The U.S. Census Bureau and the U.S. Bureau of Economic Analysis, through the Department of Commerce, announced today that total November exports of $138.2 billion and imports of $174.6 billion resulted in a goods and services deficit of $36.4 billion, up from $33.2 billion in October, revised.

Board Approves Advance Notice of Proposed Rulemaking
The Board of Directors of the Federal Deposit Insurance Corporation (FDIC) today approved an Advance Notice of Proposed Rulemaking (ANPR) seeking input on whether certain employee compensation structures pose risks that should be captured in the deposit insurance assessment program.

"A broad consensus of academic studies agrees that poorly designed compensation structures can misalign incentives and induce risk taking. I share those concerns. The recent crisis has shown that compensation practices that encourage excessive risk can create significant losses in the financial system and the deposit insurance fund," FDIC Chairman Sheila Bair said.

The ANPR includes a broad set of questions designed to solicit information on the types of structures that should be encouraged and on whether and how employee compensation should be factored into the risk-based pricing system. The ANPR will go out for public comment for 30 days after publication in the Federal Register.

"I believe this ANPR suggests a good approach by targeting compensation structures, rather than levels of compensation. It contains no features which would limit the amount of compensation paid to employees. And I feel that the supervisory efforts underway can be strengthened by the FDIC's effort to provide incentives for banks to achieve higher standards," Chairman Sheila Bair said.

Homeland Security Secretary Napolitano will travel to Toledo, Spain, on Jan. 21, at the invitation of her Spanish colleague, Interior Minister Alfredo Rubalcaba, to meet with her European counterparts to discuss ways to bolster international security measures and standards for aviation security. She will then travel to Geneva, Switzerland, on Jan. 22 to meet with members of the International Air Transport Association.

DOE Steps Lead to Significant Increase in Compliance with Energy Efficiency Reporting Requirements

160 manufacturers certify energy use for over 600,000 residential products

WASHINGTON DC - The Department of Energy announced today that it has received certifications for over 600,000 residential appliances in 15 different product categories in response to the Department$BCT(B enhanced energy efficiency enforcement efforts. DOE recently announced that manufacturers had until January 8, 2010 to submit correct energy use data to the Department of Energy before aggressive enforcement actions were taken. The certification data provided by 160 different manufacturers will allow DOE to review manufacturers’ compliance with minimum energy efficiency standards and take action to ensure that products are delivering the energy and cost savings required by law. DOE will continue to accept certification reports that were sent by mail and postmarked by January 8th.

$BE5(Bhe Department of Energy$BCT(B newly enhanced enforcement efforts are greatly improving the quality of the energy efficiency information available to DOE and the American consumer,” said DOE$BCT(B General Counsel Scott Blake Harris. $BE.(Boving forward, we will aggressively pursue all manufacturers who have failed to comply with these certification requirements or whose products violate the country$BCT(B energy efficiency standards.”

Under federal law, manufacturers of a range of household appliances are required to certify with the Department that their models meet DOE$BCT(B minimum appliance conservation standards. DOE has made clear that failure to submit these energy use reports violates the Energy Policy Conservation Act of 1975 and will result in enforcement by the Department, including civil penalties or fines.

These certification reports provide DOE with critical information to ensure that American consumers are buying products that deliver significant energy and cost savings. DOE will immediately begin reviewing the filings and will aggressively enforce any violations.

Microsoft Releases January Security Bulletin

Microsoft has released an update to address a vulnerability in
Microsoft Windows in its Microsoft Security Bulletin Summary for
January 2010. This vulnerability may allow an attacker to execute
arbitrary code. An attacker may be able to exploit this vulnerability
by convincing a user to view content rendered in a specially crafted
Embedded OpenType (EOT) font in an application that can render EOT
fonts. Common applications that can render EOT fonts include Microsoft
Internet Explorer, Microsoft Office Word, and Microsoft Office
PowerPoint.

US-CERT encourages users and administrators to review the bulletin and
apply any necessary updates to help mitigate the risks.

24 Hours to Change the Catastrophic Plan

3 million young Americans need you right now.

Congress is about to pass major health care reform. This is great news. Unfortunately, the legislation being considered contains provisions for "catastrophic care" plans that create a doughnut hole where millions of Americans - including young people and low and moderate income people of all ages - will earn too much to qualify for adequate subsidies, but too little to afford quality insurance.

We have 24 hours to change the catastrophic plan!

Over 3 million young Americans, maybe even you, making between 225%-325% of the federal poverty level will not be able to gain access to basic primary and emergency room care, because the proposed low cost, high deductible catastrophic plan is insurance in name only. Any catastrophic plan offered must include a "floor" for health plans requiring some basic coverage for primary care, an increase in transparency, and an adjustment to minimum deductibles set by the HHS Secretary.

We need you to take action to better the current health reform legislation in Congress. We know this has been a long fight, but we are closer than ever to a victory that would benefit millions of Americans.
