Good Security Habits
There are some simple habits you can adopt
that, if performed consistently,
may dramatically reduce the chances that the information on your
computer
will be lost or corrupted.
How can you minimize the access other people
have to your information?
You may be able to easily identify people
who could, legitimately or not,
gain physical access to your computerfamily members, roommates,
co-workers,
members of a cleaning crew, and maybe others. Identifying the
people who
could gain remote access to your computer becomes much more difficult.
As
long as you have a computer and connect it to a network, you
are vulnerable
to someone or something else accessing or corrupting your information;
however, you can develop habits that make it more difficult.
* Lock your computer when you are away from it. Even if you only
step away
from your computer for a few minutes, it's enough time for someone
else
to destroy or corrupt your information. Locking your computer
prevents
another person from being able to simply sit down at your computer
and
access all of your information.
* Disconnect your computer from the Internet when you aren't
using it. The
development of technologies such as DSL and cable modems have
made it
possible for users to be online all the time, but this convenience
comes
with risks. The likelihood that attackers or viruses scanning
the
network for available computers will target your computer becomes
much
higher if your computer is always connected. Depending on what
method
you use to connect to the Internet, disconnecting may mean disabling
a
wireless connection, turning off your computer or modem, or
disconnecting cables. When you are connected, make sure that
you have a
firewall enabled (see Understanding Firewalls for more information).
* Evaluate your security settings. Most software, including browsers
and
email programs, offers a variety of features that you can tailor
to meet
your needs and requirements. Enabling certain features to increase
convenience or functionality may leave you more vulnerable to
being
attacked. It is important to examine the settings, particularly
the
security settings, and select options that meet your needs without
putting you at increased risk. If you install a patch or a new
version
of the software, or if you hear of something that might affect
your
settings, reevaluate your settings to make sure they are still
appropriate (see Understanding Patches, Safeguarding Your Data,
and
Evaluating Your Web Browser's Security Settings for more information).
What other steps can you take?
Sometimes the threats to your information
aren't from other people but from
natural or technological causes. Although there is no way to
control or
prevent these problems, you can prepare for them and try to minimize
the
damage.
* Protect your computer against power surges and brief outages.
Aside from
providing outlets to plug in your computer and all of its peripherals,
some power strips protect your computer against power surges.
Many power
strips now advertise compensation if they do not effectively
protect
your computer. Power strips alone will not protect you from power
outages, but there are products that do offer an uninterruptible
power
supply when there are power surges or outages. During a lightning
storm
or construction work that increases the odds of power surges,
consider
shutting your computer down and unplugging it from all power
sources.
* Back up all of your data. Whether or not you take steps to
protect
yourself, there will always be a possibility that something will
happen
to destroy your data. You have probably already experienced this
at
least once losing one or more files due to an accident,
a virus or
worm, a natural event, or a problem with your equipment. Regularly
backing up your data on a CD or network reduces the stress and
other
negative consequences that result from losing important information
(see
Real-World Warnings Keep You Safe Online for more information).
Determining how often to back up your data is a personal decision.
If
you are constantly adding or changing data, you may find weekly
backups
to be the best alternative; if your content rarely changes, you
may
decide that your backups do not need to be as frequent. You don't
need
to back up software that you own on CD-ROM or DVD-ROMyou
can reinstall
the software from the original media if necessary.

has issued the following news release today:
Outlays by foreign direct investors to acquire or establish U.S.
businesses increased 3 percent in 2008, to $260.4 billion. Outlays
in 2008 were the third-largest on record and the sixth consecutive
increase since a falloff in outlays in 2001-2002.

are below.

Productivity rose 1.6 percent in the nonfarm
business sector in first-
quarter 2009, as hours fell faster than output. Unit labor costs
increased 3.0 percent. Manufacturing output per hour fell 2.7
percent;

adjusted annual rates.

four general categories. The release of the Money Smart Podcast
Network is part of the FDIC's ongoing effort to integrate the
unbanked and underbanked into the financial mainstream.
The Money Smart Podcast Network was released at the University
of the District of Columbia (UDC). UDC is a Historically Black
College and University and the only urban public land grant institution
in the nation. UDC's Cooperative Extension Service already delivers
the instructor-led version of Money Smart to low-and moderate-income
Washington, DC residents, and will be the FDIC's first partner
in distributing the MP3 version of Money Smart to consumers.
According to Jackie Boynton, Vice President of Marketing, Communications,
and Alumni Relations at UDC, "We are pleased to be the first
partner of this extremely important financial initiative and
are looking forward to continuing to partner with the FDIC on
other initiatives such as this one."

and reporting of submitted self-assessment data. CAPT John Sarisky
discusses EnvPHPS, its link to the National Public Health Performance
Standards, and how compiled capacity data will be used to build
an accurate picture of the challenges facing the nations
environmental public health services delivery systems. This column
is in the June issue of the Journal of Environmental Health.

Public Health Leadership Institute (EPHLI) final projects and
class lists are now available for search by state. EPHLI
is a 1-year program of seminars and workshops, special projects,
and individual study. Each year, approximately 30 practicing

Hello -
As a Senior Advisor to the President, I'm
here in Cairo, Egypt where I watched President Obama deliver
an unprecedented speech calling for a new beginning for the United
States and Muslim communities around the world.
We all know that there has been tension
between the United States and some Muslim communities. But, as
the President said this morning, if all sides face the sources
of tension squarely and focus on mutual interests, we can find
a new way forward.
The President outlined some big goals for
this new beginning in his speech -- including disrupting, dismantling,
and defeating violent extremism. It was a historic speech, and
since many Americans were asleep at the time it was given we
wanted to make sure you had a chance to see it:
Majority-Muslim countries around the world
are filled with extraordinary people who simply want to live
their lives and see their children live better lives, just as
in America. Indeed, part of what makes America great is having
nearly seven million Muslim Americans living here today and enriching
our culture and communities.
We can extend that kind of relationship
abroad. It won't always be easy, but if we make an effort to
bridge our differences rather than resigning ourselves to animosity,
we can move toward a more peaceful world over time.

USDA'S FARM SERVICE AGENCY COUNTY COMMITTEE
NOMINATIONS START JUNE 15
WASHINGTON, June 4, 2009 - Agriculture
Secretary Tom Vilsack announced today that farmer and rancher
candidate nominations will begin on June 15, 2009, for local
Farm Service Agency county committees. The nomination period
continues through Aug. 3, 2009, with elections taking place this
fall.
"County committees are an important
link between the farm community and the U.S. Department of Agriculture
and give landowners, farmers and ranchers a better chance of
having their opinions and ideas heard," said Vilsack. "In
recent years, we have seen a trend of increased nominations of
minority and women producers and I hope that will continue."
To be eligible to serve on a Farm Service
Agency (FSA) county committee, a person must participate or cooperate
in a program administered by FSA, be eligible to vote in a county
committee election and reside in the local administrative area
in which the person is a candidate.
Producers may nominate themselves or others,
and organizations representing minorities and women may also
nominate candidates. To become a candidate, an eligible individual
must sign the nomination form, FSA-669A. The form and other valuable
information about FSA county committee elections are available
online at: http://www.fsa.usda.gov/elections.
Nomination forms for the 2009 election must be postmarked or
received in the local USDA Service Center by close of business
on Aug. 3, 2009.
FSA county committee members make decisions
on disaster and conservation programs, emergency programs, commodity
price support loan programs and other important agricultural
issues. Members serve three-year terms. Nationwide, there are
about 7,800 farmers and ranchers serving on FSA county committees.
Committees consist of three to 11 members who are elected by
eligible producers.
FSA will mail ballots to eligible voters
beginning Nov. 6. The voted ballots are due back to the local
county office either via mail or in person by Dec. 7. Newly elected
committee members and alternates take office Jan. 1, 2010.

USDA Awards More Than $1 Billion in
Electric Loans to Strengthen Infrastructure in Rural Communities
Funds Will Benefit 60,000 Rural Customers
WASHINGTON, June 4, 2009 -Agriculture Secretary
Tom Vilsack today announced that 37 rural utilities and cooperatives
in 29 states have been selected to receive more than $1 billion
in loans to build and repair more than 10,000 miles of distribution
and transmission lines and make system improvements that will
benefit 60,000 rural customers.
"President Obama is delivering on
his commitment to invest in rural America's infrastructure by
funding upgrades to rural utilities and cooperatives," Vilsack
said. "Rural communities need affordable up-to-date electric
service in order to broaden economic opportunities. These loans
will enable cooperatives to deliver improved service to more
customers."
These investments help rural electric cooperative
utilities continue to provide reliable and affordable electric
power to their communities. Rural electric cooperatives are nationally-recognized
as leaders in energy efficiency and demand management practices.
To date, 402 rural electric cooperatives have used USDA Rural
Development's Energy Resources Conservation program to increase
energy efficiency, conservation and demand management initiatives.
The funding announced today is being provided
through USDA Rural Development's Electric Programs which provides
loans and loan guarantees to help utilities, cooperatives, states
and local governments provide or improve electric service in
rural areas. The Electric Program also helps finance energy conservation
and renewable energy systems.
For example, the Delaware Electric Cooperative,
Inc. in Greenwood, Del., has been selected to receive a $21 million
loan to build and improve 717 miles of distribution lines and
make system improvements for more then 6,225 new and existing
customers. The West Central Electric Cooperative, Inc., in Higginsville,
Mo., been selected to receive a $12.9 million loan to build and
make improvements to 169 miles of distribution and transmission
lines and make other system improvements. As a result, service
will be provided to 1,059 new and existing customers.
Funding of each loan recipient is contingent
upon the recipient meeting the conditions of the loan agreement.

President Faust, members of the Harvard Corporation and the Board
of Overseers, faculty, family, friends, and, most importantly,
todays graduates, thank you for letting me share this wonderful
day with you.
I am not sure I can live up to the high standards of Harvard
Commencement speakers. Last year, JK Rowling, the billionaire
novelist, who started as a classics student, graced this podium.
The year before, Bill Gates, the mega-billionaire philanthropist
and computer nerd stood here. Today, you have me. I am not a
billionaire, but at least I am a nerd.
I am grateful to receive an honorary degree from Harvard, an
honor that means more to me than you might imagine. You see,
I was the academic failure of my family. Both of my brothers
have degrees from Harvard. My older brother has an M.D. - Ph.D.
from Harvard while my younger brother has a Law degree. When
I was awarded a Nobel Prize, I thought my mother would be pleased.
When I called her on the morning of the announcement, she replied,
Thats nice, but when are you going to visit me next.
Now, with a degree from Harvard, maybe, at last, she will be
satisfied.
Another difficulty with giving a Harvard commencement address
is that some students may disapprove of the fact that I have
borrowed material from previous speeches. I ask that you forgive
me for two reasons.
First, in order to be heard, it is important to deliver the same
message more than once.
Second, authors who borrow from others are following in the footsteps
of the best. Ralph Waldo Emerson, who graduated from Harvard
at the age of 18, noted All my best thoughts were stolen
by the ancients. Picasso declared Good artists borrow.
Great artists steal. Why should commencement speakers be
held to a higher standard?
I also want to point out the irony of speaking to graduates of
an institution that would have rejected me, had I the chutzpah
to apply. I am married to Dean Jean, a former Dean
of Admissions at Stanford. She assures me that she would have
rejected me, given the chance. When I showed her a draft of this
speech, she objected strongly to my use of the word rejected.
She never rejected applicants; her letters stated that we
are unable to offer you admission. I have great difficulty
understanding the difference. After all, Deans of Admissions
of highly selective schools are in reality, Deans of Rejection.
Clearly, I have a lot to learn about marketing.
My address will follow the classical sonata form of commencement
addresses. The first movement, just presented, were light-hearted
remarks. This next movement consists of unsolicited advice, which
is rarely valued, seldom remembered, never followed. As Oscar
Wilde said, The only thing to do with good advice is to
pass it on. It is never of any use to oneself.
Here comes the advice.
First, every time you celebrate an achievement, be thankful to
those who made it possible. Thank your parents and friends who
supported you, thank your professors who were inspirational,
and especially thank the other professors whose less-than-brilliant
lectures forced you to teach yourself. Going forward, the ability
to teach yourself is the hallmark of a great liberal arts education
and will be the key to your success. To your fellow students
who have added immeasurably to your education during those late
night discussions, hug them.
Second, in your future life, cultivate a generous spirit. In
all negotiations, dont bargain for the last, little advantage.
Leave the change on the table. In your collaborations, always
remember that credit is not a conserved quantity.
In a successful collaboration, everybody gets 90% of the credit.
Jimmy Stewart, as Elwood P. Dowd in the movie Harvey
got it exactly right. Years ago my mother used to say to
me, in this world, Elwood, you must be
she always
used to call me Elwood
in this world Elwood, you must be
Oh so smart, or Oh so pleasant. Well, for years I was smart
... I recommend pleasant. You may quote me.
My third piece of advice is as follows. As you begin this new
stage of your lives, follow your passion. If you dont have
a passion, dont be satisfied until you find one. Life is
too short to go through it without caring deeply about something.
When I was your age, I was incredibly single minded in my goal
to be a physicist. After college, I spent eight years as a graduate
student and post doc at Berkeley, and then nine years at Bell
Labs. During that my time, my central focus and professional
joy was physics.
Here is my final advice. Pursuing a personal passion is important,
but it should not be your only goal. When you are old and gray,
and look back on your life, you will want to be proud of what
you have done. The source of that pride wont be the things
you have acquired or the recognition you have received. It will
be the lives you have touched and the difference you have made.
After nine years at Bell labs, I decided to leave the warm, cozy
ivory tower for what I considered to be the real world,
a university. Bell Labs, to quote what was said of Mary Poppins,
was practically perfect in every way, but I wanted
to leave behind more than articles in scientific journals. I
wanted to teach and give birth to my own set of scientific children.
Ted Geballe, a friend and distinguished colleague of mine at
Stanford who also went from Berkeley to Bell Labs to Stanford
years earlier, described our motives best:
The best part of working at a university is the students.
They come in fresh, enthusiastic, open to ideas, unscarred by
the battles of life. They don't realize it, but they're the recipients
of the best our society can offer. If a mind is ever free to
be creative, that's the time. They come in believing textbooks
are authoritative, but eventually they figure out that textbooks
and professors don't know everything, and then they start to
think on their own. Then, I begin learning from them.
My students, post doctoral fellows, and the young researchers
who worked with me at Bell Labs, Stanford, and Berkeley have
been extraordinary. Over 30 former group members are now professors,
many at the best research institutions in the world. I have learned
much from them. Even now, in rare moments on weekends, the remaining
members of my biophysics group meet with me in the ether world
of cyberspace.
I began teaching with the idea of giving back, but I received
more than I gave. This brings me to the final movement of this
speech. It begins with a story about an extraordinary scientific
discovery and the new dilemma it poses. Its a call to arms
and about making a difference.
In the past several decades, our climate has been changing. Climate
change is not new: the Earth went through six ice ages in the
past 600,000 years. However, recent measurements show that the
climate has begun to change rapidly. The size of the North polar
ice cap in the month of September is only half the size it was
fifty years ago. The sea level has been rising since direct measurements
began in 1870, but the rate since 1990 is five times faster than
it was between 1870 and 1890.
Here is the remarkable scientific discovery: For the first time
in human history, science is now making predictions of how our
actions will affect the world fifty, a hundred and two hundred
years from now. These changes are due to the increase in carbon
dioxide put into the atmosphere since the beginning of the industrial
revolution.
The Earth has warmed up by roughly 0.8 degrees Celsius since
the beginning of the industrial revolution. There is already
approximately a one degree rise built into the system, even if
we stop all greenhouse gas emissions today. Why? It will take
decades to warm up the deep oceans before the temperature reaches
a new equilibrium.
If the world continues on a business-as-usual path, the Intergovernmental
Panel on Climate Change predicts that there is a fifty-fifty
chance the temperature increase will exceed five degrees by the
end of this century. This increase may not sound like much, but
let me remind you that during the last ice age, the world was
only 6 degrees colder. During this time, most of Canada and the
US down to Ohio and Pennsylvania were covered year round by a
glacier. A world five degrees warmer will be a very different
place. The change will be so rapid, that many species, including
us, will have a hard time adapting.
We also face the specter of non-linear tipping points
that may cause much more severe changes. An example of a tipping
point is the thawing of the permafrost. The permafrost contains
immense amounts of frozen organic matter that have been accumulating
for millennia. If the soil melts, microbes will spring to life
and cause this debris to rot. The difference in biological activity
below freezing and above freezing is something we are very familiar
with. Frozen food remains edible for a very long time in the
freezer, but once thawed, it spoils quickly. How much methane
and carbon dioxide might be released from the rotting permafrost?
Even if only a small fraction of the carbon is released, it could
be greater than all the greenhouse gases we have released to
date. Once started, a runaway effect could begin.
The climate problem is an unintended consequence of our success.
We depend on fossil energy to keep our homes warm in the winter,
cool in the summer, and lit at night; we use it to travel across
town and across continents. Energy is a fundamental reason for
the prosperity we enjoy, and we will not surrender this prosperity.
The United States has three percent of the world population,
but we consume twenty five percent of the energy. By contrast,
there are 1.6 billion people who dont have access to electricity.
Hundreds of millions of people still cook with twigs or dung.
The life we enjoy may not be within the easy reach of many in
the developing world, but it is within sight, and they want what
we have.
Here is the dilemma. How much are we willing to invest, as a
world society, to mitigate the consequences of climate change
that will not be realized for at least 100 years? Deeply rooted
in all cultures, is the notion of generational responsibility.
Parents work hard so that their children will have a better life.
Climate change will affect the entire world, but our natural
focus is on the welfare of our immediate families. Can we, as
a world society, meet our responsibility to future generations?
While I am worried, I am hopeful we will solve this problem.
I became the director of the Lawrence Berkeley National Laboratory,
in part because I wanted to enlist some of the best scientific
minds to help battle against climate change. I was there only
four and a half years, the shortest serving director in the 78
year history of the Lab, but when I left to become Secretary
of Energy, a number of very exciting energy institutes at the
Berkeley Lab and UC Berkeley had been established.
I am extremely privileged to be part of the Obama Administration.
If there ever was a time to help steer America and the world
towards a path of sustainable energy, now is the time. The message
the President is delivering is not one of doom and gloom, but
of optimism and opportunity. I share this optimism. The task
ahead is daunting, but we can and will succeed.
We know some of the answers already. There are immediate and
significant savings in energy efficiency and conservation. Energy
efficiency is not just low-hanging fruit; it is fruit lying on
the ground. For example, we have the potential to make buildings
80% more efficient with investments that will pay for themselves
in less than fifteen years. Buildings consume 40% of the energy
we use, and a transition to energy efficient buildings will cut
our carbon emissions by one third.
We are revving up the remarkable American innovation engine that
will be the basis of a new prosperity. We will invent much improved
methods to harness the sun, the wind, nuclear power, and capture
and sequester the carbon dioxide emitted from our power plants.
Advanced bio-fuels and the electrification of personal vehicles
make us less dependent on foreign oil.
In the coming decades, we will almost certainly face higher oil
prices and be in a carbon-constrained economy. We have the opportunity
to lead in development of a new, industrial revolution. The great
hockey player, Wayne Gretzky, was asked how he positions himself
on the ice. He replied he skates to where the puck is going
to be, not where its been. America should do the
same.
The Obama Administration is laying a new foundation for a prosperous
and sustainable energy future, but we dont have all of
the answers. Thats where you come in. In this address,
I am asking you to join us. As our future intellectual leaders,
take the time to learn more about whats at stake, and then
act on that knowledge. As future scientists and engineers, I
ask you to give us better technology solutions. As future economists
and political scientists, I ask you to create better policy options.
As future business leaders, I ask that you make sustainability
an integral part of your business.
Finally, as humanists, I ask that you speak to our common humanity.
One of the cruelest ironies about climate change is that the
ones who will be hurt the most are the most innocent: the worlds
poorest and those yet to be born.
The coda to this last movement is borrowed from two humanists.
The first quote is from Martin Luther King. When he spoke on
ending the war in Vietnam, his message seems so fitting for todays
climate crisis:
This call for a worldwide fellowship that lifts neighborly
concern beyond one's tribe, race, class, and nation is in reality
a call for an all-embracing and unconditional love for all mankind.
This oft misunderstood, this oft misinterpreted concept, so readily
dismissed by the Nietzsches of the world as a weak and cowardly
force, has now become an absolute necessity for the survival
of man
.We are now faced with the fact, my friends, that
tomorrow is today. We are confronted with the fierce urgency
of now. In this unfolding conundrum of life and history, there
is such a thing as being too late.
The final message is from William Faulkner. On December 10th,
1950, his Nobel Prize banquet speech was about the role of humanists
in a world facing potential nuclear holocaust.
I believe that man will not merely endure: he will prevail.
He is immortal, not because he alone among creatures has an inexhaustible
voice, but because he has a soul, a spirit capable of compassion
and sacrifice and endurance. The poet's, the writer's, duty is
to write about these things. It is his privilege to help man
endure by lifting his heart, by reminding him of the courage
and honor and hope and pride and compassion and pity and sacrifice
which have been the glory of his past.
Graduates, you have an extraordinary role to play in our future.
As you pursue your private passions, I hope you will also develop
the passion and the voice to help the world in ways both large
and small. Nothing will give you greater satisfaction.
Please accept my warmest congratulations.
May you prosper and help save our planet.

Community Development Lending Seminar
WASHINGTON Chief Economist and Deputy Comptroller for
Global Banking and Financial Analysis Nancy Wentzler will address
a regulatory seminar on community development lending on June
10 in Houston.
The Office of the Comptroller of the Currency (OCC), the Federal
Reserve Bank of Dallas, the Federal Deposit Insurance Corporation,
and the Texas Mezzanine Fund will be co-sponsoring this seminar
at the Houston Branch of the Federal Reserve Bank of Dallas.
The event is also being held in partnership with the Office of
Thrift Supervision, the Federal Home Loan Bank of Dallas, and
the Texas Association of Community Development Corporations.
The seminar is geared to financial institutions and their community

Advance Notification
indicating that the June release cycle will contain ten bulletins,

of which will have a severity rating of critical. The notification
states that these critical bulletins are for Microsoft Windows,
Office, and Internet Explorer. There will also be three important
bulletins for Microsoft Windows and one moderate bulletin for
Microsoft Windows. Release of these bulletins is scheduled for
Tuesday, June 9.
