Adobe Releases Shockwave Player Update
and Flash Player Security Advisory

Adobe has released Shockware Player 11.5.1.601
because previous
versions used a vulnerable version of the Microsoft Active Template
Library (ATL). Additionally, Adobe has released a security advisory
to
address the same issue in Flash Player. Exploitation of this
vulnerability may allow an attacker to execute arbitrary code.
The security advisory for Flash Player
indicates that Adobe will be
releasing fixes for this issue on July 30, 2009. In the interim,
the
advisory suggests that users consider installing the Cumulative
Security Update for Internet Explorer as defined in Microsoft
Security
Bulletin MS09-034 to help mitigate some of the risks until fixes
are
available.

Microsoft has released two out-of-band
security bulletins. The first
bulletin, MS09-034, is a cumulative security update for Internet
Explorer that addresses several vulnerabilities. These vulnerabilities
may allow a remote attacker to execute arbitrary code. The second
bulletin, MS09-035, addresses vulnerabilities in the Visual Studio
Active Template Library (ATL). Exploitation of these vulnerabilities
may allow an attacker to execute arbitrary code.
Additionally, Microsoft has released security
advisory 973882 to
provide specific guidance for developers, IT professionals, consumers,
and home users regarding the vulnerabilities in Active Template
Library (ATL).

AGOA FORUM IN KENYA NEXT WEEK

at 8th African Growth and Opportunity Act Forum in Nairobi, Kenya
from August 4-6
WASHINGTON, July 29, 2009 - As part of
the Obama Administration's efforts to enhance global food security,
Agriculture Secretary Tom Vilsack will attend the 8th U.S.-Sub-Saharan
African Trade and Economic Cooperation Forum in Nairobi, Kenya
from Aug. 4-6, 2009. At the forum, Vilsack will highlight the
USDA's ongoing food security efforts in Africa and other places
throughout the world which is focused on building the agricultural
industry in developing countries.
"Through the Obama Administration's
new food security efforts, we're striving to improve the security
situation in developing regions around the world, which will
also help reduce world hunger," said Vilsack. "I look
forward to working with my counterparts at the forum to realize
the benefits of this strategy to develop sustainable agriculture
systems worldwide."
While in Kenya, Vilsack is expected to
meet with Ministers of Agriculture or Trade from Ghana, Kenya,
Nigeria, Senegal and South Africa and with the Secretary General
of the Common Market for Eastern and Southern Africa. He will
also speak on food security and climate change at a luncheon
hosted by sub-Saharan African Ministers. He will visit several
villages and towns to meet with small-scale farmers, processors,
distributors, and agro-dealers to see how the value chain works
for various industries, including broilers and dairy. Finally,
he plans to visit the Kenya Agricultural Research Institute and
meet with women scientists receiving African Women in Agricultural
Research and Development fellowships.
USDA already works with AGOA countries
in several different ways. For instance, USDA conducts trade-capacity
building, technical assistance, and education and research activities
to enhance AGOA countries' ability to trade with the United States
and other countries. USDA also provides educational and research
opportunities to policymakers, private sector representatives,
scientists and researchers, university professors, and other
agricultural specialists. Finally, USDA offers food assistance
through the Food for Progress (FFPr) and the McGovern-Dole International
Food for Education and Child Nutrition (McGovern-Dole) Programs.

The AGOA Forum is an annual event mandated
by the African Growth and Opportunity Act, which was signed into
law by President Clinton in May 2000 to expand U.S. trade and
investment with Sub-Saharan Africa. The forum allows officials

to review implementation of AGOA, as well as chart new ways forward
in building closer ties between the United States and Sub-Saharan
Africa. In addition to the government-to-government Ministerial
meetings, the forum includes meetings of the U.S. and African
private sectors and civil society.

The niece of a U.S. Army major pleaded guilty today for her role
in a conspiracy to cover up her uncles role in accepting
more than $9 million in bribes as a contracting officer in Kuwait.
Nyree Pettaway, 37, of Houston, pleaded guilty in U.S. District
Court for the Western District of Texas to one count of conspiring
with her uncle, John C. Cockerham, Carolyn Blake (her aunt and
Cockerhams sister) and others, to obstruct the investigation
of money laundering related to Cockerhams receipt of bribes.

Obama Administration Announces Billions
in Lending Authority for Renewable Energy Projects and to Modernize
the Grid
Loan Guarantees Will Help Create New Jobs while Fostering Clean
Energy Innovation
Washington, DC U.S. Energy Secretary Steven Chu announced
today that the Department of Energy will provide up to $30 billion
in loan guarantees, depending on the applications and market
conditions, for renewable energy projects. Another $750 million
will support several billion dollars more in loan guarantees
for projects that increase the reliability, efficiency and security
of the nations transmission system. The two new loan guarantee
solicitations announced today are being funded partly through
the Recovery Act and partly through 2009 appropriations.
These investments will be used to create jobs, spur the
development of innovative clean energy technologies, and help
ensure a smart, strong and secure grid that will deliver renewable
power more effectively and reliably, said Secretary Chu.
This administration has set a goal of doubling renewable
electricity generation over the next three years. To achieve
that goal, we need to accelerate renewable project development
by ensuring access to capital for advanced technology projects.
We also need a grid that can move clean energy from the places
it can be produced to the places where it can be used and that
can integrate variable sources of power, like wind and solar.
The lending authority includes:
· Up to $8.5 billion in lending authority supported by
2009 annual appropriations for renewable energy.
· Up to $2 billion in subsidy costs, provided by the Recovery
Act, to support billions in loans for renewable energy and electric
power transmission projects.
· Up to $500 million in subsidy costs to support loans
for cutting edge biofuel projects funded by the Recovery Act.
· Up to $750 million in subsidy costs, provided by the
Recovery Act, to support loans for large transmission infrastructure
projects in the U.S. that use commercial technologies and begin
construction by September 30, 2011.
The two solicitations issued today mark the sixth and seventh
rounds of solicitations by the Departments Loan Guarantee
Program, which encourages the commercial use of new or improved
energy technologies to help foster clean energy projects. Applications
will be accepted over the next 45 days. The Department has streamlined
its processes to accelerate these new loan solicitations. By
investing in both renewable energy technology for generating
electricity and technologies to modernize the country's transmission
system, the Recovery Act targets the full integration of renewable
energy sources onto the electric grid.
More information on this solicitation and the Departments
Loan Guarantee Program can be found at www.lgprogram.energy.gov.

Reducing Spam
Spam is a common, and often frustrating,
side effect to having an email
account. Although you will probably not be able to eliminate
it, there are
ways to reduce it.
What is spam?
Spam is the electronic version of "junk
mail." The term spam refers to
unsolicited, often unwanted, email messages. Spam does not necessarily
contain virusesvalid messages from legitimate sources could
fall into this
category.
How can you reduce the amount of spam?
There are some steps you can take to significantly
reduce the amount of spam
you receive:
* Don't give your email address out arbitrarily - Email addresses
have
become so common that a space for them is often included on any
form
that asks for your addresseven comment cards at restaurants.
It seems
harmless, so many people write them in the space provided without
realizing what could happen to that information. For example,
companies
often enter the addresses into a database so that they can keep
track of
their customers and the customers' preferences. Sometimes these
lists
are sold to or shared with other companies, and suddenly you
are
receiving email that you didn't request.
* Check privacy policies - Before submitting your email address
online,
look for a privacy policy. Most reputable sites will have a link
to
their privacy policy from any form where you're asked to submit
personal
data. You should read this policy before submitting your email
address
or any other personal information so that you know what the owners
of
the site plan to do with the information (see Protecting Your
Privacy
for more information).
* Be aware of options selected by default - When you sign up
for some
online accounts or services, there may be a section that provides
you
with the option to receive email about other products and services.
Sometimes there are options selected by default, so if you do
not
deselect them, you could begin to receive email from lists those
lists
as well.
* Use filters - Many email programs offer filtering capabilities
that
allow you to block certain addresses or to only allow email from
addresses on your contact list. Some ISPs offer spam "tagging"
or
filtering services, but legitimate messages misclassified as
spam might
be dropped before reaching your inbox. However, many ISPs that
offer
filtering services also provide options for tagging suspected
spam
messages so the end user can more easily identify them. This
can be
useful in conjunction with filtering capabilities provided by
many email
programs.
* Report messages as spam - Most email clients offer an option
to report a
message as spam or junk. If your has that option, take advantage
of it.
Reporting messages as spam or junk helps to train the mail filter
so
that the messages aren't delivered to your inbox. However, check
your
junk or spam folders occasionally to look for legitimate messages
that
were incorrectly classified as spam.
* Don't follow links in spam messages - Some spam relies on generators
that try variations of email addresses at certain domains. If
you click
a link within an email message or reply to a certain address,
you are
just confirming that your email address is valid. Unwanted messages
that
offer an "unsubscribe" option are particularly tempting,
but this is
often just a method for collecting valid addresses that are then
sent
other spam.
* Disable the automatic downloading of graphics in HTML mail
- Many
spammers send HTML mail with a linked graphic file that is then
used to
track who opens the mail messagewhen your mail client downloads
the
graphic from their web server, they know you've opened the message.
Disabling HTML mail entirely and viewing messages in plain text
also
prevents this problem.
* Consider opening an additional email account - Many domains
offer free
email accounts. If you frequently submit your email address (for
online
shopping, signing up for services, or including it on something
like a
comment card), you may want to have a secondary email account
to protect
your primary email account from any spam that could be generated.
You
could also use this secondary account when posting to public
mailing
lists, social networking sites, blogs, and web forums. If the
account
start to fill up with spam, you can get rid of it and open a
different
one.
* Use privacy settings on social networking sites - Social networking
sites typically allow you to choose who has access to see your
email
address. Consider hiding your email account or changing the settings
so
that only a small group of people that you trust are able to
see your
address (see Staying Safe on Social Network Sites for more information).
Also, when you use applications on these sites, you may be granting
permission for them to access your personal information. Be cautious
about which applications you choose to use.
* Don't spam other people - Be a responsible and considerate
user. Some
people consider email forwards a type of spam, so be selective
with the
messages you redistribute. Don't forward every message to everyone
in
your address book, and if someone asks that you not forward messages
to
them, respect their request.

said late Wednesday that fiscal third-quarter net income came
in at $729 million, or 97 cents per class A common share. That
compares to net income of $422 million, or 51 cents per class
A common share, a year earlier. Net operating revenue in the
latest period was $1.6 billion, up 2% over the prior year. Payments
volume fell slightly in the U.S., but continued to grow elsewhere,
Visa said. On an adjusted basis, which includes restructuring
and purchase amortization, net income for the latest quarter
was $744 million, or 98 cents per class A common share. Excluding
the impact from the sale of the company's equity interest in
VisaNet do Brasil, adjusted quarterly net income was $507 million,
or 67 cents per class A common share, Visa said. The company
was expected to make 64 cents a share on net revenue of $1.64
billion, according to the average estimate of 25 analysts polled

HONG KONG (MarketWatch) -- Japanese shares
traded mixed Thursday as gains in exporters on better-than-expected
results and a weakened yen were countered by declines in resource-related
stocks after an overnight fall on Wall Street and declining commodity
prices. The Nikkei 225 Average was up 0.1% at 10,118.78, after
briefly dipping into the red, and the Topix Index gained 0.2%
to 932.45. Shares of Honda Motor Co. surged 7.9% and Nissan Motor
Co. gained 7.1% a day after reporting strong April-June results.
Elsewhere, Australia's S&P/ASX 200 was up 0.1% and South
Korea's Kospi slipped 0.1%, while New Zealand's NZX 50 gave up
0.2%.

HONG KONG (MarketWatch) -- Hong Kong stocks
posted modest gains early Thursday after falling sharply in the
previous session, with banks and property stocks higher, though
energy producers declined. The Hang Seng Index rose 1% to 20,328.49.
The Hang Seng China Enterprises Index was up 1.1% at 12,118.98,
with China-related stocks not much influenced by volatility on
the mainland, where the Shanghai Composite opened higher and
then dipped into negative territory before again rising 1.7%
to 3,323.20. Taifook Research analyst Marco Mak wrote in a report
the Hang Seng Index was likely to see a consolidation with major
support at 18,500. Wednesday's correction "has helped cool
down the frantic speculative activity and is positive for the
base-formation preceding a new round of run-up."

LOS ANGELES (MarketWatch) -- Shares of
Honda Motor Co. traded 8.1% higher in late Thursday morning action,
while those of Nissan Motor Co. gained 7.5%, after the two Japanese
auto makers defied predictions for quarterly operating losses.
Honda also raised its profit forecast for the fiscal year to
March 2010, though Nissan kept its outlook for an annual loss
unchanged.
