LONDON, England (CNN) — Britain’s prime minister on Saturday grieved over the “tragic losses” of 15 British troops over 10 days in Afghanistan, but he underscored the top goal of the country’s military mission — preventing terror from reaching his country’s streets.

“The last ten days have been extraordinarily difficult. My thoughts are with the families of the brave servicemen who have been killed. The sacrifice that they have made in the service of our country will never be forgotten,” said Prime Minister Gordon Brown.

“While I know there are some who have questioned our strategy, I continue to believe our strategy is the right one.”

The U.S. Census Bureau and the U.S. Bureau of Economic Analysis, through the Department of Commerce, announced today that total May exports of $123.3 billion and imports of $149.3 billion resulted in a goods and services deficit of $26.0 billion, down from $28.8 billion in April, revised.

AGRICULTURE SECRETARY VILSACK TO HOLD RURAL COMMUNITY FORUM IN MICHIGAN

WASHINGTON, July 10, 2009 - On Monday, July 13, U.S. Secretary of Agriculture Tom Vilsack will hold a rural community forum in Charlotte, Mich., as part of the Obama Administration's Rural Tour. At the forum, Vilsack will share information with local residents about the work USDA is doing to revitalize and rebuild rural America and ask local residents how USDA can be helpful in supporting and initiating other programs and projects to help the community participate fully and successfully in the new, 21st century economy. Vilsack will also highlight American Renewal and Reinvestment Act projects improving communities in Michigan and benefiting people throughout rural America.

Last week, President Obama announced that Secretary Vilsack will lead the Administration's Rural Tour, during which Vilsack and other top officials will visit rural communities in states throughout the country. Vice President Joe Biden and Agriculture Secretary Tom Vilsack kicked off the Rural Tour last Wednesday in Wattsburg, Pa., at an event announcing Recovery Act funds to expand broadband service in rural America. This week the Rural Tour continued with a forum in Concord, N.H.

Rural Tour events are currently scheduled in Alaska, Louisiana, Nebraska, New Mexico, North Carolina, Ohio, Pennsylvania, Virginia, and Wisconsin. These upcoming events follow the rural listening sessions that Secretary Vilsack held earlier this year in Danville, Ind., Geneseo, Ill., Harrodsburg, Ky., Ludowici, Ga., Portageville, Mo., and Brush, Colo.

USDA is encouraging all Americans to follow the Rural Tour's progress on a new website, www.RuralTour.gov or on Twitter at www.twitter.com/RuralTour.

The USDA provides leadership on food, agriculture and natural resources and touches the life of every American. GOP Misleading Facts Over Stimulus Jobs

Today, the Associated Press released a story demonstrating why the Republicans' "facts" regarding the impact of the Recovery Act on job creation are entirely disingenuous:

REP. MARIO DIAZ-BALART, R-FLA., SAID: "There is a new definition for dismal failure: Stimulus. This stimulus."

THE FACTS: The argument is based on the idea that unemployment keeps going up despite the transportation spending. That's a non-sequitur. The $48 billion in transportation money represents just 6 percent of the total stimulus. A far greater share of stimulus money, $288 billion, was spent on tax cuts, and conservatives would never accept the argument that rising unemployment proves that tax cuts don't work.

From the Associated Press:

House Republicans on Friday declared the nation's economic stimulus efforts a "dismal failure." But the convoluted math they used to disparage the recovery is as murky and meaningless as the White House formula championing the stimulus.

Led by the senior Republican on the House Transportation and Infrastructure Committee, Rep. John Mica, R-Fla., committee members argued simultaneously that the government was spending too much money and not spending it fast enough.

They argued that projects are mired in red tape, that the slow pace of transportation spending is to blame for rising unemployment, and that the stimulus was not targeted to areas that needed jobs the most.

A look at their claims:

MICA SAID: Transportation money is slow to get out because of "red tape" slowing things down.

THE FACTS: Republicans are correct that only a small percentage of the $48 billion in transportation money has been spent. But red tape is a red herring. In fact, stimulus projects have to be ready to begin quickly. Projects that have yet to clear permitting, environmental review or other bureaucratic hurdles won't get funded because they won't meet the law's deadlines.

Rep. John Duncan, R-Tenn., said "doing away with all the environmental restrictions" would speed up stimulus spending. That mischaracterizes both the stimulus and the environmental review process.

Since 1970, federally funded projects have required reviews to ensure they don't harm the environment, public health or safety. It's not just about saving endangered species. Environmental restrictions prohibit developers from building highways in areas that would pollute drinking water or send water flooding into nearby basements.

Eliminating those restrictions would eliminate the public's right to review and object to projects before they're built.

Even if those requirements were waived for stimulus projects, however, it likely would not matter. A May report by the White House Council on Environmental Quality found that no stimulus projects have been substantially slowed by environmental reviews.

Mica is correct that the stimulus added some new bureaucratic requirements, but those are primarily oversight rules that require states to report where the money is going and how many jobs are being created.

The fact is, Washington is releasing transportation money at an unprecedented clip. Why haven't states spent it already? First, contractors have to bid on the project, to ensure politicians aren't steering money to their cronies. Also states don't typically spend all their money until a project is completed, even though people are already working.

Mica pointed to the collapsed Interstate 35 bridge in Minnesota, which was replaced in less than a year, as evidence that Congress can speed up transportation projects when it wants to. But that's a mischaracterization. Minnesota received no federal environmental waivers. Minnesota kept the new bridge the same as the old bridge, so new environmental effects were deemed to be minimal.

The real reason the bridge went up quickly? Contractors worked around the clock and through the coldest stretch of winter to finish the $234 million job, spurred on by a $25 million bonus for finishing early.

The fact is, Republicans don't need to create mathematical head-scratchers to criticize the stimulus. Since President Barack Obama signed the stimulus into effect in February, the nation has lost more than 2 million jobs and unemployment has climbed ever higher. The administration's claims that the law has created or saved 150,000 jobs is based on a misused formula and the number cannot be verified.

Whether it's today or in 2012, voters can judge the Obama administration on real job numbers, not rosy White House estimates or gloomy Republican numbers.

REP. CANDACE MILLER, R-OHIO, SAID: Transportation money is not going to areas that need it most because spending was based on an antiquated formula.

THE FACTS: She is correct. Because states have to spend the money quickly, they are steering money to projects that are ready to go. Often that means projects in wealthier areas that can afford planning. So, counties with high unemployment are not favored when money is spent.

Changing the formula to favor needy communities would have solved this, but it would not have been easy and would have slowed down the process even more.

HHS Secretary Sebelius Announces Senate Confirmation of
Assistant Secretary for Preparedness and Response Dr. Nicole Lurie

U.S. Department of Health and Human Services (HHS) Secretary Kathleen
Sebelius announced today that the United States Senate unanimously
confirmed Dr. Nicole Lurie as the next Assistant Secretary for
Preparedness and Response at HHS. Dr. Lurie, an internationally
recognized leader in public health, most recently served as co-director
of the RAND Corporation Center for Domestic and International Health
Security, senior natural scientist and professor of policy analysis at
the RAND Corporation.

Dr. Lurie has spent the last several years working with HHS, the
Department of Veterans Affairs, and state and local health departments
on pandemic influenza preparedness and other public health issues.
Previously, she served as Principal Deputy Assistant Secretary of Health
at HHS. She has a long history in the health services research field,
primarily in the areas of access to and quality of care, managed care,
mental health, prevention, public health infrastructure and preparedness
and health disparities.

"Dr. Lurie brings a wealth of experience to HHS at a critical time for
our nation," said Secretary Sebelius. "Her knowledge and expertise will
be essential to ASPR and to the entire Department as we continue to
develop and implement an action plan for a coordinated national response
to the H1N1 virus."

The Office of the Assistant Secretary for Preparedness and Response
(ASPR) was established under the Pandemic and All Hazards Preparedness
Act of 2006 to improve the nation's preparedness and response to natural
and man-made disasters. The ASPR serves as the Secretary's principal
advisory staff on matters related to bioterrorism and other public
health emergencies such as pandemic influenza. ASPR also coordinates
interagency activities between HHS, other federal agencies, state,
tribal, territorial, and local officials responsible for emergency
preparedness and response.

A brief biography is included below:

In addition to serving as Senior Natural Scientist and the Paul O' Neill
Alcoa Professor of Health Policy at the RAND Corporation, she directed
RAND's public health and preparedness work as well as RAND's Center for
Population Health and Health Disparities. She has previously served in
federal government, as Principal Deputy Assistant Secretary of Health in
the U.S Department of Health and Human Services; in state government, as
Medical Advisor to the Commissioner at the Minnesota Department of
Health; and in academia, as Professor in the University of Minnesota
Schools of Medicine and Public Health.

Dr. Lurie attended college and medical school at the University of
Pennsylvania, and completed her residency and MSPH at UCLA, where she
was also a Robert Wood Johnson Foundation Clinical Scholar. She served
as Senior Editor for Health Services Research, on editorial boards and
as a reviewer for numerous journals. She has also served on the council
and was President of the Society of General Internal Medicine, on the
board of directors for the Academy of Health Services Research, and on
multiple other national committees.

She is the recipient of numerous awards, including the AHSR Young
Investigator Award, the Nellie Westerman Prize for Research in Ethics,
the Heroine in Health Care Award, the University of Pennsylvania School
of Medicine's Distinguished Alumni Award, and is a member of the
Institute of Medicine.

Dr. Lurie continues to practice clinical medicine in the health care
safety net in Washington, DC.

Secretary Salazar Lauds President’s Intent to Nominate Jonathan Jarvis as Director of the National Park Service

WASHINGTON, D.C.—Secretary of the Interior Ken Salazar today praised
President Obama’s announcement that he intends to nominate Jonathan Jarvis
to be director of the National Park Service. Jarvis, a 30-year veteran of
the Park Service, currently is the regional director of the agency’s
Pacific West Region.

“President Obama has made an outstanding choice for director of the
National Park Service,” Salazar said. “There is no substitute for
experience, and Jon Jarvis has three decades of hands-on experience in our
parks that will be invaluable as we seek to reinvigorate and improve our
National Park System in time for its 100th anniversary in 2016.”

As regional director of the Pacific West Region, Jarvis is currently
responsible for the 54 units of the National Park System in Washington,
Oregon, Idaho, California, Nevada, Hawaii and the Pacific Islands of Guam,
Saipan and American Samoa. He oversees 3,000 employees with a $350 million
annual budget.

Prior to becoming regional director in 2002, Jarvis spent three years as
the superintendent of Mount Rainier National Park in Ashford, Washington,
where he managed the 235,000 acre National Park with a staff of 300 and a
$14 million budget.

“President Obama has made a commitment to bring new life into our National
Park System, and Jon Jarvis has proven he is the right person to make sure
that happens,” Salazar said.

In the 1990s, Jarvis served as superintendent of Craters of the Moon
National Monument in Idaho and Wrangell-St. Elias National Park & Preserve
in Alaska.

A trained biologist, he also served as Chief of Natural and Cultural
Resources at North Cascades National Park where he was the chief biologist
of the 684,000 acre complex of two recreation areas and one national park.
Jarvis is currently the co-leader of the Children in Nature taskforce with
the National Association of State Park Directors. He is proud of his work
with the U.S. Navy at Pearl Harbor in an effort to provide a quality
visitor experience to the USS Arizona Memorial and associated states.

A native of Virginia, Jarvis has a B.S. in biology from the College of
William and Mary and completed the Harvard Kennedy School Executive Program
in 2001.

MESSAGE FROM THE MAJORITY LEADER

Today, the House passed the Military Construction and Veterans Affairs Appropriations bill, which invests in initiatives to improve the quality of life for our military, our veterans, and their families. This bill continues the Democratic Congress' commitment to our nation's veterans and will amount to a 58% increase in the Department of Veterans Affairs in the past 2.5 years. Among other important investments, this funding will enable the VA to provide adequate health care for our vets, including 419,000 veterans of Iraq and Afghanistan.

This week we also passed two additional appropriations bills that help lay the groundwork for a strong economy and a secure nation. The State and Foreign Operations Appropriations bill invests in President Obama’s vision for renewed U.S. diplomacy which will strengthen our national security. The Agriculture Appropriations bill builds on the success of the Economic Recovery Act with investments in rural housing projects, helps those hardest hit by the recession through nutrition programs for low-income women and children, and protects public health through inspections and oversight of the food we eat to keep Americans safe from food-borne illnesses.

Next week, we will continue our work on the Fiscal Year 2010 appropriations bills. The Energy and Water Appropriations bill contains important funding to increase energy independence and combat global warming, and the Financial Services Appropriations bill makes needed investments to restore the regulatory agencies that are supposed to protect consumers from the kind of crisis we experienced last Fall.
