Repealing the Antitrust Exemption for Health Insurance Companies
Posted by Jesse Lee on February 23, 2010 at 7:52 PM EST

In his press briefing today, Press Secretary Robert Gibbs announced another step to make sure our health care system works for the benefit of American families, not for the benefit of health insurance companies:

[T]oday the President announced the administration’s strong support for repealing the antitrust exemption currently enjoyed by health insurers. At its core, health reform is all about ensuring that American families and businesses have more choices, benefit from more competition, and have greater control over their own health care. Repealing this exemption is an important part of that effort.

It Doesn’t Get Any Clearer Than This

When it comes to keeping track of the score in Washington, the non-partisan Congressional Budget Office is commonly considered to be as independent as they come. As one noted Republican Member of Congress said, CBO “speak[s] the truth to power here in Washington” and does “an important service by telling us the facts.” As the Recovery Act hit the one-year mark last week, you may have seen some Washington game-playing about its effectiveness. Well now, once again, the CBO, has spoken.

Newspapers Nationwide Join the Consensus Applauding the Recovery Act
Posted by Liz Oxhorn on February 24, 2010 at 5:40 PM EST

As the Recovery Act crossed the one year mark, newspaper editorial boards across the country took a good, hard look at the program and weighed in on its impact. From the St. Petersburg Times’ evaluation that “One year later, stimulus shows results in Florida” to the Philadelphia Inquirer’s verdict that “the stimulus rescued America,” consensus is growing that the Recovery Act has pulled us back from the brink of economic disaster and is working to create jobs and drive economic growth. These editorials join a growing chorus of independent experts who say the Recovery Act is already responsible for as many as 2.1 million jobs nationwide and provide a look at how the Recovery Act is at work in communities across the country.

Protect Kucinich From Corporate Money Attacks

Hi, Dennis here.

Thank you for your support. I'd like to give you an update on the 2010 general election.

Now there are many people out there who feel, "...well, Dennis, you don't have to worry. You're in." Don't believe it! Because the fact of the matter is with the recent Supreme Court ruling, which lets corporations spend unlimited amounts of money to influence federal elections; we all better be very concerned.

You know that I've been a leader in challenging the military-industrial complex's desire to just keep us at war. It's not just that peace is an imperative, but we need to change the way that we relate to the rest of the world. And, in order to do that, we need to challenge the hold, which people have on our economy. And I'm talking about arms manufacture, arms expenditures. How our entire domestic agenda is being usurped by a war machine. And I've been a voice to challenge that.

I've also been a voice to challenge the bailouts to Wall Street, and the bonuses as well. I've been there to raise questions about why, in the world, are we subsidizing nuclear and coal industries when that's not the path to sustainability; it's not the path to a green economy.

In light of my often singular role in the Congress on these issues, I cannot rest easy and just assume that since I'm in reasonably good shape that this election is in-the-bag.

It's not! The only way that I can be assured that I'll continue to serve in the United States Congress is if I have the kind of fund raising network, of which you're a part, and make sure that I have the resources to be able to conduct a vigorous campaign. And to send a message to those who would look at Ohio's 10th District as being a plumb ripe to be picked from the Congressional tree; that that's not going to happen. Because you and people like you all over America, care enough to contribute.

But I'm going to ask you to do something else in this election. And for those of you who are able to, I'm want to tell you how important it is that you become not just part of our fund raising network through your contributions; but I'm going to ask as many of you as possible to engage with us in our fund raising. Not just through contributions, which are extremely important, but to be a person who actually helps us raise funds. Someone who will hold a fund raiser at your home. Someone who will bring people together in your community.

I want to enlist your help in expanding our fund raising network in enabling all those who really care about an America that works for everyone. In enabling people to know that there's someone in Congress they can always count on. Someone who will be there to challenge the insurance companies. Someone who will be there to challenge the banks. Someone who will be there to challenge all those interests that are trying to cheat the American people. And I will be there with your help. Let's not take it for granted.

So, in the weeks ahead, you will be getting information about how you might be able to help. How you can organize a fund raising party in your home. We don't need to raise massive amounts of money from any one place; we need to raise a lot of money from across the country through individual efforts such as you may be able to participate in. When you can have a fund raiser in your home, or at a community gathering. Sometimes I may be able to call-in or do a video for the event and, in some cases, even show up personally.

But, let me tell you, the guarantee that we have that this Congressional seat will continue to belong to the people of Ohio's 10th District and, through their good graces, continue to be a place where people all over the United States can feel that their point of view is being expressed. The only way that's going to happen is through your continued efforts.

So I ask you to make a contribution now. I ask you to help send a message to Wall Street that this district is not going to be for sale. That no matter how much corporations want to plan to try to usurp a spokesperson for the people, that you're going to be there to challenge that. That you'll be there with your efforts, with your money and with your organizational skills to help us to continue to stand up for the American people.

Thank you so much for enabling me to be in the United States Congress. Thanks to the people of the 10th District for giving me the chance to serve. But let's prepare now for the 2010 general election. Let's build a strong, unshakeable base of financial support so that when any of these interest groups who now have free-reign, unfortunately because it was a Supreme Court ruling, any of those groups would look at Ohio's 10 District and say, "Off limits! This one belongs to the people."

Thank you very much.

Dennis Kucinich

Immigration and Customs Enforcement
Suspension and Debarment Case Management System (SDCMS) February 19, 2010, (PDF, 21 pages – 264 KB) The Suspension and Debarment Case Management System (SDCMS) is a secure, web-based workflow management system maintained by the Office of Acquisition Management (OAQ) of the U.S. Immigration and Customs Enforcement (ICE) that manages ICE’s suspension and debarment process. The purpose of SDCMS is to provide an automated mechanism for managing and reporting on all suspension and debarment activities from receipt of referral through the expiration date of the suspension or debarment period. The information maintained in SDCMS may contain personally identifiable information (PII) on federal contractors being referred for suspension or debarment. ICE is conducting this Privacy Impact Assessment (PIA) because SDCMS collects and maintains PII.

EINSTEIN 1: Michigan Proof of Concept February 19, 2010 (PDF, 12 pages – 194 KB) The Department of Homeland Security (“DHS”) and the State of Michigan (“Michigan”) plan to engage in a 12-month proof of concept to determine the benefits and issues presented by deploying the EINSTEIN 1 capability to Michigan government networks managed by the Michigan Department of Information Technology (MDIT). This PIA updates the previous EINSTEIN PIAs (EINSTEIN 1 PIA from 2004 and EINSTEIN 2 PIA from 2008, both available on www.dhs.gov/privacy in one narrow aspect: the use of EINSTEIN 1 technology in a proof of concept with Michigan. Subject: Something to do about Healthcare!

Folks,

We are at a critical junction, we need to get a system for the millions of people who go without healthcare coverage in our country.

Many of you knew Tom Curry, one of our best and brightest and a past president of PAYD. Tom was a college kid that passed away at 27 because he couldn't get healthcare.

WE CAN"T LET THAT HAPPEN TO ANYONE ELSE!

Please click on this link to send a message supporting healthcare reform. Please also call Senators Specter and Casey and thank them and tell them that we are still behind them in solving this healtchcare crisis.

Friend --

Today, the President will be hosting leaders from both parties at a bipartisan meeting about how to reform our broken health insurance system. It's a critical step toward getting the job done on health reform -- and a historic moment you won't want to miss.

Senators and representatives will gather with the President to talk through the bills that have already passed the House and Senate, as well as the proposal President Obama released on Monday. And they'll have an open discussion about any new ideas from either side of the aisle for how to solve this crisis.

OFA will live-stream the meeting starting at 10:00 a.m. Eastern Time. We'll provide live updates and feature video of key moments during and after the event.

Will you join us for this pivotal moment? Sign up and RSVP to get a reminder before the meeting starts, and then check in throughout the day tomorrow to see this historic conversation unfold.

During tomorrow's meeting, the President will moderate a discussion on four critical goals:

-- Protecting Americans from insurance company abuses;
-- Reining in the cost of care;
-- Putting affordable, high-quality coverage within reach of every American; and
-- Reducing our unsustainable national deficit.

Tomorrow, the bottom line is simple: This issue is more important than any partisan divide. It's time to put all real solutions on the table, and it's time to move forward.

And this is your chance to be there when the long sprint toward health reform enters its final phase.

Please sign up for a reminder before the meeting starts, and then tune in for as much as you can starting at 10:00 a.m. Eastern Time:

Mitch

Dealing With What Your Business Planning Didn't Expect
Business plans are always wrong, but vital. Wrong because they don't predict the future, but vital because they're the key to tracking assumptions, interdependencies, long term goals vs. short term actions, tasks, responsibilities, priorities, and resources. Here are some tips to deal with unpredictable big events for your small business.

Grants 101: An Overview of Grants Available from the Federal Government
The majority of visitors on Business.gov look for information about small business loans and grants. In response, we have built the Loans & Grants search tool and published numerous articles on the topic of grants. The following blog article provides the basics on the search, eligibility, and application process for federal grants.

Small Business Survival: Last Chance Lifelines for Keeping your Business Afloat
There are many reasons why businesses fall on hard times – and it’s not always the fault of the broader economy. Poor management, a bad location, over-expansion, insufficient capital, or a lack of planning – many of these factors, if not avoided, can certainly weigh down a business or even sink it. If your business is experiencing financial difficulty and is struggling to survive, here are some steps you can take to keep the creditors and the IRS from your door, as well as some potential lifelines and “refresh” business strategies that can help you stay afloat.

New Business Entities Guides
Business.gov has launched detailed guides about the most popular business structures that small business owners use: sole proprietorships, partnerships, corporations, S Corporations, LLCs, non profits, and cooperatives. These guides provide in-depth information about how these business entities are formed and taxed, as well as the advantages and disadvantages of each.

Open Government - How We Measure Success, Part III
Due to the “Open Government Directive” that was issued by the White House late last year, federal agencies have launched an initiative to gather feedback from the public about how they can be more transparent, collaborative, and participatory. Members of the Business.gov Community who have ideas for government openness are encouraged to participate. Even if you don’t have an idea for open government, you can vote on which ideas you’d like to see included in the agency plan.

National Security: Democratic Policies Are Working

As the House prepares to consider the FY2010 Intelligence Authorization bill tomorrow, a string of events show how the Obama Administration and Democrats have been successful in combating terrorism at home and throughout the world. While Republicans have attempted to use the politics of fear to score political points rather than focus on increasing our nation’s security, recent events demonstrate how our intelligence community and criminal justice system have worked together to thwart attacks, gain important intelligence, and ensure that captured terrorists can never hurt America again.

With U.S. Aid, Pakistan's Armed Forces Capture Taliban Militants

This week, we’ve seen two examples of how U.S. policies have led to increased cooperation from Pakistan to arrest top Taliban leaders who are a threat to our security. Pakistan announced that authorities had captured Mullah Abdul Ghani Baradar, the Taliban’s second-in-command and operation chief. Mullah Abdul Kabir, a member of the Taliban’s senior leadership and a leading military commander, was also captured in Pakistan. These arrests represent a strategic momentum shift in our fight against extremists in Afghanistan and Pakistan.
“Pakistani authorities, aided by U.S. intelligence, have apprehended more Afghan Taliban chiefs following the capture of the movement's No. 2 figure - arrests that together represent the biggest blow to the insurgents since the U.S.-led invasion in 2001.” [Associated Press, 2/19/10]

“Pakistani security forces have long supported or turned a blind eye to Afghan Taliban members seeking sanctuary in Pakistan. The recent arrests seem to mark a change in that attitude…. U.S. officials welcome the change as a turning point and evidence of improved U.S.-Pakistani cooperation.” [Washington Post, 2/23/10]

Najibullah Zazi Pleads Guilty In New York Subway Bomb Plot

This week, Najibullah Zazi pled guilty in federal court to three charges in connection to his plot to set off homemade explosives in the New York City subway. Through the coordination of law enforcement and intelligence, the plot was thwarted and now Zazi is cooperating and providing information to military, intelligence and law enforcement agencies.
“The [Obama] administration, and countless unnamed government workers, deserve credit for actively averting the atrocity that Mr. Zazi and his cohorts might have caused.” [Washington Post, 2/24/10]

“A conviction in a Brooklyn criminal court would seem to provide convincing evidence that terrorists can be successfully tried in U.S. civilian courts…. A key reason for Zazi's cooperation is that civilian courts have leverage not readily available to the military tribunals that Republican critics of the Obama administration would prefer.” [Scripps News, 2/23/10]

“[A]s with Umar Abdulmutallab, the government found where it could apply leverage and did so. As a result, Zazi has been providing intelligence -- and he will still spend the rest of his life in prison. Again, the only reason Republicans are insisting on using military courts in all circumstances is because they ‘sound' tougher. In practice, civilian courts hand out harsher sentences and are better equipped to handle terrorism cases. They also provide better incentives for providing accurate information on the part of the defendants.” [Adam Serwer, American Prospect, 2/23/10]

“Today’s guilty plea by Najibullah Zazi to terrorism charges in federal court provides fresh ammunition for Obama administration officials to argue that traditional law-enforcement methods can be just as effective, if not more, in questioning terror suspects than subjecting them to ‘enhanced interrogation techniques.’” [Michael Isikoff, Newsweek, 2/22/10]

Christmas Day Bomb Suspect Abdulmutallab Provides Intelligence

Last week, the Justice Department announced that it had received intelligence information from Umar Farouk Abdulmutallab, who attempted to detonate an explosive device on board a Northwest Airlines flight in December. This information comes after he was read his Miranda rights, as has been done with other terrorists that have been successfully convicted by federal courts, including Richard Reid (the “Shoebomber”).
“Umar Farouk Abdulmutallab, the man accused of trying to blow up a jet airplane on Christmas Day, has been providing FBI interrogators with useful intelligence about his training and contacts since last week, Obama administration sources said Tuesday.” [Washington Post, 2/3/10]

personal email accounts of dozens of users based in the United
States, China, and Europe. Further analysis revealed these users
were victims of previous phishing scams through which threat actors
successfully gained access to their email accounts.

I. Description

Through analysis of the malware used in this incident, McAfee
discovered one of the malware samples exploited a vulnerability in
Microsoft Internet Explorer (IE). The vulnerability exists as an
invalid pointer reference within IE and, if successfully exploited,
allows for remote code execution.

Microsoft has released Security Bulletin MS10-002, which provides
updates for Internet Explorer that address this and other
vulnerabilities.

US-CERT is providing technical indicators that can be incorporated
into an organizations security posture to detect and mitigate any
malicious activity.

Please see <https://www.us-cert.gov/cas/techalerts/TA10-055A.html>
for further detail.

The following signatures can be deployed to assist in detecting
malicious activity associated with this incident:

Primary Malware Beacon

alert tcp any any -> any any (msg:"Targeted Malware Communication
Beacon Detected"; flow:to_server,established; dsize:20;
content:"|ff ff ff ff ff ff 00 00 fe ff ff ff ff ff ff ff ff ff 88
ff|"; depth:20; sid:7777777; rev:1;)

Secondary Malware Beacon

alert tcp any any <> any any (msg:"ORC:DIS:BEACON_380DFF";
content:"|38 0d ff 0a d7 ee 9d d7 ec 59 13 56|"; sid:99980060;
rev:1;)

Note: US-CERT has not verified or tested these signatures and
recommends proper testing prior to deployment.

II. Impact

By convincing a user to view a specially crafted HTML document or
Microsoft Office document, an attacker may be able to execute
arbitrary code with the privileges of the user.

III. Solution

The Internet Explorer vulnerability used in these attacks is
addressed with the updates provided in Microsoft Security Bulletin
MS10-002.

Other recommendations include:

* As a best practice, limit end-user permissions on systems by
granting minimal administrative rights.
* Enable Data Execution Prevention (DEP) for IE 6 Service Pack 2 or
IE 7. IE 8 automatically enables DEP.
* Inspect network traffic history for communication with external
systems associated with the attack.
* Examine computers for specific files or file attributes related
to the attack.
