Ahmed Khalfan Ghailani, a Tanzanian national who had been held
at the Guantanamo Bay detention facility since September 2006,
arrived early this morning in the Southern District of New York
to face criminal charges stemming from his alleged role in the
Aug. 7, 1998 bombing of the U.S. Embassies in Dar es Salaam,
Tanzania and Nairobi, Kenya.

Agencies Release List of Distressed
or Underserved Nonmetropolitan Middle-Income Geographies
The federal bank and thrift regulatory
agencies today announced the availability of the 2009 list of
distressed or underserved nonmetropolitan middle-income geographies
in which revitalization or stabilization activities will receive
Community Reinvestment Act consideration as "community development."
"Distressed nonmetropolitan middle-income geographies"
and "underserved nonmetropolitan middle-income geographies"
are designated by the agencies in accordance with their CRA regulations.
The criteria used to designate these areas are available on the
Federal Financial Institutions Examination Council (FFIEC) website
(http://www.ffiec.gov/cra).
The designations reflect local economic conditions, including
such triggers as unemployment, poverty, and population changes.
As with past releases, the 2009 list will incorporate a one-year
lag period for geographies designated as distressed or underserved
in 2008, but not designated as such in the 2009 release. Geographies
subject to this one-year lag period are eligible to receive consideration
for community development activities for 12 months after publication
of the 2009 list.
The 2009 list and lists from previous years can be found on the
FFIEC website, along with data source information used to generate
the list of distressed or underserved geographies.

DOEs Solar Decathlon to Highlight
Innovation, Future Green Jobs
International student competition set for National Mall, Oct.
9-18 2009
WASHINGTON, DC The U.S. Department of Energy today announced
this years participants and dates for DOEs 2009 Solar
Decathlon, a competition that challenges students to design and
develop houses that can provide their own energy from the sunlight
a clean, renewable source of energy. The twenty collegiate
teams from the United States, Canada, Spain and Germany will
each build a completely self-sufficient solar powered house,
showcasing energy-efficient amenities and smart home systems
that provide reduced carbon emissions without sacrificing the
comfort of modern conveniences.
The Solar Decathlon highlights President Obamas goal
of improving our national security and transforming the economy
by using off-the-shelf, clean energy technologies to reduce our
dependence on foreign sources of oil, reduce our carbon emissions,
and protect the environment, said U.S. Energy Secretary
Steven Chu. As part of the building competition, the next
generation of green engineers, architects, designers, and professionals
gain valuable experience that will help them to lead America
toward a clean energy future.
DOEs Solar Decathlon, which takes place October 9-18 on
the National Mall in Washington, D.C., consists of 10 individual
contests that evaluate the teams skills in architecture,
home design, and communications. The homes constructed by the
teams must produce enough electricity and hot water from solar
panels to perform all the normal functions of a home from
powering the lights; to cooking, washing clothes and dishes;
to powering home electronics; and maintaining a comfortable temperature.
This year, a new net-metering contest will evaluate each homes
ability to produce its own power. The competition focuses on
cutting edge energy efficient and renewable energy innovation
while providing a unique green jobs training opportunity for
each of the students.
The start of the competition marks the culmination of more than
two years of hard work by the student teams. The twenty teams
will assemble their homes on the National Mall in early October.
Following the Opening Ceremony on October 8, the homes will be
open for public tours October 9-13 and 15-18.
This is DOEs fourth Solar Decathlon competition since premiering
in 2002 with subsequent competitions in 2005 and 2007. On average,
each Solar Decathlon competition has drawn more than 100,000
visitors to the National Mall.

Entergy, the licensee for
the Indian Point nuclear site.
The meeting will be on June 15, 2009, at 1pm,
at NRC Headquarters, 11555 Rockville Pike, Rockville, MD 20852.
The meeting topic is the
licensee's proposal to transfer spent fuel from Indian Point
Unit 3 to Indian Point Unit 2
and from there to the independent spent fuel storage installation
which already exists at the site.
The initial portion of this meeting will
be open to the public, and the public will have the
opportunity to ask questions of NRC staff following the business
portion of the meeting.
The non-proprietary portion of this meeting
will also be webcast and available by teleconference.

Hoyer Statement on Obama Administrations
Statutory PAYGO Proposal
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement after President
Obama announced a proposal to restore statutory pay-as-you-go
(PAYGO) legislation:
Todays announcement of proposed statutory PAYGO demonstrates
Democrats continued commitment to bringing down the deficit.
Along with President Obama, Congressional Democrats are committed
to the principle that America must pay for what it buys.
During the Clinton Administration, statutory PAYGO resulted
in record surpluses. But Republicans subsequently abandoned PAYGO
and pursued fiscally reckless policies, putting America in record
debt. As our first act back in the majority in 2007, Democrats
restored PAYGO as part of House rules. Todays action goes
one step further, giving PAYGO policy the force of law. In the
coming days, I will be introducing statutory PAYGO legislation
on the Presidents behalf, and I look forward to working
with the Administration, Speaker Pelosi, Chairman Spratt, and
Members as we work to get it passed through Congress in the near
future.
But as Chairman Conrad pointed out, statutory PAYGO, as
important as it is, is only a first step toward restoring fiscal
discipline. It must be accompanied by hard work to reform our
healthcare system and control the rapidly-rising costs of our
entitlement programs. By restoring PAYGO and taking action on
those challenges, we can begin putting our fiscal house back
in order.

Hoyer Statement on Tauscher Nomination
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) testified today at Congresswoman Ellen Tauschers
Senate confirmation hearing on her nomination to be Under Secretary
of State for Arms Control and International Security. Below are
his remarks as prepared for delivery:
Thank you for offering me the opportunity
to speak on behalf of Congresswoman Ellen Tauscher. I am here
to testify on behalf of her outstanding character, integrity,
and ability to take on a demanding and essential job as Undersecretary
for Arms Control and International Security. Most of all, I am
here to vouch for a good friend.
I have known Congresswoman Tauscher
since she ran for the House in 1996. During her service for over
a decade in the House, she has always impressed me with her grasp
of the issues, her commitment to making America better, her pragmatism,
and her skill at building consensus. I am not the only one whom
Ellen impressedin a Congress that is too often polarized
along partisan lines, Congresswoman Tauscher has won friends
and respect on both sides of the aisle. Her temperament makes
her well suited to a position at the State Department, where
I am sure that her diplomatic talents will be an ideal fit for
the challenging work she has ahead of her.
Congresswoman Tauscher will also
bring a wealth of substantive experience to the State Department.
She has served for years as a high-ranking member of the House
Armed Services Committee and has carved out a place as one of
Congresss most trusted voices on counterproliferation efforts.
She has traveled to the Middle East six times, has frequently
attended the international Munich Security Conference and has
helped lead the Vietnam Veterans of America Foundations
Nuclear Threat Reduction Campaign. As Chair of the House New
Democrat Coalition, she has often spoken for centrist Democrats
on pressing issues of national security. In my view, Congresswoman
Tauscher is eminently qualified to serve as Undersecretary.
The House will miss her unique set
of skills and experienceand I will miss a dear friend.
But Secretary Clintons team, and our Nations security,
will be better off for all of the contributions that Congresswoman
Tauscher will make in the years to come. I urge her speedy confirmation.

move forward to the Floor without delay. I hope that our Republican
colleagues will work with us to complete the appropriations process
in an open and timely manner.

Hoyer Statement on the Consumer Assistance
to Recycle and Save Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today in
support of Consumer Assistance to Recycle and Save Act, which
passed the House 298-119.
I am pleased that the House passed
the CARS Act this afternoon with strong, bipartisan support.
This legislation accomplishes a number of pressing goals. Its
benefits include enhanced energy independence, positive environmental
steps, and a boost for our nations auto industry.
The idea behind the Consumer Assistance
to Recycle and Save Act, also known as Cash for Clunkers,
is a simple one. It provides American drivers an incentive of
$3,000 to $5,000 to trade in their older, less-efficient vehicles
for newer models that are easier on our environment and on our
demand for oil. To qualify for the incentive, drivers will have
to purchase cars with a minimum of 27 miles per gallon, or trucks
with a minimum of 24 miles per gallon, with higher incentives
for more efficient vehicles. Drivers can also choose to trade
in their old models for transit vouchers.
I believe that the incentives in
this bill will give many Americans the extra economic nudge they
need to buy that new carand to make it an efficient one.
And we all stand to benefit from that decision. We will see a
national fleet of vehicles gradually becoming more fuel-efficient,
which will help curb our carbon emissions and our dependence
on foreign oil.
At the same time, this bill can give
our struggling automakers new business at a time when theyand
the millions of American workers who depend on their viabilityneed
it more than ever. I look forward to this bill becoming law,
and the inauguration of a very promising program.
