As of June 26, 2009, the novel influenza A (H1N1) virus has not
been found in any pigs within the United States, but has been
detected in pigs on a farm in Alberta, Canada. This interim guidance
is issued with the goal of preventing the spread of this novel
virus or any other influenza (flu) virus from people to pigs
and from pigs to people.

and our next meeting
Hello all.
I am writing to you today to let you know
about several important upcoming events and meetings for our
chapter.
Our next chapter meeting will be on August
10th at 7pm. At this meeting we will be holding our chapter elections.
There are four positions that chapter members
can run for President, Vice President, Secretary and Treasurer.
President: The GHYD President is responsible
for the day-to-day operations of the chapter. The President plans
and implements policies and procedures for the chapter and its
leadership. The President creates the agenda for all executive
and general membership meetings. The President serves as the
spokesperson of the chapter at functions sponsored by the chapter
or elsewhere. The President is responsible for delegating tasks
to other members and executive leadership to accomplish the chapter
mission. The President sets the goals and standards for the leadership
of GHYD. Along with the Treasurer, the President budgets for
activities and chapter operations and authorizes the Treasurer
to sign off on checks or withdrawals.
Vice President: The GHYD Vice President
assists the President in the daily operations of the chapter.
The Vice President represents the president and assumes his/her
responsibilities if the president is incapable of executing his/her
authority. The Vice President is responsible for increasing membership
and managing chapter communication. The Vice President is responsible
for coordinating outreach and publicity efforts to young Democrats
residing within the Greater Hartford area. The Vice President
assists the chapter with all endorsement proceedings. The Vice
President identifies and presents local political issues to the
chapter for discussion and potential resolution. The Vice President
acts as a liaison to political campaigns within the Greater Hartford
area to provide support and volunteers.
Secretary: The GHYD Secretary is responsible
for the general housekeeping of the chapter. The Secretary is
responsible for taking minutes at monthly chapter meetings and
to maintain a database of minutes from all meetings. The Secretary
maintains a membership and attendance roster.
Treasurer: The GHYD Treasurer is responsible
for the chapters bank account(s). The Treasurer signs off
on all transactions with the counsel of the President and chapter
leadership. The Treasurer provides the chapter with a monthly
financial report. The Treasurer acts as the treasurer for GHYD
for any Political Action Committees filed by the Chapter with
the State of Connecticut. The Treasurer files all reports with
the State of Connecticut Elections Commission as required by
law, and keep a record of receipts and disbursements. The Treasurer
also compiles and presents a budget for approval the GHYD chapter.
To run for a position, you need to email
GHYD President Liam Sweeney by August 3rd with your letter of
candidacy. Only members in good standing may be eligible to run
for a position and vote in the election. A new member must attended
three consecutive meetings and a current member must participate
in 50% of meetings in a twelve month period to be in good standing.

Hooker Brewery August 15th at 3pm. See you at our next meeting
at Panera in West Hartford at 7 pm August 10.

WASHINGTON - The U.S. Commission on International
Religious Freedom (USCIRF) calls on parties to the Comprehensive
Peace Agreement (CPA) in Sudan to abide by the ruling issued
Wednesday (July 22, 2009) by the Abyei Arbitration Tribunal at
the Permanent Court of Arbitration in The Hague. The decision
settles the Abyei boundaries dispute, which is central to achieving
peace in Sudan. Immediately following the announcement, the National
Congress Party (NCP), which dominates the North, and the Sudan
Peoples Liberation Movement (SPLM), which governs Southern
Sudan, pledged their commitment to the ruling.
It is imperative that the NCP and the SPLM fully support
and implement the ruling, as they have promised, said Leonard
Leo, USCIRF chair. It is a cornerstone of the Comprehensive
Peace Agreement whose implementation is crucial for building
a just and lasting peace in Sudan. Failure of the CPA could reignite
a conflict in which millions of innocent people have been victimized
because of their religious affiliations and ethnic identities.
The parties honoring their agreement
and accepting the Tribunals ruling would be both a victory
for the rule of law in Sudan and an important precedent for resolving
other conflicts among the regions diverse religious and
ethnic groups in a fair, open, and peaceful manner, said
Mr. Leo.
In 2007, the Government of Sudan, led by
Sudanese President Omar al-Bashir, rejected a report by the Abyei
Boundaries Commission (ABC) to determine the border, despite
the CPA stating that the decision of the ABC was to be final
and binding. In rejecting the report, which found that
Abyei lies in Southern Sudan, President al-Bashir charged the
ABC experts with exceeding their mandate. In 2008,
the NCP and the SPLM agreed that the settlement of President
al-Bahirs charge and the Abyei boundaries would be addressed
by the Tribunal at the Permanent Court of Arbitration. The Tribunals
ruling found that the ABC did exceed its mandate in some areas
of its report and redefined the boundaries.
The accusation by President al-Bashir and the NCP was just one
of many instances since the CPA was signed in 2005 that the North
has delayed implementing the agreements provisions. These
delaying tactics have established a dangerous precedent that
one of the parties to the CPA can, with impunity, unilaterally
refuse to implement its provisions. That past action, as well
as others, has caused tensions which have threatened to reignite
civil war.
Further delaying tactics or failure
to implement the remaining CPA provisions, including the elections
scheduled for 2009 and the 2010 referendum, are unacceptable
said Mr. Leo. Sudan must be held accountable to its CPA
commitments. The CPA contains specific protections for religious
freedom for all Sudanese. If religious freedom is going to be
protected and respected in Sudan, the countrys leaders,
both Northerners and Southerners, must demonstrate their commitment
to international law by accepting and implementing the Tribunals
ruling.
USCIRF welcomes the engagement of United
States Special Envoy to Sudan Gen. J. Scott Gration, who is currently
in Sudan, and calls on him to continue to work with members of
the SPLM and the NCP to ensure that the decision is fully implemented.
Efforts now underway by Gration, Sudanese parties, and the international
community to prevent violence, educate the communities on the
ruling, and plan for full implementation must be continued and
sustained.
The Abyei region, with its history as a crossroads between North
and South, was one of the more contested points in the protracted
negotiations leading to the CPA. Abyei has been particularly
problematic because it, not only is home to a volatile mix of
rival ethnic groups with ties to the North and South, but also
provided a disproportionate number of fighters for the Southern-dominated
Sudan Peoples Liberation Army. In May 2008, units of the
Northern-controlled Sudan Armed Forces and associated tribal
militia brutally attacked local residents and destroyed private
property, laying waste to the regions main town, also called
Abyei, and driving 90,000 civilians from their homes. The deposits
of oil in the region, and the economic competition they engendered,
have exacerbated the dispute.
The CPA, signed in 2005, ended a North-South
civil war that killed more than two million people and drove
more than four million from their homes. Most of the victims
in the 22-year war were Christians, followers of traditional
African religions, or Muslims disfavored by those in power in
Khartoum. Because of the egregious and systematic violations
of freedom of religion or belief committed by the government
of Sudan, USCIRF continues to recommend that Sudan be named a
Country of Particular Concern under the International
Religious Freedom Act of 1998. The State Department has so designated
Sudan annually since 1999.
USCIRF is an independent, bipartisan U.S.
federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs
principal responsibilities are to review the facts and circumstances
of violations of religious freedom internationally and to make
policy recommendations to the President, the Secretary of State
and Congress.

An Urdu-speaking police cadet, an Iraq
war vet turned masters candidate, Rhodes and Marshall scholars
and a nuclear plant guard who attends classes online are among
a diverse group that completed the Office of the Director of
National Intelligences first National Security Analysis
& Intelligence Summer Seminar today.
The group, 40 graduate students, doctoral
candidates and recent college graduates, were chosen from 704
applicants from 280 academic institutions. The seminars
goal is to increase interest in Intelligence Community careers
and to help recruiters identify outstanding prospects.
The students, each with a temporary security
clearance, spent two weeks in the Washington, D.C. area touring
Intelligence Community facilities, analyzing problems, attending
lectures by IC leaders and discussing the craft of analysis with
currently serving intelligence officers.
The students came to us to learn
more about intelligence and to challenge their own assumptions
about the role of intelligence in a transitioning world,
said Dr. Lenora Peters Gant, Director of the IC Centers of Academic
Excellence.
The students were exposed to national
security leaders who helped them better understand the business
of intelligence including the roles of the 16 IC agencies,
said Dr. Gant. Specifically, the site visits at the different
agencies gave them an opportunity to interact with front-line
analysts who provided them with a real-world perspective of the
work we do every day.
The seminar, which is sponsored by the
Office of the Director of National Intelligence, began July 13.
The Philip Merrill Center for Strategic
Studies of the Paul Nitze School of Advanced International Studies
at Johns Hopkins University developed the programs curriculum.
John McLaughlin, former Deputy Director of Central Intelligence
and Acting Director of Central Intelligence, leads the seminars
faculty.

Comptroller Dugan Supports Regulatory Reform
Plan, Urges Revision to Some Details
WASHINGTON Comptroller of the Currency John C. Dugan today
told Congress that he supports efforts to enhance consumer protection
standards for financial service providers, but expressed significant
concerns with some elements of the proposed Consumer Financial
Protection Agency.
It makes sense to consolidate all consumer protection rulewriting
in a single agency, with the rules applying to all financial
providers of a product, both bank and nonbank, Mr. Dugan
said in testimony before the House Financial Services Committee.
But we believe the rules must be uniform, and that banking
supervisors must have meaningful input into formulating them.
Unfortunately, the proposed CFPA falls short on both accounts.
The rules would not be uniform because the proposal expressly
authorizes states to adopt different rules and would repeal federal
preemption that has allowed national banks to operate under uniform
federal standards. This radical change will make it far more
difficult and costly for national banks to provide services to
consumers costs which will ultimately be borne by consumers,
the Comptroller said. To provide meaningful input into rules
from banking supervisors who are most familiar with the activities
of the firms, the proposal must be changed to allow more banking
supervisors on the CFPA board and provide a formal mechanism
for banking supervisor input.
The CFPA should not take consumer protection examination
and enforcement responsibilities away from banking agencies,
Mr. Dugan said. To the extent the banking agencies have
been criticized for consumer protection supervision, the fundamental
problem has been with the lack of timely and strong rules
which the CFPA would address and not the enforcement of
those rules.
Moreover, the Comptroller said, moving these
banking agency functions to the CFPA would only distract it from
its most important and daunting implementation challenge: establishing
an effective examination and enforcement regime for the shadow
banking system of the tens of thousands of nonbank providers
that are currently unregulated or lightly regulated, like the
nonbank mortgage brokers and originators that were at the heart
of the subprime mortgage problem.
Comptroller Dugan also supported designating the Federal Reserve
Board as the consolidated supervisor of systemically significant
financial firms, but said the proposal goes much too far.
By granting new broad authority to the Federal Reserve to override
the primary banking supervisor on standards, examination, and
enforcement, the proposal would undermine the authority
and the accountability of the banking supervisor, and
we strongly oppose it, Mr. Dugan said.
The Comptroller voiced support for establishing a Financial Stability
Oversight Council to identify and monitor systemic risk; for
new authority to resolve systemically financial firms; and for
imposing more stringent capital and liquidity standards to help
address their heightened risk to the nations financial
system. He also supported a proposal to merge the Office of Thrift
Supervision with the OCC while phasing out the thrift charter.

DEPUTY SECRETARY SIMS ANNOUNCES RECOVERY
ACT FUNDS TO SUPPORT COMMUNITY DEVELOPMENT IN OREGON
Award made under the Recovery CDBG program will revitalize neighborhoods
and create jobs
WASHINGTON - In an effort to stimulate
community development and job growth, U.S. Housing and Urban
Development Deputy Secretary Ron Sims today announced nearly
$3 million in Community Development Block Grant funding to Portland,
Oregon through the American Recovery and Reinvestment Act of
2009 (Recovery Act).
The announcement came at Taggart Manor
in Portland, which is 24-unit rental complex for homeless and
families at-risk of homelessness. Portland is using $300,000
of their $2.7 million grant to provide energy efficient upgrades
to Taggart Manor. These upgrades will not only serve to provide
quality jobs in the city, but will also reduce energy costs and
carbon emissions as a result.
"This announcement is a concrete example
of how Recovery Act funding is working to revitalize communities
most affected by the national economic crisis," said Sims.
"I am proud to announce this Community Development Block
Grant going to the City of Portland, which will create jobs and
increase energy efficiency in the city's hardest hit neighborhoods.
President Obama and Secretary Donovan are anxious to put this
money to work long-term, sustainable community development."
This is one of 1200 Recovery Act-funded
grants awarded through the Community Development Block Grant
(CDBG) Program, which primarily benefit low- to moderate-income
families living in these communities. CDBG enables state and
local governments to undertake a wide range of activities intended
to create suitable living environments, provide affordable housing
and create economic opportunities. Under the Recovery Act, recipients
give priority to prudent projects that can award contracts based
on bids within 120 days of the grant agreement. A total of $1
billion will be awarded nationwide by HUD in Recovery Act Community
Development Block Grants.
President Obama directed all Recovery Act
funding to be spent responsibly and in a transparent manner in
order to provide a necessary economic boost, create jobs, and
strengthen America's middle class. In a letter to CDBG recipients
of Recovery Act funds, Donovan wrote, "In accepting these
funds, it is imperative that you be good stewards of these precious
taxpayer dollars by focusing your efforts on the Recovery Act
goals of investing in infrastructure that will create or sustain
jobs in the near-term and generate maximum economic benefits
in the long-term."
Since 1974, CDBG has provided more than
$127 billion to state and local governments to target their own
community development priorities. The rehabilitation of affordable
housing and the construction and improvement of public facilities
have traditionally been the largest uses of CDBG funds although
the program is also an important catalyst for job growth and
business opportunities. Annual CDBG funds are distributed to
communities according to statutory formulas based on population,
poverty, pre-1940 housing stock, growth lag, and housing overcrowding.
HUD is committed to implementing Recovery
Act investments swiftly and effectively as they generate tens
of thousands of jobs, modernize homes to make them energy efficient,
and help the families and communities hardest hit by the economic
crisis. The Recovery Act includes $13.61 billion for projects
and programs administered by HUD, nearly 75 percent of which
was allocated to state and local recipients only eight days after
President Obama signed the Act into law. The CDBG funding was
among the 75 percent that was allocated during that time. Now
as grant recipients' spending plans are approved, HUD is officially
making funding available to spend. The remaining 25 percent of
HUD Recovery Act funds are being awarded through a competitive
process in the coming weeks and months.
In addition, Secretary Donovan and the
Department are committed to providing the highest level of transparency
possible as Recovery Act funds are administered. It is vitally
important that the American people are fully aware of how their
tax dollars are being spent and can hold their federal leaders
accountable. Every dollar of Recovery Act funds HUD spends can
be reviewed and tracked at HUD's Recovery Act website. The full

CHICAGO - U.S. Department of Housing and
Urban Development (HUD) Secretary Shaun Donovan announced today
that he will hold a press conference at the Chicago Catholic
Charities' homelessness assistance facilities on MONDAY, July
27. Chicago's Catholic Charities is receiving a portion of the
$34.3 million in Homelessness Prevention and Rapid Re-housing
funds under the American Recovery and Reinvestment Act (Recovery
Act) from the City of Chicago. Donovan will highlight City of
Chicago's effective and innovative use Recovery Act funding to
help prevent homelessness during difficult economic times.

MESSAGE FROM THE MAJORITY LEADER
This week, the House passed one of the
most important fiscal discipline measures in recent memory: "pay-as-you-go,"
or PAYGO. The PAYGO law would hold America to the principle that
the government ought to pay for what it buys. PAYGO wont
make fiscal decisions for us or get us out of our deficit hole
on its ownbut it will push Congress to make the hard choices
our fiscal health absolutely demands. Unless we bring down the
deficits and debt facing our nation, we cannot sustainably invest
in areas that make us such a strong nation, including health
care, education, and clean energy. Thats why President
Obama has been a strong supporter of restoring PAYGO into law.
Now its essential that the Senate pass this bill and get
it to the President for his signature.

Democratic Members for a press conference following
passage of House Statutory Pay-As-You-Go Act.
The House also continues to work hard on reforming Americas
broken health care system. Debate on the details of reform is
continuing, and progress is being made. This is a critical issue
that we are undertaking, and the conversations were having
are an expected and vital part of the legislative process. Democrats
remain united in our purpose of passing a health care bill, which
does not add to the deficit, and getting it to President Obamas
desk this year. We are all committed to reform that prevents
insurance companies from discriminating against patients, expands
patient choice of doctors and plans, and ensures that middle-class
Americans have the security and peace-of-mind that they have
access to affordable, high quality care.
This week, the House also passed two appropriations bills that
help lay the foundation for a strong national infrastructure,
and offer long-term solutions to help grow our economy. The Transportation,
Housing and Urban Development Appropriations bill makes critical
investments in our transportation infrastructure to help ensure
the safety of all Americans and provides housing assistance to
those who need it the most. The Labor, Health and Human Services,
and Education Appropriations bill provides investments that are
critical to our nations long-term prosperity, including
job training, health care, and educational opportunities.
Next week, we will complete our work in the House on the fiscal
year 2010 appropriations bills with the Defense Appropriations
bill. This bill puts our troops first, ensuring that we meet
the needs of our troops in the field and their families here
at home, as well as making critical investments in the health,
well-being and readiness of our forces.
The House will also consider legislation to address executive
pay reform at financial institutions, allowing shareholders to
have a say in the pay. In addition, we will also take up legislation
to further ensure the safety of our nation's food supply.
