Agencies To Begin Forward-Looking Economic Assessments


WASHINGTON — The federal bank regulatory agencies announced today that they will start conducting forward-looking economic assessments of large U.S. banking organizations as the Capital Assistance Program (CAP) gets underway. These assessments will be done on an interagency basis as a coordinated supervisory exercise to ensure they are carried out in a timely and consistent manner. Supervisors will work with institutions to estimate the range of possible future losses and the resources to absorb such losses over a two-year period.
Currently, the major U.S. banking institutions have capital in excess of the amounts required to be considered well capitalized. The CAP is designed to ensure that major U.S. banking organizations have sufficient capital to perform their critical role in our financial system on an ongoing basis and can support economic recovery, even in more severe economic environments.
The assessments will be conducted at eligible U.S. bank holding companies with assets exceeding $100 billion under two economic scenarios: a baseline and a more adverse scenario. The baseline scenario reflects a consensus expectation among private forecasters and the more adverse scenario reflects a deeper and longer recession than in the baseline. The agencies expect to complete the assessment process as soon as possible, but no later than the end of April 2009.
The agencies are issuing a set of Frequently Asked Questions (FAQs) with additional details about the assessment process. The FAQs are attached.

10:38 a.m. EST

MR. WOOD: Good morning, everyone. Welcome to the briefing. I’m just going to start off with some words about the crash of the Turkish airliner in Amsterdam. I’ll give you what I have.
At 10:23 am local time today, a Turkish airliner, flight 1951 from Istanbul to Amsterdam crashed outside Amsterdam’s Schiphol Airport. We express our deep condolences to the families of those killed. As of the time of my remarks here, no deaths of U.S. citizens have been reported.

The U.S. Consulate General in Amsterdam will be in direct contact with the families of any U.S. citizens who were passengers on the plane. A consular officer has been dispatched to the airport. Inquiries should be directed to the Turkish Airlines’ Family Assistance Center. At this time, Turkish Airlines has established a passenger information center, and the toll-free number will be available shortly for family or friends of those who may have been on board flight number 1951. That number is 90-212-463-6363, extension 4312.

Okay, with that, I’ll take your questions.

QUESTION: You don’t – you don’t have anything to say on the Secretary’s travel?

MR. WOOD: Not yet. Hopefully, we’ll have – we’ll be able to make an announcement at some point.

QUESTION: Today?

MR. WOOD: I don’t know.

QUESTION: Iranian official today announced that they have started carrying on the power plant in Bushehr. Any comment on that?

MR. WOOD: Well, we are aware of the reports about, you know, the Bushehr nuclear reactor. But I’d have to refer you to the Russian Government for more details of that.

But you know, the fuel supply and spent fuel return arrangements that have been worked out between Iran and Russia are an appropriate mechanism for Iran to receive the benefits of the peaceful use of nuclear energy. And so it also, I think, demonstrates that Iran does not need to develop any kind of indigenous, you know, uranium enrichment capacity. So that’s all I have for you on that.

QUESTION: This plant still needs some testing -- that it could take several months. Are you going to ask the Russians to delay the opening of the plant or, do you think it’s a good thing if it works, actually?

MR. WOOD: Well, again, what we want to – what we have been trying to emphasize is that Iran doesn’t need to develop its own nuclear capacity. We think the – what the Russians are doing with regard to the fuel supply and spent fuel arrangements are an appropriate mechanism. And so, I’ll just leave it at that.

QUESTION: But what about the centrifuges?

MR. WOOD: Well, again, I’m just referring specifically to what the Russians and the Iranians are talking about. I don’t have anymore details on the – with regard to the centrifuge aspect of this.

Yes.

QUESTION: A new topic? On Gaza, there have been some reports that the United States is quite displeased with the Israeli government about the amount of goods that the Israeli government is allowing into Gaza. For instance, they’re making such restrictions on dual use that is kind of arbitrary and not necessarily in line with what the humanitarian needs are in Gaza. Can you say what, at this point, the State Department assessment of the amount of aid that’s going into Gaza right now?

MR. WOOD: I’m not prepared here to give you an assessment of the type of aid that’s going in, but we have --

QUESTION: Are you satisfied with the level of aid?

MR. WOOD: Well, look, the situation on the ground there, as you know, is very complicated. And what we have been trying to do is ensure that, you know, humanitarian assistance gets to the people of Gaza. We will continue to try to do that, but as I said, it’s complicated. And we have had discussions with the Israelis about the situation. Other countries have, as well. And we’ll continue to push to get as much in the way of humanitarian supplies into Gaza as we can. It’s the best assessment I can give you.

QUESTION: Well, just one example that is (inaudible) on the press that the Israelis are not letting pasta into Gaza, only rice, because that’s a humanitarian – because that’s only on their humanitarian things. Do think that all food and medicine should be allowed into Gaza right now?

MR. WOOD: Well, look, there are a number of players on the ground trying to deal with the humanitarian situation. I, from the podium here, can’t tell you whether, you know, pasta should fall into a specific category – into that category of humanitarian assistance or not. But what we’re trying to do is to make sure that the supplies that –

QUESTION: Well, apparently, U.S. officials have been complaining about this particular example. So, I mean, I’m just saying, like, shouldn’t all food and medicine be allowed into Gaza at this point? I mean, is that really a -- even a question about dual use?

MR. WOOD: What we want to see get into Gaza are humanitarian supplies that, you know -- that the Gazan -- the people of Gaza need. I can’t give you an assessment of, you know, whether all of these things are absolutely necessary to meet the humanitarian needs of the Gazan people. That’s better left to those international organizations and NGOs, you know, who are in the area trying to work on this issue. I just can’t make that kind of determination.

QUESTION: Do you think that Israel should be tying the amount of aid and supplies getting into Gaza to the release of Corporal Gilad Shalit? Because as you know, the -- some people in Israeli Prime Minister Olmert’s staff have complained that this – that aid is being used as a political tool.

MR. WOOD: Well, it’s not for me, from the podium here, to engage in these types of -- on these issues. I mean, this is --

QUESTION: Well, should aid -- you don’t -- you can’t say whether you think aid should be used as a political weapon?

MR. WOOD: Well, aid should never be used a political weapon. But again, I’m not engaged in those discussions that are going on with regard to, you know, the opening of the borders and with regard to the ceasefire. Those are decisions that will have to be made at an appropriate time. I’m not able to do that from here.

QUESTION: Well, but I mean, do you think that the ceasefire is being honored? I mean, obviously, there have been complaints that Hamas is not honoring the ceasefire. But is Israel honoring the ceasefire in terms of allowing the aid and – under their obligations? Are they meeting their obligations?

MR. WOOD: Well, I’m not able to give you that kind of assessment from here. But my understanding is, is that there are discussions going on amongst a wide variety of parties with equities with regard to this conflict, and they are trying to bring about, you know, a durable ceasefire. They’re trying to make sure that the, you know, humanitarian supplies reach those who need them in Gaza. I just can’t give you that kind of assessment at this point. It’s a very complex situation on the ground, and that’s something we have to be aware of.

QUESTION: (Inaudible.)

MR. WOOD: Mm-hmm.

QUESTION: No, go ahead.

MR. WOOD: No, I was just going to say – and you have to understand that because it’s complex and there are a number of parties working on it, that you’re not going to get – necessarily get immediate results. But we’re going to continue to push, as I said, to get humanitarian supplies in to the people of Gaza.

QUESTION: But can you imagine any circumstance under which pasta could be considered a dual-use item? Or is there some -- you know, is rigatoni somehow going to be used as a weapon? (Laughter.)

MR. WOOD: I’m not involved in those discussions, so I –

QUESTION: Well, I mean -- I mean, it just seems to be absurd on the face of it, if that’s what happening.

MR. WOOD: Well, there are people on the ground who are dealing with these issues. And I think we should leave it --

QUESTION: Dealing with the pasta dual-use issue?

QUESTION: Yeah, can you take a question on the pasta, please?

MR. WOOD: I’m not going to take the question on the pasta --

QUESTION: Why?

MR. WOOD: -- because it’s –

QUESTION: Well, the United States is obviously pushing it, so obviously it’s something --

MR. WOOD: We’re trying to get humanitarian supplies in – on the ground to the people in Gaza.

QUESTION: Do you think food is a humanitarian supply?

MR. WOOD: Food certainly is.

QUESTION: All kinds of food?

MR. WOOD: I – I’m not able to tell you from here whether it –

QUESTION: Can you get a – can you take the question of what kind of food that the U.S. thinks is a humanitarian supply?

MR. WOOD: I’m not going to take that question, because I don’t think it’s a legitimate question.

QUESTION: You don’t think it’s legitimate that the Palestinians need certain foods and is – should Israel decide what food the Palestinians need?

MR. WOOD: I’m sorry, Elise, I’m not going to – I’ve spoken on it.

QUESTION: I have a question about Secretary Clinton’s meeting with the Brazilian foreign minister.

MR. WOOD: Mm-hmm.

QUESTION: Do you know if she plans to raise the case of Paul Goldman who’s been trying to get his son back from Brazil for about four years now, and if she’s aware of the case?

MR. WOOD: Well, certainly, she’s aware of the case. Whether it will come up or not, I don’t know, can’t tell you until after the meeting has happened.

QUESTION: You don’t know if she plans to raise it?

MR. WOOD: I don’t know.

QUESTION: Can you --

MR. WOOD: She may plan to raise it and it may not come up for some reason or another. I just --

QUESTION: Can you bring us up to date, at least, on the case and what you might know about it?

MR. WOOD: Look, the only thing I know about it is that we’re working with the Brazilian Government to try to bring about a proper resolution to the case. But I don’t have any more specifics than that.

QUESTION: Are you frustrated with their efforts to bring the son back to the United States?

MR. WOOD: Look, this is another one – this is one of those very sensitive cases, and I don’t think it helps for me to start expressing, you know, views about it. Let’s let our government – two governments work this out so that we can get a resolution to it.

QUESTION: But it’s fair to say that it’s gotten up to a high level, at the Secretary’s level?

MR. WOOD: Well, certainly, the Secretary’s aware of the issue. We have other Department personnel working on it, so, I mean, that’s not surprising. I mean, it’s an important issue, it’s a very sensitive one, and we want the two governments to try to work it out behind the scenes.

QUESTION: Have your ace geographers been able to determine what Southwest Asia is and thereby figure out what exactly Dennis Ross’s mandate is?

MR. WOOD: I’m so shocked that you asked that question. Let me give you my best – our best read of this. From our standpoint, the countries that make up areas of the Gulf and Southwest Asia include Bahrain, Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, UAE, Yemen, and those are the countries.

QUESTION: Not – not Afghanistan and Pakistan?

MR. WOOD: Look, Ambassador Ross will look at the entire region, should he be asked to, including Afghanistan. But this is something that would be worked out. You were – you asked the question yesterday about Ambassador Holbrooke and whether there was going to be some kind of, I don’t know, conflict over who is working in – on that particular issues in that country.

Look, Ambassador Ross and Ambassador Holbrooke will work together where necessary if they need to, if there’s some kind of overlap. But that’s, in essence, the State Department’s geographical breakdown of Southwest Asia.

QUESTION: Okay. So it does not – it is not the same breakdown as the military uses?

MR. WOOD: No, the military uses a different breakdown, but I’d have to refer you to them for their specific breakdown.

QUESTION: So it doesn’t include Jordan? It doesn’t include --

MR. WOOD: I just gave you the breakdown as I – as the State Department breaks it down.

QUESTION: So if Ambassador Ross is special envoy – special advisor for Gulf and Southwest Asia, what is the difference between Gulf and Southwest Asia?

MR. WOOD: Look --

QUESTION: For me, this is Gulf.

MR. WOOD: Well, it may be for you. For others, it may be different. I’d have to – I’ve given you what the Department’s position is with regard to the geographic makeup of the region.

QUESTION: Okay. But on Iran, like for instance, if someone – if the United States wanted to engage Iran on, for instance, Afghanistan, and you’ve said before from this podium that Afghanistan could play – Iran, sorry, could play a helpful role in Afghanistan – who would be kind of handling that? Would that be the special advisor for Southwest Asia in Iran, or would it be the special advisor for Afghanistan and Pakistan? Because Ambassador Holbrooke has said that he thought Iran could play a helpful role, and that suggests that he might be handling that kind of dialogue.

MR. WOOD: Well, this is—again, this is speculation. You know, we’ll have to see what happens if, indeed, we get to that point about who handles an issue with regard to Iran. It really depends on, you know, a variety of factors. I can’t – it’s hypothetical, so I just can’t give you an answer specifically on that. So --

QUESTION: Was Saudi Arabia on that list?

QUESTION: Yes. You know, I’m a little confused because in your statement to announce Dennis Ross’s appointment as the Southwest Asia person, you referred to two wars in the region. So which is the other war? Iraq – was Afghanistan part of that and then you took it away because of Holbrooke’s complaints or --

MR. WOOD: No.

QUESTION: Just a wee bit confused here.

MR. WOOD: No, there are two wars that are raging in that region, and I’m talking about the larger region.

QUESTION: But that was included within the Southwest Asia that you demarcated in the statement.

MR. WOOD: Right. Like I said, Afghanistan is one of those issues where you have a lot of individuals who have some interests and equities in dealing with it. And as I said, if we get to a point where there is a need to have both Ambassador Ross and Ambassador Holbrooke engaging on different elements of it, they will. And they will certainly – you know, they’ll do that. But we are very clear in that statement, I think, in terms of where we see wars raging and the need to have appropriate people working on these issues.

QUESTION: Because in the CIA fact book, a book which a lot of people use, Southwest Asia does include Afghanistan. So --

MR. WOOD: Well, that’s the CIA. I’m giving you – again, I gave you what the State Department’s position is on the region.

QUESTION: Well, it sounds like you – it sounds like you have a turf battle brewing, if not already begun. Maybe you should lock Holbrooke and Ross up in a room and fight it out?

MR. WOOD: That’s your characterization. There’s no turf war going on here.

QUESTION: Well, no, Robert, because I believe that originally, Afghanistan was included in this – in Dennis’s (inaudible) here, and it’s interesting that it’s been taken out, so --

QUESTION: So was it removed, though, because – with the wars referring to the war in Afghanistan? I mean, was it removed because --

MR. WOOD: I just spelled this out for you. I don’t have anything more to say on it.

QUESTION: Robert, recently, a commission was established on preventing genocide as being co-chaired by William Cohen, Madeleine Albright, with Stuart Eizenstat and Tom Pickering. And since there is a great interest in that and it’s extremely important, why did the United States vote against a resolution which was adopted recently at the General Assembly of the UN on the inadmissibility of the glorification of Nazism and on the – this is to prohibit the description of Nazi collaborators during World War II as national liberation movements? I mean, that’s Orwellian.

MR. WOOD: Well, all I can say is I’m not aware of this resolution. I’ll take the question and see if I can get you an answer on it.

QUESTION: Yeah.

MR. WOOD: Yes.

QUESTION: The Syrian ambassador, do you have anything to announce? Is he going to meet with the deputy --

MR. WOOD: Yeah, there – apparently, there’s a date. Does anybody know the date? We can get it for you because I think I’ve seen it. I just can’t remember what the date is off the top of my --

QUESTION: Is it today?

MR. WOOD: I don’t believe it’s today. I don’t – but I’ll have to check. We’ll get back to you on that.

QUESTION: Yes, I have two questions on Sharm el-Sheikh. First, is there any Quartet meeting in Sharm el-Sheikh?

MR. WOOD: I think the schedule is still being worked out, so we’ll get you that information once we have it. But I don’t have the details yet.

QUESTION: The second: Is Secretary Clinton planning to meet with the Syrian foreign ministers – foreign minister in Sharm el-Sheikh?

MR. WOOD: Not that I’m aware of.

QUESTION: Thank you.

QUESTION: My question would be about Belarus. You probably saw the reports that European Union is improving and normalizing its relations with Belarus. Do you think the United States will take the similar steps as European Union? And what would be the conditions for the U.S. to take such steps?

MR. WOOD: I’m not going to speculate on what we may or may not do at this point. We’ve made very clear what our position is with regard to what Belarus needs to do improve relations with the United States. We’re well aware of those issues, and – but no plans, any further plans at this point.

QUESTION: The Spanish foreign minister yesterday said they’re willing to take prisoners from Guantanamo. What’s your understanding of the status of that agreement, and who might be stepping up at this point?

MR. WOOD: Well, as you know, we never really get into the specifics of discussions with regard to detainees in terms of our conversations with countries. I know that Minister Moratinos did mention that in a press conference. I don’t want to go into specifics of those conversations, but yes, the question of detainees at Guantanamo did come up in the meeting.

Yes.

QUESTION: On Cuba, and this is about the budget – budget bill that’s coming out, and apparently it contains key paragraphs that don’t – obviously, a budget doesn’t change U.S. policy, but it doesn’t have any money for enforcement of the travel restrictions on Cuba. So could you say whether that’s –

MR. WOOD: I haven’t seen – you’re talking about the omnibus? Is that what you’re talk –

QUESTION: Mm-hmm.

MR. WOOD: Yeah. I haven’t seen the omnibus bill, at least the language, and I don’t want to comment on it until I’ve had a chance to look at it and others have had a chance to look at it. Once we see –

QUESTION: Would you expect that the Administration is going to continue enforcing the travel restrictions on Americans to Cuba?

MR. WOOD: Well, let’s see. I mean, the Administration is looking at a number of different issues with regard to our Latin America policy, and when – if we do have something different to say with regard to Cuba, we’ll let you know.

QUESTION: Well, isn’t there an ongoing review of whether these policies on the travel restrictions particularly – isn’t this Administration engaged in a review of whether the travel restrictions should stand?

MR. WOOD: We’re looking at a number of different aspects of our policy with regard to Cuba and other countries in Latin America. And once we have something to say, Elise, we’ll be happy to let you know.

QUESTION: May I follow up?

MR. WOOD: Sure, Michelle.

QUESTION: I think it’s actually the remittances of Cuban Americans that -- the restrictions of the Bush Administration put in place, above and beyond the wrong embargo. And President Obama on the campaign trail said – suggested that he would change that. Is that specifically under review?

MR. WOOD: Well, I’m not going to get into specifics, but as I just said to Elise, we’re, you know, looking at a number of different aspects of our policies throughout Latin America. Cuba is certainly one of those countries that we’re looking at, but I don’t have anything more for you at this point.

QUESTION: In Pakistan today, the provincial government of Punjab ceased to exist after a court order, and then there was no one to rule and order. It sparked some violence in the streets, and the opposition is accusing the government of offering a deal. Are you concerned about the situation in Pakistan, where there’s violence in the countries fighting involved in the war against terror?

MR. WOOD: Well, obviously, we’re concerned about any violence that takes place anywhere around the world. But you know, that seems to me something that the Pakistani Government will need to handle, but I don’t have any further comment on it.

QUESTION: Mr. Wood, did you read the report on human rights?

MR. WOOD: Did I –

QUESTION: Did you read the report on human rights?

MR. WOOD: Not yet. But it’s in my queue of things to be read.

President Barack Obama: My address to Congress

Last night, I addressed a joint session of Congress for the first time.

To confront the serious economic challenges our nation faces, I called for a new era of responsibility and cooperation. We need to look beyond short term political calculations and make vital investments in health care, energy, and education that will make America stronger and more prosperous well into the future.

A little more than a month into my administration, we've already taken bold steps to address our urgent economic problems.

Through the Recovery Act, the Stability Plan, and the Housing Plan, we're taking the immediate necessary measures to halt our economic downturn and provide much-needed assistance to working people and their families.

But to set our country on a new course of stability and prosperity, we must reject the old ways of doing business in Washington. We can no longer tolerate fiscal deficits and runaway spending while deferring the consequences to future generations.

That's why I pledged last night to cut our deficit in half by the end of my term. Achieving that goal will require making sacrifices and hard decisions, as well as an honest budgeting process that is straight with taxpayers about where their dollars are going.

Public comments are due on or before March 13, 2009.
As a reminder, a Notice of Proposed Delay in Effective Date for the Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs final rule was published in the Federal Register on February 11, 2009. The Notice requests public comment on a 60-day delay in the March 30, 2009, effective date and the delayed September 30, 2009, effective date for the Enterprise Income Verification (EIV) system to be mandatory for multifamily housing program users. The Notice also solicits comments generally on the final rule itself. Instructions on how to make comments are located in the Notice.

The National Technical Information Service (NTIS), an agency of the U.S. Department of Commerce is pleased to announce to members of the Federal Librarians discussion list, the creation of the National Technical Reports Library (NTRL), a new online platform which enhances accessibility to the NTIS collection. A spring 2009 public launch is planned for the NTRL which will provide access to the bibliographic records of more than 2 million technical reports and over 500,000 full-text downloadable reports in PDF. The intent of the NTRL is to broadly expand and improve access to millions of bibliographic records (pre-1960 to present) and 500k full-text documents that are directly linked to the NTIS database.

Nation Embraces President Obama’s Honest Budget Blueprint for the Future

President Obama’s address last night to a Joint Session of Congress called for a “new era of responsibility,” and assured the country that even when faced with economic and fiscal crises, America has the resilience to emerge stronger than before. As the President said in his remarks, the budget outline he will deliver to Congress this week “does not attempt to solve every problem or address every issue. It reflects the stark reality of what we’ve inherited – a trillion dollar deficit, a financial crisis, and a costly recession.” Congressional Democrats pledge to work together with the Obama Administration to enact an honest and responsible budget, restore confidence in our economy, and put our nation back on a path to a sustainable fiscal future.

Hoyer Statement on the FY09 Omnibus Appropriations Bill

WASHINGTON, DC – House Majority Leader Steny H. Hoyer released the following statement today on the FY 2009 Omnibus Appropriations Bill, which passed the House today, completing work on the FY09 appropriations process:

“Today, the House completed its work on the fiscal year 2009 appropriations bills. The omnibus bill we brought to the floor today is the result of collaboration between Democrats and Republicans, and today, my colleagues on both sides of the aisle were allowed the opportunity to vote to fund some of America’s most important priorities.

“We reached this point today because President Bush’s last budget ignored critical investments in our country’s future. It shortchanged our military families; it shortchanged police departments across America; it shortchanged our schools and teachers by $3.3 billion; and it shortchanged American workers by cutting job training and worker protections—an especially irresponsible step in a deep recession that was already underway when that budget was submitted.

“This bill corrects those oversights. This is legislation designed to confront an economic crisis and geared to mesh with the job-creating recovery legislation we passed this month. It funds worthy programs including research on energy technology and efficiency; investments in healthcare access and K-12 education; new training for Americans who have lost their jobs; and more.

“It would be shameful if the families and public servants and scientists and workers on the other side of this bill are shortchanged because of a phony pet issue—a pet issue like earmarks. Railing against earmarks may be a popular partisan crusade here in Washington—but I challenge any Member of this House to go to his or her district and ask the people there if the issue of earmarks is more important than a good-paying job, more important than quality schools, more important than safe communities.

“The truth is that it’s Democrats, not Republicans, who have reformed the earmark process. We imposed strict accountability and disclosure rules on ourselves—so that the public can see how every dime is spent. We cut earmarks by more than 40% last year, and we’ve cut them again this year. In this bill, we have taken them down to less than 1% of the budget. But if someone wants to stand in the way of better schools and healthcare and jobs because they have a problem with less than 1%—they can be my guest, and then they can explain it to their voters.

“The truth is that getting our fiscal house in order—after years of Republican neglect—is not about earmarks at all. It is going to take hard decisions and hard work. It’s the work that began when President Obama called a fiscal responsibility summit at the White House, and when he spoke to us last night in this chamber, as an adult speaking to adults. That is the hard work our country demands, work without partisanship or posturing. And for that job, everyone in this chamber is needed, and welcome.”

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Name of product: Fishing Games, Rattles, Pull-A-Long Cars, Mini Pull Back Cars, and Cartoon Bubble Guns

Units: About 39,000

Importer/Distributor: CBB Group Inc., City of Commerce, Calif.

Hazard: The fishing games, baby rattles and pull-a-long cars contain small parts, which can detach and pose a choking hazard to children. The mini pull back cars and bubble guns have surface paints which contain excessive levels of lead, violating the federal lead paint standard.

Hoyer Announces House to Vote on DC House Voting Rights Act Next Week

WASHINGTON, DC – Following markup of the DC House Voting Rights Act (H.R. 157) in the House Judiciary Committee today, House Majority Leader Steny H. Hoyer (Md.) announced that the House will vote on the legislation next week.

“With today’s markup, Congress is one step closer to bringing representation to the people of this city. And I am happy to report that I, with the help of the three distinguished Members here with me, will bring the DC voting rights bill to the floor of the House next week.

“Next week, we will be voting to keep a promise that is nearly two and a quarter centuries overdue. It was the promise of our founders, a promise put into words by the Father of the Constitution, James Madison, when he wrote that the people of the federal city ‘will have had their voice in the election of the government which is to exercise authority over them.’

“Year after year, as barrier after barrier to the vote fell, Congress ignored the voice of this city. We ignored it so long that America became the only democracy in the world to deny representation to the people who live in its capital.

“You might ask how, at a time of economic crisis, Congress can find time for this issue. I think President Obama gave us an excellent reason last night: Because, even in times of the deepest crisis, this country never stops building for the future. If we can put aside our principles in bad times—principles like outstanding education, and healthcare for all, and, yes, full voting rights—those principles weren’t worth much to begin with.

“Generations of us have fought so passionately for the vote because a vote is more than a piece of paper every two or four years. It is self-respect. It is membership in a community.

“The people of this city deserve those things just as much as any one of us, and as much as any visitor walking down the Mall today. With our vote next week, we can finally help them get it.”
