WASHINGTON -- The U.S. Environmental Protection
Agency (EPA) and the
U.S. Department of Health and Human Service's (HHS) Indian Health
Service (IHS) today announced $90 million in funds from the American
Recovery and Reinvestment Act of 2009 for improved access to
vital
drinking water and wastewater services in the American Indian
and Alaska
Native communities. The funds will be invested in 'shovel ready'
infrastructure projects designed to better protect human and
environmental health in Indian Country and to create jobs.
"This investment is win-win. Addressing
long-standing water issues in
tribal communities is also going to bring in new jobs and new
opportunities - helping them get through the economic downturn
and build
a lasting foundation for prosperity," said EPA Administrator
Lisa P.
Jackson. "EPA is committed to working with our tribal partners
on
solutions that benefit our environment, our health, and our economy."
"This generous Recovery Act funding
will make communities in Indian
Country safer, healthier and stronger," HHS Secretary Kathleen
Sebelius
said. "Everyone should have safe drinking water and sanitation
facilities and we're committed to improving the quality of life
in
Indian Country."
Continuing a tradition spanning 20 years,
EPA and IHS' combined effort
to improve water services in Indian Country contributed to their
identification of 95 wastewater and 64 drinking water priority
projects
to be completed by IHS' Sanitation Facilities Construction Program
through EPA Recovery Act funds. The projects exceed the Recovery
Act
requirement that 20 percent of the funds be used for green
infrastructure, water and energy efficiency improvements and
other
environmentally innovative projects.
According to 2007 data from the IHS, approximately
10 percent of tribal
homes do not have safe drinking water and/or wastewater disposal
facilities compared with 0.6 percent of non-native homes in the
United
States that lack such infrastructure as measured in 2005 by the
U.S.
Census. The water and wastewater infrastructure programs are
a
significant effort to improve tribal access to safe and adequate
drinking and wastewater facilities. For example, a project to
benefit
the Tule River Tribe in Porterville, Calif., will replace failing
septic
systems, which threaten public health and the environment, with
a
community wastewater system. The White Mountain Apache Tribe
in
Whiteriver, Ariz., will benefit from an efficient surface water
treatment facility which will provide the quality of drinking
water
needed to protect the health of residents in over 2,000 homes.
President Obama signed the American Recovery
and Reinvestment Act of
2009 on Feb. 17, 2009, and has directed that the Recovery Act
be
implemented with unprecedented transparency and accountability.

The Financial Stability Plan, announced in February, outlined
a framework to bring capital into the financial system and address
the problem of legacy real estate-related assets.
On March 23, 2009, the Treasury Department, the Federal Reserve,
and the FDIC announced the detailed designs for the Legacy Loan
and Legacy Securities Programs. Since that announcement, we have
been working jointly to put in place the operational structure
for these programs, including setting guidelines to ensure that
the taxpayer is adequately protected, addressing compensation
matters, setting program participation limits, and establishing
stringent conflict of interest rules and procedures. Recently
released rules are detailed separately in the Summary of Conflicts
of Interest Rules and Ethical Guidelines.
Today, the Treasury Department, the Federal Reserve, and the
FDIC are pleased to describe the continued progress on implementing
these programs including Treasury's launch of the Legacy Securities
Public-Private Investment Program.
Financial market conditions have improved since the early part
of this year, and many financial institutions have raised substantial
amounts of capital as a buffer against weaker than expected economic
conditions. While utilization of legacy asset programs will depend
on how actual economic and financial market conditions evolve,
the programs are capable of being quickly expanded if these conditions
deteriorate. Thus, while the programs will initially be modest
in size, we are prepared to expand the amount of resources committed
to these programs.
Legacy Securities Program
The Legacy Securities program is designed to support market functioning
and facilitate price discovery in the asset-backed securities
markets, allowing banks and other financial institutions to re-deploy
capital and extend new credit to households and businesses. Improved
market function and increased price discovery should serve to
reinforce the progress made by U.S. financial institutions in
raising private capital in the wake of the Supervisory Capital
Assessment Program (SCAP) completed in May 2009.
The Legacy Securities Program consists of two related parts,
each of which is designed to draw private capital into these
markets.
Legacy Securities Public-Private Investment Program ("PPIP")
Under this program, Treasury will invest up to $30 billion of
equity and debt in PPIFs established with private sector fund
managers and private investors for the purpose of purchasing
legacy securities. Thus, Legacy Securities PPIP allows the Treasury
to partner with leading investment management firms in a way
that increases the flow of private capital into these markets
while maintaining equity "upside" for US taxpayers.
Initially, the Legacy Securities PPIP will participate in the
market for commercial mortgage-backed securities and non-agency
residential mortgage-backed securities. To qualify, for purchase
by a Legacy Securities PPIP, these securities must have been
issued prior to 2009 and have originally been rated AAA -- or
an equivalent rating by two or more nationally recognized statistical
rating organizations -- without ratings enhancement and must
be secured directly by the actual mortgage loans, leases, or
other assets ("Eligible Assets").
Following a comprehensive two-month application evaluation and
selection process, during which over 100 unique applications
to participate in Legacy Securities PPIP were received, Treasury
has pre-qualified the following firms (in alphabetical order)
to participate as fund managers in the initial round of the program:
AllianceBernstein, LP and its sub-advisors Greenfield Partners,
LLC and Rialto Capital Management, LLC;
Angelo, Gordon & Co., L.P. and GE Capital Real Estate;
BlackRock, Inc.;
Invesco Ltd.;
Marathon Asset Management, L.P.;
Oaktree Capital Management, L.P.;
RLJ Western Asset Management, LP.;
The TCW Group, Inc.; and
Wellington Management Company, LLP.
Treasury evaluated these applications according to established
criteria, including: (i) demonstrated capacity to raise at least
$500 million of private capital; (ii) demonstrated experience
investing in Eligible Assets, including through performance track
records; (iii) a minimum of $10 billion (market value) of Eligible
Assets under management; (iv) demonstrated operational capacity
to manage the Legacy Securities PPIP funds in a manner consistent
with Treasury's stated Investment Objective while also protecting
taxpayers; and (iv) headquartered in the United States. To ensure
robust participation by both small and large firms, these criteria
were evaluated on a holistic basis and failure to meet any one
criterion did not necessarily disqualify an application.
Each Legacy Securities PPIP fund manager will receive an equal
allocation of capital from Treasury. These Legacy Securities
PPIP fund managers have also established meaningful partnership
roles for small-, veteran-, minority-, and women-owned businesses.
These roles include, among others, asset management, capital
raising, broker-dealer, investment sourcing, research, advisory,
cash management and fund administration services. Collectively,
the nine pre-qualified PPIP fund managers have established 10
unique relationships with leading small-, veteran-, minority-,
and women-owned financial services businesses, located in five
different states, pursuant to the Legacy Securities PPIP. Moreover,
as Treasury previously announced, small-, veteran-, minority-,
and women-owned businesses will continue to have the opportunity
to partner with selected fund managers following pre-qualification.
Set forth below is a list (in alphabetical order) of the established
small-, veteran-, minority-, and women-owned businesses partnerships:
Advent Capital Management, LLC;
Altura Capital Group LLC;
Arctic Slope Regional Corporation;
Atlanta Life Financial Group, through its subsidiary Jackson
Securities LLC;
Blaylock Robert Van, L.L.C.;
CastleOak Securities, LP;
Muriel Siebert & Co., Inc.;
Park Madison Partners LLC;
The Williams Capital Group, L.P.; and
Utendahl Capital Management.
In addition to the evaluation of applications, Treasury has conducted
legal, compliance and business due diligence on each pre-qualified
Legacy Securities PPIP fund manager. The due diligence process
encompassed, among other things, in-person management presentations
and limited partner reference calls. Treasury has negotiated
equity and debt term sheets (see attached link for the terms
of Treasury's equity and debt investments in the Legacy Securities
PPIP funds) for each pre-qualified Legacy Securities PPIP fund
manager. Treasury will continue to negotiate final documentation
with each pre-qualified fund manager with the expectation of
announcing a first closing of a PPIF in early August.
Each pre-qualified Legacy Securities PPIP fund manager will have
up to 12 weeks to raise at least $500 million of capital from
private investors for the PPIF. The equity capital raised from
private investors will be matched by Treasury. Each pre-qualified
Legacy Securities PPIP fund manager will also invest a minimum
of $20 million of firm capital into the PPIF. Upon raising this
private capital, pre-qualified Legacy Securities PPIP fund managers
can begin purchasing Eligible Assets. Treasury will also provide
debt financing up to 100% of the total equity of the PPIF. In
addition, PPIFs will be able to obtain debt financing raised
from private sources, and leverage through the Federal Reserve's
and Treasury's Term Asset-Backed Securities Loan Facility (TALF),
for those assets eligible for that program, subject to total
leverage limits and covenants.
Legacy Securities and the Term Asset-Backed Securities Loan Facility
On May 19, 2009, the Federal Reserve Board announced that, starting
in July 2009, certain high-quality commercial mortgage-backed
securities issued before January 1, 2009 ("legacy CMBS")
would become eligible collateral under the TALF. The Federal
Reserve and the Treasury also continue to assess whether to expand
TALF to include legacy residential mortgage-backed securities
as an eligible asset class.
The CMBS market, which has financed approximately 20 percent
of outstanding commercial mortgages, including mortgages on offices
and multi-family residential, retail and industrial properties,
came to a standstill in mid-2008. The extension of eligible TALF
collateral to include legacy CMBS is intended to promote price
discovery and liquidity for legacy CMBS. The announcements about
the acceptance of CMBS as TALF collateral are already having
a notable impact on markets for eligible securities.
Legacy Loan Program
In order to help cleanse bank balance sheets of troubled legacy
loans and reduce the overhang of uncertainty associated with
these assets, the FDIC and Treasury designed the Legacy Loan
Program alongside the Legacy Securities PPIP.
The Legacy Loan Program is intended to boost private demand for
distressed assets and facilitate market-priced sales of troubled
assets. The FDIC would provide oversight for the formation, funding,
and operation of a number of vehicles that will purchase these
assets from banks or directly from the FDIC. Private investors
would invest equity capital and the FDIC will provide a guarantee
for debt financing issued by these vehicles to fund asset purchases.
The FDIC's guarantee would be collateralized by the purchased
assets. The FDIC would receive a fee in return for its guarantee.
On March 26, 2009, the FDIC announced a comment period for the
Legacy Loan Program, and has now incorporated this feedback into
the design of the program. The FDIC has announced that it will
test the funding mechanism contemplated by the LLP in a sale
of receivership assets this summer. This funding mechanism draws
upon concepts successfully employed by the Resolution Trust Corporation
in the 1990s, which routinely assisted in the financing of asset
sales through responsible use of leverage. The FDIC expects to
solicit bids for this sale of receivership assets in July. The
FDIC remains committed to building a successful Legacy Loan Program
for open banks and will be prepared to offer it in the future
as needed to cleanse bank balance sheets and bolster their ability
to support the credit needs of the economy. In addition, the
FDIC will continue to work on ways to increase the utilization
of this program by open banks and investors.

USCIRF Concerned About Religious Persecution
and Government Violence in China
WASHINGTON, D.C. The U.S. Commission
on International Religious Freedom (USCIRF) expressed concern
today over the continued persecution of Uighur Muslims and the
Chinese governments violent response to the Uighur protest
in Urumqi in the Xinjiang autonomous region Sunday, that left
more than 150 dead and thousands injured.
Media reports from the scene said that
Uighur protesters, with legitimate grievances, were forced to
disperse by government security forces. When they failed to disperse,
force was used that led to the deaths of more than 150 Uighurs.
Reports also indicate that, amidst the violence, Han Chinese
were killed by Uighur rioters.
In a swift statement, the Chinese government
said its violent crackdown was in response to a protest by Uighur
separatists who rioted, burning hundreds of shops and cars. More
than 700 persons were detained.
The heavy hand of Chinese government
repression displayed at Tiananmen Square and last year against
Tibetan protesters appears evident again. We call on the Chinese
government to end its violent response to the protests and act
with moderation and restraint in dealing with Uighur unrest in
Xinjiang, and to allow peaceful demonstrations and greater religious
freedoms, said Leonard Leo, USCIRF chair.
While the specifics in this tragedy
are not fully clear, what is known is that the Chinese government
has systematically repressed the human rights and religious freedom
of Uighurs, said Leo. This violent response leading
to at least 150 deaths is an obvious overreaction and we urge
the U.S. government and the international community to stand
up for the rights of Uighurs and other religious minorities in
China. USCIRF demands a full accounting of all persons detained,
that they be given the right to access to independent doctors,
lawyers, and that they be allowed to notify relatives.
Xinjiang Province is home to an estimated
eight million Uighurs, the vast majority of whom are Muslim.
Because of enduring restrictions on Uighur religion and culture
and growing ethnic tensions between the indigenous Uighur population
and newly arrived Han Chinese migrants, Xinjiang is sometimes
called Chinas other Tibet. Chinese restrictions
on peaceful religious activity and expression in Xinjiang are
particularly draconian in scope. Chinese authorities have often
equated the peaceful religious practices of Uighur Muslims with
religious extremism and separatism and use the global war on
terror as a pretext to crack down on peaceful forms of religious
activity and expression.
Religious freedom abuses are also widespread
for other religious communities in China. Tibetan Buddhists,
Protestants and Catholics who refuse to join the government-controlled
religious organizations, Falun Gong adherents, human rights defenders
and lawyers, and Uighur Muslims have all faced government abuses.
China has been listed by USCIRF as a country
of particular concern (CPC) since 1999. USCIRF commissioners
visited Urumqi and Kashgar in 2005 and in June 2009, USCIRF commissioner
Felice Gaer testified before the Subcommittee on Human Rights,
International Organizations, and International Terrorism of the
Committee on Foreign Affairs on Chinas history of persecution

federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs

the health care industry is spending $1.4 million per day on
lobbyists to ensure industry gets reform that benefits them,

has asked us to fill you in on some opportunities within their
campaign. See below for a quick synopsis. (**This is for informational

Below is a brief synopsis:
The Sharp Campaign Academy is seeking interns,
campus coordinators, and a number of fellows to work for the
John Sharp Campaign. The Sharp Campaign Academy's Mission is
to discover, train, and develop the next generation of young
leaders in Texas by giving them an opportunity to work on a statewide
campaign.
Prospective Interns will develop a wide
range of campaign skills by
working with the Academy Manager and the Sharp Senate Campaign
on a
variety of campaign skills including voter outreach (phonebanking,
canvassing, event promotion), political organizing (voter
registration, education, and mobilization), and GOTV.
Prospective Fellows will also have the
opportunity to receive hands on
training from a number of experienced campaign professionals,
and will
be allowed to train and work in five particular areas of political
organizing: Community Outreach, Online Organizing, Community
Service
Organizing, Field Organizing, and Grassroots Fundraising Organizing.
Fellows will have the opportunity to gain invaluable experience
as
they will ultimately help oversee the political organizing aspect
of
the John Sharp Campaign.
Prospective Campus Coordinators will be
lead organizers for the John
Sharp for U.S. Senate campaign at their University and in the
surrounding community as well. Their duty is to coordinate efforts
amongst campaign headquarters and their respective student body.

U.S. Department of Transportation Awards
$17.1 Million in Shipyard Grants
The U.S. Department of Transportations Maritime Administration
today announced $17.1 million in grants to 14 small shipyards
in 10 states. The grants are part of the Assistance to Small
Shipyards program.
Small shipyards are vitally important for the health of
the maritime industry, and for the nations economy,
said Secretary of Transportation Ray LaHood.
The purpose of the grants is to make capital and infrastructure
improvements that facilitate the efficiency, competitive operations,
and quality in ship construction and repair. Small shipyards
fall into two categories: those with fewer than 600 employees,
and those with between 600 and 1200 employees. All but two of
todays recipients have fewer than 600 employees.
Recipients, amounts, and purposes of grants are as follows:
Pacific Ship Repair & Fabrication, Inc., San Diego, California:
$319,365 for waterjet cutting machine, press brake, shear
North Florida Shipyards, Inc., Jacksonville, Florida: $3,312,

The Department of Transportation is using the Small Shipyard
Grants program to administer grants to be made under the American
Recovery and Reinvestment Act (ARRA). Those grants will be for
a much larger total, $98 million, and are expected to be announced
shortly.
The Maritime Administration is the agency in the Department of
Transportation dealing with waterborne transportation. Its mission
is to improve and strengthen the U.S. marine transportation system,
including infrastructure, industry and labor, to meet the economic
and security needs of the United States.

Utilities Service (RUS) and the Department of Commerce's National
Telecommunications and Information Administration (NTIA) will
hold a public forum on Friday, July 10, from 9 a.m. to 5:30 p.m.

process for the first round of funding in broadband grants and
loans under the American Recovery and Reinvestment Act.

BTS Releases Freight Transportation
Services Index (TSI);
Freight Index Fell 0.6 Percent in May from April
The Freight Transportation Services Index (TSI) fell 0.6 percent
in May from its April level, declining for the third consecutive
month to the lowest level in 12 years, the U.S. Department of
Transportations Bureau of Transportation Statistics (BTS)
reported today (Table 1). The May decline was the smallest of
the three consecutive decreases.
BTS, a part of the Research and Innovative Technology Administration,
reported that the May decrease was the ninth decline in the Freight
TSI in the last 10 months (Table 2). The index has declined 14.8
percent in that 10-month period. For additional historical data,

The May Freight TSI of 94.0 is the lowest level since June 1997
when it was 92.4. The Freight TSI is down 16.7 percent from its
historic peak of 112.9 reached in May 2006.
The 6.3 percent decline in the first five months of 2009 was
the largest in the last decade, exceeding the 5.3 percent decline
for the first five months of 2000 (Table 3).
The Freight TSI measures the month-to-month changes in the output
of services provided by the for-hire freight transportation industries.
The index consists of data from for-hire trucking, rail, inland
waterways, pipelines and air freight.
The 14.8 percent decline in the Freight TSI from May 2008 to
May 2009 was the largest May-to-May decline in the 20 years for
which the TSI is calculated (Table 4).
The freight index is also down 14.6 percent in the five years
from May 2004, the sixth consecutive month in which the index
declined for a five-year period. The index is down 8.4 percent
in 10 years for the fifth-ever and the largest 10-year decline
in the 20-year history of TSI data (Table 5). All these five
10-year declines took place in first five months of 2009.
The TSI is a seasonally adjusted index that measures changes
from the monthly average of the base year of 2000. It includes
historic data from 1990 to the present. Release of the June index
is scheduled for Aug. 12.

Transportation Services Index for Passengers
The TSI for passengers fell 0.9 percent in May from its April
level (Table 6). The Passenger TSI May 2009 level of 109.4 was
7.3 percent lower than the May 2008 level, the largest May-to-May
decrease in the 20-year history of the series, and exceeded the
6.1 percent decrease in 2002 caused by Sept. 11, 2001 terrorist
attack (Table 7). Despite the recent declines, the passenger
index is up 6.8 percent in five years and 17.6 percent in 10
years (Table 5).
The passenger TSI measures the month-to-month changes in the
output of services provided by the for-hire passenger transportation
industries. The seasonally adjusted index consists of data from
air, local transit and intercity rail.
Combined Freight and Passenger Index
The combined freight and passenger TSI fell 0.7 percent in May
from its April level (Table 8). The combined TSI May 2009 level
of 97.4 was 13.0 percent lower than the May 2008 level, leaving
the index at its lowest May level since 1998 (Table 9). The combined
index is down 9.6 percent in five years for the sixth five-year
decline in the history of the combined index, and is down 2.1
percent in 10 years for the third-ever 10-year decline in the
index (Table 5). All these five-year and 10-year declines took
place consecutively in the past several months.
The combined TSI merges the freight and passenger indexes into
a single index.

In this month's release, BTS conducted its third comprehensive
revision to the TSI in which all index numbers through April
2009 were revised to reflect revisions to the source data and
changes in the estimated seasonal factors and the method for
calculating aggregation weights. More information about the comprehensive

Note: TSI numbers for January (Freight, Passenger and Combined)
were revised because of revisions in the output data of the component
transportation services. The January Freight TSI is 97.8, revised
from the 102.7 reported in last months release. The January
Passenger TSI is 110.0, revised from 112.6. The January Combined
TSI is 100.5, revised from 104.8. The TSI for February, March,
April and May are preliminary.
TSI revision policy: TSI is updated monthly with the latest four
months index numbers considered preliminary. Each month
BTS releases the latest preliminary TSI, and replaces the oldest
preliminary TSI with a revised TSI. More information about the

FCKeditor Releases Version 2.6.4.1

The FCKeditor project has released FCKeditor
version 2.6.4.1 to
address a vulnerability. This vulnerability is due to improper
verification of input passed to the "CurrentFolder"
parameter.
Exploitation of this vulnerability may allow an attacker to execute
arbitrary code.
Additionally, FCKeditor is part of Adobe
ColdFusion 8 and is enabled
by default. The Adobe Product Security Incident Response Team
(PSIRT)
has posted a blog entry indicating that they are aware of public
reports of ColdFusion websites being targeted for exploitation
of this
vulnerability.
US-CERT encourages users and administrators
to upgrade to FCKeditor
version 2.6.4.1 to help mitigate the risks. ColdFusion 8 users
should
review Adobe security bulletin APSB09-09 and apply the hotfix
to help
mitigate the risks.

July 09, 2009 - The U.S. Marshals Service, partnering with federal,
state and local law enforcement, arrested 35,190 fugitives and
cleared 47,418 warrants as part of Operation FALCON 2009 (Federal
and Local Cops Organized Nationally), U.S. Marshals Service Director
John F. Clark announced today. Ranging from coast to coast, Operation
FALCON 2009 brought together the resources of 42 federal agencies,
209 state agencies and 1,973 local sheriffs and police
departments, to again make the program a huge success.

U.S. Transportation Secretary Awards $6.7
Million in Training Grants
American Recovery and Reinvestment Act Helps Provide Job Training
for
Transportation Related Careers in Fourteen States
WASHINGTON U.S. Secretary of Transportation Ray LaHood
today announced $6.7 million in job training grants from the
American Recovery and Reinvestment Act (ARRA) in fourteen states
across the country. The grants will fund apprenticeships and
training centers for underrepresented or disadvantaged people
seeking careers in transportation, engineering or construction.
Providing individuals with the job training skills they
need is key to keeping our highway system up and running,
said Secretary Ray LaHood. These training programs will
help ensure that the American highway system has able stewards
for years to come.
The On-the Job Training Supportive Services (OJT/SS)
grants were included in ARRA to supplement federal training programs
and to support the training programs of state departments of
transportation for highway construction contractors, apprentices
and trainees. The OJT/SS program encourages completion of training
programs and promotes training opportunities for minorities and
women in skilled and semi-skilled crafts.
One successful example of the OJT/SS programs is Virginias
Wounded Veterans Internship program which started in 2006.
The program helps wounded active-duty military personnel keep
job skills sharp, or develop new ones, while they recuperate.

Sebelius Addresses H1N1 Flu Summit
Health and Human Services Secretary Kathleen
Sebelius addressed the H1N1 Flu Summit today. The Secretary's
remarks as prepared for deliver are included below.
Thank you and let me begin by welcoming
all of you and thanking you for traveling here and participating
in this important Summit on a topic that affects all of us -
the H1N1 flu virus. I also want to thank everyone who has helped
put this Summit together. Our hosts at NIH have been incredible,
and we have had essential support from the Friends of NIH and
the CDC Foundation, as well as countless staff from the Departments
of Homeland Security, Education, and Health and Human Services.
I also want to thank Dr. Raynard Kington
for his service as Acting Director. Under Dr. Kington's leadership,
the National Institutes of Health has helped distribute millions
of dollars' worth of grants funded by the American Recovery and
Reinvestment Act, produced new guidelines for stem cell research
and continued its critical work to support science and research.
Dr. Kington, we are grateful for all your hard work.
I also want to welcome two new members
of our team who you will be working with in the years ahead.
Dr. Nicole Lurie has been nominated as our new Assistant Secretary
for Preparedness and Response, and yesterday, President Obama
announced the nomination of Dr. Francis Collins as the Director
of the National Institutes of Health.
Francis Collins is one of our generation's
great scientific leaders. A physician and geneticist, Dr. Collins
served as Director of the National Human Genome Research Institute,
where he led the Human Genome Project to completion. He ran an
institute that made important scientific discoveries, and consistently
met milestones on time and under budget.
Nicki Lurie is not new to the Department
of Health and Human Services. From 1998 to 2001 she served as
the Principal Deputy Assistant Secretary of Health and she has
done important research regarding access to health care for all
Americans. Nicki and Francis are distinguished leaders in their
fields, and I asked them to join us today.
We are also joined by Rep. Chris Van Hollen,
in whose district NIH operates. He is a key supporter of NIH
and HHS, and we are honored to have him here. Rep. Van Hollen,
thank you. We also appreciate all the congressional staff who
have joined us, including Ellen Murray, who we're going to be
stealing from Senator Harkin in the near future.
Our response to the H1N1 flu virus has
been one of my top priorities, literally from the moment I became
Secretary. You may remember that I took office just as this pandemic
had begun, and immediately after I was sworn in, I was escorted
to a meeting in the Situation Room with John Brennan to discuss
our response to the outbreak.
Needless to say, I didn't expect a flu
pandemic in my welcome wagon, but I am proud of the work we have
done to respond to it.
And while the headlines and the television
chatter about this virus may have quieted down, this virus has
not gone away, and we have not let up. We are doing everything
possible to monitor this virus and protect the American people.
Working with Congress, governors, mayors,
tribes, state and local health departments, the medical community
and our private sector partners, the administration has been
actively preparing for the H1N1 virus outbreak scenarios that
may develop over the next few months. From the outset, we have
said that medical science will lead the way, and we are preparing
action plans based on the best scientific information available
to help our nation respond aggressively to this new virus.
Today's summit is a key part of these efforts.
As we begin, I want to be clear: this Summit
is not about raising alarms or stoking fears. It is about being
prepared.
This is a serious virus capable of causing
severe disease and death. It is time to be vigilant. We must
avoid complacency and ensure we are prepared to deal with whatever
the fall flu season brings.
The President has outlined a National Framework
for Response to the 2009 H1N1 virus, and that response is based
on four pillars of preparedness to guide our actions at all levels
of government: surveillance, community mitigation, vaccination,
and communication.
We know that medical surveillance is essential
to learning as much as we can about this virus. Today, the H1N1
virus has been identified in more than 100 countries, and CDC
estimates that at least one million people already have been
infected by H1N1 in the United States.
We do not know exactly how this virus will
present during the fall flu season. But our surveillance efforts
have led scientists to believe the impact of this virus could
worsen in the fall or earlier, when schools start to open.
That makes our second pillar of preparedness
- mitigation measures - more important than ever.
Community mitigation starts with everyone
doing basic things to help stop the spread of the virus. We need
to continue to remind all Americans about the things they should
be doing right now: washing hands, covering your coughs, staying
home if you're sick, and taking the necessary precautions to
stay healthy and avoid getting sick.
Depending on the severity of the outbreak,
community mitigation could involve more systematic means of social
distancing, including limits on large gatherings and, if necessary
and appropriate, temporary school or workplace closures.
Mitigation also means ensuring our medical
providers are prepared. We know that outbreaks bring the "worried
well" and the infected to hospitals and doctors' offices.
To doctors and hospitals, our message is simple: don't risk being
overloaded and overburdened. Plan now to deal with an influx
of patients that could come with an outbreak. Strategic use of
antiviral medication could also come into play.
The third pillar of preparedness is vaccination.
We all know it's a good idea to get a regular
flu shot every fall, and we will be encouraging the American
people to do just that.
But all flus are not the same, and the
H1N1 virus has presented new challenges and new questions. To
date, antiviral medications have proven effective against this
disease in most cases, and we have distributed antivirals to
states and replenished our national stockpile. But the possibility
of an antiviral-resistant strain becoming dominant in the fall
is a serious consideration, and we know that a safe and effective
vaccine is the best means of both preventing the disease in individuals,
and stopping the community spread of the virus. That's why we
are researching a vaccine now and have already taken steps to
purchase vaccine components.
While we have made no final decisions about
its scope, and have "off ramps" built into our decision-making
process if the circumstances change, at this point, we expect
to initiate a voluntary fall vaccination program against the
2009 H1N1 flu virus. This will depend on the availability of
a safe vaccine and the absence of changes in the virus that would
render the vaccine ineffective. This decision is based on our
public health experts' advice, and we do not take it lightly.
And at the risk of understatement, I say: we will need your help
now to prepare for a potential campaign.
We know a mass vaccination program of even
modest scale will involve extraordinary effort on your part.
But you - as leaders, as public health officials, as emergency
managers, as educators, as school nurses - have proven that you
are up to the task, and you will not be alone.
The responsibility to respond to this public
health threat is a shared one. At the federal level, our scientists
at the NIH, the CDC, and the FDA are working with vaccine manufacturers
to prepare and test a safe and effective vaccine. The vaccine
supply will be limited at first. We will make it available as
soon as possible, but vaccine production involves many steps
that do not always occur in accordance with preferred timelines.
Our current estimate is that some vaccine will be ready for initial
distribution in mid-October. We are working with our advisory
committees to determine which target populations will be offered
vaccine, in what order, as vaccine begins to become available.
The vaccine will be purchased by the federal government and made
available for distribution by state and tribal governments and
we will provide financial and technical assistance all along
the way.
At the state, tribal, territorial, and
local levels, we will depend on you to refine your pandemic preparedness
plans, adjusting for the unique characteristics of this virus.
We need you to enhance your overall flu preparedness, including
for seasonal flu. And we need you to begin planning now for the
likely fall H1N1 vaccination campaign to ensure we can get shots
in the arms of the people who need them most as soon as the vaccine
is ready for them. It may not be possible, at least in the early
stages, to use the standard channels to distribute the vaccine.
We will need your assistance to identify vaccination sites, and
I look forward to discussing these challenges with you during
our summit today.
The final decisions on whether to move
ahead with a vaccine campaign and on the target populations will
be made in consultation with top scientists at the CDC and its
Advisory Committee on Immunization Practices and the National
Vaccine Advisory Committee. We know that young people have been
disproportionately impacted by this virus, and we anticipate
that school-aged children, non-elderly adults with underlying
health conditions, pregnant women, and health care and emergency
workers who are likely to come in contact with the virus will
be priority groups to whom vaccine will be offered.
The final pillar of preparedness is communication.
We recognize that clear, accurate information
is essential during an outbreak. We have already worked diligently
to keep the public informed. In the spring, we launched a major
public information campaign using both traditional and new communications
technologies.
My colleague Secretary Napolitano and I
held multiple briefings for members of the media as well as a
webcast that gave the 76,000 Americans who participated the chance
to learn more about this virus. We have regularly briefed state
and local officials about the steps they can take to protect
their communities.
Because viruses have no borders, we have
also kept in close touch with public health officials in other
countries as well as the World Health Organization. The Communicators
Network within the Global Health Security Initiative (GHSI) has
held multiple meetings to distribute messages and coordinate
activities. For the first time ever, communicators from foreign
nations participated directly with their U.S. government counterparts
on strategic communications and public messaging planning.
As we continue to take on this virus, we
remain committed to clear, open communication with the American
people, with you, and with the international community. We will
tell you what we know and what we don't know.
These four pillars - surveillance, mitigation
measures, vaccination, and communication - are essential to protecting
public health and saving lives. They will guide us as we operate
in an uncertain environment and take on the difficult task of
responding to a virus that can change at a moment's notice.
It will not be easy. We face some of the
greatest logistical and communications challenges public health
has ever faced. We will frequently be forced to make decisions
without all of the information we would like to have. And while
are prudently preparing for the worst, we will evaluate our plans
in real time, and adjust if the virus proves to be less severe.
We are fortunate because we know this is
coming. We can take steps to ensure we are as prepared as possible
to respond to this pandemic. And today, I'm pleased to announce
three steps we are taking to help prepare our nation and protect
public health.
First, tomorrow, we will announce the availability
of preparedness grants worth a total of $350 million to all 56
states and territories. Congress funded these grants in the latest
Supplemental Appropriations bill, and they will give you valuable
resources to step up your preparedness efforts. $260 million
will go to health departments to support their ongoing work and
to prepare for vaccination campaign, while $90 million will help
hospitals prepare for the surge of patients they will treat if
an outbreak impacts their community.
It is critical that we work closely with
the medical community around the country and support their efforts
to deal with a potential surge of patients in emergency rooms,
clinics, and health offices due to seasonal flu and the new H1N1
virus.
Second, we are upgrading and expanding
our website - www.flu.gov. This website includes guidance that
community leaders and the American people need to prepare for,
prevent, and respond to an outbreak. The guidance is informed
by science and best public health practices, and the website
includes checklists and fact sheets that families and communities
can use to ensure they are prepared. We encourage every American
to visit the site and learn how they can plan for the flu season
and prevent the spread of the H1N1 virus.
The information on the website is easy
to use and helpful, but it's worthless if it goes ignored. So
our message to the American people is simple: don't risk being
unprepared. Visit flu.gov and get the information you need.
Finally, we are launching a new campaign
to encourage more Americans to get involved and prepare for this
outbreak. As you may have seen, our Department has already produced
and distributed public service announcements to alert the American
people about the H1N1 virus. Beginning today, we're inviting
the American people to record and submit their own 60-second
public service announcements regarding the H1N1 virus. We'll
review the submissions, and the best PSA will air nationwide.
To submit your PSA, just visit www.flu.gov.
We know that average citizens and creative young Americans have
tremendous ideas about how to reach their neighbors and encourage
them to get prepared, and we're excited to see what you produce.
These steps will help engage the American
people and ensure they are prepared, but we cannot do it alone.
Given the unique combination of regular seasonal flu, as well
as the new H1N1 virus, it's important for every family and business
to prepare their own household and business plans and think through
the steps they will take if a family member or co-worker contracts
the H1N1 flu. This is a responsibility that we all share as parents,
neighbors, co-workers and community members. And states, territories,
and tribes all have a critical role to play in protecting the
American people.
So today, we are asking you to return home
and, within the next two or three weeks, host your own flu summits
- in person, on the web, or however you see fit - with leaders
in your communities. Discuss the resources that are available
and the steps you are taking to protect public health. You'll
find lots of helpful materials on our website, flu.gov.
As I mentioned earlier, we are also calling
on all states to update their pandemic preparedness plans, including
plans for a mass vaccination program, and make sure you can put
these plans into action.
We know that we will be prepared for the
H1N1 virus only if we all work together. That's why summits like
this are so important, and the collaboration we see today will
not be a one-day affair. The President and the Administration
are dedicated to working with you in the weeks and months ahead
to ensure we are ready.
This H1N1 pandemic is a tremendous challenge
that has brought real hardship. But it has also brought a valuable
opportunity. The attention being paid to the H1N1 virus is accelerating
our work to improve the entire public health system.
Americans are more aware of the basic steps
that can stop the spread of germs and disease, and they are more
aware of the value of seasonal flu vaccine. We are learning how
to better coordinate between local, state, tribal, and federal
governments, and those lessons will help us take on new challenges
in the years ahead. We are identifying the strengths and repairing
the weaknesses in our prevention and preparedness systems. These
steps will improve our entire public health infrastructure for
whatever comes next.
We are all in this together. We are under
no illusion that this will be easy, but by working together,
we will fight the 2009 H1N1 virus and ensure we are well prepared
to protect the health of the American people this fall and in
the years to come.

DOT Fines United for Failure to Disclose
Code-Sharing
The U.S. Department of Transportation (DOT) today assessed a
civil penalty against United Airlines for failing to disclose
to consumers when flights sold by the carrier were being operated
under a code-sharing arrangement.
When consumers buy an airline ticket, they have a right
to know which airline will be operating their flight, said
U.S. Transportation Secretary Ray LaHood. We will continue
to ensure that carriers are complying with the code-sharing rules.
United was ordered to cease and desist from further violations
and assessed a civil penalty of $80,000.
Under code-sharing, a carrier will sell tickets on flights that
use its designator code but are operated by a separate airline.
DOT rules require airlines to disclose to consumers, before they
book a flight, if the flight is operated under a code-sharing
arrangement. The disclosure must include the corporate name of
the transporting carrier and any other name under which the flight
is offered to the public.
The Departments Office of Aviation Enforcement and Proceedings
made a number of telephone calls to Uniteds reservations
line this past January to determine if the carriers employees
were advising consumers of code-sharing arrangements as required
by the regulations. The Enforcement Office found that Uniteds
reservations agents failed to disclose code-sharing during a
substantial number of those calls.

REPORT TO CONGRESS
New quarterly 'homeless pulse data' to measure current state
of homelessness
WASHINGTON - The U.S. Department of Housing
and Urban Development today issued its 2008
Annual Homeless Assessment Report to Congress, a national
study that explores changes in homelessness nationwide. HUD's
assessment concludes that while overall homelessness in America
held fairly steady from 2007 to 2008, the number of homeless
families, particularly those living in suburban and rural areas,
increased.
In addition to the annual report, HUD Secretary
Shaun Donovan announced that HUD will, for the first time ever,
begin measuring homelessness on a quarterly basis to gain a better
understanding of the impact of the current economic crisis on
homelessness. The first "Homeless
Pulse Project" for the first quarter of 2009 is now
available.
"The annual report tells us a great
deal but it also begs many questions about how today's housing
crisis and job losses are playing out in our shelters and on
our streets," said Secretary Donovan. "The Administration's
aggressive approach to economic recovery recognizes that during
these difficult times, families in certain areas of the country
are at extreme risk of falling into homelessness. With our new
Quarterly Homeless Pulse Report, we will be able to better understand
the impact of the current economic crisis on homelessness across
the country."
According to the 2008 Annual Homeless Assessment
Report, between 2007 and 2008, the number of sheltered homeless
individuals remained virtually the same while the number of homeless
families seeking shelter increased by nine percent overall, and
by nearly 56 percent in suburban and rural areas.

Microsoft has issued a Security Bulletin
Advance Notification
indicating that the July release cycle will contain six bulletins,
three of which will have a severity rating of critical. The
notification states that these critical bulletins are for Microsoft
Windows. There will also be three important bulletins for Microsoft
Office, Virtual PC and Virtual Server, and ISA Server. Release
of
these bulletins is scheduled for Tuesday, July 14.

Civilian development roadmap
launched

WASHINGTON, D.C. -- The Air Force recently approved four initiatives
that make up part of the civilian institutional development roadmap.
The initiatives are key to helping civilians excel professionally
while working to achieve the Air Force mission of fly, fight
and win in air, space and cyberspace.
Air Force Secretary Michael B. Donley and
Air Force Chief of Staff Gen. Norton A. Schwartz signed a letter
to Airmen recently highlighting civilian professional development
and four initiatives that are part of the civilian development
continuum, or roadmap.
As the Air Force moves forward, we
find ourselves facing a dynamic set of new challenges. To meet
these challenges we increasingly rely on our Air Force civilians
as part of the total force team, said Secretary Donley
and General Schwartz in the letter. As the responsibilities
of our civilian workforce have increased, so has the need for
civilian force development.
Air Force leaders recognize that the approximately
143,000 civilians are key to the total force and vital to performing
the Air Force mission. Developing all Airmen is an Air Force
priority.
The civilian aspect of development posed
some challenges not faced by development of other parts of the
force. Civilians enter into the Air Force at various grades and
skill levels and have a wide range of experiences. To address
this unique civilian dynamic, the continuum or roadmap
was developed incorporating education, training and experience;
targeted at ensuring civilians have the opportunities to develop
the institutional competencies the Air Force values, at the right
time in their career.
Development of the roadmap
and the initiatives are a direct result of the Air Forces
adoption of a competency based framework for human capital management.
We are now using institutional competencies
to manage the force, said Lt. Gen. Richard Newton, Deputy
Chief of Staff for Manpower and Personnel. This framework
gives the Air Force a common approach to developing our people
across the total force.
The civilian roadmap outlined
in the June 26 letter to all Airmen will ensure development across
that continuum of roles. This includes a new-employee orientation
program, opportunities for continuous self-initiated personal
and leadership development, highly encouraged expectation to
complete non-residence professional military education at the
appropriate level, and opportunities for attendance at Civilian
Acculturation and Leadership Training, Maxwell Air Force Base,
Ala.
The new-employee orientation program is
a computer based training course that will be required for all
newly hired civilians. The course provides civilians with basic
Air Force knowledge including heritage, core competencies, custom
and courtesies, and Air Force Core Values. Completion of the
course entitles the member to wear the Air Force civilian pin
recognizing their role as part of the Total Force.
Two other initiatives encourage civilian
participation in personal and professional development and participation
in non-residence professional military education.
The final piece of the civilian development
program is the establishment of civilian opportunities for Civilian
Acculturation and Leadership Training.
The new civilian development continuum
and the programs were created with the assistance of the Civilian
Force development panel, and endorsed by the Force Management
Development Council. The Councils priority on civilian
development was to ensure civilians were at the desired proficiency
level of the Air Force institutional competencies.
Civilian leadership requirements
have grown significantly over the last two decades, said
General Newton. The continuum and the new initiatives communicate
expectations and the opportunities for civilian development.
We will continually assess our development programs for the total
force to ensure they keep pace with the changes in what we need
from our people.

Four Key Executives Named to Help Lead
Export-Import Bank of the United States
WASHINGTON, D.C. --- Four key executives have been named to the
senior management team of the Export-Import Bank of the United
States (Ex-Im Bank):
Alice Albright, Executive Vice President and Chief Operating
Officer
Kevin Varney, Senior Vice President and Chief of Staff
Tom Lopach, Senior Vice President, Congressional Affairs
Jonathan J. Cordone, Senior Vice President and General Counsel
Ex-Im Bank Chairman and President Fred P. Hochberg said in announcing
the appointments, "These four individuals, and the rest
of our senior staff, will work together to build on the Bank's
reputation and ensure that Ex-Im Bank is innovative, takes prudent
risks and provides exceptional service to help meet the challenges
inherent in the current economic climate."
"Today exports are more important than ever in helping the
U.S. economy recover, and our senior leadership and the rest
of the Bank are all dedicated to keeping exports flowing and
American export workers on the job," Hochberg said.
Alice Albright joins Ex-Im Bank with a 24-year career in international
finance in the private and nonprofit sectors.
From 2001 to 2009, she served as the chief financial and investment
officer for the GAVI Alliance, an international public-private
partnership dedicated to improving childhood immunization rates
in the poorest countries. During her tenure at GAVI, she worked
on introducing innovative mechanisms to enhance how vaccines
and immunization services are financed in the poorest countries.
Prior to joining GAVI, Albright worked as a banker with a focus
on emerging markets and held positions at the Carlyle Group,
JP Morgan, Bankers Trust Company and Citicorp. Albright graduated
from Williams College and received her M.A. from the School of
International and Public Affairs at Columbia University. Ms.
Albright is a chartered financial analyst.
Before joining Ex-Im Bank, Kevin Varney founded and served as
the president of CMG LLC, a public affairs and strategic communications
company in Washington, D.C.
Prior to CMG, Varney was senior vice president and chief of staff
to the president and chief operating officer at an investment
banking firm where his duties included working with senior management
to develop the company's first three-year strategic plan, organizing
board and shareholders meetings, as well as managing the development
and review process of the company's annual operating budget.
Before investment banking, Varney served in the White House as
the deputy chief of staff of the National Economic Council for
the national economic advisor to President Clinton. Varney entered
government as a senior staff member at the Treasury Department
where his duties included long-term and strategic planning.
Varney is a graduate of the University of Utah. He attended the
London School of Economics and earned an M.B.A. with a concentration
in finance from Johns Hopkins University.
Tom Lopach brings over 10 years of in-depth experience working
in congressional relations and national-level fundraising. Prior
to joining the Bank, he served as national finance director for
the Democratic Senatorial Campaign Committee (DSCC). Before his
DSCC position, Tom spent eight years in various capacities in
the office of Senator Edward M. Kennedy.
Lopach was born and raised in Helena, Montana and received his
B.A. from Gonzaga University in Spokane, Washington. He has lived
in Washington, D.C., since 1997.
Before joining Ex-Im Bank, Jonathan Cordone served as general
counsel to the U.S. House of Representatives Committee on Energy
and Commerce, the oldest legislative committee of the House of
Representatives. Cordone coordinated all legislative proceedings
and advised Chairman John Dingell on prioritizing and implementing
the committee's agenda affecting numerous industries across the
economy.
Prior to being appointed general counsel, Cordone served the
committee as minority deputy general counsel and minority counsel
for Commerce, Trade, and Consumer Protection.
Cordone also practiced law in New York and Connecticut, working
on complex transactions involving project finance and leveraged
leasing and lending.
He received a J.D. from the University of Connecticut School
of Law and a B.A. in Political Science from Mary Washington College.
His hometown is Trumbull, Conn.
Ex-Im Bank is the official export-credit agency of the United
States. The independent, self-sustaining federal agency, now
in its 75th year, helps create and maintain U.S. jobs by financing
the sale of U.S. exports, primarily to emerging markets throughout
the world, by providing loan guarantees, export-credit insurance
and direct loans. In fiscal year 2008, Ex-Im Bank authorized
$14.4 billion in financing to support an estimated $19.6 billion
of U.S. exports worldwide. Eighty-six percent of nearly 2,328
transactions directly benefited small-business exporters.

Preparedness is a Shared Responsibility Announce
New Funding for States and New Nation-Wide Flu Prevention Campaign

The Obama Administration sent a strong
message to the nation today that it is time to start planning
and preparing for the fall flu season and the ongoing H1N1 flu
outbreak and that the federal government is prepared to commit
resources, training, and new tools to help state and local governments
and Americas families get ready.
White House Homeland Security Advisor John Brennan, Secretary
of Health and Human Services Kathleen Sebelius, Secretary of
Homeland Security Janet Napolitano, Secretary of Education Arne
Duncan joined with delegations from 54 states, tribes and territories
today at the H1N1 Influenza Preparedness Summit at the National
Institutes of Health in Bethesda, Md., to kick-off the governments
nation-wide fall flu preparedness efforts.
The President and the administration
are actively engaged in mitigating the effects of the H1N1 flu
virus and developing a national response framework and action
plan that builds on the efforts and lessons learned from this
springs initial onset to prepare for the possibility of
a more serious fall outbreak of the virus, said White House
Homeland Security Advisor Brennan in his
address to summit participants.
Over the course of coming weeks and months, we will move
aggressively to prepare the nation for the possibility of a more
severe outbreak of the H1N1 virus, said HHS Secretary Sebelius.
We ask the American people to become actively engaged with
their own preparation and prevention. Its a responsibility
we all share.
The federal government is working
together with its federal, state, local and tribal partners to
develop a nation-wide plan to combat the H1N1 flu that incorporates
the lessons we learned this spring, said Homeland Security
Secretary Napolitano. The H1N1 Summit will allow us to
continue this aggressive preparation for all possible H1N1 virus
outbreak scenarios to ensure that we are doing everything possible
to keep our country safe and healthy.
Effectively dealing with a potential
H1N1 outbreak requires all of us -- parents, educators, health
providers, and local, state and federal governments -- working
together on our emergency management plan, said Education
Secretary Duncan. Todays Flu Summit is an important
step in that direction. Our primary goals at the Department of
Education are the health and well being of students, faculty
and staff, and ensuring that, in the event of any school closures,
the learning process will continue.
Maryland Governor Martin OMalley
moderated a Governors panel with participation via videolink
from Governor Jim Douglas of Vermont, Governor Jim Doyle of Wisconsin,
Governor Mark Parkinson of Kansas, Governor John Baldacci of
Maine and Governor Jodi Rell of Connecticut.
When responding to a national pandemic
or a national recession, the basic principles of smart government
remain the same -- to increase efficiency, openness, and transparency
in everything we do. Todays summit illustrates our collective
commitment to that goal, said Maryland Governor Martin
OMalley. The experience in the spring taught us that
while earlier pandemic flu planning efforts were effective, there
are also areas for improvement. Effective response requires accurate
and timely information that is as close to real time as possible.
We share the commitment of the Obama Administration to constantly
monitor, evaluate and improve these processes as we continue
to lead the world in emergency preparedness.
Throughout the one-day summit, Administration
officials laid out specific ways that states and local governments
could start their planning and preparation efforts and announced
new programs and resources to help state and local governments,
the medical community and every day America prepare for H1N1
and the fall flu season.
First, HHS will make available preparedness grants worth a total
of $350 million. These grants were funded by Congress in the
latest supplemental appropriations bill and they will give state
and local public health offices and health care systems valuable
resources to step up their preparedness efforts.
Second, the federal government will centralize
communications about H1N1 and seasonal flu on the federal governments
new Web site http://www.flu.gov/. This one-stop comprehensive
site brings together flu-related information from across HHS
and other federal agencies. The expanded site builds on the pandemic
planning information long presented on http://www.pandemicflu.gov/,
and incorporates information about the novel H1N1 flu as well
as the seasonal flu.
Finally, HHS is launching a new PSA campaign
contest to encourage more Americans to get involved in the nations
flu preparedness efforts by making a 15-second or 30-second PSA.
Officials at the summit stressed the idea of shared responsibility
when it comes to combating the flu and the goal of the new HHS
PSA campaign contest is to tap into the nations creativity
to help educate Americans about how to plan for and prevent the
spread of H1NI influenza. HHS will evaluate submissions and will
present the best PSAs back to the public so everyone can vote
on their favorite submission. The winning PSA will receive $2,500
in cash and will appear on national television. Contest details
as well more information about the larger effort to plan and
prepare for the flu season are available at http://www.flu.gov/.

On July 5, 2009, FDA alerted consumers that Protica Inc. of Whitehall,
PA, had undertaken a voluntary recall of its liquid protein dietary
supplements and high energy products marketed under the IDS Sports
New Whey and iSatoris Hardcore Energize Bullet
brands, respectively. This recall is limited to specific lots
of the two branded products.
