Environmental Resolution
on Over-Population
WHEREAS the population of the United States
has tripled in the last 100 years, the worlds population
has tripled in just the last 70 years, and both continue to rise,
and
WHEREAS Earths resources are finite
and exhaustible, and
WHEREAS former Vice President Al Gore has
warned that "For the first time our numbers threaten the
ecological system that supports life as we know it" (a fact
which he highlighted in his Academy Award winning film "An
Inconvenient Truth"), and a conference of 1680 scientists,
from 49 countries, including 104 Nobel Laureates issued its Warning
to Humanity over a decade ago, urging population stabilization
as a crucial part of a comprehensive plan to bring about sustainable
human living,
THEREFORE be it resolved that we the members
of the Santa Clara County Democratic Club strongly encourage
and support efforts to achieve a sustainable population for both
the United States and the world through the following actions
that have been endorsed by Population Connection, a leading environmental
group specializing in population issues:
· Increase public awareness of the population problem
so families can make informed choices,
· Expand availability of and funding for both domestic
and international womens literacy programs which have proven
to increase opportunities for women who then tend to have smaller
families,
· Teach sex education programs that are accurate, comprehensive
and age-appropriate (instead of teaching abstinence only),
· Reestablish funding for the United Nations Population
Fund,
· Increase access and funding for domestic and international
family planning services.

Secretary Chu Announces $256 Million Investment
to Improve the Energy Efficiency of the American Economy
Energy Intensive Sectors, IT Industry to Receive Recovery Act
Funds
WASHINGTON, DC U.S. Department of Energy Secretary Steven
Chu today announced plans to provide $256 million from the American
Recovery and Reinvestment Act to support energy efficiency improvements
in major industrial sectors across the American economy. The
funding is targeted at reducing the energy consumption of Americas
manufacturing and information technology (IT) industries, while
creating jobs and stimulating economic growth. These programs
will help create manufacturing jobs quickly, along with jobs
for technicians and experts who will be needed in the long-term
to maintain and operate the new equipment.
Supporting the development of the latest industrial technologies
plays an important role in helping U.S. industry to lead the
world in energy efficiency and productivity, said Secretary
Chu. Working together with American manufacturing and IT
industries, we will be able to create new jobs, reduce industrial
energy use and limit damaging greenhouse gas emissions.
Projects being funded under the Recovery Act will focus on three
main areas:
Combined Heat and Power, District Energy Systems, Waste Energy
Recovery Systems, and Efficient Industrial Equipment ($156 Million)
Combined Heat and Power, District Energy, and Waste Energy Recovery
deployment and demonstration projects under the Recovery Act
represent proven and effective near-term energy options to help
the United States enhance energy efficiency, ensure environmental
quality, promote economic growth, and foster a robust energy
infrastructure. These technologies can be deployed in industrial
and residential settings to improve efficiency, control costs,
and limit greenhouse gas emissions making U.S. industry
more productive and more competitive. Combined Heat and Power
and District Energy Systems can achieve efficiencies of 80% or
better compared to roughly 45% for conventional heat and power
production; waste recovery systems have the potential to save
17 gigawatts of energy nationwide annually.
Improved Energy Efficiency for Information and Communication
Technology ($50 Million)
As information and communication technology (ICT) services continue
to converge, these industries face increasingly similar challenges
to control the power usage of their microprocessors or servers
and supporting power and cooling systems. This project will select
and fund applicants to conduct research, development, and demonstration
projects to promote new technologies that improve energy efficiency
in the ICT sector.

Agencies Propose Rule to Implement S.A.F.E. Act Mortgage Loan
Originator Registration Requirements
Washington The Federal financial
institution regulatory agencies (the Agencies) are together issuing
for public comment proposed rules requiring mortgage loan originators
who are employees of Agency-regulated institutions to meet the
registration requirements of the Secure and Fair Enforcement
for Mortgage Licensing Act of 2008 (S.A.F.E. Act).
The S.A.F.E. Act requires the Agencies to jointly develop and
maintain a system for registering residential mortgage loan originators
who are employees of Agency-regulated institutions, including
national and State banks, savings associations, credit unions,
and Farm Credit System institutions, and certain of their subsidiaries.
These mortgage loan originators must be registered with the Nationwide
Mortgage Licensing System and Registry (Registry), a database
established by the Conference of State Bank Supervisors (CSBS)
and the American Association of Residential Mortgage Regulators
to support the licensing of mortgage loan originators by the
States. As part of this registration process, mortgage loan originators
must furnish to the Registry background information and fingerprints
for a background check. The S.A.F.E. Act generally prohibits
employees of an Agency-regulated institution from originating
residential mortgage loans without first registering with the
Registry.
The proposal, which is being issued jointly by the Office of
the Comptroller of the Currency, Board of Governors of the Federal
Reserve System, Federal Deposit Insurance Corporation, Office
of Thrift Supervision, Farm Credit Administration, and National
Credit Union Administration, establishes the registration requirements
for mortgage loan originators employed by Agency-regulated institutions
as well as requirements for these institutions, including the
adoption of policies and procedures to ensure compliance with
the S.A.F.E Act and final rule. As required by the law, the proposal
also requires these mortgage loan originators to obtain a unique
identifier through the Registry that will remain with that originator,
regardless of changes in employment. When the system is fully
operational, consumers will be able to use the unique identifiers
