and venture capitalists to be categorized as systemically risky
enough that their collapse could cause collateral damage to the

Federal Reserve Chairman Ben Bernanke. The FSOB also reported
that, as of June 30, the government has made more than $23.9

as part of the Treasury's $700 billion Troubled Asset Relief

Obama Administration Awards More than $162
Million for State Energy Programs in Seven States and Territories
Funding Will Speed Adoption of Efficiency and Renewable Energy
Technologies in Colorado, Delaware, Indiana, Louisiana, Massachusetts,
Pennsylvania, and Puerto Rico
WASHINGTON, DC U.S. Department of Energy Secretary Steven
Chu today announced more than $162 million in funding from the
American Recovery and Reinvestment Act to support energy efficiency
and renewable energy projects in Colorado, Delaware, Indiana,
Louisiana, Massachusetts, Pennsylvania, and Puerto Rico. Under
DOEs State Energy Program, states and territories have
proposed statewide plans that prioritize energy savings, create
or retain jobs, increase the use of renewable energy, and reduce
greenhouse gas emissions.
This funding will provide an important boost for state
economies, help to put Americans back to work, and move us toward
energy independence," said Secretary Chu. "It reflects
our commitment to support innovative state and local strategies
to promote energy efficiency and renewable energy while insisting
that taxpayer dollars be spent responsibly."
With today's announcement, these states and territories are receiving
40 percent of their total State Energy Program (SEP) funding
authorized under the Recovery Act. They will now have received
50 percent of their total Recovery Act SEP funding. The initial
10 percent of total funding was previously available to states
to support planning activities; the remaining 50 percent of funds
will be released once states meet reporting, oversight, and accountability
milestones required by the Recovery Act.
Activities eligible for State Energy Program funding include
energy audits, building retrofits, education and training efforts,
transportation programs to increase the use of alternative fuels
and hybrid vehicles, and new financing mechanisms to promote
energy efficiency and renewable energy investments.
The Recovery Act appropriated $3.1 billion to the State Energy
Program (SEP) to help promote energy efficiency and clean energy
deployment, as well as to support local economic recovery. States
use these grants at the state and local level to create green
jobs and address state energy priorities.
Transparency and accountability are important priorities for
SEP and all Recovery Act projects. Throughout the programs
implementation, DOE will provide strong oversight at the local,
state, and national level, while emphasizing with states the
need to quickly award funds to help create new jobs and stimulate
local economies.
The following states are receiving awards today:
COLORADO - $19,688,800 awarded today
The state of Colorado will use its Recovery Act SEP funds for
several projects designed to expand renewable energy and energy
efficiency measures across the state. The Governors Energy
Office will provide a suite of products aimed at removing financial
barriers to rapid deployment of renewable energy and energy efficiency
initiatives, including offering access to short-term and intermediate
low-cost capital to projects in the commercial, residential and
industrial sectors.
An Energy Efficiency for Existing Buildings Program will help
state agencies, including public schools, reduce their energy
use and carbon emissions. Using Recovery Act funds, Colorado
will also substantially expand its Renewable Energy Rebates and
Grants Program across the residential, commercial and industrial/utility
sectors. Additionally, the office will promote greater energy
efficiency in new and existing homes with programs such as a
whole house tune-up that bundles efficiency incentives
for homes.
After demonstrating successful implementation of its plan, the
state will receive over $24 million in additional funding, for
a total of more than $49 million.
DELAWARE - $9,692,400 awarded today
The state of Delaware will use its SEP Recovery Act funds to
enhance energy efficiency in residential, commercial, and government
sectors statewide. Delaware will use the funds to establish a
Home Performance Program that will help defray costs of home
energy audits and installing energy efficient equipment for families
above the low-income eligibility threshold for the Weatherization
Assistance Program.
The state will also help to fund energy efficiency upgrades in
small businesses, commercial establishments and manufacturing
facilities. These upgrades will allow Delawares businesses
to remain competitive by reducing their energy consumption and
energy costs, which helps contribute to overall profitability.
Recovery Act funds directed to this program will be leveraged
with other state funds through the sale of allowances from the
Regional Greenhouse Gas Initiative.
The state also will use Recovery Act funds to provide additional
rebates for solar photovoltaic and solar hot water systems, small
wind applications, and geothermal systems for homes, businesses,
and institutional buildings.
After demonstrating successful implementation of its plan, the
state will receive over $12 million in additional funding, for
a total of more than $24 million.
INDIANA - $27,448,400 awarded today
Indiana will utilize SEP Recovery Act funding to implement several
energy efficiency and renewable energy projects throughout the
state with a focus on saving and creating jobs, quickly completing
projects, positive environmental impacts, measurable energy efficiency
savings, and diversifying statewide energy sources. The Indiana
program will include a competitive loan program to promote energy
efficiency in the commercial, industrial, and manufacturing sectors
in the state that will provide financial assistance for the implementation
of energy efficient technologies such as lighting, controls and
sensors, insulation, and appliances. Recovery Act funds will
also be used to support training programs and public energy outreach
and education campaigns that will provide information to consumers
on the importance of energy conservation, as well as tips on
how to reduce their energy consumption. The training efforts
will help transition Indianas workforce from energy intensive,
high environmental impact production processes to more energy
efficient and environmentally-friendly alternatives.
After demonstrating successful implementation of its plan, the
state will receive over $34 million in additional funding, for
a total of more than $68 million.
LOUISIANA - $28,677,600 awarded today
Louisiana will use its SEP Recovery Act funds to promote energy
efficiency across the states commercial, residential and
state government sectors. Under the program, the state will encourage
business owners to reduce energy consumption by providing rebates
for energy efficiency retrofits in commercial buildings. In the
residential sector, the program will provide incentives to home
builders to encourage the construction of new high energy efficiency
homes and will also provide support for homeowners to improve
the efficiency of existing homes. Further, the state will promote
the purchase of new energy-efficient ENERGY STAR appliances through
participating utility company partners that will offer coupons
for the purchase of qualifying appliances.
Additionally, the Louisiana state government will undertake a
lead-by-example initiative, providing funding for
energy efficiency retrofits for state government buildings, along
with funding to encourage the deployment of efficient LED traffic
lights and photovoltaic street lighting across the state. The
state will also provide local governments with funds to cover
a portion of the incremental costs of purchasing alternative-fuel
mass transit vehicles and will fund a portion of the equipment
costs for four publicly-accessible quick fuel compressed natural
gas (CNG) fueling stations, providing essential support for the
use of alternatively-fueled vehicles.
After demonstrating successful implementation of its plan, the
state will receive more than $35 million in additional funding,
for a total of nearly $72 million.
MASSACHUSETTS - $21,964,400 awarded today
Massachusetts will use its State Energy Program Recovery Act
funds to advance energy efficiency across the state, especially
in the building environment. The Governor's Energy Task Force
identified a number of energy efficiency retrofit projects at
public facilities with potential for energy and cost savings.
The state intends to leverage SEP funds for these projects by
using performance contracts wherever possible.
Additionally, Massachusetts will direct Recovery Act funds to
help demonstrate solutions to a number of long-standing challenges
in improving building energy performance which provides the opportunity
to transform future energy efficiency efforts in the state. For
instance, the state will provide funding for projects that will
move toward the development of a net-zero energy building, along
with examining ways to reduce the states petroleum usage
by expanding energy efficiency opportunities to people and businesses
that use oil and propane for heating.
After demonstrating successful implementation of its plan, the
state will receive more than $27 million in additional funding,
for a total of nearly $55 million.
PENNSYLVANIA - $39,873,600 awarded today
Pennsylvania will use its Recovery Act SEP funding to provide
grants and other support for energy efficiency and conservation
efforts with the goal of reducing dependence on fossil fuels
and stimulating growth in renewable sectors.
Pennsylvania Green Energy Works! will offer grants to businesses,
non-profit organizations, universities, local governments, and
utilities to deploy shovel-ready efficient, environmentally sustainable
and economically worthwhile energy projects across the state.
Over a longer time horizon, Pennsylvania will continue to fund
advanced energy projects, tailoring programs to specific economic
sectors. For example, the Pennsylvania Energy Development Authority
will continue to serve business needs, while the Pennsylvania
Energy Harvest will support schools, nonprofits, and local governments
across Pennsylvania.
Pennsylvania will also establish a Green Development Loan Program,
a revolving loan fund that will provide clean-energy and energy-efficiency
financing for facilities projects, resource efficiency measures,
and advanced and renewable clean-energy technologies. In addition
to originating loans and leveraging private capital, this fund
will make outright awards to cover the costs of project feasibility
studies, energy audits, or project design, which can often present
significant barriers to sustainable development investments.
After demonstrating successful implementation of its plan, the
state will receive nearly $50 million in additional funding,
for a total of almost $100 million.
PUERTO RICO - $14,834,400 awarded today
Puerto Rico will use its SEP funds to advance energy efficiency
and renewable energy technologies throughout the territory with
various initiatives for government, commercial, and residential
sectors. Puerto Rico's Energy Efficiency Retrofit Program will
provide rebates for energy efficient retrofit projects for business
and government facilities and will require a 50 percent match
by business recipients. Puerto Rico will also implement a revolving
loan program for private entities to finance applicable energy
projects. In the residential sector, Puerto Rico's Solar Water
Heater Rebate Program will provide rebates to homeowners when
they purchase and install a new solar water heater by an approved
manufacturer, promoting use of residential solar water heaters
as a way to reduce home energy consumption.
The territory also will fund the replacement of conventional
incandescent traffic lights with energy-efficient LED traffic
lights and will require that all new traffic lights be LED. Additionally,
Puerto Rico will revise, develop and implement residential and
commercial efficiency and conservation building codes in the
Codes and Standards Program to meet international conservation
code standards for all new construction. Puerto Rico will also
provide funding for the Puerto Rico Energy Education and Mass
Media Outreach program to promote energy efficiency and conservation
awareness and education for the general public.
After demonstrating successful implementation of its plan, the
territory will receive more than $18 million in additional funding,
for a total of over $37 million.

Secretary Chu Announces More than $57 Million
in Recovery Act Funding to Advance Smart Grid Development
DOE also announces the release of a new smart grid report and
the development of a smart grid clearinghouse
Washington, DC U.S. Energy Secretary Steven Chu today
announced delivery of more than $47 million in funding under
the American Recovery and Reinvestment Act for eight projects
to further smart grid demonstration projects in seven states.
Secretary Chu also announced $10.5 million in Recovery Act funding
available for local governments to develop emergency preparedness
plans for their electrical systems. Together, these efforts will
help accelerate the development and implementation of a modernized
and secure electrical grid, a critical piece in delivering renewable
energy to American consumers and ensuring an effective, reliable
and efficient electricity system across the country.
Modernizing our electrical grid to make it stronger, smarter,
more efficient and more secure is a crucial step in expanding
renewable energy and creating jobs," said Secretary Chu.
These investments will help lay the foundation for American
leadership in the clean energy economy.
The $47 million in Recovery Act awards announced today will support
existing projects that are advancing demonstration-scale smart
grid technologies which will play an important role in modernizing
the countrys electricity grid. This investment will add
to the $17 million in funds the Department had awarded these
projects in 2008 following a competitive award process. By accelerating
the completion timelines for each of the projects, the Recovery
Act funds will help modernize the electric grid, allowing for
greater integration of renewable energy sources while increasing
the reliability, efficiency and security of the nations
electricity transmission and distribution system. Breakdown of
projects, award amounts and locations appears below.
The $10.5 million to increase the nations energy security
is available for local governments to apply for competitive energy
assurance grants ranging between $60,000 and $300,000. The funding
will help cities and counties create jobs, while developing strong
emergency response plans that they can rely on during energy
emergencies and supply disruptions, which can have devastating
economic, health and safety impacts on local individuals and
businesses. This funding adds to the nearly $40 million previously
announced for state-level energy assurance planning. The full

DOE Smart Grid Report Shows Significant Growth of Technologies
In addition, Secretary Chu has emphasized that public education
and awareness are key components of the Department of Energys
grid modernization efforts. As part of its efforts to inform
Congress, energy stakeholders, and the public about smart grid
efforts, the Department of Energy today released the first Smart
Grid System Report, which examines the status of smart grid deployments
nationwide and any regulatory or government barriers to continued
deployment. The report finds that while many smart grid capabilities
are just beginning to emerge, the adoption of various technologies
such as smart metering, automated substation controls
and distributed generation is growing significantly.
The report also notes that smart grid capabilities are socially
transformational and that to achieve broader deployment and implementation,
we are likely to need larger cultural change. As with the Internet
or cell phone communications, smart grid technologies have the
potential to dramatically change how we experience electricity
in the country, but improvements in physical and cyber security
and information privacy will require consumers, manufacturers
and utilities to closely follow a range of grid best practices.

Finally, Secretary Chu announced today that the Department has
begun the development of a Smart Grid Information Clearinghouse.
The Virginia Polytechnic Institute and State University (Virginia
Tech) was selected as the winner of the $1.3 million initiative
to develop and maintain the Clearinghouse website, which will
be charged with answering questions from the public and distributing
information about smart grid initiatives happening nationwide.
RECOVERY ACT AWARDS FOR SMART GRID DEMONSTRATION PROJECTS
Projects are implemented by teams of organizations, including
utilities, private companies, universities, governmental groups,
etc. The lead organization for each project is listed below.
American Superconductor Corporation Development and In-Grid
Demonstration of a Transmission Voltage SuperLimiterTM Fault
Current Limiter
(Westborough, MA) - $4,832,972
- American Superconductor is developing and demonstrating advanced
technology for a fault current limiter, which will restrict power
surges through equipment in fault conditions such as a short
circuit, maintaining power quality and grid stability.
American Superconductor Corporation High Temperature Superconductor
Transmission Cable System for Installation in the Long Island
Power Grid (LIPA 2)
(Westborough, MA) - $7,584,120
- American Superconductor Corporation is also developing the
key components required to commercially deploy second-generation,
high-temperature superconductor cables that will increase the
reliability and efficiency of power delivery cables. The company
will also use Recovery Act funding to demonstrate a prototype
cable in the Long Island Power Authority power grid.
City of Fort Collins Research Development and Demonstration
of Peak Load Reduction on Distribution Feeders Using Distributed
Energy Resources for the City of Fort Collins
(Fort Collins, CO) - $4,841,647
- The city of Fort Collins, in cooperation with a number of partners
in the state, will research, develop and demonstrate a coordinated
and integrated system of mixed clean energy technologies and
distributed energy resources. This will enable the city to reduce
peak load electricity demand by at least 15 percent at distribution
feeders and allow for expanded use of renewables.
Consolidated Edison Company of New York Interoperability
of Demand Response Resources Demonstration in New York
(New York City, NY) - $5,631,110
- Consolidated Edison will develop and demonstrate true interoperability
between an energy delivery company and retail electric consumers.
By using demand response resources, the project will enhance
the reliability of the distribution grid and the efficiency of
its operations.
Illinois Institute of Technology (IIT) The Perfect Power
Prototype for the Illinois Institute of Technology
(Chicago, IL) - $5,405,583
- IIT will develop and demonstrate a system that will achieve
perfect power at the main campus of ITT, which will
always meet the needs of the individual end-user. Different end
users have different needs, so a perfect power system focuses
on flexibility and adaptability that can accommodate every user.
The system will focus on implementing distributed resources and
creating demand-responsive microgrids to increase reliability
and decrease overall energy demand. The project aims to replicate
its efforts with other municipality-sized energy systems.
University of Hawaii at Manoa-Hawaii Natural Energy Institute
A Dispatchable Distribution Feeder for Peak Load Reduction
and Wind Farming
(Honolulu, HI) - $5,548,585
- The University of Hawaii will explore the management of distribution
system resources for improved service quality and reliability,
transmission congestion relief, and grid support functions.
University of Nevada Las Vegas Dramatic Residential
Demand Reduction in the Desert Southwest
(Las Vegas, NV) - $5,724,709
- The University of Nevada-Las Vegas will explore technologies
to apply distributed generation and detailed energy accounting
and control for a large residential development in the southwestern
U.S., with the goal of significantly reducing residential electrical
demand. This community of green homes will provide a laboratory
atmosphere that will be used to apply cost benefit analysis and
research various energy-conserving design approaches.
Zenergy Power Inc. Design, Test & Demonstration of
Saturable Reactor High Temperature Superconducting Fault Current
Limiters
(San Francisco, CA) - $8,081,973
- Zenergy Power will design, test, and demonstrate an advanced
technology for a fault current limiter for use on the transmission
system. The goal of the fault current limiter is the same as
the American Superconductor technology restricting power
surges in fault conditions such as a short circuit and maintaining
power quality and grid stability but uses a different
type of technology to limit the flow of the current.

Operational Error Reporting
WASHINGTON, D.C. The Federal Aviation
Administration (FAA) today took another step toward a new safety
culture by reducing the emphasis on blame in the reporting of
operational errors by air traffic controllers.
Were moving away from a culture
of blame and punishment, said FAA Administrator Randy Babbitt.
Its important to note that controllers remain accountable
for their actions, but were moving toward a new era that
focuses on why these events occur and what can be done to prevent
them.
Effective immediately, the names of controllers
will not be included in reports sent to FAA headquarters on operational
errors, which occur when the proper distance between aircraft
is not maintained. The controllers identity will be known
at the facility where the event took place. Necessary training
will be conducted and disciplinary action taken, if appropriate.
Both will be recorded in the controllers record. Removing
names on the official report will allow investigators to focus
on what happened rather than who was at fault.
We need quality information in order
to identify problems and learn from incidents before they become
accidents, Babbitt said. The best sources of that
information are our front-line employees. Our success depends
on their willingness to identify safety concerns.
In order to avoid disrupting operations,
controllers will not be automatically removed from their position
following an operational error unless it is deemed necessary
to remove them. Another change designed to avoid disruptions
allows reports to be filed by the close of the next business
day unless the operational error is significant. Reports previously
had to be filed within four hours.
This action is part of the transition to
the FAAs new non-punitive reporting system for controllers.
The Air Traffic Safety Action Program (ATSAP), which now covers
one-third of the country, allows controllers and other employees
to report safety problems without fear of punishment unless the
incident is deliberate or criminal in nature. Todays change
in the reporting requirements for operational errors provides
for a more seamless transition as ATSAP is rolled out to the
entire country.
The reporting changes do not alter the
investigation and analysis of operational errors. They also do
not change the requirements for addressing the causal and contributing
factors to those events.

WASHINGTON - On Tuesday, July 21, the Department
of Commerce's National Telecommunications and Information Administration
(NTIA) and the Department of Agriculture's (USDA's) Rural Utilities
Service (RUS) will hold the eighth of 10 nationwide public broadband
grant and loan workshops in the Minneapolis-St. Paul, Minn.,
area. The workshops are designed to help prospective applicants
learn how to apply for the first round of American Recovery and
Reinvestment Act funding aimed at expanding broadband access
to bridge the technological divide, create jobs and build Internet
infrastructure. Earlier this month, Vice President Biden announced
the availability of $4 billion in Recovery Act loans and grants
to help bring broadband service to unserved and underserved communities
across America.

On June 14, President Obama transmitted
legislation to Congress establishing a statutory pay-as-you-go
(PAYGO) requirement, and Majority Leader Steny Hoyer introduced
the legislation as H.R. 2920. This week, the House will consider
this legislation reestablishing PAYGO, a principle that helped
turn deficits into surpluses during the Clinton Administration.

Department will evaluate more extended
withdrawal of lands from new mining
claims
WASHINGTON, D.C. After carefully
considering the issue of uranium mining
near Grand Canyon National Park, Secretary of the Interior Ken
Salazar has
decided to segregate nearly 1 million acres of federal lands
in the Arizona
Strip for two years while the Department evaluates whether to
withdraw
these lands from new mining claims for an additional 20 years.
I am calling a two-year Time-Out
from all new mining claims in the
Arizona Strip near the Grand Canyon because we have a responsibility
to
ensure we are developing our nations resources in a way
that protects
local communities, treasured landscapes, and our watersheds,
said
Secretary Salazar. Over the next two years, we will gather
the best
science and input from the public, members of Congress, tribes,
and
stakeholders, and we will thoughtfully evaluate whether these
lands should
be withdrawn from new mining claims for a longer period of time.
The segregated lands include 633,547 acres
managed by Interiors Bureau of
Land Management and 360,002 acres managed by the U.S. Forest
Service. The
Department of the Interior is the federal agency charged with
segregating
U.S. public lands for possible withdrawal. The lands are within
portions
of the Grand Canyon watershed next to Grand Canyon National Park
in
northern Arizona and contain significant environmental and cultural
resources as well as substantial uranium deposits.
An iconic American landscape and World
Heritage Site, Grand Canyon National
Park encompasses 1.2 million acres on the Colorado Plateau. The
park,
which draws 4.4 million visitors each year, is home to numerous
rare,
endemic and specially protected plant and animal species and
contains vast
archeological resources and sites of spiritual and cultural importance
to
American Indians. The Colorado River and its tributaries that
flow through
the watersheds of Grand Canyon National Park supply water to
agricultural,
industrial, and municipal users, including the cities of Tucson,
Phoenix,
Las Vegas, Los Angeles, and San Diego.
Under the Secretary's conventional withdrawal
procedures, the two-year
segregation has essentially the same effect as a withdrawal --
it would
prohibit new mining claims in the designated areas. Neither the
segregation nor any withdrawal, however, would prohibit ongoing
or future
mining exploration or extraction operations on valid pre-existing
claims.
Those activities might proceed during segregation and any withdrawal.
About
10,600 mining claims are located in the proposed withdrawal area
and
several current uranium mining operations await State of Arizona
environmental permits. Neither the segregation nor the proposed
withdrawal
would prohibit any other authorized uses on these lands.
A notice published in todays Federal
Register initiates a 90-day public
comment period on the proposed withdrawal and segregation. Under
the
Federal Land Policy and Management Act, lands proposed for withdrawal
are
immediately segregated for up to two years during which a decision
on the
proposed withdrawal may be made.
During the two-year segregation, studies
and analyses will be conducted to
determine if the lands should be withdrawn to protect the area
from new
mining claims. In accordance with the National Environmental
Policy Act,
this process includes participation by the public, tribes, environmental
groups, industry, state and local government, as well as other
stakeholders.
These efforts will be undertaken under
the leadership of the Bureau of Land
Management in cooperation with the U.S. Forest Service, the U.S.
Geological
Survey, and the National Park Service and will be used in support
of a
final decision on the withdrawal.
By law, the Department can withdraw these
lands for a maximum of 20 years.
Only Congress can initiate a permanent withdrawal.

The National Advisory Council for the Agency for Healthcare Research
and Quality (AHRQ) will meet on Friday, July 24. The Council
provides advice to AHRQ's Director and to the Secretary of the
Department of Health and Human Services on matters related to
AHRQ. The meeting, which is open to the public, will begin with
an update on the Agency's current research, programs, and initiatives.

Sebelius today commended the Council to Improve Foodborne Outbreak
Response (CIFOR) for the new Guidelines for Foodborne Disease
Outbreak Response. These guidelines assist local, state and federal
agencies in preventing and managing foodborne disease outbreaks
through planning, detection, investigation, control and prevention.
