The United States does not tolerate attacks
on innocent Iraqi civilians. When the Department of Justice indicted
the security contractors deemed responsible for the September
16, 2007 shootings at Nisour Square in Baghdad, it announced
that at least 34 unarmed Iraqi civilians, including women and
children, were killed or injured without justification or provocation.
The Department of Justice also stated our goal that "those
who engage in unprovoked and illegal attacks on civilians, whether
during times of conflict or times of peace, will be held accountable.”
This remains our objective.
The State Department fully supported the
Department of Justice in its investigation and prosecution of
these individuals. We respect the independence of the judiciary.
The decision of the judge does not exonerate the defendants or
necessarily terminate the proceedings. The Department of Justice,
in consultation with the State Department, will carefully review
the judge's decision and assess all available legal options.
Whatever the case's ultimate outcome, we
deeply regret the suffering and loss of life caused by the Nisour
Square shootings, and we are fully committed to holding accountable
persons who commit such crimes, whether at home or abroad.
Additionally, we have taken significant
steps to improve the oversight and accountability of our security
contractors worldwide, to prevent the recurrence of tragedies
such as the Nisour Square shootings.

Hoyer Statement on December Jobs Report
WASHINGTON, DC – House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Department of Labor announced unemployment numbers for the
month of December:
"Today$BCT(B job numbers are a disappointment - for Congress
and, more importantly, for the millions of American families
who continue to struggle with an unemployment rate of 10%. In
2007, America entered the worst economic crisis of our lifetimes,
and our recovery is still incomplete.
"Nevertheless, it's indisputable that Democratic policies
have worked to soften the blow. The Recovery Act has saved or
created more than one million jobs, kept six million Americans
from falling into poverty, and helped spark economic growth for
the first time in two years. Those results, while significant,
are clearly not enough$BMB(Bnd that is why, last month, the House
passed another bill to create jobs for Americans with much-needed
infrastructure projects; keep teachers, police, and firefighters
on the job; and stimulate our economy by providing assistance
to those still out of work. Today$BCT(B employment report demonstrates
the urgency of Congressional action on jobs; I urge the Senate
to pass jobs legislation as soon as possible.”

"Revised data now show that employment
increased 4,000 in November. This is obviously welcome news and
the first employment increase in 23 months. Compared with the
unexpectedly good report for November, December$BCT(B job loss is
a slight setback… As the President has said for a year, the road
to recovery will not be a straight line. The monthly employment
and unemployment numbers are volatile and subject to substantial
revision. Therefore, it is important not to read too much into
any one monthly report, positive or negative. It is essential
that we continue our efforts to move in the right direction and
replace job losses with robust job gains.”

Today, the Department of Labor released the unemployment report
for December, which, while disappointing, shows that job losses
are continuing to improve from where they were when President
Obama took office. However, they are still far too high. That
is why Congress will continue working to create jobs and spur
economic growth.
Economy Highlights:
• According to a report released this week,
retail sales were better than expected during the holiday season
due to a rise in consumer confidence toward the end of the holiday
shopping season. "Sales for the last two months of the year
jumped 1.8 percent, compared with a record 5.6 percent drop in
2008 -- marking the strongest holiday performance in three years.”

• U.S. manufacturing activity increased in December, signaling
growth in the sector for a fifth consecutive month, and a positive
sign for broader economic growth. The report indicates that "U.S.
manufacturing rose to 55.9 from 53.6 in November. This is the

• U.S. auto sales rose about 15% in December,
a positive indication of continuing recovery. "Ford sales
rose 33.5% in December… December's sales growth was Ford's fifth
in six months.” [Wall

• President Obama announced $2.3 billion
in new clean energy manufacturing tax credits included in the
American Recovery and Reinvestment Act. $BE*(Bn order to foster investment
and job creation in clean energy manufacturing ... the Section
48C program will provide a 30 percent tax credit for investments
in 183 manufacturing facilities for clean energy products across
43 states.” These investments are expected to $BEH(Benerate more than

in private sector funding likely supporting up to 41,000 additional

• President Obama announced an expansion
of the "Educate to Innovate” Campaign for Excellence in
Science, Technology, Engineering, and Mathematics (STEM) Education.
This campaign will create and expand teaching jobs, including

prepare over 10,000 new math and science teachers and train over

College Democrats of Connecticut UPDATE
Hi CDCT,
I hope the holidays have treated all of
you well and that you are pumped for another fantastic semester
of Connecticut politics.
I want to give you a run down of our top
priorities for this next semester so that you have a sense of
where we are headed.
1. Fundraising: Fundraising is my personal
top priority for this semester. I have been working and meeting
directly with state party officials, including Chairwoman Nancy
DiNardo, developing a plan for raising thousands of dollars for
the CDCT. I hope that by the end of these semester, we will be
able to provide each of your chapters with all of the funds necessary
for this election season and for long term infrastructure building.
This is a major project, but one that will yield monumental results.
2. Newsletter: Starting next month, we
will restart our CDCT newsletter. This newsletter will allow
everyone to keep in close contact even when we are not all cramped
in the same small dorm room drinking the night away.
3. Elections Plan: Mike Pernick will be
heading up the creation of a solid election plan for the end
of this semester through November. With a detailed plan, we will
able coordinate and collaborate more effectively than ever before.
4. Convention: Miss everyone after the
Fall Convention? Spring Convention is now in the works!
5. Candidate Groups: As the primaries heat
up, many "Students for Candidate X" groups will begin
to grow. If you would like to inform our email list of any group,
just let me know and I will include it in the next CDCT update.
