad-based strategy
across the Administration to support western states in their
efforts to grow their local economies and meet their energy needs.
The West has been at the forefront of the countrys development
and implementation of clean energy technologies, leading the
way in passing effective Renewable Portfolio Standards and harnessing
the regions significant renewable energy resources. The
initiatives announced today a collaboration of federal
and state efforts - will help these states continue to lead on
energy and climate issues, while driving our economic recovery
and protecting the environment.
Todays announcements include initiatives to advance the
development of a smarter electric grid and more reliable transmission
system, protect critical wildlife corridors and habitats, promote
the development of renewable energy sources, and lay the groundwork
to integrate these energy sources onto the national electricity
grid.
These steps send an unmistakable message: the Obama Administration
will be a strong partner with the West on clean energy,"
Energy Secretary Steven Chu said. "We will create jobs,
promote our energy independence, and cut our carbon emissions
by unlocking the enormous potential for renewable energy in the
Western United States.
Our collective presence here demonstrates the Obama Administrations
commitment to working with the Western governors as we begin
to meet the challenge of connecting the sun of the deserts and
the wind of the plains with the places where people live,
said Ken Salazar, Secretary of the Interior.
"President Obama has been very clear
about his intent to address our country's long-term energy challenges,
and this multi-department approach will help increase production
of energy from renewable sources and generate new, green jobs
in the process," said Agriculture Secretary Tom Vilsack.
"When we produce more energy from clean sources, we help
protect our farmland and our forests for future generations."
With their focus on clean energy, electricity transmission,
and Western water supply, the Governors have shown a commitment
to addressing the critical issue of climate change and the challenges
it presents to state and local governments, said Nancy
Sutley, Chair of the White House Council on Environmental Quality.
The areas covered during this meeting, from water supplies
and renewable energy, to fostering international cooperation
on energy and the environment, are issues we are also focused
on at the White House under the leadership of President Obama.
We look forward to working together to meet these challenges.
"FERC looks forward to coordinating
with DOE and working with the states and local planning entities
and other interested parties in the course of facilitating the
resource assessments and transmission plans," FERC Chairman
Jon Wellinghoff said.

Actions announced today include:
$80 Million for Regional and Interconnection Transmission Analysis
and Planning
The Department of Energy announced $80 million in new funding
under the American Reinvestment and Recovery Act to support long-term,
coordinated interconnection transmission planning across the
country. Under the program, state and local governments, utilities
and other stakeholders will collaborate on the development and
implementation of the next generation of high-voltage transmission
networks.
The continental United States is currently served by three separate
networks or interconnections the Western,
Eastern and Texas interconnections. Within each network, output
and consumption by the generation and transmission facilities
must be carefully coordinated. As additional energy sources are
joined to the countrys electrical grid, increased planning
and analysis will be essential to maintain electricity reliability.
Secretary Chu announced the release of a $60 million solicitation
seeking proposals to develop long-term interconnection plans
in each of the regions, which will include dialogue and collaboration
among states within an interconnection on how best to meet the
areas long-term electricity supply needs. The remaining
$20 million in funding will pay for supporting additional transmission
and demand analysis to be performed by DOEs national laboratories
and the North American Electric Reliability Corporation (NERC).

The Federal Deposit Insurance Corporation
(FDIC) and the White House Initiative on Historically Black Colleges
and Universities (WHI-HBCU) today announced a partnership that
will assist the WHI-HBCU in its mission of expanding the scope,
impact and relevance of the nation's historically black colleges
on their students and faculty, and the communities they serve.
"The FDIC is eager to build upon our work with historically
black institutions of higher learning," said Sandra Thompson,
Director of the FDIC's Division of Supervision and Consumer Protection.
"Historically black colleges and universities (HBCUs) have
had a profound impact on America's economy. Hundreds of thousands
of HBCU graduates are now competent professionals contributing
in government, business and the nonprofit sector of our economy.
We must ensure that these strong economic engines continue."
The partnership will step up efforts to:
Increase the availability and quality of current financial education
to students and faculty, as well as to members of the community,
including small businesses.
Expand outreach on HBCU campuses to heighten students' awareness
of and interest in professions within the banking industry and
to increase recruitment for FDIC positions.
Create new ways to utilize HBCUs' extensive research and analytical
abilities to assist with market research and other analytical
projects to support new or ongoing community development initiatives.
"We're excited about this partnership," said Dr. Leonard
Haynes, III, Executive Director of the White House Initiative
on Historically Black Colleges and Universities. "It represents
a unique opportunity for historically black institutions, at
a unique time in our nation's history. The economy, and what
it takes to survive in it, is changing right before our eyes.
We must ensure that our faculty is up to date with what is going
on in this ever-changing environment. It's important that we
give our students the knowledge that is most relevant and will
contribute to their success when they leave us. This partnership
will help ensure that we do just that," said Haynes.
The partnership will build on the successes of the two organizations'
local collaborations with HBCUs such as Dillard University, Albany
State University and Xavier University. It will also expand the
scope of support to many more HBCUs around the country in such
areas as financial education and student recruitment and employment.
Further, it will utilize the HBCUs' research and analytical abilities
for economic research and technical assistance to the FDIC.

H. Hoyer (MD) released the following statement today after President
Obama spoke to the American Medical Association (AMA) about the
urgent need to enact comprehensive health care reform:
Today, the President addressed a
key organization representing those on the front lines of the
health care system about the need for comprehensive reform that
contains costs, guarantees choice for consumers and expands access
to quality care.
Emphasizing the high cost of inaction, the President made
a strong and straightforward argument for fixing what is broken
and building on what works. That means guaranteeing Americans
can keep their health plans and doctors if they desire, while
providing choice for those who want or need it. It means enabling
doctors to provide the most effective treatments for their patients.
And it means ensuring the security of access to insurance coverage
for all no matter what their financial situation for the
benefit of all Americans.
As the President said, health care
reform is not a luxury; it is a necessity. That is why Congress
is working fervently to solve this problem before it gets worse.
Progress is being made in both the House and Senate, with the
goal of passing legislation by August and enacting comprehensive
health reform this year.

Joint Forum Final Release of Paper, Stocktaking
on the use of credit ratings
WASHINGTON Comptroller of the Currency John C. Dugan said
that a paper released today provides valuable information on
the use of credit ratings. The Joint Forum, which he chairs,
released the paper, Stocktaking
on the use of credit ratings. The paper had already been
released to the Financial Stability Board (FSB) in December 2008
as part of the process associated with the G7 Report
of the Financial Stability Forum on Enhancing Market and Institutional
Resilience.
This paper provides valuable information on the regulatory
use of credit ratings by a broad range of regulatory authorities,
including banking, securities, and insurance supervisors across
12 countries, Mr. Dugan said. Policymakers and others
will find the report a useful reference when considering the
extent to which credit ratings should be relied on in regulation
and supervision going forward.
This paper was developed in response to a request from the FSB
for the Joint Forum to conduct a stocktaking of the uses of external
credit ratings by its member regulatory authorities in the banking,
securities and insurance sectors. The Joint Forum prepared and
circulated to member authorities a questionnaire on the use of
credit ratings in their jurisdictions. The questionnaire was
designed to elicit information regarding member authorities
use of credit ratings in legislation (statutes), regulations
(rules), and/or supervisory policies (guidance) governing, generated
by, or affecting such authorities. This report focuses on the
responses concerning the usage of credit ratings. It also describes
respondents assessments regarding the impact of their use
of credit ratings.
The Joint Forum was established in 1996 under the aegis of the
Basel Committee on Banking Supervision, IOSCO, and the IAIS to
deal with issues common to the banking, securities, and insurance
sectors, including the supervision of financial conglomerates.
Comptroller of the Currency John C. Dugan has been Chairman since
September 2007.

Last year, millions of Americans came together
for a great purpose.
Folks like you assembled a grassroots movement
that shocked the political establishment and changed the course
of our nation. When Washington insiders counted us out, we put
it all on the line and changed our democracy from the bottom
up. But that's not why we did it.
The pundits told us it was impossible --
that the donations working people could afford and the hours
volunteers could give would never loosen the vise grip of big
money and powerful special interests. We proved them wrong. But
as important as that was, that's not why we did it.
Today, spiraling health care costs are
pushing our families and businesses to the brink of ruin, while
millions of Americans go without the care they desperately need.
Fixing this broken system will be enormously difficult. But we
can succeed. The chance to make fundamental change like this
in people's daily lives -- that is why we did it.
The campaign to pass real health care reform
in 2009 is the biggest test of our movement since the election.
Once again, victory is far from certain. Our opposition will
be fierce, and they have been down this road before. To prevail,
we must once more build a coast-to-coast operation ready to knock
on doors, deploy volunteers, get out the facts, and show the
world how real change happens in America.

our place at this crossroads in history. All that you've done

Call to Action Leads to Improvements
in Pilot Training and Better Access to Pilot Records
WASHINGTON, D.C. Senior officials
from U.S. airlines, pilot unions and the FAA today agreed on
several major actions to improve safety programs and pilot training
at the nation's airlines. U.S. Secretary of Transportation Ray
LaHood and FAA Administrator Randy Babbitt hosted the "Call
to Action" to identify immediate steps to strengthen and
improve pilot hiring, training and testing practices at airlines
that provide regional service as well as at the country's major
air carriers.
"We must inspire confidence in every
traveler, every time he or she steps onto an airplane,"
said Transportation Secretary Ray LaHood. "We are acting
now and acting together because safety is our highest priority."
The participants agreed on best practices
for pilot record checks that would result in a more expansive
search for all records available from a pilot's career. The expanded
search would include all the records the FAA maintains on pilots
in addition to the records airlines already receive from past
employers.
The airlines and unions will also review
existing pilot training programs over the next several months,
according to FAA-issued guidance, to see how they can be strengthened.
We want to make sure were not
just checking boxes, Administrator Babbitt said. Theres
a real difference between the quantity of training and the quality
of training.
Airline and union officials recommended
developing pilot mentoring programs that will expose less experienced
pilots to the safety culture and professional standards practiced
by more senior pilots. The programs could pair experienced pilots
from the major airlines with pilots from their regional airline
partners.
To address concerns about pilot fatigue,
Babbitt said the FAA will start rulemaking to rewrite the rules
for pilot flight and duty time to incorporate recent scientific
research about the factors that lead to fatigue.
Babbitt added that he will ask all of the
airlines to operate safety reporting systems such as Flight Operations
Quality Assurance (FOQA) and the Aviation Safety Action Program
(ASAP) to provide better data about safety issues.
FAA and industry representatives agreed
to hold as many as 10 similar meetings throughout the country
to assure that every carrier and pilot union has the opportunity
to commit to these actions and to identify additional best practices
that can be shared. FAA inspectors will assist in the implementation
of these actions over the next several months and evaluate their
effectiveness.
