LONDON (MarketWatch) -- New orders for industrial goods in the
16-nation euro zone rebounded by 1.6% in November, the European
Union statistics agency Eurostat reported Friday. Compared to
the same month last year, orders were down 1.5%. Economists had
forecast a 0.5% monthly rise and a 5% annual decline. October
new orders were revised to show a 1.9% monthly fall from an initial
estimate of a 2.2% decline.

Russia's
rating outlook revised to stable at Fitch
FRANKFURT (MarketWatch) -- Russia's credit rating outlook was
revised to stable from negative on Friday by Fitch Ratings, which
cited greater confidence in economic and financial stability
in Russia. "The rebound in oil prices, recovery in net private
sector capital inflows and economic activity, decline in inflation,
reduction in downside risks in the banking sector and a lower
than expected 2009 budget deficit outturn underpins our decision
to revise Russia's rating outlook to stable," said Edward
Parker, head of Emerging Europe in Fitch's sovereigns team. Fitch
also affirmed Russia's long-term foreign and local currency ratings
at BBB.

industrial orders up 2.8% in November
FRANKFURT (MarketWatch) -- Germany's economic ministry revised
higher on Friday its estimate for November manufacturing orders.
New industrial orders, adjusted for seasonal effects, rose 2.8%
in November from the previous month, the Federal Ministry of
Economics and Technology in Berlin reported on its Web site.
Its previous estimate was for a 0.2% increase. The ministry said
orders from abroad rose 3.6% in November compared to a previously
reported 1% decline. The producers of capital goods recorded
an overall increase in orders of 4.7% compared to a previously
reported 0.1% drop.

department-store group leading the gainers. Macy's Inc. shares
rose 1.9% after Wall Street reacted positively to the company's

Kobe Steel Ltd. said output will rise to near record levels last
seen before the global financial crisis because demand from China
and Southeast Asia is increasing.
Output in the fiscal fourth quarter will rise to as much as 90
percent of Kobe Steel's record production, Hiroyoshi Tsumura,
an executive in the company's iron and steel division, said.
Production peaked at 2.11 million metric tons in the three months
to Sept. 30, 2008.

Beijing has agreed to allow Japanese officials to inspect its
food-processing facilities to help ease concerns among consumers
about the safety of Chinese-made food products, government sources
said Thursday.
The step was incorporated in a draft agreement reached in talks

foods for export and also to prevent a recurrence of the 2007-08
food-poisoning incident caused by Chinese-made "gyoza"

Drive
WASHINGTON - The U.S. Department of the Treasury and the Department
of Housing and Urban Development (HUD) today released an update
on the Administration's aggressive nationwide campaign to help
borrowers in the trial phase of their modified mortgages convert
to permanent modifications under the Home Affordable Modification
Program (HAMP). The new December data demonstrates that there
has been a significant acceleration in the rate at which borrowers
are being approved for permanent modifications. As of December,
more than 100,000 permanent modifications have been approved,
including 66,000 that borrowers have accepted and the remainder
awaiting only the borrower's signature. Under HAMP, more than
850,000 homeowners have had a median payment reduction exceeding
$500.

Takes Action to Speed Resale of Foreclosed Properties to New
Owners
WASHINGTON - In an effort to stabilize home values and improve
conditions in communities where foreclosure activity is high,
HUD Secretary Shaun Donovan today announced a temporary policy
that will expand access to FHA mortgage insurance and allow for
the quick resale of foreclosed properties. The announcement is
part of the Obama administration commitment to addressing foreclosure.
Just yesterday, Secretary Donovan announced $2 billion in Neighborhood
Stabilization Program grants to local communities and nonprofit
housing developers to combat the effects of vacant and abandoned
homes.

WASHINGTON - The U.S. Department of the Treasury, together with
the Department of Housing and Urban Development (HUD), and the
Federal Housing Finance Agency (FHFA) today announced the completion
of all transactions under the recently-introduced state and local
Housing Finance Agency (HFA) Initiative, a key element of the
Obama Administration's Homeowner Affordability and Stability
Plan. With these transactions, the Obama Administration helps
support low mortgage rates and expands resources for low and
middle income borrowers to purchase or rent homes that are affordable
over the long term. Government Sponsored Enterprises Fannie Mae
and Freddie Mac played a central role in both Initiative design
and transaction execution. The HFA Initiative is expected to
come at no cost to taxpayers.

on the past and goals for the future. At CIA there are many memorials
and exhibits that serve as a reminder of both the progress the
Agency has made as well as the human costs of that intelligence
mission over the years. The Office of Strategic Services Memorial
at CIA headquarters is one example. It reminds CIA employees
of how American intelligence began, the sacrifices their World
War II predecessors made, and the on-going need of dedication

Agencies Issue Final Rule for Regulatory
Capital Standards Related to Statements of Financial Accounting
Standards Nos. 166 and 167
The federal banking and thrift regulatory
agencies today announced the final risk-based capital rule related
to the Financial Accounting Standards Board's adoption of Statements
of Financial Accounting Standards Nos. 166 and 167. These new
accounting standards make substantive changes to how banking
organizations account for many items, including securitized assets,
that had been previously excluded from these organizations' balance
sheets.
Banking organizations affected by the new accounting standards
generally will be subject to higher risk-based regulatory capital
requirements. The rule better aligns risk-based capital requirements
with the actual risks of certain exposures. It also provides
an optional phase-in for four quarters of the impact on risk-weighted
assets and tier 2 capital resulting from a banking organization's
implementation of the new accounting standards.
The final rule, issued by the Office of the Comptroller of the
Currency, Board of Governors of the Federal Reserve System, Federal
Deposit Insurance Corporation, and Office of Thrift Supervision,
will take effect 60 days after publication in the Federal Register,
which is expected shortly. Banking organizations may choose to
comply with the final rule as of the beginning of their first
annual reporting period after November 15, 2009.

Testimony of Secretary Steven Chu before
the Senate Committee on Energy and Natural Resources
Chairman Bingaman, Ranking Member Murkowski, Members of the Committee,
thank you for the opportunity to testify today.
For the past several months, Congress has considered various
energy bills, including comprehensive energy and climate legislation.
As part of that process, industries and groups have spoken up
to promote and defend their interests. I am concerned, however,
that an important part of this discussion has been missing. I
am concerned that we have not adequately focused on the importance
of research and development of new energy technologies. Today,
I am here to speak up for clean energy R&D.
Investment in energy R&D will drive innovation across the
economy and maintain American competitiveness. It will create
jobs and entire new industries. And it is vital for meeting the
energy and climate challenge. We have many technologies in hand
today to begin a transition to a low-carbon economy, and we are
accelerating that work through the Recovery Act. But, over the
long-term, we will need breakthroughs and better technologies
to make the steep reductions in greenhouse gas emissions we need.
The economics of R&D investments have been well-studied,
beginning with the Nobel Prize-winning work of Robert Solow.
Dr. Solow showed that increases in productivity were ultimately
due to technology development and that this development occurs
through the acquisition and application of knowledge.
Several years ago, I was a member of the committee that produced
the National Academies Report Rising Above the Gathering
Storm. As our report stated: Since Solows pioneering
work, the economic value of investing in science and technology
has been thoroughly investigated. Published estimates of return
on investment for publically funded R&D range from 20 to
67%. Let me stress that we were talking about an annual
rate of return on investments.
What has been the return on investments in the DOE been in the
past? There was a 2001 study by the National Academies of Science
entitled Energy Research at DOE: Was It Worth It?
The study looked at the impact of $22.3 billion in investments
in energy efficiency and fossil energy research from 1978 to
2000 by investigating in detail the impacts of few specific technologies
supported by these investments. It found that, while most of
the cases studied did not yield significant benefits within the
timeframe of the study, a few of the investments in energy efficiency
were stunningly effective just what you would expect from
an R&D program. In particular, an investment of $12 million
in a few key energy efficiency technologies advanced refrigerator
and freezer compressors, electronic ballasts for fluorescent
lamps, and low-emissivity glass helped lead to $30 billion
in benefits for the American people.
Let me give you another recent example of the benefits of DOEs
research efforts. The Department was an early funder of the A123Systems
battery company. In 2001 and 2003, A123 received Small Business
Innovation Research grants totaling $850,000 to test and refine
its cutting-edge lithium-ion battery technology. Since then,
A123 has raised more than $100 million in private capital, and
its customers now include several automakers working on hybrid
and electric vehicles. In 2009, A123 went public in the biggest
IPO of the year.
And this success story does not end there. Today, 98 percent
of the batteries that power Americas hybrid cars are made
in Asia. But, thanks in part to a Recovery Act grant, A123 is
now building a new plant in Michigan that will increase the companys
battery manufacturing capacity to a level that can supply 24,000
plug-in hybrid electric vehicles with 15kwh battery systems per
year. This will create or save roughly 5,400 jobs nationwide,
while giving the U.S. a foothold in a key growth industry.
It is imperative that government provide R&D funding, especially
at the front end when private investments would not recoup the
full value of the shared social good or when a new technology
would displace an embedded way of doing business. As the National
Economic Council recently stated: certain fundamental investments
and regulations are necessary to promote the social good. This
is particularly true in the case of investments for research
and development, where knowledge spillovers and other externalities
ensure that the private sector will under-invest especially
in the most basic of research. Federal R&D investment
also builds the human, physical, and technological capital needed
to perform breakthrough research and to transfer those innovations
to the market.
The Administration understands the urgent need for more scientific
research and plans to double the federal investment in key R&D
agencies. Additionally, the Recovery Act gave the Department
of Energy significant new research funding.
With our precious research dollars, the Department of Energy
is seeking breakthroughs such as the following:
Gasoline and diesel-like biofuels generated from lumber waste,
crop wastes, solid waste, and non-food crops;
Automobile batteries with three times todays energy density
that can survive 15 years of deep discharges;
Photovoltaic solar power with a fully installed cost four times
cheaper than todays technology;
Computer design tools for commercial and residential buildings
that enable reductions in energy consumption of up to 80 percent
with investments that will pay for themselves in less than 10
years; and
Large scale energy storage systems so that variable renewable
energy sources such as wind or solar power can become base-load
power generators.
In addition to our base programs, the Department
has launched a broad research strategy that begins by drawing
upon the incredible resources of our National Laboratories. With
the help of Congress and this Committee, the Department is also
pursuing three new, complementary approaches to marshal the nations
brightest minds to accelerate energy breakthroughs.
The first approach is the Energy Frontier Research Centers, which
are multi-year, multi-investigator scientific collaborations
focused on overcoming known hurdles in basic science.
The second approach is the Advanced Research Projects Agency-Energy
(ARPA-E). ARPA-E uses a highly entrepreneurial funding model
to explore potentially transformative technologies that are too
risky for industry to fund. We have already funded several extremely
exciting projects, including a liquid metal battery that could
provide grid-scale energy storage, a new wind turbine that can
achieve higher efficiencies with a smaller size, and a new approach
to carbon capture inspired by an enzyme used by the human body
to capture and transport carbon dioxide generated in our cells
during metabolism to the lungs where it is exhaled.
The third novel funding approach, Energy Innovation Hubs, will
establish larger, highly integrated teams working to solve priority
technology challenges. This work spans from basic research to
engineering development so that the ideas can be quickly commercialized.
With this more proactive approach to managing research, we are
taking a page from Americas great industrial laboratories
in their heyday. Their achievements from the transistor
to the information theory that makes modern telecommunications
possible are evidence that we can build creative, highly-integrated
research teams that can accomplish more, faster, than researchers
working separately.
The Hubs will tackle three of the most important energy challenges
we face: How can we derive fuels directly from sunlight in an
efficient and economical way? How can we design, construct and
retrofit commercial and residential buildings that are vastly
more energy efficient than todays buildings? How can we
use modeling and simulation technologies to make significant
leaps forward in nuclear reactor design and engineering? The
Hubs are expected to begin work in 2010 and will be fully operational
by 2011.
I am extremely excited about these programs, as well as the Departments
other research and development efforts. Today, the Department
of Energy has assembled, and continues to recruit, a team of
extraordinary talented individuals with technical depth and breadth.
The shared camaraderie of this team is also beginning to break
down decades of stove-piped thinking.
We are changing the way we do business at the DOE to improve
customer responsiveness and the quality of our selection of competitive
grants. As an example, in order to identify the best possible
reviewers for the first round of ARPA-E proposals, I wrote a
letter to many of the Presidents of our research universities
to ask for the names of their best scientists and engineers.
We then called upon those people to help review the proposals,
arguing that they should help us as part of their patriotic duty.
The technical community responded heroically and we were able
to review 3,700 applications, conducting over 4.2 person years
of work, in a few short weeks. That fact that we could only fund
1 percent of the applications speaks volumes that additional
research support would be money well spent.
To achieve our energy and climate goals, we need a strong and
sustained commitment to research and development. These investments
are needed for our countrys future economic prosperity,
energy security, and environmental sustainability. I can assure
you that I will do everything in my power to ensure that the
Department of Energy will use these resources wisely.
I urge this committee and the Senate to look closely at this
issue in the coming months, and I look forward to working with
you on it. Im pleased to take any questions at this time.

Forty-seven million Americans are without
health insurance. Why? Because they can't afford it.
And what's Washington's solution? Require
people to buy private insurance with the government providing
a subsidy to the health insurance companies.
What a pathetic state of affairs that our
national government cannot respond to the needs of the people
and must first respond to the needs of Wall Street and the health
insurance industry and their stock prices.
I am going to continue to fight for single-payer.
And I'm going to continue to try to get in the final legislation
a provision which will protect the rights of states to be able
to move forward with single-payer health care plans of their
own.
It is time that we broke the chains, which
the health insurance companies have on our political process.
It's time that we have a government that we can call our own.
And it's time that Congress respond to the needs of the American
people first, and recognize that health care is a basic right
in a democratic society.

Statement from HHS Secretary Kathleen
Sebelius on Haitian Children in Pittsburgh
The U.S. Department of Health and Human
Services has worked over the last several days to unite Haitian
children who recently arrived in Pittsburgh with their prospective
parents, who had filed for their adoption some time ago and were
far along in that process. These children are now all in the
care of their new families.
There were 12 additional Haitian children
who arrived in Pittsburgh who were not already part of an adoption
process. Today, these children will be placed with the Holy Family
Institute in Pittsburgh, for continued care. We hope these children
will be adopted, once prospective parents have completed the
screening process.
We appreciate all the efforts of our partners
in this effort, including Governor Rendell and his staff, the
Department of Homeland Security, the Department of State, Children's
Hospital of Pittsburgh, the Red Cross, Catholic Charities, Holy
Family Institute, and Children's Village in Dobbs Ferry. Throughout
this process, the U.S. Department of Health and Human Services
and our partners have worked to ensure that the best interest
of each child guided all decisions related to their care. We
are confident that each child will be safe and well cared for.

in Citizens United v. Federal Election Commission, 558 U.S. ___

Hoyer Statement on Supreme Court Ruling
in Citizens United Case
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the Supreme Courts decision in Citizens United v. Federal
Election Committee, which overturns the ban on corporate contributions
to election campaigns:
Todays Supreme Court decision is a departure from
precedent, tilting the playing field for corporations at the
expense of individual Americans. The implications are large.
American citizens will be at a disadvantage in our political
process, which does not serve our democracy well.
Congress has no choice but to act. This is a chance for
Democrats and Republicans to work together and restore democracy
to the people.

Overview
Microsoft has released out-of-band updates
to address critical
vulnerabilities in Internet Explorer.
I. Description
Microsoft has released updates for multiple
vulnerabilities in
Internet Explorer, including the vulnerability detailed in
Microsoft Security Advisory 979352 and US-CERT Vulnerability
Note
VU#49251.
II. Impact
By convincing a user to view a specially
crafted HTML document or
Microsoft Office document, an attacker may be able to execute
arbitrary code with the privileges of the user.
III. Solution
Apply updates
Microsoft has released updates to address
these vulnerabilities.
Please see Microsoft Security Bulletin MS10-002 for more
information.
Apply workarounds
Microsoft has provided workarounds for
some of the vulnerabilities
in MS10-002.

RCAS Says NO to Discrimination
Dear friends,
After months of debate, the Rapid City School Board finally passed
a non-discrimination policy that includes sexual orientation.
This debate brought out the opposition in full force, including
Tea Party members. The opposition spoke words of hatred against
students and teachers who are lgbt. BUT, in the end, the Rapid
City School Board said no to discrimination.
We are fortunate to have some outstanding board members who were
willing to stand up and do the right thing, but this may not
have gotten done, if the Rapid City Young Dems hadnt come
out in full force. They wrote letters, contacted other allies
to write letters, and showed up to the school board meetings.
National Committeeman Michael Pyle, a former Rapid City Student,
stood up at all three meetings to face the opposition, and tell
the school board why we needed this policy. He was even quoted
in the Rapid City Journal.
These efforts show the power of a collective voice of young voters
speaking for fairness. And the efforts the Young Dems put forth
on this important issue go beyond the policy that got passed
tonight. They helped create a dialogue within a community, and
a voice for equality.

you who participated in this awesome victory.
