Palin stepping down as Alaska governor

WASHINGTON (CNN) — Gov. Sarah Palin announced Friday that she will step down as Alaska’s chief executive by the end of the month. She will not seek election to a second gubernatorial term in 2010.

Palin, a Republican, was elected governor in 2006. She was tapped as Arizona Sen. John McCain’s vice presidential running mate last year.

Palin said she was transferring authority to Lt. Gov. Sean Parnell, who will be sworn in on July 25.

“She thinks she has accomplished goals she has set forward,” a source, speaking on the condition of anonymity, said.

“She sees what a positive influence she has had on people’s lives from traveling the country in the last year.”

A lot of people will be traveling this holiday weekend to stay with loved ones in the comfort of their homes. But few will experience anything like the trip Mark Horvath will begin this month, traveling to 24 cities in 49 days covering 8,598 miles, all with a single goal: to capture the stories of the homeless.

Mark has a remarkable story himself. He was homeless 15 years ago, living on the streets of Hollywood. Now he’s a communications specialist and activist for the homeless, and recently launched a site called InvisiblePeople.tv to bring the voices of those without a home to the web. For the past six months we've also been honored to have him as a guest contributor on Change.org, posting reflections and weekly video interviews with homeless people.

Mark's cross-country tour will take his work to a new level. He will be visiting tent cities, motels, and other accommodations for people without a home to unearth the modern-day realities of homelessness while providing a venue for "invisible" people to tell their story, raw and unedited.

Obama Administration Offers $59 Million in Conditional Loan Guarantees to Beacon Power and Nordic Windpower, Inc.

WASHINGTON, DC -- Secretary Steven Chu today announced $59 million in conditional loan guarantees from the Department of Energy for Nordic Windpower, USA, and Beacon Power. Nordic Windpower has been offered $16 million to support the expansion of its assembly plant in Pocatello, Idaho, to produce its one megawatt wind turbine. Beacon Power, an energy storage company, has been offered $43 million to support the construction of its 20 megawatt flywheel energy storage plant in Stephentown, New York that will help ensure the reliable delivery of renewable energy to the electricity grid.

As stated by Secretary Chu, “These projects represent the innovative technologies that will help America reduce its dependence on fossil fuels and fight climate change,” while moving the nation closer to meeting President Obama’s goal of doubling renewable power.

These are the second and third conditional commitments for loan guarantees made by the Obama administration. In March, the Department made its first conditional loan guarantee for $535 million to Solyndra, Inc., which plans to construct a manufacturing plant to bring its cutting-edge solar technology to the commercial market. Secretary Chu has made it the priority of the Department to streamline the loan guarantee process by simplifying paperwork requirements and providing additional resources to process applications. The loan guarantees announced today will be supported through the 2009 American Recovery and Reinvestment Act.

Nordic Windpower, USA
Nordic Windpower, USA was offered a conditional commitment for $16 million to support the tooling and commercial-scale up of its assembly plant in Pocatello, Idaho. Nordic’s proprietary one megawatt wind turbine uses two blades and a patented teeter-hub technology that dampens loads, resulting in a lightweight turbine at least 10% less costly to manufacture, install, operate and maintain than competing systems.

The Nordic wind turbine represents significantly improved technology which enables the turbine blades to flex at the hub, partially dissipating the eccentric loads, or turbulent winds, before they reach the drive train. This makes Nordic’s turbines more reliable and enables them to achieve structural integrity at a lower cost than more rigid designs.

The teeter hub design also makes it possible to deploy two blades, rather than three. The two blade design reduces installation cost, since the blades can be attached to the hub and nacelle on the ground and lifted into place with one single crane operation.

Beacon Power
Beacon Power, an energy storage company headquartered in Tyngsboro, Massachusetts, was offered a conditional commitment for $43 million. Beacon Power designs and develops advanced products and services to support more stable, reliable and efficient grid operation. The loan guarantee will support the construction of Beacon’s 20 megawatt flywheel energy storage plant in Stephentown, New York that will help ensure the reliable delivery of renewable energy to the electricity grid. Beacon’s innovative flywheel system, the core component of the 20 megawatt plant, is specifically optimized to perform frequency regulation on utility grids by absorbing and discharging energy to maintain the consistency and reliability of the electric grid.

Beacon’s 20 megawatt power plant project will introduce a newly developed, not yet commercial technology to provide frequency regulation services to increase the nation’s use of renewable energy and help reduce greenhouse gas emissions.

NEW GENERAL COUNSEL JOINS THE OFFICE OF THE DIRECTOR OF NATIONAL INTELLIGENCE

Robert S. Litt joined the Office of the Director of National Intelligence as the general counsel this week following his June 25 confirmation by the U.S. Senate. Litt was nominated by President Barack Obama on April 28, 2009.

“The general counsel has the important responsibility of providing sound legal guidance on critical national security issues facing the Intelligence Community,” said Director of National Intelligence Dennis C. Blair. “Bob’s previous experience in national security law is an asset to me and the entire ODNI, and I look forward to benefitting from his wise counsel on a wide range of intelligence issues.”

The general counsel is the chief legal officer of the ODNI. As the head of the Office of General Counsel, he is responsible for providing legal guidance and counsel to the DNI and the ODNI staff to assist the DNI in ensuring that activities of the Intelligence Community are carried out in compliance with the Constitution and laws of the United States.

Litt was a partner with the law firm of Arnold and Porter since 1999 before joining the ODNI. He was also a member of the governing body of the American Bar Association's Criminal Justice Section, and a member of the Advisory Committee to the Standing Committee on Law and National Security.

From 1993 to 1999, Litt worked at the Department of Justice where he served as a deputy assistant attorney general in the Criminal Division and then as the principal associate deputy attorney general. His duties at DOJ included Foreign Intelligence Surveillance Act applications, covert action reviews, computer security and other national security matters.

Earlier in his legal career, Litt clerked for Judge Edward Weinfeld of the Southern District of New York and Justice Potter Stewart of the U.S. Supreme Court. From 1978 to 1984, he was an assistant U.S. attorney for the Southern District of New York. Litt also spent one year as a special advisor to the assistant secretary of state for European and Canadian affairs.

He holds a B.A. from Harvard College and an M.A. and law degree from Yale University.
