HUD OFFERS PERMANENT HOMES FOR MORE
THAN 10,000 HOMELESS VETS WASHINGTON - U.S. Housing and Urban Development announced today the final allocations of more than 10,000 vouchers to local public housing authorities across the country to provide permanent supportive housing for homeless veterans. For a local breakdown of the rental vouchers announced today, visit HUD's website. "Numerous men and women voluntarily leave their families and put their lives on the line to ensure that we, their fellow Americans, live safely in our homes," said HUD Secretary Shaun Donovan, who announced the $75 million in funding last month with Veterans Affairs Secretary Eric K. Shinseki. "These vouchers offer veterans a permanent home and critically needed supportive services to those who have served our nation." HUD's Veterans Affairs Supportive Housing Program (HUD-VASH) will provide local public housing agencies with 10,290 rental assistance vouchers specifically targeted to assist homeless veterans in their area. Public housing authorities, that administer HUD's Housing Choice Voucher Program (HCV), work closely with Veteran Affairs Medical Centers to manage the program. In addition to the rental assistance, VA Medical Centers provide supportive services and case management to eligible homeless veterans. "The announcement of an additional 10,290 HUD-VASH vouchers for homeless Veterans and their families allows us to take another giant step forward with a collaborative effort to reach some of the most vulnerable Veterans; including women Veterans and Veterans with children," said Secretary of Veterans Affairs Eric K. Shinseki "We will connect these Veterans with dedicated case managers to insure they receive the health care and benefit assistance to help them to move on with their lives with dignity." HUD allocates the housing vouchers to local public housing agencies across the country that are specifically targeted to homeless veterans based on a variety of factors, including the number of reported homeless veterans and the proximity of a local VA Medical Center with the capacity to provide case management. HUD's HCV program (Section 8) allows participants to rent privately owned housing and generally pay no more than 30 percent of annual adjusted income. The VA will offer eligible homeless veterans clinical and supportive services through its medical centers across the U.S and Puerto Rico. The VA addresses the needs of more than 100,000 homeless veterans who access VA health care annually. In the last two years, HUD has provided $150 million that will sustain 20,000 vouchers to support the housing and service needs of homeless veterans across America. In its proposed 2010 budget, the Obama Administration demonstrates its support of homeless veterans by renewing these and other special purpose vouchers. Local communities or "Continuums of Care" that receive HUD homeless assistance will work with local VA Medical Centers to identify eligible participants. The VA will then screen homeless veterans to determine their eligibility. Those eligible vets will receive treatment and regular case management to retain the voucher. VA Medical Center case managers will also work closely with local housing agencies to help participants find suitable housing. Participating local housing agencies will also determine income eligibility in accordance to HUD regulations for the HCV program.

The Center would facilitate joint research and development on clean energy by teams of scientists and engineers from the U.S. and China, as well as serve as a clearinghouse to help researchers in each country. Priority topics to be addressed will initially include building energy efficiency, clean coal including carbon capture and storage, and clean vehicles. The U.S. and China together pledged $15 million to support initial activities. The U.S. and China are two great nations, and clean energy is one of the great opportunities of our time, said U.S. Energy Secretary Steven Chu. Working together, we can accomplish more than acting alone. The Center will have one headquarters in each country, at locations to be determined. U.S. and Chinese officials will discuss elements of the Center in the months ahead, with the objective of launching initial operations by year end. For 30 years, the U.S.-China S&T Cooperation Agreement has been a cornerstone of cooperation between the countries, resulting in hundreds of collaborations in all fields of S&T. Cooperation under the S&T framework focuses on policy, research and development, and innovation in all fields where there is mutual S&T interest. Under the framework, several million dollars are dedicated each year through agency-to-agency agreements, involving 16 U.S. government agencies. Healthcare: Change the Debate Support a Real Public Option Dear Friends, In mid-May, in an effort to reach consensus, President Obama secured a deal with the health insurance companies to trim 1.5% of their costs each year for ten years saving a total of $2 trillion dollars, which would be reprogrammed into healthcare. Just two days after the announcement at the White House the insurance companies reneged on the deal which was designed to protect and increase their revenue at least 35% The insurance companies reneged on the deal because they refuse any restraint on increasing premiums, copays and deductibles - core to their profits. No wonder a recent USA Today poll found that only four percent of Americans trust insurance companies. This is within the margin of error, which means it is possible that NO ONE TRUSTS insurance companies. Then why does Congress trust the insurance companies? Yesterday HR 3200 "America's Affordable Health Choices Act," a 1000 page bill was delivered to members. The title of the bill raises a question: "Affordable" for whom?. Of $2.4 trillion spent annually for health care in America, fully $800 billion goes for the activities of the for-profit insurer-based system. This means one of every three health care dollars is siphoned off for corporate profits, stock options, executive salaries, advertising, marketing and the cost of paper work, (which can be anywhere between 15 - 35% in the private sector as compared to Medicare, the single payer plan which has only 3% administrative costs). 50 million Americans are uninsured and another 50 million are under insured while for-profit insurance companies divert precious health care dollars to non-health care purposes. Eliminate the for-profit health care system and its extraordinary overhead, put the money into healthcare and everyone will be covered, everyone will be able to afford health care. Today three committees will begin marking up and amending HR3200. In this, one of the most momentous public policy debates in the past 70 years, single payer, the only viable "public option," the one that makes sound business sense, controls costs and covers everyone was taken off the table. In contrast to HR3200 ... HR676 calls for a universal single-payer health care system in the United States, Medicare for All. It has over 85 co-sponsors in Congress with the support of millions of Americans and countless physicians and nurses. How does HR-676 control costs and cover everyone? It cuts out the for-profit middle men and delivers care directly to consumers and Medicare acts as the single payer of bills. It also recognizes that under the current system for-profit insurance companies make money NOT providing health care. This week is the time to break the hold which the insurance companies have on our political process. Tell Congress to stand up to the insurance companies. Ask members to sign on to the only real public option, HR 676, a single-payer healthcare system. Hundreds of local labor unions, thousands of physicians and millions of Americans are standing behind us. With a draft of HR3200 now circulating, It is up to each and every one of us to organize and rally for the cause of single-payer healthcare. Change the debate. Now is the time. The time to act is now! DAVID STEVENS SWORN IN AS HUD ASSISTANT SECRETARY FOR HOUSING AND FHA COMMISSIONER WASHINGTON - David Stevens was sworn in today as Assistant Secretary for Housing and Federal Housing Administration (FHA) Commissioner at the U.S. Department of Housing and Urban Development. Stevens was confirmed by the U.S. Senate on July 10, 2009. "David Stevens is an innovator in the housing industry and he is the right person to lead FHA as it continues to help hundreds of thousands of families finance their homes with lower rates and better terms," said HUD Secretary Shaun Donovan. "David's knowledge in real estate, housing and the mortgage industry will help us overcome the current challenges we face, he will implement changes that protect FHA and will enhance its risk management capabilities to protect its future viability." Prior to his appointment, Stevens served as the president and chief operating officer of the Long & Foster Companies, which includes Long & Foster Real Estate and its affiliated businesses, including mortgage, title, insurance and home service connections. on Clean Energy BEIJING, CHINA - Secretary Chu is meeting with a series of Chinese officials during this week's trip to China. We will be providing readouts on these meetings whenever possible. The first update appears below from Dan Leistikow, Director of Public Affairs, U.S. Department of Energy. -------------------------------------------------------------------------------------------------------------------------------------------- Secretary Chu, joined by Assistant Secretary for Policy and International Affairs David Sandalow and other Department of Energy Officials, met Wednesday morning with Lu Yongxiang, President of the Chinese Academy of Sciences and other leading scientists. It was a very positive discussion with both sides recognizing the potential for growing partnership and collaboration between the US and China on clean energy issues, building on progress made over the past three decades since the first US-China bilateral science and technology partnership agreement signed by President Carter and President Deng Xiaopeng 30 years ago. Secretary Chu noted that history has shown us that science transcends international boundaries, and dialogue between scientists has helped lay the groundwork for stronger relations between nations. Secretary Chu stressed that China and the US -- which account for 42 percent of greenhouse emissions -- have both an opportunity and an obligation to expand our work together in the development of clean energy technologies as a way to combat climate change. On Tuesday evening, Secretary Chu and Secretary Locke met with Zhang Ping, Chairman of the National Development and Reform Commission (NDRC) and Zhang Guobao, Vice-Minister of NDRC and Administrator of the National Energy Agency. They had productive discussions on clean energy cooperation and the priority both governments attach to it. Secretary Chu delivered a major address to an audience of top scientists, faculty and students at Tsinghua University Wednesday afternoon focusing on the growing threat China and the U.S. face from climate change, from extreme heat waves to declining rice and agricultural production to flooding of major urban areas in coastal regions. He stressed that dealing with climate change presents opportunities as well as challenges, including the opportunity to create millions of jobs in the clean energy sector. He also outlined a number of solutions that the two countries are working to address, such as developing more efficient batteries, lower cost photovoltaics, and commercial scale carbon capture and sequestration technologies. Following the speech, Secretary Chu and his delegation met with Tsinghua University President Gu Binglin Bio and several of the university's leading scientists in the clean energy field. Secretary Chu praised the work of Tsinghua University not only to address technological challenges but also to educate the next generation of leaders who must continue to confront the challenge of climate change and the clean energy revolution. Secretary Chu noted that both his parents were graduates of Tsinghua University and his aunt was a chemistry professor at the University. Secretary Chu and Secretary Locke met with State Counselor Liu Yandong, Minister of Science and Technology Wan Gang, and Administrator of National Energy Administration Zhang Guo Bao at the Great Hall of the People. They agreed on the need for expanded partnerships in the development and deployment of clean energy technologies. To that end, following the meeting, they jointly announced a new Joint Research Center on Clean Energy. The U.S. and China together pledged $15 million to support initial activities. Remarks by U.S. Transportation Secretary
Ray LaHood On the American Recovery and Reinvestment Act At the Center for National Policy -- As Prepared for Delivery -- I want to focus today on the tremendous impact the American Recovery and Reinvestment Act is having and will continue to have on our nations return to economic prosperity. Make no mistake: This is landmark legislation the most sweeping, complex, and ambitious domestic aid package we have enacted in generations. Because were in a serious recession, many people are looking for a quick fix. But its important to remember that the Recovery Act was designed from the beginning as an 18-month program that rolls out in stages, using well-established procedures wherever possible to channel funds to states and other stakeholders. Less than six months into this, I think we have a great deal to show for our investments. There are a lot of moving parts, and its absolutely essential that we get it right. We must take the time to do everything possible to prevent waste, fraud, or abuse along the way. As Vice President Biden likes to say, We dont want the dog to start barking. On that score, the Recovery Act has been very successful. People can disagree about which projects deserve funding, but so far, in all 50 states and territories, not a single case of serious abuse of funds has been identified. Not one. Thats a remarkable achievement for a program moving at this pace -- perhaps even unprecedented. And it shows that were doing this the right way. The Government Accountability Office recently reported that recovery funds have helped states avoid major service cuts, tax hikes, and widespread layoffs. Yet it may be hard to grasp how effective this program is because we dont really know how much worse off wed be without it. And because the full effect of the program will not be felt for several more months. But I can tell you this. I talk to governors, mayors, state transportation officials, and private contractors on a weekly basis all over the country, and there is widespread agreement that without these well-timed federal investments in infrastructure and state services, wed probably be in much worse shape. Lets talk about the transportation piece of this. Transportation accounts for roughly 10 percent of United States GDP. The investments we make in this sector and the jobs we protect or create are enormously important to our economic recovery. Congress gave my Department more than 48 billion dollars in recovery funds to work with. Thats equal to nearly two-thirds of our entire annual budget for fiscal 2010. Its an enormous opportunity for us, and were working overtime to make the most of it. To date, weve made nearly half our funds over 21 billion dollars available to the states so they can green-light priority projects to rebuild and modernize roads, bridges, transit systems, airports, and seaports. Weve got real momentum going here. So far, over 6,300 transportation projects have been approved. The Federal Aviation Administration has allocated virtually all its stimulus funds more than a billion dollars to airports all over the country. Federal Highways has made nearly two-thirds of its funds available. More than a billion dollars in new Amtrak projects have been approved. For public transit, an unprecedented 3.2 billion dollars in grants has already been awarded -- and another 5 billion dollars is in the pipeline. And this week, were going to announce nearly 100 million dollars of grants to help improve dozens of small shipyards around the country. This is all work thats happening right now in cities and towns across America. More than 2,700 road and airport improvement projects, as well as hundreds of transit projects, are under way right now. The perception that we havent moved quickly enough is simply not true. The fact is weve moved money out the door nearly twice as fast we do for some of our regular formula programs. And the states arent dragging their feet, either. Every state beat the Congressional deadline to obligate 50 percent of their highway stimulus funds within the first 120 days. Remember, too, that the outdoor construction season is still ramping up. That means thousands more projects, thousands more jobs, and billions more stimulus dollars are still waiting to be activated. So theres an upward curve here. And because bids are generally coming in lower than anticipated, most states will be able to fund additional projects in the future many more than we expected, in fact. In September well begin awarding a portion of the eight billion dollars available for inter-city and high-speed passenger rail projects. The response to this program has been tremendous. Weve received hundreds of proposals from 40 states and the District of Columbia. Next winter, well begin awarding an additional 1.5 billion dollars in discretionary grants for multi-modal transportation projects around the country. Im confident that the economic ripple effect from all this activity will carry us well into next year and beyond. So stay tuned. Were just getting started. But theres more to the Recovery Act than the big picture Ive described. To really understand how taxpayers and their communities are benefiting, you need a ground-level perspective. Take Pennsylvania, for example. The Recovery Act has boosted the states fiscal 2009 highway and bridge construction program by more than half adding over a billion dollars to the budget. That means more than 200 infrastructure projects are funded today that would not even be on the books otherwise. It means thousands of private-sector jobs will be saved or created, and lay-offs will be avoided. It means the outdated, structurally deficient bridge the Vice President and I visited in Carlisle can finally be replaced. And it means that Pennsylvania can count on good jobs for months to come. Consider this: in April, contractors working in Pennsylvania reported that stimulus funds helped them sustain or create about 130 jobs. By May, the total jumped to over 700 jobs. The job totals this month will be even bigger. In state after state, were seeing a meaningful impact on jobs. The Maryland Department of Transportation has recalled all of its laid-off employees back to work. A private contractor in Massachusetts has brought back nearly its entire workforce more than 300 people. In Missouri, Texas, Colorado, Georgia and elsewhere, this story is being repeated. I have personally met with workers around the country who would not be getting paid this week, without stimulus-funded transportation jobs. And because they are working, they can support their families, pay their bills, and pump some dollars back into their local economy. While the Recovery Act cannot make up for all the jobs our economy has shed, every single job these investments help to protect, every worker whos recalled from a layoff, every new college graduate who finds that crucial first job, counts as a victory. There have been questions about whether stimulus-funded projects are in the communities that need them most. Let me return to Pennsylvania. Nearly 40 percent of the states unemployed live in about 40 economically depressed counties. Nearly half of the recovery-funded roadway projects are in just these counties. So these funds are indeed going to workers and their families who are most vulnerable during the recession. And thats true around the country. In fact, weve found that half the states have obligated at least half of their recovery highway dollars to economically distressed areas. And I have urged the nations governors to obligate the funds saved from low bids to highway and transit projects in depressed areas, wherever possible. Our cities are benefiting too -- making sweeping upgrades to transit facilities and equipment to help fight congestion, reduce emissions, and improve mobility for millions. Ninety percent of recovery funds for transit go to urban areas cities large and small. So cities like South Bend, Indiana can finally replace a century-old transit center with a new multi-modal complex. Minneapolis-St. Paul, Fort Worth, and scores of other cities now have tens of millions of dollars each to buy clean-fuel buses, build new transit facilities, and make delayed repairs. Im confident that five years from now, when we look back on the American Recovery and Reinvestment Act, we will recognize that the investments we made in infrastructure, energy conservation, education, and other vital needs marked a turning point. The American people have said loud and clear that they want us to rebuild our crumbling roads and bridges, and build clean and green public transportation systems to help ease traffic congestion. Were putting Americans to work doing just that. And in the months ahead, we will work with Congress to find creative new ways to finance the kinds of transportation systems and services that Americans need and deserve for the 21st century. In closing, I firmly believe that the American Recovery and Reinvestment Act is working, its on track, and it will continue to benefit our communities for many, many months. And Im proud to say that the U.S. Department of Transportation is leading the way -- by showing that government can move quickly, effectively, and ethically to invest in good projects and good jobs in every state in the nation. # # # |

DOE Announces up to $52.5 Million for Concentrating
Solar Power Research and Development Focus on developing low-cost solar technologies that include significant energy storage WASHINGTON, D.C. The U.S. Department of Energy today announced plans to provide up to $52.5 million to research, develop, and demonstrate Concentrating Solar Power systems capable of providing low-cost electrical power both day and night. Today's announcement underscores the Obama Administrations commitment to creating jobs and saving money, making electricity generated from solar energy competitive with conventional grid electricity. Low-cost renewable energy generation that includes energy storage is one key to our efforts to diversify domestic energy sources and create new jobs, Energy Secretary Steven Chu said. By investing in the development of low-cost solar technologies we can pave the way toward faster deployment of carbon-free, large-scale energy sources. Concentrating Solar Power (CSP) technologies concentrate the suns energy and capture that energy as heat, which then drives an engine or turbine to produce electrical power. CSP plants can include low-cost energy storage, which allows them to provide electricity even when the sun is not shining. CSP technologies currently used in utility-scale power plants typically do not have the capability/capacity for storage, operating only during daytime hours. These projects will seek to improve technology and novel system designs to extend operation to an average of about 18 hours per day, a level of production that would make it possible for a CSP plant to displace a traditional coal power plant. The competitive funding opportunity involves two areas: o Research and development of concepts and components for a CSP system that enables a plant to produce low-cost electricity at least 18 hours of the day. o Evaluation of the feasibility and development of a prototype complete CSP system capable of operating at least 18 hours per day while generating low-cost power. Projects are based upon continuing annual appropriations. DOE anticipates making up to 13 project awards totaling up to $52.5 million. -DOE- |
