ECONOMY WEEKLY WEEK OF JANUARY 11, 2010
As 2010 opens, the American economy
is dramatically improved from a year ago. Financial markets are
much more stable and real GDP appears to be growing solidly.
Employment loss in the fourth quarter of 2009 was one-tenth the
level it was in the first quarter of the year, and early indicators
of labor market improvement, such as the hiring of temporary
workers, are showing encouraging signs. Of course, with the unemployment
rate still at 10 percent, the American economy is far from healthy.
But, there is little question that the economy is on the road
to recovery.
Council of Economic Advisors: The Economic Impact of the
American Recovery and Reinvestment Act of 2009 Second Quarterly
Report, 1/13/10
Economy Highlight:
A Federal Reserve report issued
this week shows that the economy's recovery broadened during
the last months of 2009, due to an increase in home sales, improvements
in the manufacturing sector, and holiday retail sales that experienced
a +5.4 increase over last years sales. The Fed's
latest beige book
finds that while economic
activity remains at low levels, businesspeople reported improvements
in most of the country. Those contacted in 10 of the 12 Federal
Reserve districts said there was increased economic activity
or an improvement in conditions, compared with only eight
districts at the time of the last report. [Washington

Recovery Highlights:
This week, the White House Council of Economic Advisors
(CEA) sent to Congress their second quarterly report on the impact
of the Recovery Act, indicating that it created or saved nearly
2 million jobs and has contributed to even broader economic growth.
The most important bottom line is to say that close
to 2 million jobs have been created or saved by the close of
2009, a truly stunning . . . effect of the act, [Chair
Christina Romer] said. Still, she added, there is a need for
additional spending to spur job creation, as President Obama
has called for. [Council

Housing and Urban Development (HUD)
Secretary Shaun Donovan announced $2 billion in Recovery Act
awards to states, local governments and non-profit housing developers
as part of HUDs Neighborhood Stabilization Program. Nearly
60 grantees are receiving awards which aim to spur economic development
in hard-hit communities and create jobs. [White

USDA ANNOUNCES RESIGNATION OF DEPUTY
UNDER SECRETARY PHILBROOK
WASHINGTON, January 15, 2010 -- USDA announced
today that Deputy Under Secretary for Farm and Foreign Agricultural
Services Burnham "Bud" Philbrook is resigning. Philbrook
is leaving to care for his son. Philbrook informed the Secretary
personally in late December of his situation and intent. His
resignation is effective January 22nd. USDA is moving swiftly
to name a replacement. "Bud's dedication and expertise has
been a tremendous asset to USDA and our efforts across the globe,"
said Agriculture Secretary Tom Vilsack. "On both a professional
and personal level, we will miss him. We also wish him and his
family the best during this difficult personal time."

Solid-State Lighting Presents Major Opportunities for Energy
Savings and Manufacturing Jobs
WASHINGTON, DC Energy Secretary Steven Chu today announced
more than $37 million in funding from the American Recovery and
Reinvestment Act to support high-efficiency solid-state lighting
projects. Solid-state lighting, which uses light-emitting diodes
(LEDs) and organic light-emitting diodes (OLEDs) instead of incandescent
bulbs, has the potential to be ten times more energy-efficient
than traditional incandescent lighting. Lighting accounts for
approximately 24 percent of the total electricity generated in
the United States today by 2030, the development and widespread
deployment of cost-effective solid-state lighting could reduce
electricity use for lighting by one-third nationally. The 17
projects selected today include funding for solid-state lighting
core research, product development, and domestic manufacturing.
The United States must lead in energy efficiency. These
solid-state lighting projects will help us significantly cut
our energy use, reduce our carbon footprint, and save money,
said Secretary Chu. This funding will also support the
United States as a global leader in this rapidly evolving industry,
creating high-tech, value-added jobs.
The projects selected today address the full spectrum of research,
development, and deployment for solid-state lighting (SSL) technologies.
These 17 SSL awards will be leveraged with nearly $28.5 million
in private industry cost share, for a total project value of
more than $66 million. Projects have been selected in the following
three areas:
§ Core Technology Research ($4 million) Three projects
will focus on advancing the technical knowledge base of solid-state
lighting for general lighting purposes. The projects will target
improved efficiency and performance with reduced costs, which
are all critical to the widespread deployment of solid-state
lighting.
§ Product Development ($10.3 million) Six projects
will support the development and improvement of commercially
viable solid-state lighting source, component, or integrated
lighting products. This activity will promote the market introduction
of viable SSL products.
§ SSL Manufacturing ($23.5 million)
Eight projects will focus on achieving significant cost
reductions and enhanced quality by improving manufacturing equipment,
processes, or monitoring techniques. These projects will address
the technical challenges that must be overcome before prices
fall to a level where solid-state lighting will be competitive
with existing lighting on a first-cost basis.
This is the sixth round of DOE funding for solid-state lighting
core technology research and product development, and the first
time that DOE has funded solid-state lighting manufacturing projects.
This expanded focus is part of a new DOE initiative to accelerate
the adoption of SSL technology through manufacturing improvements
that reduce costs and improve quality. These efforts will also
play an important role in encouraging U.S.-based manufacturing
of solid-state lighting technologies, creating jobs and promoting
Americas role as a global leader in energy efficiency.

WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today in
commemoration of the upcoming Dr. Martin Luther King, Jr. holiday,
observed Monday, January 18:
As we observe the birthday of Dr. Martin Luther King Jr.,
I hope that Americans will make the upcoming holiday a day of
service to their communities, in honor of a man who gave his
life to service. In his Letter from a Birmingham Jail,
Dr. King wrote: Whatever affects one directly, affects
all indirectly
.Anyone who lives inside the United States
can never be considered an outsider anywhere within its bounds.
That insight was at the center of his lifes work,
as he challenged all Americans to broaden their moral obligations
to one another as citizens of a free nation. Dr. King urged the
oppressed to forswear violence, and to meet hate with love; and
he called on the prosperous and comfortable to make common cause
with the suffering of their fellow citizens. It has always been
a difficult message, then and now; but even though it will always
be associated with a time of social transformation more than
a half-century ago, its relevance is permanent.

RUS ANNOUNCE AVAILABILITY OF $4.8 BILLION IN RECOVERY ACT FUNDING
TO BRING BROADBAND TO MORE AMERICANS
Agencies Enhance Program Objectives, Announce
Workshop Locations to Assist Applicants
WASHINGTON, January 15, 2010-- The Commerce
Department's National Telecommunications and Information Administration
(NTIA) and USDA's Rural Utilities Service (RUS) today announced
availability of $4.8 billion in American Recovery and Reinvestment
Act (ARRA) grants and loans to expand broadband access and adoption
in America. This is the second funding round for the agencies'
broadband programs. The investment will help bridge the technological
divide, boost economic growth, and create jobs.
NTIA and RUS also announced the rules for
applying in this funding round, which have been modified to make
the application process easier for applicants and better target
program resources.
"Based on the feedback we received
from stakeholders and our own experience in the first funding
round, we are making the application process more user-friendly,
sharpening our funding focus to make the biggest impact with
this investment, and streamlining our review process to increase
efficiency," said Lawrence E. Strickling, Assistant Secretary
for Communications and Information and Administrator of NTIA.
"In response to lessons learned from
the first funding round, RUS is making important changes that
will make the process easier for applicants and target our resources
toward 'last-mile' broadband connections to homes and businesses,"
said Jonathan Adelstein, Administrator, Rural Utilities Service,
United States Department of Agriculture. "This draws on
our long experience in improving rural networks to the most difficult-to-reach
areas of our country that need it most. We've streamlined the
application process, added support for satellite service for
rural residents left unserved after other funds are awarded,
and provided ourselves more flexibility to target areas of greatest
need. We are going to stretch every last dime to maximize economic
development in rural areas that currently lack adequate broadband
service."
The agencies announced the rules for this
funding round in two separate but complementary Notices of Funds
Availability (NOFAs) that promote each agency's distinct objectives.
NTIA's Broadband Technology Opportunities
Program (BTOP)
NTIA's NOFA allocates approximately $2.6
billion in this funding round of which approximately $2.35 billion
will be made available for infrastructure projects. In this round,
NTIA is adopting a "comprehensive communities" approach
as its top priority in awarding infrastructure grants, focusing
on middle mile broadband projects that connect key community
anchor institutions - such as libraries, hospitals, community
colleges, universities, and public safety institutions. Comprehensive
Community Infrastructure projects maximize the benefits of BTOP
by leveraging resources, promoting sustainable community growth,
and ultimately laying the foundation for reasonably priced broadband
service to consumers and businesses.
In addition, NTIA plans to award at least
$150 million of the funding for Public Computer Center projects,
which will expand access to broadband service and enhance broadband
capacity at public libraries, community colleges, and other institutions
that service the general public. NTIA also plans to award at
least $100 million for Sustainable Broadband Adoption projects,
which include projects to provide broadband education, training,
and equipment, particularly to vulnerable population groups where
broadband technology has traditionally been underutilized.
RUS's Broadband Initiatives Program (BIP)
RUS's NOFA allocates approximately $2.2
billion in this funding round for broadband infrastructure projects.
A second funding window will open later which will provide grants
for satellite service for premises that remain unserved after
all other Recovery Act broadband funding is awarded, make Technical
Assistance grants for developing plans using broadband for regional
economic development, and grants to provide broadband service
to rural libraries funded by USDA under the Recovery Act.
RUS will focus this round on last mile
projects, which are anticipated to receive the vast majority
of funding. RUS will also fund middle mile projects involving
current RUS program participants. The first NOFA had two funding
options - grants up to 100 percent in remote rural areas, and
50/50 loan/grant combinations in non-remote rural areas. In the
second NOFA, RUS has eliminated this distinction and adopted
a base 75/25 grant/loan combination for all projects. The new
approach provides RUS with flexibility to seek a waiver if additional
grant resources are needed for areas that are difficult to serve,
and priority for those who seek lower grant levels. RUS believes
this simplified and flexible funding strategy will promote rural
economic development.
Separate NOFAs will allow applicants to
apply directly to either program. RUS also eliminates the two-step
process for BIP applicants to improve program efficiency. These
changes will also add valuable time for applicants to focus on
one specific program in preparing a more solid application.
Incorporated into the RUS NOFA is an opportunity
for the reconsideration of BIP requests to provide viable applications
with every chance for funding. There is also a second application
review process during which RUS would allow an applicant to adjust
its application to better meet program objectives and for the
Administrator to provide discretionary points or to increase
a grant component to meet rural economic objectives.
Public Workshops
Also today, NTIA and RUS announced a series
of public workshops to review the application process and answer
questions from prospective applicants. The workshops will be
held in Portland, Ore.; Reno, Nev.; Denver, Colo.; San Antonio,
Tex.; Eureka, Mo.; Sioux Falls, S.D.; Detroit, Mich.; Blacksburg,
Va.; Fayetteville, N.C.; and Atlanta, Ga. Interested parties
can register for the workshops at www.broadbandusa.gov.
The agencies plan to accept applications
from February 16, 2010, to March 15, 2010, and announce all awards
by September 30, 2010.
The American Recovery and Reinvestment
Act provided a total of $7.2 billion to NTIA and RUS to fund
projects that will expand access to and adoption of broadband
services. Of that funding, NTIA will utilize $4.7 billion for
grants to deploy broadband infrastructure in unserved and underserved
areas in the United States, expand public computer center capacity,
and encourage sustainable adoption of broadband service. RUS
will use $2.5 billion in budget authority to support grants and
loans to facilitate broadband deployment in primarily rural communities.

the devastating earthquake, the Secretary announced the designation
of Temporary Protected Status (TPS) for Haitian nationals who
were in the United States as of January 12, 2010. This designation
will allow eligible Haitian nationals in the United States to
continue living and working in our country for the next 18 months.
Providing a temporary refuge for Haitian nationals who are currently
in the United States and whose personal safety would be endangered
by returning to Haiti is part of this Administration's continuing
efforts to support Haiti's recovery.

Yesterday, President Obama announced our
proposed Financial Crisis Responsibility Fee on the country's
largest banks:
"My commitment is to recover every
single dime the American people are owed. And my determination
to achieve this goal is only heightened when I see reports of
massive profits and obscene bonuses at some of the very firms
who owe their continued existence to the American people...We
want our money back, and we're going to get it."
The fee would recover every penny loaned
to Wall Street during the financial crisis and stop the reckless
abuses and excesses that nearly caused the collapse of our financial
system in the first place.
But the banking industry -- among the most
powerful lobbies in Washington -- is already launching attacks
to stop Congress from enacting the proposal.
Barack and I aren't backing down. But to
win, we'll need the American people to add their voice right
away.
Thankfully, OFA supporters are already
signing on to a bold statement of support: "We want our
money back -- and we stand with President Obama to make sure

The proposal is expected to recoup billions
from the big banks, most of it from the ten largest. As the President
said, "If these companies are in good enough shape to afford
massive bonuses, they are surely in good enough shape to afford
paying back every penny to taxpayers."
There is much more work to do to reform
the financial system and create a new era of accountability.
But the Financial Crisis Responsibility Fee is a crucial step.
And with the banks already working to tear it down, I hope that

with us as we take them on.

MESSAGE FROM THE MAJORITY LEADER
This week marked the beginning of the Second
Session of the 111th Congress. As Democrats continue to make
job creation and economic recovery our top priority this Year,
this week brought encouraging news marking a good start to 2010.
A quarterly report from the White House Council of Economic Advisors
showed that the Recovery Act is having its intended effect, having
now created or saved nearly 2 million jobs, an indication that
the economy is on the road to recovery. While this is progress,
it is not enough: our economy is still losing jobs and Americans
are still out of work. This year, we will remain focused on taking
every action we can to get Americans back on the job.

Another priority of Democrats is to enact health insurance reform
legislation that provides greater health care stability and security
for all Americans. This week we made significant progress in
bridging the differences between the House and Senate bills and
we hope to have final legislation ready very soon that will offer
unprecedented new protections and benefits, and help contain
the sky-rocketing health care costs burdening American families,
businesses and taxpayers.
Next week, we will continue our efforts to reform our health
care system and rebuild the economy. In addition, the House will
take up two measures related to the tragedy in Haiti. The first
is a resolution expressing the formal condolences of the people
of the United States to the people of Haiti. The second will
encourage charitable giving to help the people of Haiti by allowing
Americans to include this charitable deduction on their 2009
tax return. We hope these measures will show our support for
the people of Haiti and provide the assistance they so desparately
