ECONOMY WEEKLY: WEEK OF JANUARY 18, 2010 We have plenty of work ahead of us,
but look at what we've already managed to accomplish for American
cities. The estimates range from 2 to 2.4 million jobs saved
or created. Nearly $100 billion in tax relief has been provided
to working families and businesses through the Recovery Act.
And all that money has poured back into the economy of your cities,
creating more jobs. More than 18 million Americans have received
unemployment compensation benefits and increased benefits. Imagine
what the impact on your cities would be if, in fact, we did not
have that money flowing in and those people found themselves
in a destitute situation. While the American housing market
continues to rebound, this week new applications for building
permits, an indicator of future house-building, rose by 10.9%
in December and were 15.8% higher than a year earlier.

1/21/10] Recovery Highlights: On the second stop on the White House to Main Street Tour, President Obama traveled to Lorain County, Ohio to talk with Americans about the impact the current state of the economy is having on their families and businesses. In recent decades, one major company after another -- American Shipbuilding, U.S. Steel, Ford Motor -- has closed or severely cut its workforce in Lorain County . The $787 billion economic stimulus plan enacted by Obama last February has brought at least $33 million to Lorain County. Among other things, the money has paid for youth summer jobs, Head Start slots, housing vouchers, road repairs, home weatherization projects and the transformation of a historic railroad station into a new transportation center. Revisions to the Consolidated Reports of Condition and Income for 2010 FIL-4-2010 BANK REPORTS TO: CHIEF EXECUTIVE OFFICER (also of interest
to Chief Financial Officer) The Federal Financial Institutions Examination
Council (FFIEC) has approved revisions to the reporting requirements
for the Consolidated Reports of Condition and Income (Call Report)
for implementation in 2010. The revisions incorporate certain
modifications made in response to comments received on the proposed
changes to the Call Report that the Federal Deposit Insurance
Corporation (FDIC), the Federal Reserve Board, and the Office
of the Comptroller of the Currency (the agencies) published on
August 19, 2009 (see FIL 47-2009). The FFIEC is providing this
advance notification to assist you in planning for these changes.
The U.S. Office of Management and Budget (OMB) must approve these
changes before they become final. |

OCC Approves First Use of Shelf Charter
to Acquire Failed Bank WASHINGTON The Office of the Comptroller of the Currency announced today it has approved the first use of a shelf charter for the acquisition of a failed bank, allowing Bond Street Bank, National Association, to acquire a Florida bank that was placed in receivership today. The shelf charter is a new mechanism that involves the granting of preliminary approval to investors for a national bank charter. The charter remains inactive, or on the shelf until such time as the investor group is in a position to acquire a troubled institution. By granting the preliminary approval, the OCC expands the pool of potential buyers available to buy troubled institutions, and in particular the new equity capital available to bid on troubled institutions through the Federal Deposit Insurance Corporations bid process. Bond Street Bank, National Association, was granted preliminary approval as a shelf charter on October 23, 2009. Today, the OCC granted final approval for the bank to establish Premier American Bank, National Association, which acquired Premier American Bank, a state-chartered bank that was closed today by the Florida Department of Financial Services, Division of Banking. The final approval is subject to various conditions to ensure the safe and sound operation of the new bank.
