The objective of the Aviation Cooperation
Initiative is to familiarize key Latin American and Caribbean
aviation sector officials and project sponsors with the latest

will include meetings with U.S. industry, financial institutions,
aviation associations and U.S. government agencies to exchange
information with regard to commercial, technological, regulatory
and financial issues confronting the aviation industry. The third
OV in this series is focusing on air traffic control and navigation.
The delegation will participate in visits to FAA air traffic
control facilities, training centers and airport facilities that
showcase U.S. technologies in air traffic control and navigation.
The delegation will also have the opportunity to participate
in the Air Traffic Control Associations annual conference
in Washington, D.C.

visits to U.S. manufacturers of general aircraft and aircraft
engines as well as visits with U.S. suppliers of on-board avionics

President Obama just released a new health
reform proposal -- and our political director sent me an overview
that I wanted to share with you.
Here's the bottom line: It's a plan that
puts Americans in charge of their own health care, bridges the
gap between the Senate and House bills, and adds additional ideas
from both parties to fight waste and abuse.
The plan will serve as a starting point
for discussion at a major bipartisan meeting this Thursday between
the President and congressional leaders to discuss Republican
and Democratic ideas for improving our health care system. And
if there are more areas of agreement, they'll be added to the
plan.
Ultimately, we're going to move forward
with a bill that lowers costs, increases competition, provides
relief for families and small businesses, and covers the uninsured
-- and we'll need your help to do it.

Department of Energy Announces Technology
Transfer Coordinator
Washington, D.C. U.S. Department of Enery Secretary Steven
Chu announced today that Dr. Karina Edmonds will join the Department
of Energy as its new Technology Transfer Coordinator. Dr. Edmonds
will be responsible for working with the Department's National
Laboratories to accelerate the process of moving discoveries
from the laboratory to the private sector, ensuring that Americas
scientific leadership translates into new, high-paying jobs for
Americas families. Dr. Edmonds is scheduled to join the
Department starting in April 2010.
I am pleased to have Karina join our team at the Department
of Energy, said Secretary Chu. Having Karina oversee
a coordinated, strategic effort on behalf of the Department will
help increase the rate of successful technology transfers, creating
clean energy jobs and providing more solutions to our energy
challenges.
Created by the Energy Policy Act of 2005, this is the first time
that the Department has appointed a full-time person to fill
this role. An aeronautical engineer, Dr. Edmonds is presently
the Director of Jet Propulsion Laboratory Technology Transfer
at the California Institute of Technology. In that position,
she is responsible for licensing technologies developed at both
JPL and Caltech to industry and start-ups, managing the JPL patent
portfolio, assisting Caltech Start-ups and managing Caltech's
current patent filings. Dr. Edmonds will also be a featured guest
speaker at the inaguaral ARPA-E Energy Innovation Summit in to
take place March 1-3, 2010 in Washington D.C. The ARPA-E Summit
will bring together leading members of the business and scientific
communities to discuss their game-changing ideas for transforming
the way we use and produce energy.
Dr. Edmonds is also a registered patent agent with the U.S. Patent
and Trademark Office.

Hoyer Statement at Event Kicking-Off
the 20th Anniversary of ADA
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) joined Sen. Tom Harkin (D-IA), Rep. Cathy
McMorris Rodgers (R-WA), and leaders from the disability rights
community at a press conference today kicking off several months
of events leading up to the 20th anniversary of the Americans
with Disabilities Act (ADA). July 26, 2010 marks the 20th anniversary
of the ADA. Below are his remarks as prepared for delivery:
Twenty years ago, the first President Bush signed the Americans
with Disabilities Act, which made our nation a world leader on
one of the most pressing human rights challenges of our time:
the inclusion of people with disabilities.
I was proud to sponsor the ADA, because
I believe passionately that all Americans deserve the chance
to live up to their God-given potential. The ADA was a collaborative,
cooperative, bipartisan effort. It brought together Democrats,
Republicans, business leaders, disability rights groups, and
more. So did our work to strengthen the ADA in 2008. Despite
our differences, we came together because we agreed that Americans
with disabilities deserve the same things we all do: jobs that
match their talents, access to public accommodations, and a chance
to live independently. Without the ADA, more than 50 million
Americans would still face enormous barriers to full participation
in American society.
But we dont mark anniversaries
like this to pat ourselves on the backwe mark them to remind
ourselves of the work that remains to be done. Americans with
disabilities continue to experience higher rates of poverty and
unemployment. And we must also remember that the challenges of
accessibility did not stop evolving in 1990. With new technology
from touch-screens to Internet-broadcast television, the challenge
to include all Americans changes every year. That is why I am
sending a letter with Congresswoman McMorris Rodgers today to
the Chairmen and Ranking Members of the relevant Committees,
asking them to hold oversight hearings on the implementation
of the ADA.
Twenty years ago, we accomplished
something memorable and meaningful that improved the lives of
millions. The ADA was, and remains, a powerful action towards
fulfilling our founding commitment to equality. And because that
commitment remains as strong as ever, we will work this year,
and in the years to come, to carry forward the ADAs legacy.

AT COMMISSION BRIEFING ON DECOMMISSIONING FUNDING
Good morning. The Commission will hear
today from both staff and external stakeholders on decommissioning
funding issues.
Decommissioning is an issue that really
demonstrates the breadth of the NRCs regulatory work. Our
responsibilities in this area start with making sure that our
licensees are setting aside adequate funds or providing other
appropriate financial assurance while they are operating to cover
their decommissioning costs after they shut down. Our responsibilities
dont end until decades later once licensed operations have
ceased and the agency oversees the actual cleanup efforts at
the site or facility.
The agency requires licensees to provide
detailed reports at least once every two years on the financial
investments and instruments that they have set aside to cover
their future decommissioning costs. During the economic downturn,
we have seen that licensees have experienced some challenges
in maintaining sufficient decommissioning funds. Overall though,
I believe that the experience of the last two years has shown
that our regulatory approach is generally sound. Most of our
licensees maintained adequate funds, and most of those who experienced
shortfalls already have addressed them.
During our first panel, we will hear from
several stakeholders including state, public advocacy,
and licensee representatives who will provide several
different perspectives on the funding challenges that some of
our licensees have experienced. We will then hear from the staff
on our second panel this morning. The staff will provide a general
overview of our decommissioning funding regulations, review some
of the challenges our licensees have experienced in meeting their
financial assurance requirements, and discuss the proposed changes
to our guidance and rules.

The fourth quarter 2009
FDIC Quarterly Banking Profile (QBP) is now available online.
Commercial banks and savings institutions insured by the Federal
Deposit Insurance Corporation (FDIC) reported an aggregate profit
of $914 million in the fourth quarter of 2009, a $38.7 billion
improvement from the $37.8 billion net loss the industry sustained
in the fourth quarter of 2008, but still well below historical
norms for quarterly profits. More than half of all institutions
(50.3 percent) reported year-over-year improvements in their
quarterly net income. Almost one-third of all institutions (32.7
percent) reported net losses for the quarter, compared to 34.6
percent a year earlier. For the full-year, banks reported net
income totaling $12.5 billionup from $4.5 billion in 2008.
The QBP provides the earliest comprehensive summary of financial
results for all FDIC-insured institutions. This report card on
industry status and performance includes written analyses, graphs
and statistical tables. In addition to the QBP, you may be interested

Today, Secretary Chu visited King Abdullah University of Science
and Technology (KAUST) in Thuwal, Saudi Arabia, on the Red Sea
coast near Jeddah. His host was Saudi Minister of Petroleum and
Minerals Ali Al Naimi, who is Chair of the KAUST Board of Trustees.
KAUST is an international, graduate-level research university
dedicated to science and technology that opened in September
of 2009. The Secretary received a briefing on scientific work
underway at the university from Professor Choon Fong Shih, President
of KAUST, faculty members and students.
Secretary Chu emphasized the Administrations commitment
to science and to the development of renewable sources of energy.
He quizzed members of the faculty about their research on biomass
and solar energy. He also toured the campus and visited some
of the Research Centers, which focus on a range of areas including
catalysis, geometric modeling and scientific visualization, and
computational bioscience.

This past Saturday, Roy Moore's ultra-conservative,
religious foundation Moral Law hosted an event commemorating
Alabama's pre-Civil War secession from the United States. Supporters
for present day secession, as well as commemorators of Nathan
Bedford Forrest - founder of the Ku Klux Klan - spoke at the
function.
Southern Poverty Law Center commented on
the event by stating, "It's quite the hate fest going on
at the foundation".
The backwards, divisive thoughts espoused
by Roy Moore and his supporters do not reflect those of average
Alabamians, or the future we wish to create for our children.
Charley Grimsley has been a longtime supporter of Roy Moore,
giving Moore's campaign for Governor more than $5,000.
Grimsley has stated he believes Moore appeals
to people like his neighbors in rural areas.

Roy Moore as Governor.

Yesterday morning, President Obama unveiled
his health reform proposal.
The President's health reform proposal
builds upon existing legislation and includes provisions to cut
waste, fraud, and abuse while making health care more affordable
and available.
The proposal would set up a Health Insurance
Rate Authority to regulate unreasonable rate hikes -- like the
ones we just saw in California and Maine. It would amount to
the biggest middle class tax cut for health care in our nation's
history.
And it would help extend coverage to more
than 31 million more Americans who are without health insurance
today. We are closer than ever to reforming our broken health
care system, and the President's proposal yesterday is the next
big step to arriving at that goal.

Every day without reform is another day
millions of Americans go without much-needed coverage or fear
losing their coverage at the worst moment.
It's another day employers face skyrocketing
costs and another day that some insurance companies will engage

of nearly forty percent this month, it showed again how urgently
we need reform.
My hope is that Republicans will now set
aside obstruction and partisan games and make a genuine effort

Today (Wednesday) is the last day of Student
Government Elections. We are in a dead heat, and we can only
put this election over the top with your support!
If you are a candidate or want to volunteer,
we can use EVERY single volunteer who wants to help out, any
time from eight to eight. If you can work for ten hours, or if
you can only flyer a class change or two, please come by our
table in Turlington to get the materials you'll need to campaign,
and help pitch in!
It's also extremely important that you
not only vote, but that you bring two friends with you! If everyone
we know could simply vote and bring two friends, we could win
every seat in this election!
