Chu Announces Joint U.S.-China Building
Efficiency MOU
BEIJING, CHINA - After touring the "America House,"
a U.S. designed demonstration of cutting edge "zero energy"
building technology, U.S. Energy Secretary Steven Chu today announced
a new agreement between the U.S. Department of Energy (DOE) and
the Chinese Ministry of Urban-Rural Development (MOHURD) to foster
collaboration and partnership in the development of improved,
more efficient building designs as well as sustainable communities
that rely on greater use of renewable energy.
"Making buildings more efficient represents one of the greatest,
and most immediate opportunities we have to create jobs, save
money, save energy and reduce carbon pollution," said Secretary
Chu. "Our goal should be buildings that are 80 percent more
efficient. Doing so will save families money and create millions
of jobs in both countries."
Under the agreement, the United States and China will exchange
experts and technicians to learn from each other's experiences
with efficient building technologies, including: high-performance
HVAC, insulation, lighting, cold storage, geothermal heat pumps,
building-integrated photovoltaics and solar thermal systems.
The United States and China will jointly conduct analyses of
lessons learned from international experience with energy-efficient
buildings and communities. They will examine options for policy
incentives or regulatory reform to encourage energy-efficient
development in China.
The two nations will also explore the feasibility of a joint
project in China to demonstrate green buildings, building energy
savings and renewable energy technologies. The U.S. Government
will provide support for MOHURD's ''eco-cities'' initiative,
which aims to build integrated green cities that are sustainably
designed, use renewable power and have efficient and modern transportation
systems. The two nations will collaborate on the development
of standards and guidelines for eco-cities.
In the United States, 75 percent of all electricity generated
at power plants is used to operate buildings. China is expected
to build the equivalent of the entire U.S. building stock in
the next 15 years. Nearly half the new floor space built in the
world every year is built in China.
Buildings use around 40 percent of energy globally and account
for nearly half of greenhouse gas emissions. But at least 30
percent of emissions from the building sector could be eliminated
at no net cost by simply upgrading old buildings and using modern
equipment in new buildings.
With this announcement, the U.S. and China recognize that improving
energy efficiency in buildings will benefit both nations, and
that by working together they can accelerate the adoption of
new clean energy technologies.
The memorandum of understanding (MOU) on energy-efficient buildings
and communities was signed yesterday on behalf of the United
States by David B. Sandalow, Assistant Secretary of Policy and
International Affairs at the Department of Energy, and on behalf
of China by Qiu Baoxing, Vice Minister of MOHURD.

AMERICA HOUSE
In 2003, Chinas Ministry of Construction authorized the
construction of ten demonstration homes (the Future House
Community) that integrate renewable energy, energy conservation
technologies, environmental compatibility, and pollution reduction
in their design. Each of the homes was built by a different country,
and includes homes from: Britain, China, Germany, Italy, Japan,
Norway, South Korea, Spain, Sweden, and the United States. The
community is expected to be open spring 2008 through 2014.
The America House got its start as a DOE/National Renewable Energy
Laboratory-sponsored Solar Decathlon project. The winning team
from Florida International University originally constructed
an 800 square foot mobile home, powered exclusively by solar
energy that was showcased on the national mall in 2005.
America House is a zero-energy building that will send power
back to the grid once regulatory approval is granted. The House
is constantly monitored from the campus of Florida International
University.
The interior of the house is 3,200 square feet, excluding the
garage, and includes the following:
Flooring made of bamboo, cork and recycled tile and/or
carpeting Structurally Insulated Panels (SIPs) made from
foam are used inside the walls and ceiling that will cut energy
consumption for heating and cooling by up to 50% Solar
panels on the back roof Geothermal heat pumps to reduce
heating and cooling Wastewater recycling system
The industrial sponsors for America House include companies such
as Whirlpool, Climate Master, and Bio-Microbics.
The first phase of the Future House Community includes the ten
residential homes on 16.5 acres with 32,808 square feet of construction.
The second phase will expand the project to ten cities and 30
green community projects over six years with 300,000 houses or
buildings in which 1 million people will reside.

Secretary Chu and his delegation met Thursday morning with Cao
Peixi, Chairman of the Huaneng Group to discuss an innovative
carbon capture and sequestration project underway at the company's
power plant in Tianjin. This is China's first large-scale integrated
carbon capture and sequestration project in China. It relies
on post-combustion carbon capture, using solvents to capture
the CO2 from power station flue gases and has the potential to
reduce CO2 emissions by coal fired power stations by up to 85
percent. Secretary Chu welcomed this initiative by China and
pledged that the United States would work closely with China
on CCS efforts under the new U.S.-China Joint Clean Energy Research
Center announced yesterday. A fact sheet is below.
Secretaries Locke and Chu met with Liu Zhenya, President of State
Grid, on Thursday afternoon. State Grid officials briefed the
Secretaries on their work to expand and improve China's power
transmission infrastructure to accommodate greater use of clean
and renewable energy. The Secretaries welcomed China's leadership
in this area and made it clear that China and the United States
can learn from each other as we confront similar challenges in
moving toward a stronger, smarter electricity grid.
CARBON CAPTURE AND STORAGE IN THE U.S. AND CHINA FACT SHEET
· CCS could reduce CO2 emissions from a conventional power
plant by as much as 95 percent.
· The International Energy Agency (IEA) estimates that
CCS can account for 20 percent of global mitigation by 2050.
· The American Recovery and Reinvestment Act has $3.4
billion dedicated to CCS.
· G8 nations seek to establish 20 commercial CCS projects
by 2020.
COAL INDUSTRY IN CHINA
China is the worlds largest coal consumer (52 quadrillion
Btu), using more than double the amount of the U.S. (22.5 quadrillion
Btu).
Coal accounts for almost 80 percent of electricity generation
in China.
The IEA predicts Chinas total power capacity to
increase from over 700 GW at present to 2000 GW by 2030.
GREENHOUSE GAS MITIGATION EFFORTS IN CHINA
Chinas National Medium- and Long-term Science &
Technology Development Plan (2006-2020) formally establishes
CCS as a leading-edge technology.
The first phase of GreenGen, Chinas initiative to
advance near-zero emissions coal-fueled power generation with
CCS, will be completed in 2009.
Upon completion, the entire project could capture as much
as 5,000 tons of CO2 per day.
Chinas largest coal producer, the Shenhua Group,
is conducting a CCS demonstration that will inject approximately
100,000 tons of CO2 underground by late 2009.
UNITED STATES/CHINA CCS PARTNERSHIPS
In May 2009, the Department of Energy's National Energy
Technology Laboratory, DOE's Pacific Northwest National Laboratory
and the Chinese Academy of Sciences signed a memorandum of understanding
to work together with the labs to advance CCS technologies over
the next five years.
Yesterday, the U.S. DOE and Chinese ministries announced
a joint research center, with clean coal including CCS as one
of the top priorities.

DOE Announces Nearly $14 Million to go
to 28 New Wind Energy Projects
New DOE Study Shows U.S. Leads the World in Wind Energy Capacity
WASHINGTON U.S. Department of Energy Secretary Steven
Chu today announced the selection of 28 new wind energy projects
for up to $13.8 million in funding including $12.8 million
in Recovery Act funds. These projects will help address market
and deployment challenges including wind turbine research and
testing and transmission analysis, planning, assessments. Along
with the new awards, Secretary Chu announced the release of DOEs
2008 Wind Technologies Market Report, detailing $16 billion in
investment in wind projects made in the U.S. in 2008 making
the U.S. the leader in annual wind energy capacity growth, as
well as cumulative wind energy capacity.
American families and businesses are struggling in a recession
and an increasingly competitive global economy. The Recovery
Act was designed to rescue the economy from the immediate dangers
it faces while rebuilding its fundamentals, with an eye toward
new industry and opportunity, Secretary Chu said. To
help meet these challenges, the Recovery Act invests significant
dollars to put people to work to spur a revolution in clean energy
technologies.
Wind energy will be a critical factor in achieving the
Presidents goals for clean energy, while supporting news
jobs, said Secretary Chu. While the United States
leads the world in wind energy capacity, we have to continue
to support research and development as we expand renewable energy
deployment.
DOEs new report, a comprehensive overview of developments
in the U.S. wind power market released today, found that wind
power capacity increased by 8,558 megawatts (MW) in 2008. This
$16 billion investment in wind projects made the U.S. the fastest-growing
wind power market in the world for the fourth consecutive year.
Wind power contributed 42% of all new U.S. electric generating
capacity in 2008; for the fourth consecutive year, wind power
was the second-largest new resource added to the U.S. electrical
grid in nameplate capacity.
The report, which has been issued annually since 2007, analyzes
a range of developments in the wind market, including trends
in wind project installations, turbine size, turbine prices,
wind project costs, project performance, and wind power prices.
The report also details trends in project financing, a key concern
for the wind industry in the current economic climate, as well
as trends in project ownership, public policy, and the integration
of wind power into the electrical grid. DOEs report provides
the wind industry, state and local policy makers, and the general
public with valuable information on the state of wind power in
the United States.
Some of the key findings of the report include:
· The U.S. continues to lead the world in annual capacity
growth and overtook Germany to take the lead in cumulative wind
capacity. For the fourth straight year, the United States led
the world in wind capacity additions, capturing roughly 30% of
the worldwide market.
· The cumulative wind capacity installed in the U.S. at
the end of 2008 would, in an average year, be able to supply
roughly 1.9% of the nations electricity consumption.
· Soaring demand for wind has spurred expansion of wind
turbine manufacturing in the U.S. As a result of this continued
expansion, the American Wind Energy Association estimates that
the share of domestically manufactured wind turbine components
has grown from less than 30% in 2005 to roughly 50% in 2008,
and that roughly 8,400 new domestic manufacturing jobs were added
in the wind sector in 2008 alone.
· Texas led all states with 7,118 MW of total wind capacity
installed, followed by Iowa (2791 MW) and California (2517 MW).
Seven states now have more than 1,000 MW installed, and 13 have
more than 500 MW.
· Iowa and Minnesota have the highest levels of wind penetration
(in-state wind generation as a percentage of all in-state generation).
Seven states have wind penetration levels greater than 5%; six
utilities have in excess of 10% wind on their systems.
· Wind power remained competitive in wholesale power markets
in 2008, with average wind power prices at or below the low end
of the wholesale power market price range, although upward pressure
on wind power prices looks set to continue.
