Potential Shortfall and Management Strategies Discussed In Call
WASHINGTON Federal Highway Administrator Victor Mendez
told state highway officials today what to expect if the highway
trust fund falls short in the coming weeks during a no
surprises discussion.
Unless we shore up the trust fund, we will have no other
choice than to pay the states less frequently for road and bridge
repairs, Mendez said in a conference call with lead officials
from 38 states and the District of Columbia. Mendez added that
payments, currently made on a daily basis, could be made weekly
or twice a month, depending upon the availability of funds.
The highway trust fund, which provides states about $40 billion
each year for roads, bridges, and other infrastructure projects
administered by the states, often fluctuates and is expected
to drop by the end of August. A shortfall would not shut down
the Federal-Aid Highway Program, nor would it prevent states
from using federal dollars for highway projects. However, it
would affect how quickly FHWA reimburses states.
Department of Transportation officials continue to work closely
with Congress to prevent disruptions in payments to the states.

bulletin, MS09-034, is a cumulative security update for Internet
Explorer that addresses several vulnerabilities. These vulnerabilities
may allow a remote attacker to execute arbitrary code. The second
bulletin, MS09-035, addresses vulnerabilities in the Visual Studio
Active Template Library (ATL). Exploitation of these vulnerabilities
may allow an attacker to execute arbitrary code.
US-CERT encourages users and administrators
to review Microsoft

Holds Second Session of the U.S.-U.N. Forum
USIP on July 22 hosted the Right Honorable Helen Clark, head
of the United Nations Development Programme (UNDP) and former
prime minister of New Zealand, at a roundtable meeting of the
U.S.-U.N. forum. USIP's Abiodun Williams moderated the event,
which explored the convergence between UNDP's goals and the goals

and NOAA Release The First Full Disk Image From GOES-14

Exactly a month ago on June 27 NASA launched a new and improved
weather satellite called GOES-O. Now that GOES-O is safely into
its orbit, it has been renamed to GOES-14. On July 27th NASA
and NOAA released the very first image from GOES-14. The satellite
will be providing weather forecasters with more stable images
with greater resolution.

Are you planning (or even thinking) about
attending the YDA conference in Chicago August 5-10? Please read

means either you are planning on driving or want to ride with
someone; I know there are a couple of people who are planning
on driving and if you're willing to have people ride with you
to split the cost, I want to put you guys in touch with each
other. "Needs hotel room" means that you have not secured
a room for yourself as of yet and are interested in sharing a
room with other FYD members. As of right now we have a block
of rooms set aside but we need to know BY WEDNESDAY MORNING if
you are interested in being a part of the FYD room block so we
can let the hotel know and avoid extra charges.

Overview
Microsoft has released out-of-band updates
to address critical
vulnerabilities in Microsoft Internet Explorer running on most
supported versions of Windows. The updates also help mitigate
attacks against ActiveX controls developed with vulnerable versions
of the Microsoft Active Template Library (ATL).
I. Description
Microsoft has released updates for critical
vulnerabilities in
Internet Explorer. The updates also include mitigations for attacks
against vulnerable ActiveX controls that were created using
vulnerable versions of the Active Template Library (ATL).
Vulnerabilities present in the ATL can
cause vulnerabilities in the
resulting ActiveX controls and COM components. For example, the
ATL
typographical error described in this Security Development
Lifecycle blog post caused the Microsoft Video ActiveX control
stack buffer overflow (VU#180513, CVE-2008-0015).
Any ActiveX control or COM component that
was created with a
vulnerable version of the ATL may be vulnerable. For example,
Adobe
and Cisco are affected.
II. Impact
By convincing a user to view a specially
crafted HTML document
(e.g., a Web page, HTML email message, or HTML attachment), an
attacker may be able to execute arbitrary code.
III. Solution
System Administrators
To address the vulnerabilities in Internet
Explorer and mitigate
attacks against vulnerable ATL-based ActiveX controls, apply
the
updates described in Microsoft Security Bulletin MS09-034. Further
details about the ATL mitigations are available in a Microsoft
Security Research & Defense blog post.
Administrators should consider using an
automated update
distribution system such as Windows Server Update Services (WSUS).
Developers
To stop creating vulnerable controls, update
the ATL as described
in Microsoft Security Bulletin MS09-035. To address vulnerabilities
in existing controls, recompile the controls using the updated
ATL.
