Washington (CNN) – Although the Democrats' public stance will be to let the dust from Thursday's bipartisan health care summit, several senior congressional Democratic sources concede to CNN that their plans moving forward on health care are not likely to be much different tomorrow than they were yesterday.

Democrats are actively looking into using the parliamentary shortcut known as reconciliation to get a health care bill to the President's desk. They are specifically exploring two issues: The ins-and-outs of how the complicated process could work, and whether the votes are there in the Senate and House to execute such a strategy.


Republicans Have Used Reconciliation More
Politifact: "We find that there have been 22 reconciliation votes, 14 of them by a Republican-controlled Congress, and that it makes more sense -- in light of the debate over making an end-run around the 60-vote threshold -- to focus on the reconciliation bills that passed without a supermajority. But even then, Republicans have reached for reconciliation bills more often than Democrats since 1981."

Throughout the past year, many Congressional Republicans have attempted to use the politics of fear to score political points rather than focus on increasing our nation’s security. As the House prepares to consider the Intelligence Authorization bill today, the support of prominent military officers, Republicans and national security experts for Democratic policies undermines this political posturing.

Military Officers, Republicans Support Civilian Trials

Gen. Colin Powell (ret), former Chairman of the Joint Chiefs of Staff:
“I have no problem with [Guantanamo detainees] being tried here in the United States. We have two million people in jail. They all have lawyers. They all went before the court of law and they all got hammered. We have got three hundred terrorists who have been put in jail not by a military commission but by a regular court system.” [CBS News’ Face the Nation, 2/21/10]

Bob Barr, former conservative Republican Member of Congress (GA); David Keene, Chairman, American Conservative Union; and Grover Norquist, President, Americans for Tax Reform:
“Civilian federal courts are the proper forum for terrorism cases. Civilian prisons are the safe, cost effective and appropriate venue to hold persons convicted in federal courts. Over the last two decades, federal courts constituted under Article III of the U.S. Constitution have proven capable of trying a wide array of terrorism cases, without sacrificing either national security or fair trial standards.” [11/18/09]

John Ashcroft, former Attorney General:
There are “a variety of tools that ought to be available to an administration” in its efforts to curb terrorism and bring terrorists to justice. Asked specifically about holding civilian trials for terrorists, he said such a venue “has use and utility.” [2/19/10]

Gen. David Petraeus:
“Let me just answer that question, if I could. No concerns at all [that the FBI reading of Miranda rights would inhibit intelligence collection from terror suspects]. Look, this is FBI doing what the FBI does. And there are a very limited number of cases in which this has been done. These are cases in which they are looking at potential criminal charges. And when that is done, as that is initiated, and I've been involved in that in other countries as well over the years, they understandably read Miranda rights…So we're comfortable with this.” [6/11/2009]

MYTH VS. FACT: Democratic National Security Policies Are Working


Today, the House is considering the Intelligence Authorization Act, legislation that will strengthen our intelligence community's capabilities and increase our security. However, throughout the debate on these serious national security issues, Republicans have used the politics of fear and myths about security policies in an attempt to score political points. Below are a few examples of factually inaccurate statements and the reasons why they are wrong – and how, in fact, the policies in place are working effectively to stop terrorists and keep them from harming our nation.

MYTH: “Reading Miranda rights to terrorists means we get less intelligence information.”
FACT: Providing a Miranda warning does not stop intelligence gathering and does not cause terrorist suspects to stop talking.
• The Justice Department indicates that it has received intelligence information from Umar Farouk Abdulmutallab, the suspect who attempted to detonate an explosive device on board a Northwest Airlines flight in December.
• FBI interrogators continued to question the bomber and gain useful intelligence information after he was read his Miranda rights and jailed.
• Other terrorists that have been successfully convicted by federal courts have been read Miranda rights, including Richard Reid (the “Shoebomber”), hijacker Zacarias Moussaoui, and the Mumbai attack’s David Headley.

MYTH: “Military commissions are better than civilian trials.”
FACT: The U.S. justice system works. FBI agents and federal prosecutors work tirelessly to protect Americans and are responsible for convicting and imprisoning over 300 terrorists in the past decade.
• The U.S. has convicted and imprisoned more than 300 terrorists since 9/11 in federal courts. Among those convicted and sent to prison include some of the world’s most notorious terrorists:
o Richard C. Reid – “Shoe Bomber”
o Zacharias Moussaoui
o Ramzi Yousef – mastermind of the 1993 World Trade Center bombings
o Sheikh Omar Abdel-Rahman – conspirator behind the 1993 World Trade Center bombing
o Muhammad Salameh – played a role in the 1993 World Trade Center bombing
o U.S. Embassy in East Africa bombing perpetrators: Wahid el-Hage, Mohammed Sadiq Odeh, Mohammed Rashed al-Owhali, and Khalfan Khamis Mohammed
o Timothy McVeigh
o Ali Saleh Kahlah al-Marri
• Military tribunals have convicted only 3 terrorists during this time – two of whom have since been released.

MYTH: “We can’t close Guantanamo because U.S. prisons can’t hold terrorists safely.”
FACT: Imprisoning detainees in the U.S. is the safest and toughest option for America and one of the most effective means of battling terrorism.
• Detainees that are transferred to the U.S. from Guantanamo Bay will be held in federal “supermax” prisons – highly secure facilities that hold the most dangerous and violent criminals in the U.S.
• No one has ever escaped from a “supermax” prison.
• According to the Department of Justice, there are more than 200 terrorists currently being held securely in Bureau of Prisons facilities, where they cannot harm Americans or attack our nation.
• Guantanamo has become a symbol across the world that is used to recruit terrorists who would attack America. Closing it will remove that recruitment tool.

Go vote then go to your precinct convention

Hopefully you've already had a chance to vote early in the Democratic Primary. If not, go vote today or tomorrow. Check out http://www.harrisvotes.org for locations.

Also, it's important for young people to be involved in all levels of the Democratic Party. If you want to be a delegate to your senate district convention or the state convention you must first attend your precinct convention. Precinct conventions are at your precinct's election day polling location. They begin at 7:15 PM on March 2.

There is a group of young Democrats putting on a precinct convention training this Saturday. Find the details below.

In an attempt to get young Democrats (or just interested Democrats) more involved in the political process, we are hosting a training session detailing what takes place at the Precinct Conventions.

It is our hope that we can get as many people involved as possible so we can present a number of pro-equality resolutions at a variety of precincts.

So come out, learn about the process and help us push change all the way to the state convention!

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement tonight after bipartisan Members of the House and Senate met with President Obama to discuss health care reform:

“Today’s bipartisan meeting gave way to an important exchange of ideas and was an opportunity for the American people to hear how both Democrats and Republicans are proposing to reform health care.
