Hoyer: GDP Report Is Encouraging Sign
of Economic Recovery
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement on todays
GDP report indicating that Americas economy grew by 5.7%
in the last quarter of 2009:
Todays economic news is encouraging. Americas
economy grew by 5.7% in the last quarter of 2009the highest
rate of growth in six years. This renewed economic strength is
a promising sign that the policies adopted by President Obama
and the Democratic Congress are helping businesses grow again.
The Recovery Act has saved or created as many as 2.4 million
jobs and has now contributed to six months of economic expansion;
critics efforts to characterize it as a failure look increasingly
like just the same old partisan political rhetoric.
Nevertheless, the recession is still not over for the millions
of Americans who remain out of work. Throughout this year, our
focus will be laser-like on job creation. The President outlined
a job-creating agenda in his State of the Union Address, and
today he is announcing a proposal to provide tax incentives for
small businesses that add jobs or raise employees wages.
Our economy may be growing again, but none of us in Congress
will rest until out-of-work Americans are back at work.

Secretary Chu Announces Blue Ribbon Commission
on Americas Nuclear Future
The Commission, led by Lee Hamilton and Brent Scowcroft, will
provide recommendations on managing used fuel and nuclear waste
Washington, D.C. As part of the Obama Administrations
commitment to restarting Americas nuclear industry, U.S.
Secretary of Energy Steven Chu today announced the formation
of a Blue Ribbon Commission on Americas Nuclear Future
to provide recommendations for developing a safe, long-term solution
to managing the Nations used nuclear fuel and nuclear waste.
The Commission is being co-chaired by former Congressman Lee
Hamilton and former National Security Advisor Brent Scowcroft.
In light of the Administrations decision not to proceed
with the Yucca Mountain nuclear waste repository, President Obama
has directed Secretary Chu to establish the Commission to conduct
a comprehensive review of policies for managing the back end
of the nuclear fuel cycle. The Commission will provide advice
and make recommendations on issues including alternatives for
the storage, processing, and disposal of civilian and defense
spent nuclear fuel and nuclear waste.
Nuclear energy provides clean, safe, reliable power and
has an important role to play as we build a low-carbon future.
The Administration is committed to promoting nuclear power in
the United States and developing a safe, long-term solution for
the management of used nuclear fuel and nuclear waste. The work
of the Blue Ribbon Commission will be invaluable to this process.
I want to thank Congressman Hamilton and General Scowcroft for
leading the Commission and I look forward to receiving their
recommendations, said Secretary Chu.
As the world moves to tackle climate change and diversify
our national energy portfolio, nuclear energy will play a vital
role, said Carol Browner, Assistant to the President for
Energy and Climate Change. Today, the Obama Administration
has taken an important step. With the creation of the Blue Ribbon
Commission, we are bringing together leading experts from around
the country to ensure a safe and sustainable nuclear energy future.
"Finding an acceptable long-term solution to our used nuclear
fuel and nuclear waste storage needs is vital to the economic,
environmental and security interests of the United States,"
said Congressman Hamilton. "This will be a thorough, comprehensive
review based on the best available science. I'm looking forward
to working with the many distinguished experts on this panel
to achieve a consensus on the best path forward."
As the United States responds to climate change and moves
forward with a long overdue expansion of nuclear energy, we also
need to work together to find a responsible, long-term strategy
to deal with the leftover fuel and nuclear waste," said
General Scowcroft. "I'm pleased to be part of that effort
along with Congressman Hamilton and such an impressive group
of scientific and industry experts."
The Commission is made up of 15 members who have a range of expertise
and experience in nuclear issues, including scientists, industry
representatives, and respected former elected officials. The
Commissions co-chairs have a record of tackling tough challenges
in a thoughtful, comprehensive manner and building consensus
among an array of interests.
The Commission will produce an interim report within 18 months
and a final report within 24 months.
The members of the Blue Ribbon Commission are:
Lee Hamilton, Co-Chair
Lee Hamilton represented Indiana's 9th congressional district
from January 1965-January 1999. During his time in Congress,
Hamilton served as the ranking member of the House Committee
on Foreign Affairs, and chaired the Permanent Select Committee
on Intelligence. He is currently president and director of the
Woodrow Wilson International Center for Scholars, and director
of The Center on Congress at Indiana University.
He is a member of the President's Intelligence Advisory Board
and the President's Homeland Security Advisory Council. Previously,
Hamilton served as Vice Chairman of the National Commission on
Terrorist Attacks Upon the United States (the 9/11 Commission).
Brent Scowcroft, Co-Chair
Brent Scowcroft is President of The Scowcroft Group, an international
business advisory firm. He has served as the National Security
Advisor to both Presidents Gerald Ford and George H.W. Bush.
From 1982 to 1989, he was Vice Chairman of Kissinger Associates,
Inc., an international consulting firm.
Scowcroft served in the military for 29 years, and concluded
at the rank of Lieutenant General following service as the Deputy
National Security Advisor. Out of uniform, he continued in a
public policy capacity by serving on the President's Advisory
Committee on Arms Control, the Commission on Strategic Forces,
and the President's Special Review Board, also known as the Tower
Commission.

ECONOMY WEEKLY WEEK OF JANUARY 25, 2010
President Obama's stimulus package
saved jobs but the government still needs to do more to
breathe life into the economy, according to USA TODAY's quarterly
survey of 50 economists. Unemployment would have hit 10.8%
higher than December's 10% rate without Obama's $787 billion
stimulus program, according to the economists' median estimate.
The difference would translate into another 1.2 million lost
jobs.
USA Today, 1/25/2010
Todays GDP report is the most positive news to date
on the economy
. Real GDP
increased at an annual
rate of 5.7 percent. The change from the first quarter of 2009,
when GDP fell at an annual rate of 6.4 percent, is truly extraordinary;
indeed, the three-quarter swing in growth rates was the largest
since 1981.
Chair of the Council of Economic Advisors Christina Romer,

According to a report from the Conference

is continuing to recover, U.S. home prices rose 0.5 percent
in November from a year earlier, the first annual gain since
2007 and the sixth successive monthly increase. [Bloomberg,
1/28/10]
After two years of plunging revenues
made deficit projections increase with every update, the nonpartisan
Congressional Budget Office released new projections indicating
that revenues and deficits have finally stabilized. In
its annual report, the nonpartisan CBO pegged the 2010 U.S. budget
deficit at $1.35 trillion, a slight decrease from the $1.4 trillion
2009 deficit

of 50 economists who found that the Recovery Act was responsible
for saving jobs and helped stem growing job losses of 1.2 million.
According to those surveyed, without the Recovery Act, unemployment
would have hit 10.8%. [USA

MESSAGE FROM THE MAJORITY LEADER
This week, President Obama delivered his
first State of the Union Address, laying out an agenda that creates
jobs and addresses the needs of middle-class families. As the
President said, Jobs must be our number-one focus in 2010.
I agree entirely. Thats why the House passed a bill last
month to create jobs with much-needed infrastructure projects,
and we will consider a range of other job-creating proposals,
including a plan the President announced today to provide tax
incentives to small businesses that add jobs or raise workers
salaries. Todays news that our economy grew at a rate of
5.7% in the last quarter of 2009 is an encouraging sign, but
much more needs to be done for Americans still out of work.
As we work to create jobs, we are also focused on keeping our
responsibility to the next generation to get our nations
deficits and debt under control. President Obama inherited a
fiscal mess when he entered the White House, due largely to the
economic downturn and the policies of the past administration.
This year, Democrats are moving on an agenda to strengthen fiscal
responsibility and bring down the deficit. A key part of that
agenda passed the Senate yesterday: statutory pay-as-you-go legislation.
PAYGO means what it says: we have to pay for what we buy. It
forces us to make choices and identify our priorities just as
families across the nation do. It was a proven success in the
1990s, helping turn huge deficits into a record surplus. Ive
been a strong supporter of PAYGO for years, and Im looking
forward to bringing it to the House for a vote next week, so
that we can send it to the Presidents desk for his signat!
ure.
Ensuring economic security for the middle class is also why passing
health insurance reform remains a priority. Reform can create
up to 4 million jobs over the next decade, help lower costs for
small businesses so they can hire more workers, and keep Americans
from going bankrupt just because they get sick. Democrats
commitment to ensuring quality, affordable health care for all
Americans remains strong, and I look forward to working to make
reform a reality.
Sincerely yours,
STENY H. HOYER

Dear Friend,
This was a week where we at the White House
were reminded more than ever of why we came to work for this
President.
On Wednesday, President Obama delivered
his State of the Union address, laying out his priorities for
jumpstarting job creation, fighting to restore economic security
for American families and changing the way business is done in
Washington.
But then on Friday something remarkable
happened -- with much less fanfare. The President visited House
Republicans at their retreat and answered their questions directly
for most of an hour. It was an honest and unscripted discussion
where the President took their questions and concerns seriously,
acknowledged where they had valid points, and explained genuinely
where he felt they were wrong.
In short, it was something that for many
Americans has seemed all but inconceivable in American politics
-- a real discussion with honest disagreements about the challenges
we face.
You can watch
the video at WhiteHouse.gov
The President talked about how politicians of both parties need
to work together to bring change to Washington. But changing
our politics is not just about Washington. Its about you,
and every American citizen, knowing that government is listening
and that you can hold your government accountable.
Thats why immediately after the State
of the Union, we partnered with YouTube to give you an opportunity
to ask questions of the President. Ask whatever you want, or
just vote on other questions that your fellow citizens have submitted.
The President will answer some of those questions in a unique
live event on Monday at WhiteHouse.gov.
If changing our politics were easy, it
would have been done long ago. I hope we can all join the President
in helping make that change happen.
Watch the video of President Obama with House Republicans, then submit your own question or just vote on
the questions that you'd like to see him answer on Monday.
Sincerely,
David Axelrod
Senior Advisor to the President
